The difference is that the LAW sees a 15 yr old boy as under 16, a minor. They changed it to mean that sex with anyone under 16, even voluntary, is a crime. An 18 yr old won't have issues due to the ahe limit.

Your example is different. A teacher showing balls is different from a teacher who actually had sex with her students.
