IMO, you can't blame him for that. They also have a budget and having a large sum of compensation might open them for even larger sums of compensation in future. IF i'm not mistaken, the compensation amount is at the range of 5 figure - bloody joke if you ask me. Nobody is blaming him but there is a better way to handle this situation & in most people opinion, he fared badly with his insensitive remarks & the way he handled this issue.

I check already the going rate for insurance claims (eg car accident or industrial accident claims) for losing one arm like that is more or less the amount that the government quoted as compensation. I think his hands are tied at that.

Anyway I salute him for able to convince the wife and children to forgive him even after he admitted
