That's because a lot of Malaysians working overseas are going back for the CNY and are changing into ringgits causing a shortage of notes..... therefore the low rate is to discourage people from changing more than necessary.

If you are not in urgent need of ringgit I suggest that you wait until after the CNY when these same Malaysians return to work overseas and dump their ringgits.... the reverse will happen and rate could go up as high as 2.50

Last weekend my money changer friend asked to borrow my ringgits because demand was super high and he could not get any supply from his sources. He knew I had stock of ringgits as I had changed SGD$10K from him when the rate was 2.50 a few weeks ago.
