No wonder those native vietnamese speakers here didnt come out to lend a hand, its we didnt lay out red carpet.... They are GREAT GRANDMASTER.

Yesterd Vagrant went to learn more vietnamese and got 1 very good teacher who can speak mandarin well. I think he improved tremendous again.
These 2 are GRANDMASTER. You need red carpet to bring them here. :p

Thom07 and vagrant improves so much now.

  “我希望越南政府能鼓励,并协助这些企业拓展业务。”
  他说:“两国在政府对政府层面的合作良好,如果在经济与商业方面也有更多的合作,将有助于在新越之间建 立起互惠互利,并且更为充实的关系。”
  新越企业之间的合作昨天迈进了一小步。李总理和阮晋勇在河内的政府大楼见证了四家有意在越南拓展业务的 新加坡公司,同它们各自的越南业务伙伴签订合作协议。
两国领导人
提出新合作项目
李总理昨天下午率领新加坡代表团同以阮晋勇为首的越南政府代表团举行会谈时,双方都认为两国政府与双方企业 的合作应同步进行。两位领导人一方面讨论如何扩大政府与政府之间的合作,并且提出新的合作项目,包括由新加 坡协助越南提升在人力资源开发、交通与旅游业发展方面的能力。另一方面,他们也同意应在电信、港口、物流、 金融服务和民航方面积极开拓商机。
  总理上一次是在2006年到河内出席第14届亚太经济合作组织经济领导人会议。越南国家主席阮明哲则在 去年11月访新,而纳丹总统也于前年二月到越南作国事访问。
  李总理表示双方领导人之间的互访和其他层面的交流,反映了两国政治联系的密切程度。他指出,新越的经济 联系近年也显著加强,双边贸易额去年达到130亿元。新加坡也是越南的第五大投资国,在越南共有760个投 资项目,总额达170亿元。
  在2005年12月签订的新越联系框架协定是两国展开经济合作的基础。对于双方官员进一步把城市规划等 领域列入合作项目,李总理表示欢迎。
  阮晋勇在晚宴上讲话时,祝贺新加坡经济取得强劲回弹,并表示相信新加坡必能在全球经济危机结束后占据领 先地位。他也指出,新越两国不只在政治和经济方面有着密切的合作关系,也在旅游业、文化、安全及民间交流方 面有频密往来。
  越南今年是亚细安的轮值主席国,落实亚细安宪章将是它的重点任务。李总理表示将在亚细安事务方面给予越 南鼎力支持。

  越南总理阮晋勇在仪式上讲话时,呼吁各方尽全力使这个越南最大的房地产开发项目取得成功,并指示越南相 关政府部门、中央机构和海防市人民政府给予大力支持,使这座新城镇与工业园能以高标准如期发展 完成。
  海防综合城镇与工业园(Hai Phong Integrated Township and Industrial Park)占地1600公顷,比勿洛镇还大,估计要十年建成。设计概念是集工业、商业、住宅为一体,发展完 成后将成为海防市的“城中城”。由于靠近海边,又建在禁河(Cam River)北岸,因此将带有环保特色。
首阶段吸引1亿美元
  它在第一阶段已吸引1亿美元(约1亿4000万新元)的投资额,将首先开发611公顷地段 。

  许多居民昨天一大清早都扶老携幼步行到举行动土仪式的地点,夹道欢迎前去主持仪式的贵宾。举行动土仪式 的白色帐篷外头停放着好长一列挂上红色横幅的载泥卡车,似乎在骄傲地宣示落实这个发展项目的信 心及决心。
  海防市人民政府主席阮文成明白这个项目能为海防市带来的好处,并在讲话时表示期待这个项目能为数以千计 的当地居民制造就业机会,并提高海防市对投资者的吸引力。
  为了让当地人对这个发展项目有归属感,胜科工业园公司在设计发展蓝图时,还特别考虑开发土地对当地环境 的影响,并已委托南洋理工大学的南洋环境与水源研究院展开调查,以研究对策。
  院长伍文桢教授受访时说,一个地方的动植物品种会在开发过程中消失,如要保障宜居环境,得设法把已消失 的品种带回来。此外,这一带地势平坦,容易淹水,会影响房价,因此沿河筑堤的工程也不能少。
  胜科工业园公司执行主席刘心玲说:“这应该是一个越南人可以引以为荣的项目。这是他们的项目,带有些许 新加坡的影响和色彩,同时也为越南定下了一个新的标准。”
  当仪式结束后,贵宾们陆续坐上冷气巴士离开时,小孩拉着一串串升得很高的五颜六色气球,蹦蹦跳跳,兴奋 不已。再过五到十年,当幼稚园、购物中心和工厂建成时,这些小孩所得到的将不止是一串气球。

VSIP海防
以城镇概念规划
  海防综合城镇与工业园也称为VSIP海防,跟新越合作开发的另外三个VSIP项目比较,有其特色。一是 体现出综合城镇的现代规划概念;二是对环境额外重视。
  其他VSIP项目原本都以工业园为主,住宅和城镇部分是后来按需求添加的。而VSIP海防却是一开始就 从城镇规划的角度出发,工业园和商业园只占三分之一的面积,其余的1100公顷是规划为城镇设施用途,包括 建造高楼住宅和半独立式洋房、金融中心、商业中心、购屋商场、酒店、医药中心和大学等。
  国际学前教育品牌现代蒙特梭利国际教育中心(MMI)昨天也签约,有意在那里建造及经营一所幼稚园。M MI主席兼总裁詹杜鲁博士受访时,表示他是看准越南的8900万人口之中,三成在15岁以下,对教育的需求 非常强劲。
  专门制造红外线光学产品的II-VI公司也有意在那里设厂。董事穆马格博士代表公司签约后说:“这个综合城镇构想将能打造出一个宜居环境, 有助我们吸引所需的海内外人才。”
  VSIP海防因建在禁河以北,有一段四公里长的河滨地带,对环境保护很重视,因此也是唯一只吸引少污染 、高科技及知识型工业落户的越新工业园。
  河滨计划建造会议与展览中心、文化艺术中心和别墅,并将建渡轮码头,方便游客从这里乘船沿着禁河到著名 的下龙湾观光。

vay is used as a slang in a sentence, just like how we use la, loh, nia...

But can also mean other things, for e.g, the girl msg you: 'anh oi, vay chua?'

meaning=handsome, honey, mr or Yusof Ishak :p, wake up already?

Ur one should be the better vietnamese translation... mine is those picked up along the way one.. so mine confirm not the exact one, ja pa lang one.. as long as can KC the girl can already.. Anyway, I am not gg to do a thesis on vietnamese language.. :p xin loi xin loi...

my advice to beginners (like me), feel free to speak or type.. don't be afraid to be laughed at.. then you will gain much more than others.. ;)

But a lot words have double barrel meanings and a lot of the viet gals don't use the official dictionary word. They have their own slang.

The worse part is when starting out you most probably will have problems understanding the shorthand they text you. e.g. instead of texting "hom nay" (today) they will text Hnay which at the beginning might throw you off.

but the obvious advantage of know viet is you can get the fresh meat. Those who can handle english or mandarin have probably been in this line for a few years. Those starting out can only understand viet

Some can speak fluent cantonese as most of you probably already know, I don't speak canto to my disadvantage. But go around pretending not to know Mandarin or English, that's absurd. But my criteria of fresh would be young as well (below 22), if a WL is 26 and can't speak mandarin or English, I won't even bother.

Just want to share my recent experience. I sat 1 vb who act like dunno any english or mandarin in the pub. Somemore she arranged 1 elder sis to bring her around telling customer she is very new. Later I discovered she can actually understand and speak mandarin well. So they have developed new game plan, not so easy to tell whether they are really green or fresh now. I also know 1 vb who is 1st time here but know Jap Lang. She may be working in KTV in Vietnam too.

Again, the master speaks correctly.

Just a small thing...

sau nay literally means... after this (sau = after / nay = this)

other ways you can also say it.

chut xiu = a bit (as in... call you in a bit)

chut nua or mot chut nua = awhile more (as in... call you in awhile more)

Word of caution tho.

Fresh meat does not equal good meat.

Old birds who come here a few times know what is expected of the job, and are likely to provide better service. They are also more likely to choose who they go KS with.

On the other hand, the newbirds who come here immediately get 'corrupted' by the others and are in no position to rationalize things. This results in a 'just earn as much as possible' syndrome. Service is poor and she goes off with the highest bidder.

The above is subjective. At the end of the day, it boils down to the individual IMHO.

1) acting can be tested whether real or not after talking to her.
2) nowadays every gal also say just arrive or 1st time here. After you get to know them more, they will tell the truth. My 1st paramount gal say she 1st here, see passport also 1 chop. But when get to know her more, she tell me w/o me asking that her passport is new nad came many many times 1 year ago.
3) they got game plan, we got game plan to counter.

As I say, there is always a higher mountain somewhere. :)

I agree with you actually. Generally my "relationship" with the newbies are short. One bang that's it... very seldom rtf. The more experienced ones know how told hold down a and maintain a returning customer cos they are a good chat and know how to press the right buttons.

Sorry, a bit of tropic. When I read this thread I almost died from laughter. It remind me of my last street soccer game with a group of very senior bros (Most of them retired) at CCK stadium. I was the oldest and fatest of the group.

Every time the ball went out of play and landed beyond the concrete low wall, bro will simply jump over the wall to pick it up. I tot I could do the same the next time the ball went over the wall, however, I really underestimate myself, the final result was twisted ankle and my 'balls' almost got smash on the wall when I attempt to vault over:o.

So bro, I can cheer you guys but count me out of the game:D

i think my case is not so much of love, but sympathy.
i mistook her as a call gal (KTV gal) when she was first introduce to me.
later than i realise she works in a factory. i neglected her feeling becos i thought she was one of those KTV gal. that makes me feel regretted for what
i did to her on the first day we met. aiya, long story lah, that's why am
planning to fly back to fix a young gal broken heart. i think it's no good to
hurt a young gal's heart. they hv feeling too. :o

Bottomline is of course, $. Armed ourselves with defensive shileds should such patterns come out.

Hospitals make patients sick
===============================================

VietNamNet Bridge – Going to a hospital for treatment is a normal activity, but patients find they are infected with new diseases at hospitals. Even visitors may become ill, thanks to bacterial contamination.

Le Thi Hang of Ninh Binh went to the hospital to take care of her husband, a builder who suffered a severe injury after he felt from scaffolding. During his treatment, doctors performed minor procedures to help the patient urinate. After 3-4 days, the patient recovered from his injuries but some new, abnormal signs appeared: sharp pain while urinating and blood in his urine. Besides curing his injuries, doctors also had to treat him for cystitis.

“Such phenomena are called bacterial contamination in hospitals. Patients go to hospitals to cure a disease, but during the treatment process, they get a new disease. Bacterial contamination is very popular and has become a worry for hospitals at present because it pulls the treatment quality down,” explained Nguyen Viet Hung, Chief of the Anti-Bacterial Contamination Ward at Bach Mai Hospital in Hanoi.

In the case of Hang’s husband, health workers failed to follow antiseptic procedures when they put in a catheter. “In more serious case, the patient can catch nephritis from bacterial contamination,” Hung admitted.

At Bach Mai Hospital, one of the largest hospitals in Vietnam, bacterial contamination occurs often. Some patients got pneumonia after they used a respiratory machine because the machine was not decontaminated properly.

“Around 20 percent of the patients who use respiratory machines get pneumonia because of bacterial contamination,” Hung added. “Some patients don’t die of their initial diseases but from the new ones caught from the treatment process that are not discovered and cured in time.”

Not only patients can catch diseases in hospitals. Caregivers are also at risk.

Nguyen Le Thu’s daughter was hospitalized at the Central Tropical Disease Hospital to treat A/H1N1 flu. Thu went to the hospital to take care of the child. Before the child recovered, the mother became a flu patient.

“They call it an isolation area, but it is no different than other sections. The only “isolation” is that everyone is wearing a mask,” Thu revealed.

Doctor Nguyen Hong Ha, Deputy Director of the Central Tropical Diseases Hospital, acknowledged that “Quarantined areas at Vietnamese hospitals don’t meet standards.”

At Bach Mai hospital, the average percentage of patients who catch new diseases is 5.7-6.8 percent, but the rate is up to 40 percent on some wards.

“If patients are infected with new diseases in hospitals, the treatment process will be prolonged by one week on average, while expenditures for treatment will double,” Hung said.

If Bach Mai Hospital receives 300,000 inpatients, with the average percentage of patients who catch new diseases of 5.7-6.8 percent, at least 15,000 patients will need further treatment, totaling an additional of 105,000 days of treatment and 7.5 billion dong of additional hospital fees.

“The patients have to pay more and stay longer in hospitals that are overloaded,” Hung analysed.

Pham Duc Muc, Vice-Head of the Ministry of Health’s Examination and Treatment Department, confirmed: “Bacterial contamination at hospitals increases side-effects, fatality rates, length of treatment, increased use of antibiotics and decline in treatment quality and prestige of hospitals.

“When health workers put equipment into the patient bodies, if their hands are not sterilized, bacterial contamination will occur and vice versa,” Hung noted.

At hospitals, health workers rely on sterilized equipment by steam or driers. Keeping their hands clean is the most simple and economic way to prevent bacterial contamination. But most hospital staff, including health workers, don’t have the habit of washing their hands.

According to Bach Mai Hospital, in 2003 only 13 percent of health workers obeyed the hand-washing rules. The rate is 17 percent in 2007 and 47 percent in 2009.

When performing operations, health workers often don’t decontaminate the patients’ bodies properly, causing an increased risk of incision infections.

The average of bacterial contaminations at Vietnamese hospitals is around 5.8 percent.

VN imports 1.6m computers in 2009

VietNamNet Bridge - The country last year imported an estimated 1.6 million computers of all kinds, up 35 per cent over the previous year, according to marketing director of Intel Viet Nam Pham An Duong.

Duong said that computer prices last year were about 10 per cent lower than those in 2008, meaning PCs and laptops cost roughly US$350 and $620 per unit on average.

Domestic demand for high-speed microprocessors kept rising. Core microprocessors, for example, accounted for 29 per cent of Intel’s total microprocessors sold last year. The figure for AMD’s Athlon II X2 was 50 per cent.

Duong expected that Intel’s Core would increase its market share to 40 per cent this year thanks to the recent introduction of Core i3, Core i5 and Core i7 products.

Currently, Intel holds about 92 per cent of the country’s total microprocessor market share. The remainder belongs to AMD, according to Duong.

Local customers are also tending to pay more for their PCs with LCD screens. According to GfK Viet Nam’s statistics, the country in the first 11 months of the year imported nearly 716,000 LCD screens for PCs worth VND2.4 trillion, of which 19-inch screens made up 45.7 per cent.

Accounting for 45 per cent of the country’s LCD screen total sales, HCM City was the largest market for the product last year. Ha Noi followed with 35 per cent.

Duong estimated that laptops accounted for roughly 34 per cent of total computers sold last year, totalling roughly VND6.3 trillion ($350 million), up 28 per cent over 2008.

Retailers said that 14-inch laptops were best-sellers thanks to their reasonable prices.

GfK’s statistics also reported that 14-15 inch laptops accounted for roughly 76 per cent of total laptops sold in the second half of last year.

Despite the improvement in speeds, screens and prices, sales of netbooks last year remained insignificant as the product has remained unpopular with local consumers.

Thieu Phuong Nam, business director of Intel Viet Nam and Indochina, forecast construction that Viet Nam’s computer market in 2010 would increase 20-25 per cent over last year, adding that the domestic market had high potential as the growth rates of all kinds of computers in the market ranked second behind Indonesia in the Asia-Pacific region.

Real estate top investment for Viet Kieu

VietNamNet Bridge – A survey on Viet Kieu (overseas Vietnamese) investment at a conference on establishing the Overseas Vietnamese Businesses’ Association revealed that most wish to invest in real estate.

Secretary General of the Overseas Vietnamese Businesses’ Association Pham Thieu Hoa stated that the main Viet Kieu investment areas in the next few years will still be real estate, tourism and technology transfer.

The Viet Kieu Village project in Hai Phong, underwritten by Viet Kieu investors in the UK, received a license on January 10, 2010. The project for an international hospital with 300 beds was also licensed on the same day.

According to Hoang Van Ke, Deputy Chairman of Hai Phong People’s Committee, Hai Phong has 20 Viet Kieu projects. These include a garment factory employing 4,000 workers by Pham Minh Nam, a Viet Kieu in the UK, and a villa complex capitalized at 20 million dollar by a Viet Kieu in Germany.

Viet Kieu projects in Hai Phong have been carried out mostly via relatives in Vietnam. According to the Hai Phong Branch of the State Bank of Vietnam, Hai Phong has received some $500 million worth of “kieu hoi” (overseas remittances) in the last five years.

Overseas remittances have been stable at $150 million per annum since 2008.

A portion of the kieu hoi has been injected into investment projects, though there has been no survey that clarifies the exact percentage.

Hai Phong has attracted some three billion dollars worth of foreign direct investment (FDI), including $70 million in investments from Viet Kieu. Many projects are well known in Hai Phong thanks to their high efficiency, such as the $30 million Vietnam-Australia Steel project and Thien Vinh footwear project invested by a Viet Kieu in Japan.

Le Truong Son, Member of the Executive Board of the Overseas Vietnamese Businesses Association in Russia, noted that a lot of Vietnamese businesses in Russia have returned to Vietnam to invest. They have become the main shareholders in some Vietnam’s large banks such as Techcombank, VIB Bank, or big trade centres such as Melinh Plaza, Furama Hotel, and Eurowindow.

Son said that Viet Kieu investment will increase if they can receive updated information about investment incentives and projects calling for investment.

Pham Van Thanh, Chairman of the Vietnamese Entrepreneurs in Canada, observed that much of the kieu hoi sent from the US, Canada and Australia to relatives in Vietnam cannot find investment opportunities.

Thanh warned that kieu hoi will reduce in 10-20 years, when there are no more people who have close relatives in Vietnam. Their children, grandchildren and next generations will not have money to send to Vietnamese relatives like their parents or grandparents do.

Thanh said that there are not many “millionaire Viet Kieu,” but there are numerous Viet Kieu who have assets of $500,000 dollar to one million. They want to purchase houses to live in Vietnam or to set up small businesses, but they are still reluctant to make the investment.

I think the PRCs may be light years ahead of the rest. I have come across them starting off by offering to buy guys drinks at first glance. Of course once you get into the "hole" the exit is alot more expensive. ... watch out !! Its a serious game.. but there is still a fighting chance with the VTs.

Aiyah...very normal lah...When i ask my bx why she don't reply my sms, she also said her phone card got no $$$. But luckily so far she had not ask me for money to top-up her phone card.

Sometimes I purposely don't sms to her for a few days. Then she will send this sms to me : "Why so long u no sms to me? I think u have another girlfriend already! Huhu...."

Hmm... I sms to her, if she don't reply it's because she is busy or her phone card got no money. Then when I don't sms to her, she thinks I have other girlfriends. Sometimes I try to impress her by smsing to her using tieng viet romantic phrases which I learnt from this thread, then she thinks that I'm hanging out with other long-haired dictionary!!

Like it or not, borrowing foreign languages, especially English, in daily conversation has become trendy for many Vietnamese, particularly among young people who tend to adopt and create things more easily than their elders.

Maybe people find using foreign words when writing and speaking a good way to show off how smart they are. And the rest of us, meanwhile, quickly adopt foreign words through advertisements, internet and films. All have inadvertently allowed foreign languages to penetrate their daily life unrecognised.

Obviously, it is difficult to keep people from learning English and other foreign languages, especially in the context of Viet Nam’s increasing integration into the world.

As a friend of mine once argued, the Vietnamese language has to compete with English and many other foreign languages.

"It has to keep up with the times," he says, adding that to some extent, the borrowing of English words has contributed to diversifying the mother tongue’s vocabulary.

I agree that language is purely a tool used by people to understand each other.

However, Professor Nguyen Minh Thuyet does not agree.

While saying that all languages borrow words as a matter of course, the National Assembly (NA) deputy points out that the rampant borrowing of foreign words is an indicator of laziness and a sense of inferiority, which will turn Vietnamese into a poor and ‘hodgepodge-like’ language.

Deputy director of the Linguistics Institute Nguyen Van Khang says it is normal to borrow words, but the important thing is how many foreign words are borrowed.

"The borrowing of English words is rather rampant now, causing a loss in national character and pureness in the Vietnamese language," Khang says.

Do Thanh Duong, a teacher with 40 years of experience teaching philology at the secondary education level, says people are unintentionally spoiling the Vietnamese language.

He says newspapers and books are printed on good quality paper, but then overgrown with too many ‘weeds’ in grammar, wording and spelling mistakes.

He cites cases of a poet who composed a poem in Vietnamese with an English title and an author who borrowed the title of the book I am dan ba (I am a woman) for her short story.

According to Duong the most important reason lies in the absence of a law on Vietnamese language.

"Why hasn’t the country passed a law to protect and develop this extremely valuable and spiritual property?" Duong wrote in a letter to NA chairman Nguyen Phu Trong last year to express his worry about the abusive use of foreign words in Vietnamese.

In his address to the fifth session of the 12th National Assembly in May, deputy Thuyet also asked the NA to consider and approve a law on Vietnamese language which would regulate the use and instruction of foreign languages.

It seems to me everything goes far beyond a matter of habit. However, if the Law on Vietnamese Language were to be issued, I think it should merely stop at encouraging people to protect and develop the language, rather than imposing punishment on anyone.

found out that you have been cheated, take it as a charity. at least you
have done something to make someone you love happy.

Unfortunately, this has come at a great expense. I used to type super long sms to my girl, forgetting that for every 160 characters, it's considered as new sms. To add to my woe, I'm on Singtel Classic plan which only gives 360 free sms per month. Just last month alone, phone bill balloon up to $250++

FYI, global sms is never part of the "free" sms. Singtel charged you at 18cents while the other 2 telecoms at 15cents if the pricing had yet to be changed as of last week.

If u called at peak hr, u can call VN for 187min. U can make use of the local call value to call VN using International Calling Card, the one I used is 1576, $8 can call 159min..... My advice, dun sms, call her to have conversation, used up less $$$.

Advice noted. But, actually, as per what replied to Thom, the bulk of the sms are local smses when she (and also a couple other VBs behind her back :p:p) still here lah. After she went back, it's mostly using Yahoo IM and Chat Chat liao. Good and bad that she's good with computer stuff. Good because can communicate cheaply, but bad as she will ask me turn on webcam to "prove" I am where I say I am. :mad:

U sms her alot nvr mind, but she sms u back, it is expensive for her. Talking for 1 min is the same charges as 1 sms, but talking can know more, clearer info, listen to her voice, etc. If u call her at nite, M1 is only 8cents.

Since u cant finish, I help u to use :D

Nobody will believe u hv no VB in sgp... Nobody nobody but u!!!

Do u know that with the M1/Starhub/Singtel, the prepaid card of $25-28 can have $100 local value? These gives u 625min of local cards at peak hr; 2000 sms can be sent locally? I dun know how come ur bill can be $200+ :confused:

Actually, I fail to mention that last bill was the exception rather than the norm lah. Now that she's back and normal communication mode is Yahoo IM, I'm expecting things to fall back normal. (But, still got other problems lor... :()

And yes, I've since purchase a few prepaid cards for my own usage liao. :D

Medical fee on the rise

How will poor patients afford hospital treatment?

VietNamNet Bridge – New laws on health insurance means poor patients will now have to pay five percent of their medical bills, but will they be able to?

Don’t let poor patients die but …

Among poor patients who buy health insurance, those who suffer from dangerous chronic diseases are among the most influenced by new regulations demanding they pay 5 percent of hospital fees. The longer the treatment process is, the more fees they have to pay.

Hanoi-based Bach Mai Hospital, one of the biggest hospitals in the country, has around 300 poor patients who are treated at its kidney ward. These people have to use a blood filtering service. Under the new law, a patient will have to pay an additional of 500,000 dong of hospital fees a month. This is a huge amount of money for rural people.

Moreover, according to the new law on health Insurance, the pay from the health insurance fund for hi-tech health services is restricted to 26 million dong per process. In fact, some critical diseases (cancers or cardiovascular diseases) require hi-tech services worth dozens of millions of dong per treatment phase so the expense is huge. After deducting 26 million dong paid by the health insurance fund, patients will have to pay the remaining.

While the Ministry of Health has confirmed it would not let patients die because of a lack of money, patients have had to stop treatment and wait fordeath because they don’t have money.


Can the Health Ministry defend its stance?

Tong Thi Song Huong, the chief of the Health Insurance Department, said it really is a big problem for patients who suffer from chronic diseases including kidney patients, poor patients and ethnic minority patients.

She was asked why these people were included in the group of patients who have to pay hospital fees together with the health insurance fund when the Law on Health Insurance was drafted. Huong explained that at the beginning, the Health Ministry defined that these patients didn’t have to pay hospital fees. However, members of the compilation board and the National Assembly’s Committee for Social Issues later reversed this.


Seeking assistance for poor patients


The Health Insurance Department, the Vietnam Social Insurance Agency and clinics are seeking measures to help poor patients.

The Health Insurance Department’s chief said that it would suggest the government set up a fund for poor patients.

An official from the Vietnam Social Insurance Agency, Nguyen Minh Thao, said the agency is considering setting a ceiling for self-payment of hospital fees for poor patients. If the fees that poor patients have to pay exceed a threshold, the state will pay the extra.

However, he said that the state budget would be unable to cover this and it should be covered by social sources.

Officials of larger hospitals said that the Health Ministry suggested using the Fund for Treatment and Examination for Poor People to cover the pay for poor patients but this remains undeveloped as an idea.

While poor patients don’t have money to pay hospital fees together with the health insurance fund, Song Huong said that hospitals temporarily have to treat patients. She says it is still not urgent for poor patients because “the social insurance agency asks for payment on a quarterly or monthly basis”.

Tong Thi Song Huong, director of the Ministry of Health’s Health Insurance Department, said patients with health insurance must pay part of the hospital fees, depending on the level or category of hospitals, and the kind of insurance policy bought.

Insured patients who are examined and treated in hospitals assigned under their policy must pay between 5 and 20 per cent of hospital fees. Those who use other hospitals must pay 30-70 per cent of the fees.

Cao Van Sang, head of HCM City’s Social Insurance Agency, said that retired officials, ethnic minorities, needy people and welfare recipients with poor health would pay 5 per cent of hospital fees.

Students, employees and others who are not obligated to buy health insurance will pay 20 per cent of the fee.

The nation’s health insurance fund will pay for children under six years old and people who have contributed to the revolution.

No co-payment will be required for examination fees that do not exceed VND97,500 (US$5.3).

Patients who received treatment and check-ups at hospitals in communes and wards would not be obligated to co-pay, Sang said.

Under the new health insurance law, insured people will be provided with health insurance cards with a new code.

Nguyen Minh Thao, head of the Viet Nam Social Insurance’s Health Insurance Evaluation Committee, said that nearly 50 million people nationwide currently bought health insurance.

For insured patients who are being treated during the printing period of the new cards, old insurance cards will still be effective until they are discharged from the hospital. For people who have not received new health insurance cards, social insurance agencies will provide a document that confirms the patient is waiting for a new card. Children without new cards will be allowed to use their birth certificates.

In HCM City, Sang said that new health insurance cards for retired officials would be sent to People’s Committees of their wards soon.

Most children under six years old and 1.1 million students in HCM City have received new health insurance cards.

School violence: gusts of wind create strong storms

VietNamNet Bridge – Educators have rung alarm bells over school violence, reporting several thousands cases of students fighting each other and warning that today’s “gusts of wind” may create strong storms tomorrow.

According to Phung Khac Binh, Director of Student Affairs under the Ministry of Education and Training, 8,000 cases of student fights have been reported by 38 local education departments since 2003.


Juvenile criminals

In HCM City, a group of 7th grade girls at Chu Van An Secondary School snatched the hair of a classmate and threatened her with razor blade, while other students stood watching and videoed the action with their cell phones.

In another case, two male students of Tan Binh School in HCM City, who had previous disagreements, met each other on campus after school. One student stabbed the other in the chest with a knife. The student died.

Do Duy Bao, a Tan Binh teacher, commented that the school prohibits weapons, but teachers cannot examine the schoolbags of every student each day. If they do this, it will cause dissatisfaction among the students.

In Hanoi, the murder of a male student at Dai Mo High School occurred because of a minor disagreement between students of two different classes.

The issue escalated when students of one class gathered 10 more friends to “take revenge” on the other. One of the students died on the way to the hospital due to his serious injuries.


Families and schools need to join forces

Do Thi Hai, MA, Deputy Head of the Environment and Social Affairs Research Institute, blames school violence on students’ lack of living skills.

A survey of 1000 students showed that 95 percent do not have life skills, 77.7 percent of students have never been educated about living skills and 76.4 percent need life skills training and get embarrassed dealing with problems they meet in their lives.

Former Deputy Director of the HCM City Education and Training Department, Nguyen Van Ngai, maintains that parents need to keep closer watch to discover early on any conflicts that may lead to violence. The department has also asked schools to foster the teaching of morality.

Dr. Huynh Van Son from the HCM City University of Education suggests that minimizing school violence must be done in consultation with psychologists, who can help harmonize young people’s development.

While severe punishments have been urged, educators stress that the punishments must be reasonable so that students have a chance to mend their ways.

According to Professor Van Nhu Cuong, a famous educator, teachers strongly protest school expulsion as a punishment, because this means that schools will throw “bad eggs” into society.

Illegal bill posters to have their phones cut off

VietNamNet Bridge - Businesses that stencil illegal advertisements on walls around the city will have their phone numbers disconnected as of March, according to Pham Quoc Ban, director of the municipal Department of Information and Communications.

Ban said local authorities would collect telephone numbers on bill-poster advertisements and forward them to mobile phone companies for disconnection.

He said an inspection team had already been established to collect mobile numbers across the city. To date, seven mobile phone and 12 cable television and online gaming companies have signed onto the crackdown.

Ha Noi People Committee’s chairman Nguyen The Thao has urged relevant authorities to start removing illegal advertisements in the city this month. Illegal ads should be removed, walls repainted and measures taken to prevent reccurrence of the ads, said Thao.

City police and the judicial department would take responsibility for issuing stricter punishments for violators, while the Department of Culture, Sport and Tourism would be responsible for constructing public advertising boards, Thao said.

Statistics from the People’s Committee showed that 360,000 bill-posted advertisements and 5,400 posters had been removed so far under the crackdown.

But the campaign has so far had a limited focus on public places and key streets. Nguyen Huong Trang, resident of Dao Duy Anh Street, said the walls of her house had been covered with bill-posters for years.

"It’s a waste of time cleaning them as ads reoccur just as fast as the last ones are removed. Something must be done to stop people from using others’ property like that," Trang said.

The central Hoan Kiem District People’s Committee has decided to issue a fine of VND500,000 (US$26) to those who are caught red-handed.

Meanwhile, in HCM City, Le Quang Vinh from the municipal Department of Culture, Sport and Tourism said they were also mapping out strategies to curb illegal bill-posters by the end of the year.

The department planned to issue penalties like those being implemented in Ha Noi to violators.

"It’s easier now to find the owner of a telephone number," Vinh said. Especially now that the Ministry of Information and Communication has set a deadline of January 31 for all mobile phone subscribers to register their personal identification.
