Vietnamese tops the world for 3G passion

VietNamNet Bridge – The number of people interested in the third generation mobile technology (3G) soared in late 2009-early 2010, turning Vietnam into the country with the “greatest passion” for 3G.

This conclusion is based on Google Trends data. The data also shows that Vietnam is becoming a potential market for the providers of network service, handheld equipment and added value services based on 3G technologies.

Last year orders for 3G from Vietnam ranked second in the world, just behind China. Now Vietnam has googled 3G the most since 2004, thanks to the high numbers of people who searched for the keyword 3G on Google in late 2009 – early 2010.

The increase of the people googling 3G began in December 2009, when MobiFone launched 3G services and Viettel expanded its tests of 3G services to 17 provinces and cities.

According to Google Trend data, users paid more attention to the 3G services of VinaPhone and Viettel than MobiFone.

Vietnamese users also searched for 3G handheld equipment, especially iPhone 3G.

VinaPhone is the first telecom firm launching 3G mobile services in Vietnam last October.

In December 2009, MobiFone also supplied four 3G services: Video Call, Mobile Internet, Mobile TV and Fast Connect.

Meanwhile, Viettel announced in February 2010 to launch 3G services this March to be the third provider in the country after Vinaphone and MobiFone.

last night got operation at geylang 674/678 and u-pub area. initially i was having a session with my friend at bk when my new girl came in and tell me she going home as got police. thinking she's up to the normal trick again, saying got police wanna go home but actually go elsewhere to work, i was cursing silently but still give her her tips and smile smile let her go.

as it was quite late already (around 1230am then), told my buddy let's adjourn to m51. while in the cab, saw a lot of flashing red/blue light + many many loti chia outside saigon/upub. knn... don't tell me really big operation. boh bian, this situation go mask also sit and sing song only. so we proceed to rochor soya bean to tcss and see show. not long after we settle down, a bloody big "blue caged-tourist bus" appear outside the pub nearest to the tidbits store. but, never see any girls leh. think they must have heard the wind sound and disappear liao. even my friend girl don't bother to turn up for work.

and the worst is not over yet... tried to message my new girl, wanting to know whether she safe or not. this one, really my type... small size, fun although lao jiao, and most important 70% like ah mei (the taiwanese singer). she's not the fair fair type one, but still i like. THE BIG FUCKING PROBLEM IS... TRIED MESSAGING AND CALLING HER, ONLY TO FIND OUT THAT THE NUMBER SHE GAVE ME, WRONG ONE!!! DON'T KNOW WHETHER SHE DO IT PURPOSELY OR BY MISTAKE ONE. :(

  本地警方今年首3个月内,展开3次大型行动,努力打击犯罪活动。

  这个长达12小时的行动,在芽笼、乌节路和夜店圣詹姆士发电厂进行,从昨天傍晚开始一直持续到今天凌晨 。总共400名来自新加坡警察部队、中央肃毒局、新加坡民防部队、移民与关卡局、人力部及新加坡关税局的人 员,在刑事侦查局带领下参与了这次的行动。

  175人因涉及私会党活动、嫖赌活动与服用禁药的罪名下被逮捕,也有部分人因为触犯移民法律、非法雇用 工人、售卖私烟而落网,其中包括84男及91女。

  这些逮捕的行动在不同的地点进行,包括芽茏与乌节路一带的娱乐场所、酒店、后巷与住家。此外,警方也查 出触犯防火安全与娱乐场所执照条规的案例。

  警方仍在调查被捕的所有人。

  前两次扫荡

  ●1月22日:警方芽笼大扫黑,在14小时内逮捕170人,其中包括103名男子和67名 女郎。

  ●2月6日:警方展开7小时扫荡大行动,逮捕158名人,其中包括多名艳女。

  刑事侦查局长黄文艺:

  打击罪案 努力执法

  针对这次大扫荡,刑事侦查局长黄文艺表示,他感激各个部门所给予的协助,并且赞扬所有参与 的公务人员。

  “我们的行动是为了减少犯罪,让社会变得更安定。就像我之前所提到的,我们将并不会姑息任何犯罪活动, 通过各个部门的合作,警方会严厉打击罪犯,被逮捕的人将会受到法律制裁。”

The city, regarded as "Western capital", with an estimated population of 1,121,000 as of 2004, is the biggest city in the Mekong Delta. The city is located on the south bank of the Hậu River, the bigger branch of the Mekong River. It is 169 km from Hồ Chí Minh City, Vietnam’s largest city. Cần Thơ’s climate is tropical and monsoonal with two seasons: rainy, from May to November and dry, from December to April. Average annual humidity is 83%, rainfall 1,635 mm and temperature 27 °C.

Cần Thơ is famous because of its floating markets, Cai Rang and Phung Hiep, where people sell and buy things on the river, its bird gardens (Bằng Lăng), and Ninh Kieu port. The city offers a wide range of tropical fruits such as pomelo, longan, jackfruit, mango and durian.

Mother Nature’s been tough on Vietnam

VietNamNet Bridge -- Drought and unusually high temperatures are now pervasive throughout Vietnam. Le Thanh Hai, the deputy director of the national weather service, told Tuoi Tre that the proximate cause is El Ninõ.

The rainy season ended very early last year. There was little rain at the end of July and from August onward, hardly any at all. The midsummer downpours (mua ngâu) just didn’t happen. On top of that, El Ninõ’s influence continues to be strongly felt. The average temperature in recent months has been considerably higher than average. In the north, the winter cold waves have also been unusual. Typically there are four or five cold spells each month of roughly equal intensity and duration, but not this year.

There have been as many cold spells as usual, three or four each month, but their intensity and duration have been irregular. Some have been quite sharp, with prolonged chill, but between these, there haven’t been less intense cold waves, but instead extended periods of warm weather – in particular the eleven day warm spell before Tet, something extremely rare in the north of Vietnam according to the annals, and never seen since systematic weather measurements began.

That hot spell lifted the temperature in Hanoi to 7ºC above normal; the lowest reading all month was 21ºC though the average temperature in February is 17.5-18 degrees! After that, there was a cold spell that persisted all through the Tet holiday. Then came another warm spell, 2-3ºC above normal. The sudden shifts, especially, make everyone sense that the weather’s become odd. February 2009 was hot, too; the temperature averaged 4-5 ºC above normal. That year, however, the changes were gradual, so no one thought it odd.

Then there is the extraordinary drought. Water levels in the northern rivers have fallen way below forecasts. At the place where the depth of the Red River is charted in Hanoi, it has fallen through the previous low, 70 centimeters, to almost dry -- a wholly unimagined low of ten centimeters!

The base temperature for the last three months is also the highest recorded in our era, and that high level is typical of El Ninõ cycles. 1997-98 was also an El Ninõ period, and the temperature was elevated then too.

Tuoi Tre: This year, the entire country is suffering from drought. Besides lack of rain, are there other causes?

Le Thanh Hai: Rain’s not scarce just in Vietnam; all of Southeast Asia and southern China are suffering. In Laos and Thailand, the flow in the Mekong is at an historic low. The rainy season usually lasts through October, but by October last year, it had ended all throughout mainland Southeast Asia. Because rainfall was inadequate, the hydropower plants made extra effort to store up water behind the dams. When they produce power, water is released from the dams but not enough to restore the flow in the rivers to normal levels.

Tuoi Tre: What’s your view of the salt water infiltration situation in the south?

The condition of the Mekong river is will improve only slowly, so the outlook is less optimistic than in the north. The salt water infiltration in the Delta provinces won’t subside until the rains start. We’re seeing salt water infiltration up to 40 kilometers inland, and it could penetrate even further up to the first part of April.

Tuoi Tre: With all these changes, should we expect this summer to be as hot as last summer?

Hai: What we can see most clearly is that this March and April will average one or two degrees hotter than normal, and there may be some really hot spells, more like summertime. Rainfall will be twenty to fifty percent below normal – and these are the dryest months of the year in the Central Highlands and the south. Possibly there will be a few unseasonable showers in April there, but not enough to relieve the drought conditions. [Typically the southwest monsoon does not begin until mid-May – ed.] In the north, we hope some heavy rains and thunderstorms at the end of March will break the drought. And if El Ninõ returns to normal, as is forecast now, then it isn’t certain that this summer will be hotter than average.

Drug inmates break out of rehab center in Vietnam

HANOI, Vietnam – More than 100 inmates escaped from at a drug rehabilitation center in southern Vietnam and police were searching for dozens still at large, state media reported Wednesday.

The 103 patients took advantage of the chaos caused by a brawl between fellow inmates Monday night to overpower guards and break through the fence at the facility in Pham Van Coi village, some 40 miles (70 kilometers) northwest of Ho Chi Minh City, the Thanh Nien (Young People) newspaper reported.

Police recaptured nearly 50 inmates but were still searching for the others, the report said. Officials were not available for comment Wednesday.

Patients at Vietnam's drug rehabilitation centers are often sent by their families or by the government. Once at the centers they must stay for two years.

This mandatory time requirement has led to more than a dozen breakouts from the centers since 2001. Nearly 1,200 inmates escaped from the same center in 2005.

Officials have said that the rehabilitation programs _ which combine education, communist ideology and physical labor _ have a high failure rate, with more than 90 percent of patients relapsing within five years.

Doctors under pressure as abortion demand goes up

Abortions are the stuff of daily life for Dr. Nguyen Thi Hong Minh, director of the Central Obstetrics and Gynecology Hospital in Hanoi.

But there are times she has to confront her “worst fears”, having to abort fetuses that are 20-22 weeks old, when their bodies are fully formed.

“I always feel a sharp pain along my back when I have to treat those unlucky babies.”

The nutrition between the mother and baby is cut and the fetus dies in the womb in most cases, she said.

“But some fetuses are delivered so quickly and they manage to take another breath before they’re gone. There’s no way to save them as they weigh only 400 grams or so.

“As a woman, I am really hurt. Other children are born with so much care and love. But these 20 to 22 week old babies, already little dolls and they have to die.”

And there are times Minh has to work with four to five such cases a day. Vietnam does not ban abortions. Doctors provide advice, but generally do what the mothers want.

Minh said many doctors in her situation chose to visit pagodas frequently, trying to find some peace.

The psychological trauma faced by doctors could emerge as an important issue with the rapidly increasing number of people seeking to have abortions.

The hospital receives more than 40 abortion cases every day, many of them students and teenagers.

Within 10 minutes on Tuesday morning, the birth-control center at the hospital had held consultations with 27 people who wanted to end their pregnancies, and two of them had quite advanced pregnancies.

“We resumed work on February 22 (after Tet break) and have received more than 45 cases every day, 1.5 times the normal,” Minh was quoted by local newswire Vietnamnet as saying Thursday (March 4).

The number excludes around 20 cases that the center has to refuse every day as there’s not enough space or doctors, Minh said.

While there was no speculation that the increase in cases had to with the reluctance of many women to give birth to girls in the Year of the Tiger, there were several news reports before the Lunar New Festival that women were demanding that doctors deliver their babies before the year was up.

A 17-year-old 11th grader was the youngest resident wanting an abortion since the center resumed services, according to hospital records.

She was in the 10th week of pregnancy and her parents accompanied her as guarantors.

Some doctors at the center said they were still haunted by one abortion they had to do for a girl just 14 or 15 years old who was already half way to becoming a mother.

A clinic nearby has been treating six to seven abortion cases every day in the last couple of weeks, instead of between zero and one or two earlier.

The clinic owner spoke of a 17-year-old student who came in for an abortion with many of her friends.

“It seemed that the shame of being pregnant as a teenager no longer existed in those students. They were cheerful as though they were on a picnic,” she told Vietnamnet.

The newswire did not mention the names of the clinic and its owner.

Students have accounted for 20-30 percent of the abortion cases in the area in recent years, according to doctors’ notes.

Experts say youngsters feel free to have unprotected sex when they engage in sexual relations with their lovers, and do not show sufficient awareness of the dangers of sexually transmitted diseases including HIV/AIDS.

There were 5,000 women seeking abortions in less than three months at the Central Obstetrics and Gynecology Hospital late last year. Many were college students including some from medical schools and mothers who had given birth a couple of times. They had very little knowledge of birth-control and the risks involved in having an abortion.

Minh spoke with a mixture of anger and sadness: “They were students, so they should have had some knowledge. But the way they protected themselves was so bad. And that will severely affect their health right now and later.”

Dealing with inflation: cutting spending and working more

VietNamNet Bridge – Contrary to all predictions, small merchants have not raised prices in spite of input price increases. Instead, they are trying to deal with high inflation by cutting down expenses and doing more work.

A Saigon Tiep Thi reporter went to Tan Son Nhat Market a few days ago to have his jeans repaired. To his surprise, the tailor asked for only 10,000 dong instead of 15,000 as usual. The shop’s tailor explained: “If I ask for a lot of money, my clients will stay away and I will starve to death.”

Last Tet, the same tailor decided to raise service fees from 10,000 dong to 15,000 since everything was more expensive and he needed to be able to feed himself and his family members.

The reporter noted that this tailor’s tale demonstrates how different people have multiple ways to deal with the price storm.

Ngoc, the owner of a Ban Co Market grocery, remarked that “Purchasing power is very weak, so how can I dare to raise prices? I must cut a lot of expenses to make a profit.”

Previously, she had to pay for the lunch of her workers, some 13,000 dong per person. Now the price has risen to 15,000. Goods transportation costs has increased by 5,000 dong and Ngoc also must pay around one million dong for electricity, water and sundries.

Now, she has decided to cut down on all these expenses. She wakes early to prepare meals for workers. She also delivers goods to loyal clients herself instead of hiring xe om (motorbike taxis).

“I can still live well over the last two weeks. The measures I have taken allow me to keep the same total expenses and the same profit,” Ngoc revealed.

Phung, a footwear wholesaler at An Dong Market, once raised the wholesale price by 2,000-3,000 dong per pair of shoes, because the input material prices all increased sharply.

Her retailers did not accept the price increases and finally Phung decided to cut her labor force and offer higher wages to remaining staff to work with higher capacity. She laid off four workers and saved 6.4 million dong, which she will spend on other work.

The owner of a production workshop at Tan Binh Market has decided to close his kiosk for the first two months of 2010, allowing him not to save on taxes. He explained that he will only open the workshop again when he gets more orders.

Duc has been a motorbike taxi driver, but is switching to a new career: mending punctures. The job brings him 30-50,000 dong a day, enough to pay his rent. He can follow his new career when he lacks customers for his taxi service, which provides him 60-100,000 dong per day that he uses for meals and medicine.

Prices are getting higher, life is more difficult, but people continue striving to live well.

guys, i'm finally found a place n time to post my last trip experience safely.

we, consist of 3 men all together. all 3 were the same old group from the
previous trip. we departed on the 9/3 and planned to return on the 13/9.

i didnt inform my gal (kim) of my trip. i want to give her a big surprise. ( i
like to give surprises) and with sudden appearance, i can also test if she has
oxa or bf or not.

we checked into a hotel along de tam st in dist 1. we went around to check
tour packages to cambodia but realised that it's too rush to return so we end
up settled for meikong delta and can ton. i called kim only later in the
evening. she agrees to travel with us and meet me in my hotel after 7pm
that night for dinner.

we waited for her at the lobby for more than an hour b4 she turned up.
she looks so happy when she first saw me. she hug me briefly outside the
lift car of the hotel on our way back to my room to put her bag. we have
communication barrier so we didnt talk much. the only word from her was
oxa, shyly.

we proceed to have our seafood dinner in D5 by a taxi. she answered a few
calls during the dinner and look worrysome after that. i asked her why. she
says her mother is asking her to go home now. she's worry something might
happen at home. i suggest she take her leave go home and check. she then
left hurriedly.

few hours passed. is 1am+, i still receive no news from her. tried calling her
mobile but is not answered. i started to have a bad feeling. we have booked
6 tickets for the trip, her bag is in my room and we have to leave by next
morning. how? you dont expect me to bring her handbag with me right? :cool:

Factory workers are worn-out with 25 cent meals

VietNamNet Bridge – A survey in Binh Duong province near HCM City shows that workers in the industrial zones there are poorly nourished.

Companies budget eight to ten thousand dong per meal per worker, but after deducting the fee for contractors and other service costs, the true value of a typical meal is only four to five thousand dong, roughly twenty-five US cents, according to a report summarized in Tuoi Tre. (For reference, a kilo of rice costs at least 10,000 dong, a kilo of pork about 55,000 dong, a kilo of beef 100,000 dong, and a bundle of greens about 3000 dong.)

The quality of worker meals is very poor, lacking vegetables, fat and protein, concluded the Food Hygiene and Safety Division (a Ministry of Health unit) in Binh Duong province after surveying firms in twenty industrial zones (IZ) employing hundreds of thousands of workers. In fact, it said, there’s not enough nutrition in the company rations to sustain the workers when they have overtime work.


Worker meals more plain

“The quality of worker meals is at ‘red alarm’ level. Many companies pay 8000 dong for a ration but after the contractors pay commissions and wages, the ration is worth less than 5000 dong. Meanwhile, workers have to work more than eight hours a day. They cannot work with poor meals,” said Nguyen Ngoc Son, a member of the Binh Duong province People’s Council. “I’ve been on the the province’s culture and social affairs oversight board for many years, and we’ve never seen it worse.”

Son said there around 500,000 factory workers in Binh Duong. If matters related to worker health are not dealt with, he warned, they can reach dangerous levels.

The real price of a canteen meal includes value added tax, wages for the kitchen staff, transportation fees, insurance and the commissions that contractors have to pay to the companies to get the canteen contract.

According to the survey, 65 percent of the meal providers have found it necessary to pay a ‘commission.’

At the time of the survey, the meal providers were reimbursed an average of 9400 dong per meal. Over ninety percent of them said that they were willing to provide meals for seven or eight thousand dong but they couldn’t guarantee that these would provide sufficient nutrition. Actually, many of these contractors were providing rations worth only four to six thousand dong at that time.

Most of the meal providers relied on imported frozen meats. Three out of five violated the regulations on keeping food samples, which would make it difficult to investigate food poisoning cases if they occur. Notably, many kitchens provided meals with little vegetables.

The Binh Duong Labour Federation recently met with managers of the Green River Wood and Lumber Company in An Phu commune, Thuan An district, in an effort to solve the complaint of hundreds of workers about the meal quality.

Workers said that this firm budgeted 8000 dong per meal but it organized a tender to choose a contractor so the true value a meal is only four to five thousand dong. The contractor explained that it had to pay 10 percent VAT, wages, transportation fees, etc.

Nguyen Van Khuong, vice chairman of the Binh Duong Labour Federation, said that most firms budget less than 10,000 dong/meal. Some companies paid their contractors as little as 6000 dong per meal. Meanwhile, the price for food has gone up since the Tet holiday.

A survey conducted last year in Dong Nai province, another home for IZs on the outskirts of HCM City, revealed the same situation. Companies were budgeting only 3500 to 8000 dong per canteen meal.

Besides poor nutrition, food poisoning is a big threat from industrial meals. A dozen food poisoning cases were recorded at plants last year.


Meals at home

Though meals at factories are at alarm level for quality, the meals that workers eat at their dormitories are not appreciably better. Workers often buy cheap food from mobile markets because their salary is low while the prices are going up.

At a row of boarding houses in front of the Linh Trung Export Processing Zone 1 (EPZ) in HCM City, workers have to get up at 5 am to prepare their breakfast. Some take instant noodles with vegetables. Some others roast cold rice left over from yesterday’s dinner. Some workers share a pot of rice and a pot of vegetable soup.

Near the gate of the Linh Trung EPZ, dozens of vendors sell xôi (steamed sticky rice), boiled maize and soybean milk as breakfast for workers. “Rich” workers can buy a 5000 dong portion of xôi with a small piece of grilled chopped meat. Others can only afford 2000 dong’s worth of xôi or a plastic bag of soybean milk worth 1500-2000 dong. Many more enter the plants with empty bellies.

“A 2000 dong (one American cent) portion of xôi is enough. I will get a free lunch at the factory,” said a female worker.

“Last month I had to pay 3000 dong more for electricity and 2000 dong more for water, and the rent on my room was raised by 50,000,” said Phuong Dung from the Tan Thuan Export Processing Zone in HCM City. “The price of food is also up since Tet. I have to calculate expenses very carefully.”

In the afternoon, Dung stops at a temporary market near the EPZ to buy food for herself and three roommates. Today she buys three tomatoes for 6000 dong, a small fish for 17,000 dong and a bundle of spinach for 3000 dong. Including spices, rice and gas, each worker in her dorm room pays around 8000 dong for their evening meal.

Record low Mekong River poses threat to millions

HANOI (AFP) - – Water levels in the northern Mekong River are at record-low levels, posing a threat to water supply, navigation and irrigation along a stretch of water that is home to millions, a regional official said.

Northern Thailand, northern Laos and southern China have all been affected, Jeremy Bird, chief executive officer of the Mekong River Commission (MRC) secretariat, told AFP.

"The flows are much lower than we've got records on in the last 20 years," said Bird, whose inter-governmental body deals with all Mekong River-related activities including fisheries, agriculture and flood management.

"Now what we're seeing is these flows are reducing even more," Bird said from Laos on Thursday.

More than 60 million people in the lower Mekong basin depend on the river system for food, transport and economic activity, the MRC says, adding that it is home to the world's most valuable inland fishery.

Bird said 21 cargo boats have reportedly been stranded because of the shallow river water in southern China.

A regional drought has caused the water to drop, the MRC said.

"Severe drought will have an impact on agriculture, food security, access to clean water and river transport and will affect the economic development of people already facing serious poverty," it said in a statement.

"The northern provinces are amongst the poorest areas for both Lao PDR and Thailand."

River tour operators have stopped offering services on the river between the Laotian tourist centre of Luang Prabang and Huay Xai on the Thai border, the MRC said.

Officials in Laos have started advising people to reduce water consumption.

Bird said it is difficult to say whether global warming is responsible but the wet season in Vientiane last year was one of the worst on record, and was followed by much lower than average rain late in 2009 and early this year.

As a result, there has been very low water flow in the Mekong's tributaries.

"The rainfall in China is also extremely low," Bird said.

Thai non-governmental groups believe the unusually low levels are caused by Chinese dams, according to reports in the Bangkok Post.

There are eight existing or planned dams on the mainstream Mekong in China, the MRC has said.

"It's difficult for us to say categorically that there's no link" between the low water levels and those dams, Bird said.

But he added it would not be normal for dams to be filled during the dry season.

The Nation newspaper in Bangkok reported that Thailand would ask the MRC to negotiate with China for the release of more water from its Mekong dams to alleviate downstream drought.

Bird said the commission has not yet received any formal request from Thailand. If it does, the MRC would discuss with China the possibility of releasing water.

"This is one area where the dams upstream would actually be beneficial," he said, because once the hydropower projects are in service they should lead to 30-40 percent more dry-season water flow.

China and Myanmar are dialogue partners with the MRC which groups Thailand, Laos, Vietnam and Cambodia.

MRC data show that water levels on the Mekong in Cambodia are not as low as in the north, which Bird said is explained by factors such as different regional rainfall systems.

For the north, the problem is only set to get worse.

"The flows will probably continue to reduce for another month," Bird said.

Keep Vietnamese tourists away from casinos: VNAT

The Vietnam Tourism Administration (VNAT) has asked tour operators not to take Vietnamese tourists to casinos overseas.

In an instruction sent last week, it has also asked international tourism agencies in the area to keep Vietnamese visitors away from places that “have signs of insecurity and disorder”.

The VNAT has also said city/provincial departments of Culture, Sports and Tourism have to ensure local tourism agencies with international operations strictly follow regulations and provide proper insurance to tourists.

Such agencies should choose overseas partners that have the legal status and the capability to serve tourists and measures to ensure protection of life, assets and interests of tourists.

Illegal tourism agencies or those whose customers are involved in accidents abroad will be punished, VNAT said.

A Vietnamese tourist was killed and nine others injured in Bangkok last month after the Thai driver of their bus fell asleep and lost control. They were participating in a tour co-organized by Neo Duong Viet (Vietnamese Road) Company and Thailand’s 333 Company.

some mums do not know what their daughter work as in Sillypore.

some gals see that there is a need to spend the night outside with someone in sillypore (their work requirement). When they are back in vn, they do not see themselve as WL/FL and there is no requirement to spend the night with someone (unless is someone they are confortable and like)

after numerous attempted calls, no answered from her. we gave up.

one of my fren (season VN chiongster) that has a vn gal with him helps
me to relate a message to her by sms in tv. it says: i'm okay if you cant
make it for the trip or if you're inconvenience to join me becos you already
hv a BF or oxa. but pls let me know (reply) so that we could make our next plan.

after we got back to our hotel room, i started to activate my plan B. a new
VN gal i knew on internet. mssg her and we chat for awhile before i hint her
if she wants to travel with me to can tho. i held on the details (leaving from
my hotel the next morning) becos i still 1 2 give kim a bit more time to
come back. juz when i was about to throw out my last card to the plan B
gal, kim suddenly calls me. i didnt understand what she says so i rushed to
knock on my fren's room which was juz next door to help translate her mssg.
(my fren was shio kang half way with his gal half song on the bed) keke

i was very happy to hear that she is reaching my hotel in a min.

upon reaching my room, with my fren still wrap with a towel, i think maybe

i encourage her to pickup english lesson. and she is also keen to learn.
she later found an english school that charges 900,000 dong a mth for 2
lessons a week. i sent her 2,000,000 and send her for a 2 mths course.

i told her, i'm not asking for any return, i juz wish she can find a better job
with her new skills.

Yes. can than = "be careful" literally like you pointed out, but in English "take care" also has the meaning of "be careful", right?

I remember sometimes VN girls told me "anh can than nhe" before I left. Therefore, I suppose "can than" is somewhat similar to "take care".

In Binh Tan district, there are many cemetery plots along Binh Long street and at the intersection of Binh Long and Tan Ky Tan Quy streets. Ahead of cemetry after Binh Long is Huong Lo 3 street. And there is industrial area (KCN Tan Binh) which is somewhere near Binh Tan. Bus service 69 ply along these routes.

There are a few wards in Binh Tan district such as Bình Hưng Hòa, Bình Hưng Hòa A, Bình Hưng Hòa B. From the address which I mentioned in my signature, it is quite near to Binh Chanh district.

It is difficult to tell whether she is ripping you off or not from what you said above. This is not a simple question that deserve any simple answer. A lot depends on what she wants and a lot more depends on what you want out of her.

If you looking for fun only and never want anything serious to do with her, then of course run far far... but on the other end of the argument.. if you are exploring for the keep, then VND15mil to see the next card is not a very expensive game.

You will find the synonym "rảnh hơi", "rỗi hơi", "dư hơi", "thừa hơi"... But all of them, including ranh doi, are negative meanings.

Not only you foreign guys, but also our city guys was trapped by those girls. My ex, half of being trapped and half of being threatened (i.e. blackmail), has being given more than half of bil to a whore. 1, 2, 3: "lan". Meaning emphasis. "lan" is often put at the end of sentence along with "moi", "tan" in the middle.
1. 2g e moi ve lan --> I dun come back home until 2:00 (may be AM) --> emphasize that she works until very late.
2. 5g e moi ngu lan --> Emphasize that she stays up until very late.
3. que e o Ben Tre lan --> Emphasize that her hometown is very far.

1. chieu e moi vo quan mua com an lan.
Chieu: afternoon.
Vo: come in
Quan: store, shop (only use with food, drinks)
Lan: as I said above.

2. chac co le e ko qua nua dau, tai qua day sao giong o tu qua.
Chac: Maybe. An adverb/linking verb/model verb/conjunction, is put at the begin of the sentence, often goes along with "co le". The same meaning, chac = co le = chac co le = maybe, perhaps. "Chac" also usually used as a verb, differently means "sure". E.g: "Anh/em chac khong?" = R u sure? If "chac" means "sure", often follwed by "chan". "Chac chan la..." = I'm sure that...

"O tu" (ở tù) = jailed. Tù = prison.

After your explanation, the meaning of her sms becomes very clear to me. The trouble is, this is just the 2nd and 3rd sms. :D I am still trying to understand her other sms. Will post some more questions here, hope you can hep me again.

I think getting sms is not difficult, the problem is most VB are lazy to talk to us like common friends. A lot of sms are like "an com chua? anh khoe kg? or em nho anh" which are completely useless for us to learn.

Only VB who come to Singapore for the first time have the time and mood to hold deeper conversation with us! I am always very surprised how quickly they can deteriorate after working in Singapore for some time.

"Qua troi" really means "a lot" :D--> this sentence means that they cry so much. I don't know who they are.

The proposal is part of the draft decree on road traffic fines, which proposes fines at about 50 per cent higher than currently regulated in Decree 146/2007/ND-CP.

For example, pedestrians who ignore traffic lights, road signs and police direction would have to pay fines of VND60,000-80,000 (US$3-4). Those not using pedestrian crossings would be fined VND80,000-120,000 ($4-6).

"Pedestrians still have a poor awareness of traffic rules. In many cases, pedestrians have caused fatal accidents," said Than Van Thanh, chief of the Secretariat of the National Committee of Road Safety's Office.

"Normally, police punish pedestrians only when they are responsible for causing accidents," said Nguyen Van Me, head of Traffic Police Team No 6 under the Ha Noi Traffic Police Division. He said that his team had not punished any pedestrians last year.

Many pedestrians argued that they had to walk on roads because the pavements were occupied by parked vehicles or businesses; and they did not cross the streets at pedestrian crossings or footbridges because there were too few of them and not ideally placed.

Huyen Trang, a 20-year-old Ha Noi University student, said that she usually saw people climb over barriers to cross from Nga Tu So Market to the other side instead of using the footbridge.

"I'm sometimes startled by people suddenly running out in front of the Nga Tu So overpass. It's too dangerous," said Trang.

According to HCM City's Road Safety Committee, last year, 59 traffic accidents, accounting for 5.25 per cent of the total number of cases in the city, were caused by pedestrians, killing 42 people and injuring 17.

Under the draft, fines for motorbikes, cars, coaches violating traffic laws are also set to increase.

Dear bro,

"dua nao" = anyone. "Dua" is the way to refer to sb without respect, often used to be a 量词 of friends, children, who the position is lower than the teller. Using "dua nao" here instead of "nguoi nao" is showing her attitude, maybe she thought that she has become someone close to you.

"luon" = also, too, by the way...

"lam mai" = matchmake, means that she would be a matchmaker to introduce her friends to your friends, whising they could be a couple :D

VietNamNet Bridge – Since the grant of motorbike and car registration numbers was computerized in May 2006, people would think that “brokers” for special registration numbers have “died”. But Dan Tri online newspaper has investigated and found out that these “brokers” still live very well with their service.



What is a special registration number?

Special registration numbers are easy-to-remember numbers. Moreover, Asian people think that numbers like car numbers are linked closely to their fate and success.

The best numbers have many 6s and 8s (which mean luckiness and prosperity), for example 6666, 8888, 6868 or 8686. Other four-digit registration numbers with only one number (2222, 3333, etc) are also said to be good, except for 1111 and 4444, because 1 means making no headway and 4 means death. Other registration numbers like 0660, 7887, 6886, 1234, 5678, etc. are also special.

There are some numbers which don’t obey the above rules but are said to be special by car owners, such as 1102 (uniqueness), 1668 (more prosperity), 8386 (getting rich), etc.



How much is a special registration number?

According to Dan Tri, it is very easy to see brokers of motorbike and car registration numbers: in front of the head office of the Transportation Police Department – Hanoi Police Agency at 86 Ly Thuong Kiet street, Hanoi.

A broker told Dan Tri that to get a registration number which has the total number of all digits of eight and nine, customers have to pay 4 million dong. Customers can also choose the registration number they like but they have to wait for period of time.

Asking the broker about “tu quy” registration number (with four same digit, for instand 8888, 7777, 6666), he said that clients will have to wait for a long time. He said he couldn’t get the numbers 8888 or 9999 because these are very special numbers, just for “big bosses”. The prices for other “tu quy” numbers like 7777 or 6666 are from $7000 to 10,000.

At another office of Hanoi Transportation Police Department on Nguyen Trai road, Ha Dong district, Dan Tri’s reporters also met with a broker named Tuan, who offered to get number 6868 at the price of $12,000 and 3168 at $9,000-10,000.

This man said the prices for “tu quy” numbers are from $15,000-16,000 and from 5-10 million for numbers with digits rising (for example 1234, 2345). He affirmed that the desired numbers will be available within one week.

Nothing happened. Because this is her first time came to Singapore and she didn't speak any languages other than Tieng viet, she feels very lonely. Now i seldom go HM, after the new boss took over the current disco section, which is abt 6-9months ago? The 1st jug of beer at HH is $28 while other pub is only $22. The current singing section is very lousy, mic and sound system sucks. I wanted to sing yet the CB prc waitress keep playing disco music at the singing section, then why not they turn the whole place into disco pub??? The boss only wants to earn money and dun wan to take money out to maintenance the place. The toilets always breakdown and water overflows.

Yes. all my questions are related to police and immigration, but that is the story her sister told her what will happen to her if she gets caught by the police. Therefore, her sister doesn't allow her to go out, because if she is caught by the police then she cannot repay her debt to her sister.

I also avoid HM recently because the beer is too expensive like you said. One mug of beer costs $11 during HH, which is outrageous. I usually go to one on the right, but I don't know whether it is the "disco section" you are referring to.

HCMC considers karaoke, massage parlor zone

Those services which refuse to move to specified areas should be closed down, he said.

Quy also urged the government to help the Mekong Delta develop economically and prevent local labor from migrating to the southern hub where they easily fall victim to human trafficking and prostitution.

Some 29,300 people were working as prostitutes in Vietnam with HCMC and the Mekong Delta accounting for the most at 17 percent each, the Social Evils Prevention Department under the Ministry of Labor, War Invalids and Social Affairs reported at the conference.

Nearly 80 percent of the prostitutes working in HCMC come from the Mekong Delta provinces, according to HCMC Department of Labor, War Invalids and Social Affairs.

Other solutions put forward at the meeting included imposing stricter punishment and increased fines on unauthorized matchmakers for arranging marriages with foreigners. The current maximum fine is VND3 million (US$160.64).

Last year Vietnam had 465 people return home after being trafficked overseas, said Le Thi Ha, deputy head of the department.

The online games boom in recent years has created a negative aftermath. Many students quit school to play games and some of them have disappeared into a virtual life. How has the Department of Information and Communications dealt with this situation?

Le Manh Ha, director of the HCM City Department of Information and Communications: After the circular on online game businesses was issued, we have imposed fines on six firms who offered games without licences. However, there are many problems associated with management of online games. We have proposed that the Ministry of Information and Communications deal with it, but it has not been solved properly.

Many types of games have been distributed in Vietnam, including those featuring violence and gambling. We asked for definition of violence and gambling to licence such games, but these definitions are still absent. We also requested to end the licencing of new games while these definitions are being drafted.

It is nonsensical to restrict the time for playing game when so many games are distributed.

I know that in many rural areas, the people think that the Internet is for online games. Kids only go to Internet cafes to play games. Many criminal cases have happened because gamers need money for games or they act as their characters do in these games.

We know about the porn games at shopping malls, but the responsibility lies with other departments.

Businesses have to strictly control games. Our department will fine all firms that offer games without licences.

Vietnam is considered as the biggest online game market in Southeast Asia. Do competent agencies give up to aftermaths fromonline games for the youth?

To restrict these harmful games, we need cooperation from three sides. Players have to be aware of the uselessness and dangers of the games. Families have to educate their children about the harmfulness of these games. The state has to strengthen management over games.

What is the role of the Youth Union in assisting youngsters to protect themselves from bad games?

Le Van Minh, chief of the HCM City Youth Union’s Culture and Ideology Department: Several years ago, online games and game disks were still unfamiliar to young people, but now they can sit in their rooms and connect to the whole world very easily.

But the young can be easily infected by unhealthy content because, with several clicks, they can access porn games and pictures. This is one of the reasons for the increase in social evils and crime among the youth.

Besides close cooperation between families, schools and society, social organizations must take action to educate young people about the harmfulness of pornographic games and hold practical and attractive programmes for the youth.

I also think that the media needs to orient the youth’s awareness and struggle against porn games.

Online advertising thrives in Vietnam

VietNamNet Bridge – The revenue of the online advertising industry in Vietnam reached 278 billion dong in 2009, equivalent to $15.5 million, according a market research firm, Cimigo.


“Vietnam’s infant online advertising market grew 71 percent in 2009,” reported Cimigo’s Lukas Mira.

This is the first time a report on online advertising in Vietnam has been released. Cimigo measured data on income from websites and networks, media agents and companies using online advertising services. Data was collected from online advertising service providers and their report analyses revenues in each business category.

According to Cimigo, online advertising in Vietnam is not developing at the same pace as the development of the Internet. Online advertising accounts for a small part in the total advertising investment. The revenue from online advertising in Vietnam is lower than that of some neighboring countries and Vietnamese advertisers spend only 50 cents for access to Internet users per year, while the figure is 15 times higher in China.

“Over half of Vietnam’s population use Internet and they spend over two hours a day on average to surf the net,” estimated Mira. “However, advertisers still doubt the effectiveness of this channel of information.”

The growth of online advertising in Vietnam last year, according to Cimigo’s research, is better than the common situation in the world. According to AFP, revenues from online advertising in the US felt by 11 percent in 2009 to $2.74 billion.

The Financial Times revealed that global advertising revenues in 2010 may grow by 2.9 percent and 4 percent in 2011. Global online advertising is expected to grow at two-digit speed in 2010.

Established in HCM City in 2003, Cimigo is a group of independent experts on marketing research. With 200 members, Cimigo operates in many countries in the Asia-Pacific region.

Overcrowded pools putting swimmers at risk of illness

Overloaded and under-chlorinated

Many swimming pools in HCMC are overloaded daily with masses of people looking to cool off. At around 3 pm each day, parents often take their children to Ky Dong pool in District 3, one of the city’s most popular pools.

Other busy pools include Phu Tho in District 11, Yet Kieu in Binh Thanh District, Dai The Gioi in District 5, and Phu Lam in District 6.

With an average of 1,300-1,400 swimmers per day, most of whom are under 15, pool workers say it is difficult to adequately sanitize the water.

Dr. Hoang Thi Ngoc Tran from HCMC’s Preventive Health Center said the center monitored water safety and hygiene levels at 71 swimming pools in the city. Most showed substandard water quality, said Dr. Tran.

More than 20 swimming pools lacked chlorine to purify water and therefore, many types of bacteria are able to develop in swimming pools, said Dr. Tran.

Infections on the rise

Over the past few years, there has been a dramatic increase in the number of infections and infectious diseases attributed to swimming pools. Some strains of bacteria and viruses have built up resistance to chlorine while others are destroyed very slowly.

Doan Thu Trang from Thu Duc District said her daughter’s eyes were itchy and red for three days after swimming in a local pool. Although she bought eye drops for her daughter, her condition did not improve. Trang then brought her child to a doctor who said it was conjunctivitis, likely caused by bacteria from the swimming pool.

A doctor from the city’s Eye Hospital said the number of such patients had increased sharply over the past month, as more people had been swimming in pools due to the recent scorching weather.

Meanwhile, the city Dermatology and Venereology Hospital sees numerous patients with skin infections such as dermatitis and scabies. Many of the patients reported swimming in public pools during the past month.

Dr. Hoang Ngoc Ngan said that when pools are overcrowded, the level of contaminants entering the water also increases.

As such, more illnesses can be contracted including diarrhea, Dr.Ngan said.

She advises wearing swimming goggles and caps to help avoid ear and eye infections. People should also shower with soap and shampoo, and use disinfectant eye drops after swimming, she said.

The city Preventive Health Center has now asked pool managers to ensure standard levels of water safety and hygiene are being maintained.

Taxi cab prices in Vietnam should stay stable and be divided in a wider range so that drivers are not forced to drive longer than needed.

Every time gas prices rise, taxi firms in Vietnam raise their rates as well. I’ve been to Thailand and Singapore for many years and have never seen the taxi prices change so many times, even though the gas prices in those countries have also been increasing.

In Bangkok, a four-seat taxi cab charges 35 baht (US$1.07) for the first kilometer, 5 baht/km for the next 11 kilometers, 5.5 baht/km for the next eight kilometers, 6 baht/km for the next 20 kilometers and 8 baht ($0.24)/km for the next 20 kilometers.

It’s more expensive for longer distances as there’s chance the driver has to return without customers.

In Singapore, taxi passengers are charged 2.8-3.2 Singapore dollars ($1.99-2.28) for the first kilometer, depending on the quality of the car. It is 0.52 Singapore dollar/km for the next nine kilometers, and 0.6 Singapore dollar ($0.43)/km from the 10th kilometer.

Those prices have remained unchanged for many years and are lower than those in Vietnam, on average. Taxi prices in Vietnam in late February were VND9,000 ($0.48) for the 0.8 kilometer, VND11,500 ($0.62)/km for the next 30 kilometers and VND8,000 ($0.43)/km from the 31st kilometer.

Also, if we think about the fact that wages and GDP per capita in Vietnam are lower than those in Thailand and Singapore, the higher taxi prices are even more unreasonable.

But I think the most unreasonable thing about the taxi prices in Vietnam is that the first and 30 following kilometers are charged the same at VND11,500/km. That price is actually much lower than the price for the first kilometer in Thailand and Singapore.

It has led to the familiar situation in which customers want to travel a short way, around a couple of kilometers, but the driver would drive around and around to earn more money.

That is a waste of money, fuel and time of both the driver and customer. It adds to traffic jams as well.

Recently, I am given a task to find a water theme park in HCM. After some search at internet, I found three:

Humble playboys

Following Lam, a young playboy, Tuoi Tre reporters went to a café on Nguyen Kiem Road in HCM City’s Phu Nhuan district. At 8 pm, Lam summoned his “teammates.” Thirty minutes later, two teenage girls in very short shorts and decolleté blouses and an oddly dressed young boy joined the group.

A Tuoi Tre reporter urged Lam to head for his “special club,” but Lam explained that first his group had to wait for “the goods”. Understanding his meaning, a girl took the keys to Lam’s motorbike to go somewhere to buy drugs. Lam explained: “Some are addicted to ‘ke’ (xí ke, or ‘scag’) and others to ‘da’ (đá, or ‘rock,’ that is, crystal meth). It is not cool to go to a ‘special club’ without these things. A dose of ‘da’ costs 1.3 million dong. ‘Ke’ is cheaper, around 200,000 dong/dose.”

When the girl returned, the group found a cab to go to a hotel on Bach Dang Road in Go Vap district. The receptionist seemed to know this group well so he didn’t ask for ID’s. The group went up to the third floor to shoot up. Inside the rented room, the girl put the drugs on a wooden table. Lam took a needle and a distilled water jar from his bag while the girl cut down the pills into smaller pieces. The group shared these pieces, then left the hotel for a night club on Le Van Tho Road, also in Go Vap district.

The club was crowded; perhaps 150 people were dancing insanely when they came in. Sexy waitresses circulated through the crowd, vending beer and foreign wine. Lam and his group both danced and drank beer. The boy gave 400,000 dong to a man in the night club to buy him two pills of ‘keo’ (kẹo, i.e., ‘candy,’ or ecstasy).

“Let’s chew it and dance!” Lam cried out. The four friends continued to dance and drink in the dim light until the night club closed at 1.30 am, running up a bill of 2.3 million dong (roughly the monthly wage of an ordinary worker).



Playboys

On a Saturday evening, a Toyota minicar stopped at the gate of the HCM City University for Social Sciences and Humanity. The driver was a young man of around 20. He made a call from a most modern mobile phone. Several minutes later, a female student hopped in.

The boy was Vu. His father is a banker and mother is a real estate trader in Dong Nai province. Vu explained that he “started going to night clubs at the age of 15. It is only fun to go there in a group.”

Vu and his group invited a Tuoi Tre reporter to join them at a discotheque on Pham Ngoc Thach Road where young playboys drink hundred dollar foreign wine like water. “Feel free! This bar is not very big but I spend at least 15 million dong ($800) each time I come here. Today I will spend twice as much,” Vu boasted.

He took out his wallet and tipped some waitresses 100,000 dong each, then continued drinking to the cheers of his friends. Vu and his group danced madly to nerve-cracking music and drank more and more. At 2am, Vu paid over 40 million dong for the night.

Another young man is called “Grandpa” though he is only 24 years old. He is the son of a famous doctor in Dong Nai who also owns a lot of real estate. From the age of 20, D has been a familiar client at top discotheques and night clubs in Hanoi, Hai Phong and HCM City.

“I’m fed up with local discotheques so recently I’ve been to clubs in China with my friends,” D said. These are the famous Haoshi and KK night clubs, which serve Vietnamese students at Guangxi University.

D said that each time he goes to these night clubs, he pays nearly 30 million dong ($1.600) for wine, drugs and dancing with his friends. He has often stayed there for a whole week.

“I told my parents that I am studying at the Chinese Oriental Medicine Institute to pursue my father’s career. My parents often send me 50 to 100 million dong each time,” D boasted.

Then there’s ‘LP,’ who’s famous among young players in Saigon. He’s the son of a rich family in the nearby Binh Duong province. This youth often spends several dozens of thousand dollars on trips to bars in Singapore and Thailand. Recently, he organized a million dollar birthday party at the Paradise Club in Hollywood, USA.

Tuan, a teenage playboy, says he goes to night clubs because he’s very sad; his parents have been busy at their business and haven’t paid attention to him. Starting at humble night clubs, Tuan has progressed to luxurious clubs and his expense for a night out has risen to several hundred dollars.

finally, it's april now. am supposed to make a trip to an giang to see my girl near the end of the month.

although i visited vietnam (hcmc) before, it was more than 10 years ago and for a short 3 days working trip, so it doesn't count (although i banged a "honda girl" while i was there).

this girl, i met in a ktv between gl 24 and 24a (mm ktv, by the way). sat with her 3-4 times in ktv, we "talked" a lot although most of the time is through writing on our phone since she's not conversant in either english or chinese and i can sms tv more than i can speak. lol...

throughout the 1 month plus, we went hotel once but believe it or not, we never lam tinh. we spent the entire 2 hours talking and talking and talking, end up she's late for work in mm. this girl, she was married but divorced and with a baby girl. since she went back vietnam in early feb, we have been sms'ing and yahoo'ing (webcam included). she even show me her daughter over webcam.

now that it's nearing the date to make my trip, i'm kinda getting apprehensive. as i'm making this trip alone (might have a friend coming along, but not confirm yet), i don't really know what to expect. seems like she has a big family, 2-3 elder sisters, younger brother and all. and somemore she's bringing me to cambodia to see her mother.


can anyone who's been down this road advise me roughly on what to expect? she's already expecting me to make my trip on 27/4 although i have not purchase the air ticket yet. worst come worst, pay more lor.

“Electronic Road Pricing” or ERP is already employed by many big cities as an effective measure to control the circulation of vehicles and to curb traffic jams. It also contributes to reduce the volume of exhaust gas.

Europe led in the development of this response to persistent traffic jams caused by an explosion in automobile ownership. Britain in the early 1960’s, followed by other European cities, introduced many kinds of taxes to control the density of cars.

Not until 2002, however, did Britain set fees for access to city centres, first in Durham City and then London. The fee that a car had to pay to enter the downtown in 2003 was £5 per trip, a levy that rose to £8 in 2008.

In Norway, fees for access to downtown Oslo between six a.m. and 10 p.m date from 1986. In February 2008, Norway automated its system, now called Auto PASS.

In Sweden, toll booths are set up at the gateways of city hubs and drivers must pay fees dependent on the time they enter these zones.

In Germany, drivers pay a tax based on the tonnage of their vehicles and the pollutants they emit. For example, as of January 2005, trucks must pay €0.9 to 0.14 per kilometer travelled.

Italy uses a similar method. Vehicles that meet the Euro3 and Euro4 standards for exhaust gas are exempted from road fees but others must pay this fee, which is progressively higher proportionate to emissions. In December 2009 Italy finished a pilot programme of collecting pre-paid road fees for some zones of traffic and is moving to apply this method throughout the country.

The island country of Malta uses the most modern road fee collecting system, named Valetta CVA, which was implemented as of May 2007. This system can track the times a car goes in and out of the capital city and how long it travels within the city, then send a monthly bill to drivers. This technology was nominated for the Best European Transport Strategy Award.

Many Asian countries also have several decades’ experience using road fees to control traffic. Singapore’s Area Licensing Scheme to control the density of vehicles in its Central Business District was introduced in 1975. In 1985, the city-state’s system was automated, including ERP points, transmitters in vehicles, pre-paid cards and a central network of computers. Singapore currently has 80 ERP points. Hong Kong and Shanghai apply similar systems.


Learning from Singapore

HCM City plans to apply Singapore’s ERP system on a trial basis. This system works in the following way: drivers purchase their cards at their bank and charge their cards via ATMs; when their cars go through ERP points, fee collecting transponders on their vehicles will automatically deduct money from the cards.

If the cards don’t have enough value or cars don’t have transponders, cameras at ERP points will film the cars and send the pictures to the control centre.

This technology is said to help easily control cars. ERP systems can be fine-tuned to the requirements of any time of day.

Tran Quang Phuong, director of the HCM City Department of Transportation, said that HCM City is learning from Singapore because its ERP system works very effectively, and is credited with reducing the volume of vehicles in the Central Business District by 20 percent. There is less congestion at rush hour and more people use the public transportation system.

This solution is seen to be feasible in HCM City because investment in such an ERP system is estimated at about 2.5 trillion dong, plus 100 billion dong per year to operate it, but revenue from this system could be about 2.1 trillion dong annually.

In terms of cash, this system is really lucrative but the core objective – curbing traffic jams – may not be so easy to effect based on HCM City’s characteristics. This solution is proposed to be applied in central city Districts 1 and 3.

Actually, there are already semi-automatic fee collection points at many HCM City gateways (the Saigon, Phu My and Binh Trieu bridges and Nguyen Van Linh Street) but they haven’t reduced the flow of traffic to the city’s hub.

New measures like imposing fines based on cameras have not been effective at all, so it would be a big problem to deal with cars without fee collecting equipment or drivers whose cards don’t have enough credit. Who will solve these cases and how can they deal with them?

ERP may be a significant measure to deal with traffic jams in HCM City but it is not necessarily a panacea. If fees collected from ERP are not promptly re-invested in transportation facilities and mass transit systems, the major goal will not be achieved.

Well in the first place we need to know what kind of advice you need....are you planning to go into a relationship with her or what? or just a normal friend visit?

Everyone near her house will be looking at you and your friends..curious more than anything as this is not HCM where ppl are accustomed to seeing foreigners everyday. Just smile back at them.:D

Anyway, they will have heard about you as your girl will have told her family and then her family will tell neighbours so on and so forth...so you are actually the talk of the village even before you come....haha..


Whatever it is, dun go empty handed.. if you are planning on this trip to An Giang, here are some things to prepare yourself on:

1.) Its about 5hrs on the road from HCM with at least one boat trip and two or three boat trips depending on which part of An Giang. (My wife is from there so i know).

2.) Ppl from here are generally not so well to do and are mostly farmers so some simple and practical gifts for her family and siblings and nephews and nieces will put you in a good light.

3.) You can try this combination of gifts:

- 2 cartons of duty-free 555 cigarettes - non menthol ones ( I tried buying Malboro but my brothers-in-law says not heavy enough...tried camel they dun like...so what the heck just buy back vietnamese 555 and confirm no problem....555 considered premium cigarettes to them) and 2 hard liquor. (for the male members of the family.)

- 1 carton of eagle brand medicated oil(medium size ones).(for the females)

- some packets chocolate and sweets for the kids.( any type as long as they look nice and are chocolates.)

- some peanuts and green peas for the drinking sessions that you 100% will encounter.


The above items should cost u less than $200 and you would have put yourself in a good position.

4.) For grandparents, give ang pow. $500,000 dong( less than SGD$50) suffice.

Generally eating in and around An Giang is much cheaper than in HCM but do bring enough cash because you are expected to pay for the meals whenever you go out and of course petrol for the motor bike. Its not expensive....just think...the above gift budget is almost the same as some of their monthly pay...so its nice to pay for meals and petrol...

Other than meals and petrol, I dun think you can find anything much to spend on...Unless of course you want to buy other stuffs for her or her family or give ang pow to the kids...this is entirely up to your own choice and financial ability...

That's all i can think of now......hope it helps to put you in a good position among her family should you visit her in An Giang.

N.B : I do not know if it is still required now .....but do ask your gal to bring you or your friends to the nearest police post or police chief in the village to register your stay at her house. Do not worry! It is the procedure for them to register foreign visitors. Just fill in some forms and sign off....

Vietnam sets scorching pace in Internet use

While the Internet usage rate in Vietnam is almost the same as other Southeast Asian countries, it has seen a more rapid increase in the number of Internet users – nearly 10.9 percent over the past ten years.

Cimigo, an independent marketing and brand research organization focusing on the Asia Pacifi region, quoted official sources, including statistics from the website www.internetworld-stats.com, as saying other emerging markets like China and Indonesia had only seen growth rates of 1.5 and 1.15 percent respectively.

Around 26 percent of the Vietnam’s 85 million strong population had access to the Internet, which was the same as those of the Philippines and Thailand, according to Cimigo.

One-third of the Internet users were students, while white-collar workers accounted for 40 percent, it added.

Cimigo’s survey of nearly 3,000 Internet users from six cities and provinces like Ho Chi Minh City and Hanoi showed that two-thirds accessed the net every day for around two hours and 20 minutes on weekdays, and a little less time during the weekends.

Most of the surveyed people said they surfed the net for reading news, searching for information, listening to music, for their jobs and study, and chatting and checking e-mails.

Not many people engaged in online shopping and auction sites in Vietnam. However online shopping has seen a strong increase over the past few years, Cimigo noted.

The organization’s survey of weblogs and social networks, meanwhile, showed that females read and wrote blogs more frequently than males, while the latter attended more forums than the former.

Facebook was the most favorite social network, while Yahoo 360 Plus topped the favorite blogs list, Cimigo said.

Fake phone number software a boon for criminals

The increasing profligacy of software allowing users to make local and international calls under fake numbers could provide the opportunity for fraudsters to commit other crimes, local experts have warned.

A new software referred to as “F” began showing up at online forums last month, Tuoi Tre reported, adding that the product can be easily downloaded for free.

It asks users to pay for accounts and allows them to make calls for whatever phone number they chose. They can pick a “unique” number like 123456789 or use police phone numbers like 113 and 115.

A hacked account for the software is currently as cheap as VND50,000 (US$2.63), but it allowed users to make up to $100 worth of calls in a 24-hour period. The accounts are now widely available on the Internet.

A university student said he paid VND200,000 for an account worth up to $2,000, meaning that he could “make calls…for several years.”

While several software users told Tuoi Tre they made calls under fake numbers just for fun, several experts voiced their concerns that others could make use of the software to commit more grave crimes.

Nguyen Minh Duc, head of the Hanoi-based Bach Khoa Internetwork Security’s Appliance Security Department, said in fact, users could fake numbers to cheat others, because no one except for mobile phone network operators, no one could tell differences between fake numbers and real ones.

Faking numbers could also allow people to interfere in economic contracts and payments, according to Nguyen Viet The, head of Computer Agency under the Ministry of Public Security.

Not to mention that the cheap accounts could hit Vietnamese mobile phone network operators with huge losses, experts said.

Pham Ngoc Tu, deputy head of mobile phone network operator Vinaphone’s Sales and Marketing Department said the software made calls via the Internet with the support of foreign servers, which were totally out of control of local mobile phone operators.

However, Vinaphone said it had with international gateways to stop international calls made via the software, Tu said.

Dinh Viet Hung, a MobiFone representative, said the mobile service giant was studying the software in order to counter it.

Hung said his company considered the problem a “critical matter”.

A representative from Viettel also said the company was committed to studying the software

An official from the Hanoi police who requested anonymity told Tuoi Tre that detectives were investigating trading in the software’s accounts.

HCM City dwellers seek seaside escapes

VietNamNet Bridge – Beach resorts have become increasingly popular among HCM City residents seeking to escape the city's scorching weather during the long holiday weekend at the end of this month.


Travel agencies in the city say that 24 per cent more people have booked tours to Da Nang, Nha Trang, Phan Thiet and Phu Quoc seaside resorts in the first week of April than in the same period last year.


Life's a beach: Travel agencies report rising numbers of tour bookings to Da Nang, Nha Trang, Phan Thiet and Phu Quoc.

Fiditour has booked 15,000 customers for these resort towns. Bookings are expected to increase in the next two weeks when more people make plans to spend the four-day holiday from Friday (April 30) to Monday (May 3) to celebrate the nation's Liberation Day and May Day.

Tourist officials have warned that travel destinations will be overcrowded during the holidays and advise tourists not to leave their holiday plans until the last minute.

However, observers say Vietnamese people are not used to planning holidays much ahead of time or booking hotel rooms in advance.

A new tour from HCM City to Vinh Long, Can Tho and Phu Quoc Island launched by major travel agencies including Saigontourist and Vietravel last week is attracting a lot of customers.

The tour is being organised after Viet Nam Airlines inaugurated late last month a new route from HCM City to two Cuu Long (Mekong) Delta destinations – Can Tho City and Phu Quoc Island in Kien Giang Province.

On the tours organised every Thursday and Saturday, travellers will take passenger buses from HCM City to Vinh Long Province where they will visit lush orchards and enjoy delicious food unique to the Mekong Delta.

Before flying to Phu Quoc the following day, visitors can contemplate the rising sun on the Tien and Hau rivers, two branches of the Mekong, and visit a floating market in Can Tho city.

The HCM City–Can Tho–Phu Quoc flights operate every Monday, Wednesday, Thursday, Friday and Sunday.

Travel companies have closed tours to Con Dao after hotel rooms on the island were fully booked earlier this week.

Tours to other Asian countries are also attracting a great number of people. By last week more than 3,700 people had booked Saigontourist's overseas holiday tours.

N.B : I do not know if it is still required now .....but do ask your gal to bring you or your friends to the nearest police post or police chief in the village to register your stay at her house. Do not worry! It is the procedure for them to register foreign visitors. Just fill in some forms and sign off....

VietNamNet Bridge - A marriage broker says that all sorts of Korean men come to Vietnam in search of brides, but most are industrial workers or farmers. And the brokers are good at their chosen professions.


So that prospective Vietnamese brides are not disappointed, marriage brokers always tell them that in Korea, the life of workers and farmers is many times better than in Vietnam, because their work is mechanized.

In a black suit and shiny shoes, a tall Korean man is introduced to Vietnamese girls by Madam Cuong. The marriage broker says that this man is a farmer but his monthly income is not low, around $2000 per month, and he owns a house in Pusan.

The man with the ruddy, lumpy face explains that his standards for choosing a wife are quite simple: he didn’t require a beautiful and tall girl, just a good-natured girl. His wife will have to help in the fields for around ten days a year. She will stay at home to take care of the family the rest of time.

When the man interviewed several Vietnamese girls, the interpreter was surprised when a candidate asked why the man had chosen to find his wife in Vietnam rather than Korea. The Korean man answered truthfully that near Pusan, the biggest port city in his country, it is extremely difficult for a farmer who is not rich and not handsome to find a good wife.

The 47-year-old man added that he had read on the Internet that Vietnamese girls are good-natured, gentle and obedient, so he had come to Vietnam to seek his wife.

Unlike workers and farmers, who often decide to marry a girl after a speedy selection, a man who was introduced as a teacher with a monthly income of $5000 and his own house was the prize at a selection in Thuy Nguyen district, Haiphong.

Wearing jeans and a pink T-shirt, handsome and smiling, this man entered the room with a strong smell of cologne. This tall man astonished the Vietnamese girls. They whispered to each other that they rarely saw such a handsome groom in selections.

The 38-year-old ‘teacher’ asked the candidates to walk around the room and turn about while he took a good look at them. He chose some of them for photos and filming, but said he wasn’t satisfied with any candidate. The interpreter said that this man was looking for a 23-24 year old woman about 1.5 meters tall with white skin.

Some girls suspected that this man was choosing a bride for someone else. “Why does he have to take photos and film us in a live meeting?” one girl asked.

The Korean grooms are typically thirty-five to fifty years of age and some of them are disabled, for instance the future husband of a girl named Hoai, of Kien An district, Haiphong.

Hoai, 20, said that the man who chose her is very ugly, twice her age, fat and has a twisted neck. Even so, she’s happy to become co-owner of a chili pepper farm in the near future. While fulfilling marriage formalities in South Korea, this man has phoned Hoai every day and always thanks his future wife’s family for trusting him.

“He told me that it is difficult for Korean men who are workers or farmers to get married, let alone disabled men like him. So they have to go abroad to seek wives,” Hoai said.



Marriage brokerage is a good business

Madam Nha has a rather untidy look, but this 50-year-old woman is among the most powerful marriage brokers in Haiphong City. Among dozens of brokers in Vietnam’s premier seaport, Nha is the most experienced; she’s been in the business for over 10 years. Unlike the other brokers, who try to dress smartly, Madam Nha always wears a black outfit and plastic sandals and calls the girls “daughter” to make them comfortable.

Nha previously managed a small tea shop but, seeing that more and more Vietnamese young women getting married to foreigners, she closed her tea-shop to become a marriage broker. “This business is flourishing,” Nha said. “When girls don’t want to marry foreign men and foreign men don’t come to Vietnam to seek wives, then I will re-open my tea-shop.”

Madam Nha recounted that in her early days as a marriage broker, she had to go to poor communes in Thai Binh, Ha Nam, Hung Yen or Ha Tay to recruit rural girls to attend ‘selections.’

“I had to tell them about a good life in the future in a foreign country. Some families thought I aimed to trick their daughters so they drove me away,” Nha recalled.

She said several years ago, girls in the Haiphong area competed to marry Korean and Taiwanese men so there was no need to treat them politely. Now there are more brokers while the “supply of goods” (i.e., girls) is reduced so she has to treat the girls sweetly.

Madam Nha boasted that she has become so famous that girls come to ask for her help. She said her candidates are all beautiful, and they “sell well.”

According to many girls, this broker knows when to be firm and when to yield, so she is respected by both candidates and Korean partners. Meanwhile, other brokers said that this woman has earned several billion dong (hundreds of thousands of US dollars) from her marriage brokerage service. She is now the most “powerful” broker in Haiphong.

In contrast, Madam Lan is one of the youngest brokers in Haiphong. Besides her persuasive skills, this 30ish woman is good at make-up art. She says she can turn unpolished rural girls into real gems.

Lan says marriage brokerage is a sideline to her principal job as a florist. “When I don’t have clients, I go to the market to sell flowers. That’s a way to find girls,” she adds.

She confided that she is even seeking a foreign husband for her mother, a nearly 60 year-old widow.

Then there’s Madam Muoi, who is not very experienced but is very successful. She boasts that she has helped hundreds of girls to find Korean husbands. Her secret, she says, is that she takes care of her “brides.” She invites the young women, recruited from Quang Ninh, Hung Yen, Ha Nam or Ha Tay, to her home to teach them how to make up, how to select a husband and how to persuade their families to let them marry a foreign man.

This woman is ready to help girls to do the paperwork they need to go abroad. If they find husbands with good jobs who live in cities, brides will have to pay Muoi a fee of about 20 million dong (a bit more than $1000). Those who end up marrying workers or farmers need only pay 6 million dong.

Muoi said she has to hire ‘organizers’ and her income is very low compared to these people, who are paid thousands of US dollars by Korean grooms after successful negotiations. However, she admitted that this job has changed her life. She has been able to buy a house and motorbikes thanks to her work as a marriage broker.

The chairman of a commune in Thuy Nguyen district, Haiphong, commented that the income of marriage brokers is very high. Some have earn nearly ten billion dong (over $500,000) in several years. “And they find every trick to hide this income from the tax authorities,” he added.

Whirlwind ‘courtships’

A small van pulled up to the door of a hotel in a beach resort town near Haiphong City late in March. A woman shouted out “The grooms are coming, grooms are coming!” Four Korean men in black suits got out of the car and entered the hotel to choose their future wives from among nearly 100 excited Vietnamese girls.

Meanwhile, the young women hurriedly prepared for the selection in the hotel’s ballroom, touching up their makeup, checking their appearance in a mirror. They were mainly farm girls and industrial zone workers who had been recruited by marriage brokers.

Among them was a small woman wearing plastic sandals, with long hair and an innocent smile. She said she is a farm girl and she doesn’t know how to make up her face. “I’ve taken a day off from weeding my field today to attend this selection, hoping to change my life. It is very hard to live as a farmer,” she said, stroking her hair with scratched hands.

The Korean men weren’t scheduled to arrive until ten a.m., but from nine a.m. on the 100 square meter room was packed. Girls grouped up to exchange what they’d heard about the life of Vietnamese brides in South Korea.

“Someone told me that Hoa, who was selected at this very hotel last year, is very happy now,” a young woman said. “Does she send gifts and money to her family monthly?” An older woman who is a marriage broker answered her. “Hoa sent over $2000 to her parents this Tet holiday. Her family has recently received an electric rice cooker and irons.”

Mai from Ha Nam province told a reporter that successful “candidates” typically take part in three rounds of selection. In the first round, marriage brokers take photographs or film them, and collect their phone numbers and some personal information. The young women sign an agreement allowing brokers to post their pictures on the Internet.

In the second round, would-be Korean grooms see the “candidates” in person and ask them questions about their work, education, family, hobbies and, of course, “why do you want to marry a Korean man?” From among several dozens of young women, each Korean man will choose four or five for the final round.

Many women have participated in a dozens of these selection events but they have not been “chosen” yet. They said the bride selections are as difficult as university entrance exams.

Bao, the chief broker, announced “Girls of 25-35, please come here. Here’s a groom who is 48 years old. His home is 250 kilometers from Seoul. His wife died one year ago. He has two children but they are already married. His monthly income is around 40 million dong ($2000). He doesn’t need a pretty girl but only one who loves him. . . .”

Seeing some shy girls who were participating for the first time, Bao called out “Hey, you in the violet blouse girl, do you want to marry a Korean husband or not? Why do you hesitate? Come here to try your luck!”


Many of the candidates thought that it would be easy for them to be selected by this tall man with a leaden complexion, but one by one the girls left the interview room after several minutes.

“He is old and does farmwork but he is very scrawny. If I had known it would be like this, I would not have come here but instead I would have taken part in a selection in Thuy Nguyen district,” said a girl named Giang, 28.

Giang has attended several selections and she knows how to smoothly answer the personal questions she is asked. Even so, every time she’s been rejected, and doesn’t know why.

At 1.30pm, 20 of the young women were chosen for the third round and finally, four of them --Thuy, Hoa, Le and Phuong – had been accepted as brides.


Why do girls choose Korean men?

If at first they fail, many girls clamor to participate in other selections. The brokers organize them very often in Do Son, Thuy Nguyen or downtown Haiphong.

The home of a broker named Madam That in Lap Le commune, Thuy Nguyen district, is one of the biggest bride selecting “centres” in Haiphong. One day nearly 100 young women gathered there for a selection of Korean men. They whispered that the men they saw that day were good-looking but old.

Overhearing such comments, a broker said: “You are foolish. Why do you pine for young men who live in cities? Old and ugly men will pamper you.”

Le Khac Dung, the head of Pha Le commune, also in Thuy Nguyen district, said that nearly 400 local girls have married foreigners in the last five years, accounting for 70 percent of the total marriages in the commune.

He said the local authorities know about illegal marriage brokers but commune-level governments don’t have the power to deal with this.

There are hundreds of reasons for Vietnamese girls to marry Korean men but they all admit that it is a lot like gambling.



For many brides, there’s no happy ending


According to the General Statistical Office, nearly 32,000 Vietnamese women married foreign men, mainly Taiwanese and Koreans, from 2007 to 2009.

Dr. Le Thi Quy, director of the Centre for Gender Research and Development, who has studied marriages between Vietnamese women and foreigners, said that cases like Mai’s are not rare. “Only some of them are lucky to have good husbands. Many of their marriages are tragic. Some are tricked into marriage with disabled or mentally ill people. Some have become victims of domestic violence,” Quy said.

Foreign worker management tightened

VietNamNet Bridge - Foreign workers staying in Vietnam for longer than three months will be denied visas or even forced to leave the country if they do not have work permit or if their permit expires.


This new regulation is stipulated in an amended draft decree on the management and recruitment of foreign workers in Vietnam. The decree, prepared by the Ministry of Labour, Invalids and Social Affairs (MoLISA), will come into effect as of July 1, 2010.

The draft decree also states that all illegal workers in Vietnam will be forced to leave six months after the decree takes effect if they do not apply for a work permit.

In addition, the draft decree requires Vietnamese employers to report their recruitment, use and management of foreign workers to their departments of labour, invalids and social affairs.
Also, foreign enterprises and organizations must submit plans to use foreign workers in their bids, says the decree.

The draft decree will be a legal foundation for agencies to expel illegal workers and create favourable conditions for authorities to manage them, noted Le Quang Trung, Deputy Director of MoLISA’s Department of Employment, who added that the current decree fails to recommend any punishment for violations.

VietNamNet Bridge – At least three more bosses of big companies are completing procedures to buy a private plane in 2010, following the example of Hoa Phat Group Chairman Tran Dinh Long and Hoang Anh Gia Lai Chairman Doan Nguyen Duc.


Vietnam Air Service Company (VASCO) told Tien Phong newspaper that Duc’s purchase of a King Air 350 set a precedent; now the registration procedure is well-understood and it will be easier for other businessmen to purchase an aircraft for themselves.



VASCO refused to identify its clients. However, an anonymous source told Tien Phong that three Vietnamese businessmen are negotiating to buy planes from France and the US, including a big name in food processing and real estate field, a female boss in the field of real estate and a chairman of a big corporation.



These businessmen are willing to pay from $7-12 million for an aircraft. If these affairs go smoothly, the first plane may arrive in Vietnam in the second half of 2010 and be flying before Tet 2011. Planes at the above prices are said to be easy to operate, have low cost of maintenance fee and to be suitable for runways and airports in Vietnam.



VASCO Director Bui Ngoc Hoang said that VASCO (a unit of Vietnam Airlines) and other local firms can maintain planes like Duc’s King Air 350. They can provide pilots and related services for them.



An aviation expert said that it is easy to buy such aircraft because a number of foreign makers have begun marketing in Vietnam since 2008.



In early 2009, Euro Helicopter quoted prices of modern helicopters at from one to three million dollars each (factory price). The prices for used helicopters are much lower. For as little as one million dollars, a businessman can buy a used plane.



Hoang said that if the economic situation is bright and businessmen perceive a need to travel about, many private planes will likely be imported into Vietnam in the next few years, priced from $10-15 million per unit.



However, because the Vietnamese government is trying to curb a trade deficit, the import of luxurious products like cars and planes will receive extra scrutiny and ‘formalities’ are complicated.

MobiFone apologizes for promotion confusion

VietNamNet Bridge - MobiFone, one of the largest mobile service providers in Vietnam, has apologized to customers for confusion about a recent promotion on its VND200,000 recharge cards.

Many customers have complained, as they did not instantly receive an additional 170 percent of the cards value, as they expected.

Meanwhile, many others complained they had only received an additional 50 percent to their account.

MobiFone said the confusion was caused because the 170 percent promotion that was advertised, only applied to long term customers who had been with MobiFone for three years or over.

Vo Thi Tuyet, a subscriber for three years, however, said she had only received a 50 percent bonus, while her friend, who had just used the company’s services for a month, received the full 170 percent.

She said the company had sent her a message saying that from April 15-17, MobiFone would offer an extra 170 percent of the value of recharge cards worth VND200,000 or higher.

MobiFone responded to the complaints saying the special promotion program was for long-term customers on the occasion of its 17th birthday.

For those who are members of a program named “long-term connection”, with card worth VND200,000 or higher, customers would receive an extra 170 percent of the card value.

For cards below VND200,000, they would receive promotion of 100 percent.

For those who are not members of the program, they would be offered a promotion of 50 percent for all cards.

MobiFone explained that Tuyet misunderstood as she would receive the full 170 percent as announced within 24 hours of recharging her card.

They said in all eligible cases, the first 50 percent was added instantly while the remainder was added 24 hours later.

Mobifone has altered the text message announcing the promotion, following the complaints.

Hotel licensee pleads guilty to permitting sex workers to use hotel rooms for vice


SINGAPORE: The licensee of a budget hotel has pleaded guilty to permitting sex workers to use his hotel rooms for sexual services.

In what was described as a landmark case, 52-year-old Siah Chen Long who owns Shing Hotel at Kitchener Road in Little India had allowed the sex workers to ply their trade in his property.

The court heard that a police officer was on the lookout for vice activities around Kitchener Road on February 10 this year when he noticed a few women loitering around Shing Hotel.

They were seen approaching and talking to male passers-by.

The women then checked into the hotel with some of the men.

The authorities conducted a check on the premises and a hotel receptionist told officers that three of the rooms were occupied by guests.

They checked the rooms and arrested three women.

Investigations revealed that two of them earned between 50 and 100 dollars by providing sexual services to men inside the hotel.

The women were identified as Nguyen Thi Ngoc Bich who's a Vietnamese and Nihar Sarmila Banu who came from Sri Lanka.

The authorities also found out that the latter had paid 15 dollars to rent a room there for an hour and also bought two condoms for four dollars from the receptionist.

Prosecution told District Judge Shaiffudin Saruwan that the receptionist knew the women were sex workers and he had seen them at the hotel with different men on separate occasions.

Prosecution also asked for three weeks' adjournment to apply to court so that Siah's license could be revoked.

The case has been adjourned to 12 May.

A hotel licensee who knowingly allows sex workers to frequent his premises breaches the Hotels Licensing Regulations.

If convicted, Siah could be fined up to 1,000 dollars.

For a second or subsequent conviction, the licensee could be fined a maximum of 2,000 dollars.

The court may cancel or suspend any of the hotel's certificate of registration.

It may also cancel any license granted to the hotel. - CNA

Prostitution: Should Vietnam fight it or recognize it as ‘honest work’?

VietNamNet Bridge - The Government has countless regulations and programs against prostitution, society condemns it, but the oldest profession just continues to adapt to the environment. Is it time to choose a more effective management model? That’s the question posed by Phap Luat HCM City, a newspaper sponsored by the Department of Justice in the southern metropolis, as it began a series of investigative reports.

After the annual Tet holiday, the press reported a police raid on the “love market” on Hanoi’s Nguyen Chi Thanh street that rounded up 17 prostitutes. Though the event was widely reported, in fact it was just another roundup, no different from nightly police actions in many provinces and cities


Who are the “guests” of prostitutes?

HHL’s wife has suffered from cervical cancer for three years. This man has taken good care of his family, especially his wife. He loves her very much. However, there is one thing that his wife doesn’t know: he sometimes sleeps with prostitutes. “I just pick up a girl and and pay her off – I’ve no particular girl,” he says. “I can’t live without sex. But my wife and my family are still my top priority.”

LNT, 46, has been widowed for seven years. He has a child, a high-school student, but no interest in remarriage. Sometimes he goes to a karaoke bar to have sex with a prostitute. Most people see him as an exemplary father.

The stories above show that besides playboys, there are men who see prostitutes to satisfy their natural needs.

Le Truong Giang, deputy director of HCM City Department of Health, has a friend who is a widowed man like Mr. LNT. This man’s friends all know that he sometimes sees a prostitute but they don’t blame him.

“Prostitution is related to real needs in life. There are many people who don’t marry or are widowed but they have the need for sex,” Giang said. “If we fight prostitution, we can only inhibit it, but not stamp it out.”


Prostitutes have plenty of worries

Several months ago, Bui Thu Le, who often seeks clients on HCM City’s Thi Nghe bridge, had a scary experience. A regular client phoned her and she agreed to stay overnight with him at a hotel. When she entered the room, however, there were five other men there. She suspected one of them to be an HIV carrier because he was a drug addict. Panic-stricken, Le tried to escape. She said: “Please wait a moment! I will call two other girls to join us” and ran from the room. An argument followed; questioned about her quarrel with the men, she was unveiled by the local authorities to be a prostitute and sent to a rehabilitation centre.

Another prostitute named Nguyen Thi Thu had similar experiences. “I’m always worried I’ll be beaten by other prostitutes, be bilked by clients or be infected with HIV,” she said.

“Many clients have odd requests. I always have condoms but many men refuse to use them. I’m ill now, but I don’t dare to go to hospital because I’m worried that I may find I’m infected with HIV. If that’s true, perhaps I’ve transmitted that disease to dozens of men,” Thu said.

A survey of over 200 prostitutes by the Agency for Prevention of Social Evils in 2009 showed that the major reasons they entered the trade were unemployment and poverty.



Authorities admit they can’t stamp out prostitution

During a workshop held in early 2010, a report pointed out that HCM City has nearly sixty streetcorner locations were men can pick up prostitutes. Of the estimated 5000 streetwalkers, the local authorities have dossiers on about 800.

Le Van Quy, vice chief of the HCM City Police Social Evil Prevention Bureau, said that prostitutes are less likely to ‘clump’ than in the past. It is most difficult to control prostitutes who pose as employees of massage centres and karaoke bars. “Whatever they’re up to, if we raid a building, by the time we get upstairs they’ve got their clothes back on” said Quy.

At a seminar to design new plans and methods to control prostitution, a representative of the Agency for Crimes against Social Order judged that though prostitution is controlled to a certain extent across the nation, it still complicated. Some national or transnational call-girl rings have been set up in collusion with tour guides. Police have detected cases in which singers, models and actresses went to Eastern European countries allegedly to perform but actually to work as prostitutes.

The only rehabilitation centre for prostitutes in HCM City is the Phu Nghia Centre. Centre Director Nguyen Thi My said that fewer girls are sent to the centre in recent years but that doesn’t mean that there are fewer prostitutes – it’s just that the authorities can’t round them up.

When even the authorities admit that they can’t control prostitution, many ask why Vietnam doesn’t instead set aside “red light areas” for prostitutes”

VietNamNet Bridge – The Government should invest more capital for prostitution prevention activities and impose stiff fines on men who pay for the service, ministry officials have said.

Tran Van Quang of the Crime Investigation Police Department (PC14) under the Ministry of Public Security said a new law should impose fines on men who seek services from prostitutes.

Higher fines should be imposed on serial violators, added Quang, who spoke recently at a conference on preventing prostitution held in HCM City.

He urged authorities to disseminate information about prevention activities and the consequences of prostitution on women, particularly in rural areas where there is little awareness of laws protecting women.

To encourage government staff to attend prevention programmes, more incentives, such as salary allowances and other benefits, should be given, an official with the Ministry of Labour, Invalids and Social Affairs said.

Tran Thi Hong of the Viet Nam Women’s Union told the conference that prostitutes sent to rehabilitation centres should receive health services and loans as well as jobs. Treatment at rehab centres was not effective, with most prostitutes resuming their trade, she said.

Quang said the fight against prostitution was becoming more difficult, partly because many prostitutes no longer need a mediator to find customers.

Many of them use the internet and cellphones to call customers and work day jobs in massage parlours, hairdresser shops or fake cafes to disguise their real jobs. Others work in discos, karaoke bars and hotels.

Authorities estimate that there are a total of 40,000 prostitutes nationwide, with most of them working in Ha Noi, HCM City and neighbouring provinces.

According to PC14, last year 866 prostitution cases were uncovered in 54 out of Viet Nam’s 64 provinces. More than 4,000 people were apprehended and taken to rehabilitation centres.

The wards and district departments had not co-operated closely on prevention activities, Do Thi Ninh Xuan of the Ministry of Labour, Invalids and Social Affairs said.

Trafficking women to other countries to work as prostitutes was another serious problem that needs more attention from the Government, authorities at the conference said.

Volunteers aid police, gov’t in fighting prostitution, drug abuse

Le Duc Hien, deputy head of the Social Evils Department of the Ministry of Labour, Invalids and Social Affairs, proposed that the Government provide more capital to teams of community volunteers who assist in drugs and prostitution prevention.

"The teams of volunteers are the link between authorities and people," said Le Duc Hien. From 2004-2008, more than 1,000 teams of volunteers, with a total of 8,000 members, were operating in 28 out of 63 provinces and cities, according to a report from the Ministry of Labour, Invalids and Social Affairs.

Local authorities have offered the teams preferential policies, including monthly allowances, insurance and health services, as well as training courses and workshops.

Hien said the local departments of Labour, Invalids and Social Affairs should co-operate further with agencies to create favourable conditions for voluntary teams to operate, including simplifying administrative procedures.

Veterans, the retired, women and youth are the typical team members.

They work with agencies on disseminating information and providing consulting services on HIV/AIDS transmission, drug abuse, and prostitution.

Volunteers also try to help former drug abusers to re-integrate into society after they have concluded their stays in rehabilitation centres.

Since the programme began five years ago, the rate of former drug abusers who have relapsed has fallen 86 per cent, the ministry said.

Workers refuse low-paying factory jobs

VietNamNet Bridge - As a rule, the factories lose thousands of manual workers after the traditional New Year holiday but rehires new staff by end in the early second quarter. However, the rule seems to be broken this year. Many companies say they can’t recruit enough workers and laborers refuse to work due to the low salary.

In Hanoi, many foreign-invested companies like Yamaha, Cannon, Panasonic, Denso, Toho, Sumitomo, Hoya and many joint venture and joint stock companies have released urgent recruitment advertisements. But a Tien Phong reporter saw only a few workers at the information board by the gate of Hanoi’s Nam Thang Long industrial zone.

Nguyen Thi Ha from Hai Duong province said she dropped in to see inquire about the salary but was disappointed. Ha said it is better to return home to do farm work because she it is not worth hassle associated with accommodations, travel and food.

Some employers have raised salary by several hundreds of thousands dong a month to attract workers but the average pay is still only 1.5 to 2 million dong a month ($80-100). They say they currently need workers aged 18-30, with high-school certificate.

Though some companies now supply tenement houses and traveling stipends, they still find they can only recruit a dozen new workers though they need anywhere from 300-1000.

The Japanese-invested Sumitomo company, which manufactures phones and computers, announced its desire to recruit 150 female workers but after one hour, just over 20 people dropped in to get information. This time last year there would have been hundreds of applicants.

The situation is similar in southern provinces. Dong Nai, generally a big labour market, now needs more than 50,000 manual workers. Meanwhile, many workers quit job in industrial zones to search for new work or start their own businesses, said Pham Minh Thanh, deputy director of Dong Nai Province Social Insurance Agency.

Last year over 100,000 workers in Dong Nai quit their jobs but employers could only recruit around 90,000 to replace them, Thanh said.

Nguyen Thanh Thuan, from the central province of Ha Tinh, said that he and his wife worked for a factory in the Bien Hoa 2 Industrial Zone in Dong Nai. After the Tet holiday, he decided to quit job to open his own hairdresser’s shop. Though his wife still works in the industrial zone.

He said he and his wife were able to live with their salary but since they have a child, their combined monthly income of 4 million is not enough. Now that he works as a hairdresser, Thuan can earn around 100,000 dong a day; which is double his previous salary.

Nguyen Han, from the central province of Quang Ngai, said he quit his job at a company in Dong Nai to work as a builder, earning 160,000 dong a day, plus three meals, much higher than his previous salary.

Dao Thi Van Anh, an official in charge of labour in Long Bien district, Hanoi, where hosts some industrial zones, said that after crisis, companies need more workers to resume production but the pay they offer is too low.

A reporter from Phap Luat HCMC found that three of the five prostitutes he interviewed at the Phu Nghia Rehabilitation Centre in HCM City supported the idea of legalized “red light districts.”

Phan Thi C.Y. said that “I suppose that if I work in such a zone, I will have to wear an ID card and everybody will know what I do, but I think it is better than the current situation when we live in fear of getting infectious diseases and being beaten or cheated.”

“I don’t know what I will do after I leave this centre, because I don’t even have a primary school diploma,” C.Y. added. “Perhaps I will go back to the business (prostitution) because I have to take care of my mother and my younger brother.”

Last year the Agency for Social Evil Prevention (Ministry of Labour, War Invalids and Social Affairs) polled over 4000 officials in five provinces and cities where there are high numbers of prostitutes, asking about the concept and methodology of prostitution control. The agency was surprised to learn that fully half of the officials in Haiphong and HCM City favored gathering prostitutes into designated red light zones. In the other three localities, 20 to 30 percent of the officials supported this idea.

Twenty-nine of the fifty officials polled by the HCM City Department of Labor, War Invalids and Social Affairs were in favor. More recently, the National Institute for Administration’s HCMC branch surveyed nearly 500 officials and found that 26 percent consider Vietnam’s current methods of combatting prostitution to have failed.

Those who favored establishing red light streets said that a part of the population is always going to experience outside-of-marriage sexual desire and this initiative can satisfy it. It can protect prostitutes from diseases and violence. Also, it will make it easier for the authorities to deal with prostitution outside the “red light districts”.

Those who opposed this idea expressed concern that setting up red light streets would be an offence to Vietnamese custom and habits, with bad consequences – open sale of ‘sex’ and offence to women’s dignity.

Longest cable-stayed bridge inaugurated in Mekong Delta city

VietNamNet Bridge – Vietnam on Saturday inaugurated the Can Tho Bridge, Southeast Asia’s longest cable-stayed bridge, after five and a half years of construction and expects it to boost socio-economic development, trade and tourism in the Mekong Delta region.

The project has a total investment capital of US$342.6 million sourced from Japan’s official development assistance and the Vietnamese State budget.

Crossing the Hau River, the bridge is 2.75 kilometers long in total and 23 meters wide, with a main span of 550 meters. It has four lanes for automobiles and two lanes for motorcycles, linking Vinh Long and Can Tho provinces, about three km from downstream the Can Tho Ferry.

The bridge has a vertical clearance of 39 meters for ships of up to 10,000 tons to navigate under it.

It was built by domestic and foreign contractors, including Taisei, Kajima and Nippon Steel of Japan.

Vietnamese Prime Minister Nguyen Tan Dung, Deputy Prime Minister Truong Vinh Trong, Transport Minister Ho Nghia Dung and other leaders, Japanese Ambassador to Vietnam Mitsuo Sakaba, and representatives of the contractors attended the inauguration ceremony together with local officials and residents.

PM Dung expressed thanks from Vietnam to the government and people of Japan for assisting Vietnam build this important bridge.

Masayyuki Karasawa, director of the Japan Bank of International Cooperation (JBIC), said the Can Tho Bridge is comparable to one of the five largest bridges in Japan and one of the 10 longest bridges in the world.

The bridge helps facilitate traffic flow between Ho Chi Minh City and Mekong provinces, replaces the Can Tho Ferry and eases traffic congestion on National Highway 1A.

The Ministry of Transport is to make a decision on the ferry service.

Over the past years, 13 ferries have been used every day to carry people and vehicles between the two banks of the Hau River.

The bridge project was originally set for completion by the end of 2008 but the collapse of two spans in September 2007 led to a suspension of construction. Construction resumed in March 2008.

In October 2009, the last segment was put in place, marking the completion of the bridge. This March the contractors handed over the finished bridge to the project owner, which is the My Thuan Project Management Unit.
