Notre Dame Cathedral is a serene rendezvous

When mentioning churches, people might think about priests offering Mass, chorus singing, elderly people praying and children learning Bible lessons. However, when people talk about the Notre Dame Cathedral, which is situated in the heart of HCMC, they will immediately see the image of a familiar rendezvous of people who are catholic or non-catholic, young or old, and rich or poor.

It is easy to spot sidewalk cafes around public places such as post offices, schools, commercial centers and parks and the Notre Dame Cathedral is not an exception. Hence, the church, built by the French between 1863 and 1880 with bricks from Marseille, is one of the most famous landmarks of the city and part of the city’s cultural life. Saigonese often gather on the sidewalks around the church and nearby Park 30/4 to meet, chat, have a cup of coffee, study or simply look at passers-by.

One factor that makes HCMC exceptional is the contrast between the old and the new, the ancient and the modern, the luxury towering building and the old shabby one. The church also has two opposite elements: stillness inside and hustle outside. The interior and exterior of the building is definitely majestic, boasting the glory that any cathedral should have.

The interior can’t be compared to those in Rome or Paris, but there is something to be said for the vaulted ceilings and organization of holy figures around the cathedral. Meanwhile, the exterior is highlighted by the red color of the original bricks from Marseille, the two 40-meter-tall spires that define the skyline of the city and the statue of the Virgin Mary in front, creating a splendid view to admire and a nice background to take photos.

There are many people frequenting small cafés around the cathedral. Early in the morning, while some people still jog, some middle-age men gather at those cafes with morning newspapers in hand.

When the sun rises, Park 30/4 gets busier with students who gather to discuss their home assignments, share soft living skills or draw sketches of the church. Some young people also bring guitars and violins to play and sing together.

The striking thing is not the constant flow of tourists that move in, out, and around the cathedral, but the numerous brides and grooms that are stationed strategically around the church to take wedding photos. Couples with their entourage of photographer, photographer’s assistant, driver, umbrella holder, and backup camera crew have to bear the scorching heat to smile, pose and try hundreds of shots.

When the sunset comes, the area around the cathedral will get crowded. Parents take their kids to play around the statue of the Virgin Mary while some people pray sincerely. In Park 30/4, young people continue to muster to chat, sing, study and enjoy some snack.

If there is no chair left, they would sit anywhere they find suitable. Due to large gatherings around the church, there is an army of vendors offering toys, balloons for children, coffee and drinks for adults, snacks for girls and flowers for boys.

Cheating foreign tourists is not particular, says tourism official

VietNamNet Bridge – The vice chief of the Vietnam National Administration of Tourism (VNAT) said that the media has reported many forms of swindling against tourists, so Matt Kepnes’article entitled “Why I'll never return to Vietnam” on the Huffington Post (USA) is not an exception. However, the tourism industry has to learn experience from it to better serve tourists.


“Why I'll never return to Vietnam” by blogger Matt Kepnes, writing about his trip to Vietnam, was posted on Huffington Post on December 30, 2011. The author stated: “After my experience there in 2007, I'll never go back to that country. Never, ever, ever. A business trip or a girlfriend may force me there in the future, but for as long as I can see down the road, I'll never touch down again in that country.”

Explaining his statement, Kepnes recalled his tour to Vietnam several years ago. According to him, street sellers constantly tried to overcharge him and did not give back the proper change; the cabbie rigged his meter, those who sell T-shirts in Hoi An tried to keep him in their store until he bought something; the tour boat on Ha Long bay did not have water etc.Vu The Binh, Chairman of the Vietnam Travel Association, said that Kepnes’ comments are normal because each country has good and bad things. However, all opinions must be respected and considered carefully.

“It is no problem because there are always different views about tourist sites. Vietnamese people often prefer compliments than criticism. We need to be gradually familiar to criticism to mend our ways. This article is not so worrying but it is the alarming bell that reminds tourism service providers to correct,” Binh said.

According to him, the story of Kepnes is partly true and part of it is overstatement. However, the tourism sector needs to deal with phenomena like robbery, hygiene and environment, street sellers who pursue tourists. Tourist services must be controlled closely so that foreign tourists will only consider the above phenomena unpopular.

Binh said that tourism industry has developed in many locations but the people’s awareness of tourism is still poor and tourism culture has not been formed, resulted in overcharging and cheating behaviors. Local authorities have to learn from experience and take measures to address this situation.

Doan Thanh Tra, from Saigontourist, said that Vietnam has changed a lot since 2007, when Kepnes traveled Vietnam. However, what he experienced still exists in some places, even in big cities.

Tra said that Kepnes’ comments may make many foreign tourists dislike Vietnam tourism but it urges Vietnam to look back on its tourism. “Whenever Vietnamese people still think that tourism development is the job of the state and someone else, not themselves, they will still treat tourists based on their personal interests,” she said.

Nguyen Manh Cuong, Vice chief of VNAT, said that the media has reported various forms of swindling against tourists. The story by Kepnes, therefore, is not an exception. Cheating visitors is alarming.

“The top solution of Vietnam’s tourism industry now is raising responsibility of local governments,” Cuong said, citing that the Ministry of Culture, Sports and Tourism has recently asked Khanh Hoa province to deal with swindling taxi services and improve hygiene and environment.

Cuong said that the story may make adverse impacts on Vietnam tourism but the tourism sector must learn from it to improve service quality.

Tourist ripped off in Ha Long

A Thai tourist has been forced to pay VND10 million (around US$500) for a 6-kg fish at a fishing village in Ha Long Bay, northern Quang Ninh Province.

Kasilod Wuttichai from Thailand visited Ha Long Bay, a popular tourist site in Vietnam, with the excitement of exploring a new country.

After the boat carrying him stopped at the Ba Hang fishing village where many tourists like to visit, Kasilod and some friends went to a fishing craft for sightseeing. He caught a fish and told the owner that he wanted to buy it without asking the price first.

The owner told Kasilod that the fish he chose cost VND1.8 million per kg and weighed a total 6 kg.

As the result, he was forced to pay more than VND10 million (US$500).

“I told them I don’t want it any more, but they force me to buy it because they already beat the fish’s head to death,” Kasilod told Tuoi Tre.

After being informed about the scam, Nguyen Dang Truong, chief of Quang Ninh’s market management, reassured that during the Tet holiday from January 16 to 30, the price was very stable in the market and he had yet to receive any information about the rip-off at local fishing crafts.

However, he also warned tourists to be careful.

He said tourists should ask fishing craft owners to show the marked price first before deciding to buy anything.

In case they are ripped off, tourists should keep the receipts and notify authorities of the violation via hot-lines.

It’s not about the money

Dear readers,

It is good to talk to you again after a long holiday.

This week, we had several interesting stories to warm you up on a back-to-work week.

On Monday, Tuoi Tre reader Long Phi found it frustrating to receive candies instead of proper change. Paying for a newspaper and coffee in one morning, Long Phi received 3 candies instead of VND1,500.

He said many do not care or dare ask for their small change like VND500 or VND1,000 to avoid the seller’s grumpy reaction and save face. However, asking for and taking your change is a way to save money in the long run.

“Many foreigners in Vietnam ask for change and do not hesitate to wait for VND500 from sellers. You may find this strange, wondering why foreigners are so stingy. However, the more you think about it, the more you will realize that it is an interesting way to save money for one’s self and society, as small change will add up to big surplus,” found Long Phi.

They can easily add up to VND20,000 (US$1), a small sum to many people but a big fortune to reader Duyen Ha, who ran out of gas in the middle of the night while still 10km away from his house and got unexpected help from some complete stranger.

“She slipped the note into my pocket before quickly riding away. I could not say anything and could see them disappearing in the distance. Suddenly I felt happy knowing there are still so many good people around,” wrote Duyen Ha.

A year before that, Duyen Ha also gave VND20,000 to a young student he did not know so she could fill up her bike. He just gave and did not expect to get it back. But eventually, the 20,000 dong note found its way back to him when he most needed it.

This week, a group of 19 expats started to cycle from Hanoi to Ho Chi Minh City as part of a charity ride. While many prefer donating money to help needy people, these bikers, who have already raised US$25,000 for Vietnamese charities, chose to spend a month riding across the country for a good cause.

As you see, money is involved in several stories this week but it is not an end but rather a means for us to learn lessons about saving, humanity and sharing.

Restaurants offering striptease to be suspended

On Tuesday (Jan 31), Pham Thanh Kien, Vice Chairman of District 1 People’s Committee, confirmed the district’s administration has steered subordinate governments to crackdown on the illegal services at the striptease restaurants this month.

The official made the decision right after several articles on Vietnamese ladies offering beer bathing and other nude services to foreigners were printed in Tuoi Tre newspaper.

He said besides strengthening inspections, and education, local authorities had other “special” methods to stop the violations. Restaurants that repeat the offences several times will have their investment licenses revoked.

The District 1 People’s Committee will propose that the city Department of Planning and Investment withdraw licenses of the violating restaurants. Those who offer services that violate criminal law will be prosecuted, Kien said.

The district administration will also inspect the premises of enterprises offering sensitive services in the locality and the spaces will be reclaimed if they are leased from State agencies. The district will encourage citizens who have their property rented to such restaurants not to renew their contracts.

Kien said the District 1 People’s Committee often asks its subordinate wards, especially Ben Nghe, Pham Ngu Lao, and Ben Thanh, to regularly inspect and close enterprises offering sensitive services.

With huge profits, the “businesses” resume operations successfully soon after they are suspended or closed down, Kien complained.

“Despite this complicated situation, we are determined to deal with the violated restaurants this month,” he added.

According to the municipal department of Culture, Sport and Tourism, last year, teams have inspected 230 enterprises that offer entertainment services in the city and found 220 cases in violation.

The city People’s Committee has released 179 official penalty letters, with the sum of fines reaching VND6 billion (US$286,000). Inspectors from the department also collected VND240 million (US$11,400) as punishment for the enterprises.

Common violations include operating without a license, offering obscene entertainment services and prostitution activities.

Inter-sector inspectorates on culture and society in the city have conducted several inspections of the restaurants that offer sensitive services. All enterprises that were inspected were found with violations.

According to Le Van Quy, deputy head of the Ho Chi MInh City Social Evils Prevention Division, restaurants with secluded rooms for karaoke singing served by young ladies dressed in extremely short skirts in District 1 and 3, are totally invested in by foreigners, mostly Korean and Japanese. They ask Vietnamese to represent them on the investment licenses, Quy said.

Between April and September last year, inspectors looked into 13 similar restaurants and posted VND609 million ($29,000) in fines for operating without licenses, organizing prostitution and obscene activities.

Keep operating

One of the inspectors said the penalty handed to the violators could be vividly compared as a grain of salt released into the ocean. Several restaurants were found and fined for different kinds of violations but the same violations were also discovered in further inspections a few days afterward.

Club 1102, one of the biggest bars in the city, which is equipped with wide screen, high capacity speakers, serves and “entertains” guests through the night long. When the inspection team arrived, it was 3AM. There were more than 100 customers drinking brandy under dim lights there.

No one admitted to the inspectors that the bar sold brandy and showed the brandy cellar concealed elsewhere in the bar. Hours later, the inspection team discovered a Limousine parked by the side of the Club 1102 building.

The luxurious car was full of brandy.. The official seized 19 packages of brandy, excluding hundreds of empty or half-used bottles. According to regulations, no bar or restaurant in Ho Chi Minh City is allowed to operate after midnight. However, several restaurants open their doors till 2 or 3AM despite the penalties handed out by local authorities.

The Mai Trinh 1 and 2 restaurants in Binh Tan District’s Binh Tri Dong B Ward, which was opened in July 2009 registered with the city’s department of Planning and Investment to operate as a common restaurant and sell machines and electronic equipment.

Between 2009 and 2010, relevant authorities in the district fined the restaurants’ owner VND45 million (US$2,142) for their violation. However the restaurants keep operating well.

The Binh Tan District’s police have proceeded against the restaurants’ owner for “illegal trading”. On December 9th 2010, Binh Tan District’s People’s Court decided to fine the restaurants VND30 million (US$1,400).

In November last year, the inspection team formed by officials from culture and social sectors discovered Mai Trinh 1 restaurant offering obscene services. The district’s People’s Committee decided to fine its owner VND32.1 million (US$1,523).

In spite of penalties from local authorities, the two restaurants still operate well and several pretty young girls are ready to offer beer bathing and striptease services.

Authorities hire sexy girls to serve post-Tet gathering

The People’s Committee of Binh Hung Hoa B Ward in Ho Chi Minh City’s Binh Tan District hired sexy dancers to take part in a music and art show for its gathering on January 30 before resuming work after the Tet (Lunar New Year) holidays.

In order to entertain the guests at the gathering, the committee hired a number of art and music units to perform at the event. Among them was a group of dancers, including several young girls, who, in their sexy dress, conducted their performance in a manner usually seen at a dancing hall or bar.

In their belly dance show, the girls swayed their bosoms and shook their bottoms before the audience, including local officials, police officers, retired civil servants, and representatives of residential quarters.

Some of the guests appeared to be excited with this “special” show and recorded it using their mobile phones. Meanwhile, others stepped outside, not wanting to see such a scene at the office of a local government.

“Such a performance by such dancers, who are dressed in such a ‘Hawaii sea style,’ are only appropriate at recreational and entertainment places,” a male staff member of the committee commented.

In previous years, the committee’s staff conducted an art and music show by themselves, but this year, the committee hires outsiders according to suggestions from the committee’s trade union, a female member of the local authorities said.

“That day while the gathering was taking place in the first floor, we were working on the ground floor. When we were told about the sexy show later, we were rather surprised.,” she said.

Talking with VnExpress, Do Thanh Quyen, chairman of the committee, said Nguyen Thi Bich Tuyen, deputy chairwoman of the committee and the chairwoman of the trade union, was responsible for organizing this art and music program.

The district People’s Committee has requested the ward authorities to submit a report on the incident, he said.

“We recognize that we had shortcomings while organizing such a program,” he added.

Gratis language classes at city pagoda

“I find it very effective to study at this pagoda as the teachers are so enthusiastic even though the classes are free of charge,” said Kim Anh, a Ho Chi Minh City college student, after five months of learning foreign languages at La (Leave) Pagoda, located in Go Vap District. She is among 600 frequent learners, including young Vietnamese people and poor students, who have come to this pagoda for complimentary foreign language courses throughout the last two years.

A Tien Phong newspaper correspondent visited this ‘school’ on a recent Saturday morning and was really impressed, and entertained, by the learning environment there: teachers and students were passionately engaging in the lessons in an exciting atmosphere, unlike the intense and noisy vibes at other language centers in the city.

La abbot Thich Nhuan Tam said that he founded these classes back in 2010, which at first taught English, Chinese, and Japanese. French and German have been recently added to the curriculum to meet learners’ growing demand, he added.

“The teachers, who are expatriates or kind and competent Vietnamese people working at local colleges, research institutes, and cultural centers, are either teaching for free or asking for little pay.”

The monk said he has so far resorted to offertories and money obtained from selling feng shui stones to fund the classes, of which there are 17 in total, open from 7:30 to 21:00 every day.

“As hard as it is to maintain the classes, I feel truly happy and relieved seeing the learners listen attentively to their teachers and wholeheartedly participate in their lessons every time I visit them,” Tam said.

The pagoda is going on with the construction of two new well-equipped classrooms thanks to individual donations, the abbot told the newspaper.

It is now heading towards future cooperation with the city Department of Education and Training to confer official certificates on the learners.

In Vietnamese cuisine, there are some rare dishes in each region. For example, sago worms in southern dishes, cactus in central dishes, and porridge cooked from poisonous water caltrops in the northern province of Ha Giang. Different historic traits in each region have contributed to a great variety in Vietnamese cuisine.

Since the north is the base of the country, the original point, tradition is of the utmost importance. It is easy to understand that the North has the most well-preserved traditional dishes among three regions.

The center is an old capital with a variety of snobbish and delicate dishes that reach a level of art. People in central Vietnam tend to eat delicious and nutritious, yet sophisticatedly and beautifully decorated, dishes.

The south was an isolated area that used to attract locals of other regions to change wasted land into cultivated areas. Humans usually have to struggle to survive and to conquer nature. Thus common traits of southerners are to discover and experience new things. Consequently in cuisine, southerners often try strange dishes like worms, rats, grasshoppers, snakes and turtles. Besides, with the same ingredients, they can create various ways to cook them. As a result, the culinary trait in the south is wild yet creative.
In general, strange dishes in each region represent the delicacy, flexibility, research and creativity of Vietnamese people in the culinary field.

As for drinking, Vietnamese place more importance on herbs than other countries. The soil and climate in Vietnam, especially in the south, have made it favorable for plantations to grow abundantly. In this field, doctor Hai Thuong Lan Ong was one of the pioneers who studied herbs and their effects on human health.

When someone from a region is invited to eat at the house of someone from another region, he or she often hesitates to experience the differences in the other’s eating habits. However, criticizing the dishes is unscientific. If we think what is strange is not right, we restrict ourselves from interesting experiences in life.

Instead, if we are adventurous enough to try the dish once and then research it, we may be able to realize its tastiness and fall in love with it.

I myself felt scared when I first heard about eating rats. However, when I tried the meat, it was delicious. Another time, I was invited by a group of Mongolians to eat raw beef garnished with cow’s blood. I ate with wasabi, salt, and pepper, and it was tasty. I also enjoyed raw beef with egg, which I found to be an interesting dish.

Opening up your heart to welcome new experience in culinary adventures will enrich you with generosity, erase prejudice and limitation. Experiences in cuisines are also experiences in culture because each dish, especially rare ones, carries images of personalities, cultures, people and land. In culture, there are only differences, rather than rights or wrongs. Only our perception can be either correct or incorrect.

My point of view is to respect each person’s taste. If you are invited to eat a strange dish, there are two ways to respond. First, for adventurous people, just try it and think that, if other people can eat, and so can you. It is interesting to experience something new.

Secondly, if you really cannot eat, refuse politely by telling the host that your body is not compatible with the dish. I believe if the host is hospitable, they will not force you to eat by any means.

In daily conversation, the most important thing is honesty. However, we also need to keep in mind that, “When in Rome, do as Romans do”.

Youth make ‘unique’ gifts for Valentine Day

VietNamNet Bridge – Young people are making or “hunting” special gifts for their lovers on the Valentine Day (February 14).

For a week, Nguyen Khac Tuan Nam, a student from the Institute for Postal and Telecommunication Technology has been busy making a special gift for his girlfriend. For Nam, handmade gifts for the Valentine’s Day is special because they are also commemoration of their love.

This year, Nam’s gift is ‘handmade’ chocolate. He learnt chocolate making technique from the Internet and practiced several time to have a heart-shaped chocolate. He said that the chocolate-made heart and a self-made Valentine’s Day card are his unique gifts for his girlfriend.

After school, Hoang Lam, a student of the Hanoi Trade University, stays in her room to make a heart from bamboo, rock and lamps. The idea came to Lam after she saw a beer can-made heart, the gift of his sister’s boyfriend, who is a soldier.

Lam’s “heart” is made from very simple materials like bamboo toothpicks, board, stone and lights. Words of love are created by stone and lamps amid the “heart”. Whenever lamps are turned on, the heart sparkles.

“He thinks that girls like me cannot do things related to electricity. This gift will be a big surprise for him,” Lam said.

Toothpick-made houses are among favorite handmade gifts of the youth. Instead of paying tens of USD to buy a ready-made product, Doan Hoai Bac, from the University of People’s Police, makes a house himself.

The two-storey house has windows which can open and close and lights inside. Bac places a pottery-made couple inside the house. The young man’s hand skin was peeled off after the house is complete. “The house is everything that I want to tell her on the Valentine’s Day,” Bac said.

Besides handmade gifts, gifts in pairs like glasses, rings, etc. are the top choices of young couples on the Valentine Day.

This Valentine, instead of offering fresh roses to their lovers, young people “hunt” Thaibaue roses, which are fresh for five years, with special colors like green, black, etc. Moreover, scripts or images can be printed on pedals.

Le Minh, a high school student in Hanoi, said that he has booked a Thaibaue rose for his girlfriend on the Internet. “My girlfriend likes roses very much so I buy a Thaibeau rose for her.”

“Gifts for the Valentine’s Day are available everywhere but it is painstaking to have a meaningful gift. I believe that my girlfriend will be very happy when she receives such a gift,” said Tuan Nam, from the Institute for Postal and Telecommunication Technology in Hanoi.

Gift market heats up as Valentine’s Day draws near

This year, as supermarkets and online sites kick off special programs and promotions early, some young lovebirds have also started their search for original gifts for their other half.

Although Valentine’s Day is a week away, the electronics chain store Dien May has launched a promotion called “Just the two of us”. Customers will get 11 percent off of two 16GB iPads or 16-27 percent off of two Nokia phones of specific models, together with free memory cards.

There are also some games like Cupid Arrow and Password to the heart for young shoppers to participate in to find their partner.

In the supermarket chain Coop Mart, more than 400 fashion and cosmetic items for Valentine’s Day are discounted up to 40 percent. Shoppers have the chance to enter a “Trendy couple” lottery draw and win one of 53 pairs of iPad 2s.

Another online site, Sinh Nhat, introduced a service for generous customers to take care of their lovers not only for a day but the whole Valentine’s week. The site gives tips on what gift to give a boyfriend or girlfriend on each day of the week. For example, it recommends a bouquet of flowers on Monday, a box of chocolates on Wednesday, and a dinner for two at a tranquil and beautiful restaurant on the weekend. A Valentine’s week costs VND2-4 million ($100-200) depending on the gift selection and rendezvous.

“We also received some orders from overseas at $100-200. There is also a $1000 order that includes a laptop, a pair of teddy bears and a bouquet,” revealed a representative at Sinh Nhat.

Young lovebirds tend to search for budget gifts that can last through the year.

Minh Hai, a student at Hanoi’s commercial university, was surfing the net to find a gift for his girlfriend when he came across a crystal rose being sold VND45,000 (US$2)
“It is beautiful and can be kept and remembered, unlike roses, which only last a few days,” he said.

“2012 is a good year for Valentine gifts. Many businesses concentrate on products for couples, like shirts, rings, and teddy bears. They attract many customers because they’re lasting, and not too expensive,” said Mai Thu Trang, a marketing representative at online shopping site Vat Gia.

Tran Tu Anh, a representative at the online store Cho Dien Tu, said the market for Valentine’s gifts has opened earlier than previous years and the shop has received several gift orders.

“The majority of young shoppers pick rare or strange products at affordable prices that show off their personalities,” he said.

Besides material gifts, some people search for original presents that have a special meaning for the couple.

Trung, an engineer, said he had run out of gift ideas for Valentine’s Day. After five years of dating his girlfriend, who recently became his fiancé, the two have given each other flowers, Belgian chocolate or stuffed animals.

This year, Trung wanted to make a difference and decided to buy a pair of SIM cards, which contain the exact number 332007-- March 3 2007, when the couple first met.

“Chocolate or flowers represent endless love but they are only symbols. SIM cards can be used for your whole life and are meaningful to both of us,” he said.

Trung revealed that he spent no less than VND5 million (US$250) for this special gift and had to order 5-7 days in advance.

Similarly, some shoppers go online and try to buy money with similar serial numbers. At the moment, a pair of VND2000 notes with the same four digits are on sale for VND99,000 (US$5) on a popular website.

Foreign tourists robbed everywhere

Tuoi Tre has followed groups of foreign tourists on their trips to tourism hotspots in the central provinces of Vietnam, only to see them being repeatedly disturbed and ripped off by hotels, and street vendors.

Even in the old town of Hoi An in Quang Nam Province, which has reportedly curbed the street vendors’ tendency to overcharge foreign holidaymakers in comparison to other cities, the latter still face a high risk of being “robbed” by local vendors.

One of the latest cases is that of Jimmy, a British man who was on his first ever trip to Hoi An. Jimmy told Tuoi Tre that on Tuesday he went for a haircut at a barber’s on Tran Phu Street, and was charged VND200,000 (US$9.6), while the actual price a Vietnamese customer has to pay is only VND30,000 ($1.4).

“I have no idea why the price difference was that huge,” the English tourist said.

Meanwhile, a Dutch couple avoided being overcharged by a souvenir vendor on Tran Phu Street, who tried to insist on selling them a wooden box for $8, since this is the second time they have been to Vietnam.

The couple only paid $6 for the box and left, while 10 minutes earlier, an female Australian tourist was not so lucky and paid $8.

For its part, the service that takes tourists around Hoi An on cyclos also charges local and foreign customers differently. Foreign backpackers have to pay VND150,000 for a 1-hour trip, while the rate for local residents is only VND100,000.

Similarly, in some photo shops, a souvenir photo is sold to foreign tourists for $5, double the price at which it is sold to someone Vietnamese.

Photo sellers said they have to hike prices “a little” due to low sales and the troubling economy.

Backpackers surrounded by disturbing vendors on Hai Van hill

On the morning of February 8, as Tuoi Tre observed, no sooner did a 52-seat bus arrive at the top of the hill than a crowd of male vendors approached the bus windows, noisily inviting the tourists to come to their cafés.

At one of the cafés, two male backpackers were enjoying their drinks when four street vendors surrounded them, asking them to buy some stone-carved jewelry and cell-phone bags.

One of the two tourists reluctantly drew out a VND20,000 (roughly $1) bank note and pointed at a cell-phone bag, only to hear the vendor charging $2 for the product!

Similarly, a handful of French tourists riding bicycles to the hill were also surrounded by vendors, who repeatedly asked them to buy beverages and souvenirs. The vendors only left the tourists alone when they appeared to become annoyed.

Nha Trang hotels, restaurants rip off tourists to feed brokers

At the beach city of Nha Trang in Khanh Hoa Province, hotels, restaurants and souvenir shop owners have colluded with hundreds of brokers to “pickpocket” foreign travelers.

On February 8, two Tuoi Tre correspondents disguised as employees of a travel agency came to Thanh Thuy hotel in Alley 64, Tran Phu Street to book rooms for a group of eight tourists. The hotel receptionists said there were only single rooms left.

Though the listed price for a single room, as shown at the reception table, is only VND150,000 a night, a receptionist said the real charge is VND200,000.

“How can we earn a profit from the listed price?” she said. “Moreover, part of the overcharged amount will go to your pocket [for brokering].”

A hotel broker in Nha Trang “advised” that your correspondents should negotiate with the hotel owners for a higher accommodation costs than what they report to the tourists, in order to pocket the difference.

Similarly, the Hon Do seafood restaurant on Pham Van Dong Street also asked your correspondents to collude with them in ripping off the tourists, after being informed that a group of 12 tourists would come to the restaurant.

The manager said the restaurant would pay your correspondents 10 percent of the total value of the bill if the tourists ordered expensive seafood that is not listed on the menu, such as lobster, crab, and shellfish.

“If you do not want to get the 10-percent commission, we have another way to pay you,” she said.

“If a lobster weighs only 1 kilogram, I will inform the customers that it weighs 1.1-1.2 kilograms, and the difference will come to you.”

“None of the restaurants here will pay you higher than that.”

Scam money exchangers in Hue

Meanwhile in Hue, a group of a dozen women frequent the bus station in front of the Emperor Palace everyday to hunt for European tourists. As the tourists get off their buses, the women approach them, saying they have some small change in Euros and want to exchange it for notes with face values of EUR10-20.

Upon receiving the notes from the tourists, the women quickly put some Euro coins into their hands, and flee. The tourists later learn that the coins have lower values than the banknotes they have exchanged with the women. Some of the coins even turn out to be Thai baht, whose design is similar to that of the Euro, but of a much lower value.

The women also prey for victims in restaurants on Pham Ngu Lao, Vo Thi Sau, Chu Van An, and Nguyen Cong Tru streets.

Foreign tourists still ripped off in Vietnam

Many foreign tourists visiting Vietnam have continued to be disturbed by local beggars, street vendors, and even worse -- ripped off by taxi drivers and restaurants.

Not long after a Thai tourist had been forced to pay VND10 million (around US$500) for a 6-kg fish at a fishing village in Ha Long Bay in the northern province of Quang Ninh, Tuoi Tre received waves of reports on similar scams in tourism hotspots all around the country.

Huynh Cong Hieu, for instance, a tour guide working for the company Saigontourist, said a foreign visitor had told him that he was ripped off by a taxi driver, who charged him VND900,000 ($43.2) for a route of less than 2 kilometers - from Ben Thanh Market to Saigon Port, last December.

“The tourist had since been frightened by the taxi drivers, and had to ask me to hail a taxi for him, to avoid being overcharged again,” said Hieu.

Cao Tri Dung, director of Da Nang-based Vitours travel agency, said one of his Japanese partners had been taken around downtown HCMC downtown for 45 minutes, while he only needed to travel from Ben Thanh Market to Suong Nguyet Anh Street, only 1km away.

“The driver then charged him VND300,000 ($14), ten times higher than the real cost,” said Dung.

Similarly, Hung, a freelance tour guide, said he once witnessed a foreign backpacker being forced to have his shoes polished by two shoeblacks in Hanoi.

“Upon receiving the shoes which had been sparsely polished, the foreign man paid the two VND10,000,” recalled Hung.

“However, the shoeblacks then became aggressive and repeatedly insulted him, forcing him pay them VND100,000.”

For her part, Bui Viet Thuy Tien, director of Asian Trails travel agency, said many of her customers had complained that they were upset by the fact that they still had to pay for the food at high prices that would not be out of place at a European restaurant, though they were traveling in Vietnam.

Some tourists said they had to buy the iced coconuts from the street vendors at $2 each, which is five times higher than the normal price.

While tourists said such a rip-off is quite acceptable since they bought the fruits on the street, they said it indeed irritated them to be similarly overcharged in large restaurants.

“Tourists have been introduced to Vietnamese foods that are delicious, nutritious, and cheap, but what they really experience in the country is totally the opposite,” said Tien.

“Many tourists complained that they had to pay as much as $70 for a meal for two in a restaurant in HCMC,” said Duc Tuan, a freelance tour guide.

Meanwhile, Le Dinh Tuan, CEO of Viet Excursions, said his tourism boat carrying foreign tourists on excursions in Ha Long Bay have repeatedly been disturbed by women carrying children stepping on board to beg for money.

They would not get off the boats until they received some money, said Tuan, adding his companies have received a huge number of complaints about this.

“We have reported the issue to the management board of Ha Long Bay, as well as the Department of Culture, Sports, and Tourism of Quang Ninh, but nothing has ever changed,” lamented Tuan.

“Thus, we have decided to stop sending tourist boats to Ha Long as of this April.”

Multi-million dong twin simcards hunted for Valentine Day

VietNamNet Bridge – Roses and chocolate have become uninspiring for many couples which highly appreciate original gifts. Therefore, a lot of people have been hunting for twin simcards to give as gifts to wives and girlfriends on the 2012’s Valentine Day.

Striving to have a memorable Valentine Day, Trung, a civil engineer in Ha Dong district has ordered a pair of simcards for him and his fiancé. Trung said that over the last five years, the couple mostly gave each other roses and chocolate, but he wants to make a breakthrough this year.

The requirements Trung has set prove to be very complicated. The twin simcards must have the suffixes “332007” to mark the day the two officially loved each other. The simcards must have 10 numerals and they must be issued by one of the three biggest mobile networks (VinaPhone, MobiFone or Viettel).

“Chocolate and roses are the symbol of the love. However, I want a special gift this year. The simcards would help connect us, especially if they have nearly the same numerals,” Trung said.

He has revealed that in order to have the special gift, Trung has to spent a lot of money. The simcard providers, who Trung has contacted, all have asked for the high prices of no less than five million dong. Trung has to wait 5-7 days to get the things he ordered.

Though Hau, a small merchant at the Dong Xuan Market, does not set too strict requirements for the twin simcards, she still had to spend nearly 10 million dong. Two weeks after ordering, she received a pair of simcards with the numbers 09xxx36123 and 09xxx36456, in which the numerals in the middle are exactly the same, while the three last numerals are also special “123” and “456”.

Hau said that the simcard with “456” suffix was priced at nearly 5 million dong, while the one with “123” was priced at less than 2 million dong, if she bought it separately. However, in order to get the twin simcards which satisfy her requirements, Hau had to pay 8.5 million dong.

“The seller said that it is always very difficult to find the simcards which match each other,” Hau said. “Therefore, the twin simcards are always very expensive.”

According to Hung, who has five year experience in simcard trading, the tendency of using twin cards has existed over the last three years. Valentine Day is the best business time for him.

In general, the buyers want the simcards which comprise nearly the same numerals, and only one numeral could be different. For example, 86.6789 and 68.6789.

Also according to Hung, there are two types of twin cards with big price differences. The simcards of big mobile networks, or the twin cards with the numerals significant to buyers or lucky numbers as thought by orient people, are always very expensive. Meanwhile, the simcards of small mobile networks can be found more easily. Especially, the simcards of the new networks are very cheap, just hundreds of thousands of dong per a couple.

As lovers have the high demand of talking with each other through phones, simcard traders try to provide the simcards with big accounts, or the simcards which allow making free calls for less than 10 minutes. As the simcards are being hunted by couples, they would be 100,000-250,000 dong more expensive.

Simcard trading has become a profitable business. Bao, the owner of a simcard on Kim Ma Street in Hanoi, said that he has sold two couples of simcards since the Tet holiday finished, while he needs to fulfill three more orders.

When I first came to HCMC, I was surprised that there are big differences between Valentine’s Day in Japan and Vietnam.

For example, in Vietnam, a man would give sweets, flowers or gifts to his ladybut in Japan, it is only the women who give presents (mainly chocolates) to men. In my opinion, Japanese women are usually too shy to express their love in daily life (it might not be true nowadays though). That is why Valentine's Day was thought to be a great opportunity to let women express their emotions. Now the chocolate companies in Japan sell more than half of their annual sales during the week before Valentine's Day. Men are supposed to return gifts to women on a day called "White Day" (March 14th), a Japanese creation.

Women give chocolates not only to their loved ones ("A true love" chocolate is called "Honmei-choko"), they also give "Giri-choko" (the chocolate given to male bosses, colleagues or friends that women have no romantic interest in) just for friendship or gratitude. The concept of "giri" is very Japanese. It is a mutual obligation that the Japanese follow when dealing with other people. If someone does you a favor, then you feel obligated to do something for that person.

Asa man, I have never done anything on Valentine’s Day. Fortunately, I’ve been able to receive some chocolates every year when I was in Japan. This will be my Valentine’s Day in Vietnam. Since I am single at present, I don’t have the opportunity to give something special to my girl. I could just give some "Giri-choko" to my employees and female business partners. Also, I might go to my favorite shop, Flower Box, on Hai Ba Trung Street (District 1) to buy bouquets of flowers to give to the girls I adore.

Honestly speaking, I do not think my Valentine’s Day alone will be boring and lonely. Preferably, I will spend the evening working or reading a favorite book.

As far as I know, there are people who decide to share their lonely hearts with the poor, at charity events and the like, on this occasion. To me, participating in these social activities is good, but we do not need to try to spend our time with someone just to forget our loneliness in real life. Be patient and be confident in yourself. After several reports of foreign tourists being overcharged in Vietnam, we have received enormous responses from local readers. Those who responded to Tuoi Tre expressed anger on the current rip-off situation and their worries for Vietnam tourism.

Many of them told stories where they have witnessed or fallen victim themselves. since hotels, small businesses and vendors have various ways of earning extra money from tourists.

“At Sam Son, the northern province of Thanh Hoa, I could bargain for a coconut and lower the price from VND70,000 ($3.5) to VND40,000 ($2). But when I bought three, I ended up paying VND180,000. The vendor explained the coconut I had bargained for was VND40,000 but the other two still cost VND70,000 each! I had to pay otherwise I’d have been in trouble, since there was no one to protect tourists,” recalled Anh Nguyen.

“I am Vietnamese but was also overcharged when I travelled to Mui Ne. I was asked to pay VND3 million (US$150) at a guest house in Mui Ne, when the real price was only VND800,000 ($40), ” wrote reader huyenlua.

Some locals are put off by the current high number of scams, and decided to travel overseas to avoid any possible problems.

“I am a 50 year old but haven’t seen much of the country. After going overseas for vacation, I don’t feel like traveling in Vietnam anymore due to bad tourism quality, service, hygiene and security,” said reader Taimkp.

How long can this issue last in Vietham? Readers Ngo Mai and Nguyen Long believe that overcharging tourists, both international and local, is a cultural trait that has existed in the mentality of many Vietnamese sellers.

“Ripping a person off is a sign of bad lifestyle and business habits in Vietnamese society. Some mandarins pester the people, and then people pester each other. It creates an endless cycle in the culture, degrading the country’s reliability to locals and foreigners,” found Ngo Mai.

“For years, people have thought that because they are poor they have a right to rip off foreign tourists from developed countries. It is important to make sure locals don’t concentrate on instant benefits but on the long term advantages from tourism,” wrote Nguyen Long.

Indeed, some of the short- minded vendors who only think about making an instant profit from overcharging tourists are to blame because they have indirectly contributed to a bad image of Vietnamese tourism, making the country no longer an attractive destination to tourists and investors.

“Two years ago, some foreign friends and I intended to invest in tourism and hospitality in Vietnam. However, when they visited the country, they were disappointed by the local attitude to foreign tourists. They conclude that Vietnamese tourism is only suitable for “low level” tourists. I later came to understand that they stopped investing because they realized that the locals are not aware of the long term benefits that foreign tourists and the tourism industry bring,” shared Viet Phong.

“Cases reported in Tuoi Tre articles are no exceptions. Tourism companies need to protect visitors by suggesting solutions to protect the Vietnamese image and people’s behaviors. Authorities then need to get involved by implementing educative and legal measures. Do not just think about instant benefits for locals and forfeit the comfort of visitors to our country, “ said Dai Quang.

A survey in 2009 shows that 95 percent don't come back again and the main reason cited being the constant overcharging and scamming they encounter on their travels. If the situation is not resolved completely, what will happen to the fate of Vietnamese tourism in the next 10 years?

Daylight robbers prey on tourists in Vung Tau

Your correspondents penetrated restaurants and eateries in the tourism city of Vung Tau to witness their techniques of ripping off tourists using a myriad of tricks.

On the morning of February 2, three tourists visiting from Ho Chi Minh City were brought to Nhu Y eatery at 306 Phan Chu Trinh by a broker.

Duc,the man in charge of introducing the menu and collecting orders from customers, persuaded the three to choose “a small hotpot with a few grams of lobsters and crabs,” while initially the customers only wanted to order fried rice dishes.

The three customers agreed, and were an hour later shocked to see the bill charge them nearly VND3.1 million (roughly US$150) for the “small fresh seafood meal.”

Duc, who lured the customers into the trap, had already fled.

“A man told us that only a few grams of lobster and crab would be used in the hotpot, but why does the bill say there were 1.6 kg of crab, and nearly 1 kg of lobster?” one of the customers objected.

In response, the eatery employees and manager replied with a circular argument. The three tourists then had no choice but clear the bill, and leave.

Van, the cook at Nhu Y, said: “Duc is really an hustler in Vung Tau.”

“Foreign tourists are Duc’s favorite prey, then come those from HCMC.”



Weigh-adding scales

Your correspondents discovered that Nhu Y eatery used a weight-adding scale to rob customers.

The scale is put near the seafood tank, for customers to check the food weights. However, whenever seafood is put on the scale, its weight will automatically increase by 300g.

On February 5, Huong, the eatery owner, caught two lobsters from the tank, put them on the scale, and told the customers that they weighed 750g.

With the lobster costing VND1.3 million ($62) a kg, the customers had to pay VND975,000, and were thus robbed of VND390,000 for the 300-g “virtual weight.”

“Suspicious customers may ask to put the seafood on a scale to check, but either way, they will always be cheated,” said Van the cook.



Pawn phones to pay eatery

Meanwhile, Hung Phat 2 eatery at 189 Hoang Hoa Tham Street has a more sophisticated scam arranged to rob customers.

Hoa, the woman collecting orders, invites customers to eat the mixture or Thai hotpots, which cost only VND100,000 ($5). The hotpot, however, is accompanied by a dish of seafood, which costs an exorbitant price.

On February 7, a broker took Phan Duc Tien, from HCMC, and his family to Hung Phat 2 for lunch, where Hoa persuaded them to eat hotpot.

The waiters later brought out a hotpot with four lobsters, and a dish of cuttlefish.

Upon finishing the lunch, Tien was astonished to learn that he would have to pay VND1.2 million ($57.6) for the meal.

As the two parties got into a heated quarrel, one waiter turned the music to a maximum level to drown out the noise of arguing.

The customers could do nothing but pay and leave.

“No matter how angry they get, they still have to pay in the end,” Hoa said.

On February 5, a group of high school students in HCMC’s Thu Duc District had to pawn one of their cell phones in order to have enough money to pay VND2.8 million ($135) for their lunch at Hung Phat 2.



Huge assistance from the brokers

Contributing a great deal in the daylight robbery of customers by eateries in Vung Tau is a large number of brokers.

Several dozens of brokers drive motorbikes around the city to scatter the eateries’ leaflets, or lure customers to the eateries, to earn the commission of 20-30 percent of the amount the restaurants rip the customers off.

The brokers can also be taxi drivers who drive directly to the eating houses they have colluded with whenever their customers ask for a place to eat.

“A broker can earn more than VND1 million ($50) a day, and even more during the holidays,” said Hai, manager of Hung Phat 2.

Meanwhile, Huong, owner of Nhu Y, said she is willing to pay 20 percent of the total bill for brokers using motorbikes.

“If customers spend VND10 million on their meal, broker will receive VND2 million,” she said, adding that brokers who are taxi drivers receive even higher commissions.

On the morning of February 2, Phong, a broker, followed a 12-seat bus, and managed to throw a leaflet into the driver’s seat. That evening, the driver took the group of nearly 10 customers to Hung Phat 2.

This is enough for Phong to pocket VND1.7 million ($82) for brokerage.

“There are days when I earn as much as VND4 million,” Phong said.

“Though I have been constantly complained about and cursed, I can reap lucrative profits doing this ‘job’.”

Vietnam needs tourism police

In many countries, beggars and swindling sellers exist but no one clings to tourists, asks with insistence or threatens them until they buy like in Vietnam. This problem has been present at several tourist attractions for a long time and has become a trait of tourism in Vietnam.

Local authorities have seen the harm it does to the tourism industry, and have tried to prevent and terminate it but everything goes back to usual after a short time. The Vietnamese National Administration of Tourism and local tourism sectors have held several conferences to discuss causes and seek resolutions to the problem but an effective remedy has yet to be found.

Hoi An authorities used to do very well in controlling vendors and preventing them from following and ripping off tourists. Consequently, those travelling to the Old Town felt very secure and comfortable. However, when supervision became lax, the problem returned.
Ho Chi Minh City offers security guards to protect tourists but they are neither supported by the city’s laws nor equipped with the adequate tools to settle troubles. Although seeing a crowd of hawkers besieging tourists and forcing them to buy, guards standing nearby cannot do much.

Thailand has a force of tourism police who take records, act in emergency cases to protect tourists and ensure security and safety. As a part of the police department, they have rights and tools to repress and handle violations. Due to clear policies, Thai police can fine beggars or sellers, take them to jail or sue them in court. They also can issue heavy penalties to tour guides who do not wear a certified card.

In my opinion, Vietnam needs tourism police to remedy the clinging, begging and rip offs. The force can be set up from local criminal police and they can receive an extra salary under a form of tourism development fund contributed to by tourism companies.
I think it’s time we put an end to the situation that has been maintained for a long time throughout the country. The Ministry of Public and Security, the Ministry of culture, sports and tourism, the Vietnam National Administration of Tourism should join forces and solve this problem completely.

VietNamNet Bridge – Most of the Vietnamese people think that foreign tourists are all the rich people whom they need overcharge. They also think that the money the foreigners spend in Vietnam is just a small part of the tourists’ big fortunes.


Carriers scramble for clients, overcharge them

Jerry, 41, from the Netherlands, surprised people when he said: “no motorbike, no taxi, no xich lo (pedicab)”. The words half in English and half in Vietnamese made Vietnamese people think. “Why does he know all about that? Is the traffic in Vietnam is terrible?”

However, this was not the reason that made Jerry feel unsatisfactory. The thing that Jerry complained about is the overcharging in Vietnam.

He related that he caught a taxi to go from Hoan Kiem Lake to the President Ho Chi Minh Mausoleum. The taxi driver charged him 300,000 dong for just a short distance. “I feel annoyed when I was cheated,” he said, ending the story.

A taxi driver told VietNamNet’s Vietnam Economic Forum that a colleague of him overcharged a Japanese traveler last week when carrying the traveler from Ton Duc Thanh Street in HCM City to the Tan Son Nhat airport. The Japanese woman burst into tears when she was forced to pay 400 dollars.

“That explains why foreigners think ill of Vietnamese people. We need to settle the problem, or we will lose tourists,” the taxi driver said.

Lili, a VietNamNet’s reader said that she usually witnesses Vietnamese taxi drivers overcharging foreigners. The drivers sometimes take roundabout routes to the destinations, and then overcharge foreign tourists.

“They charged 100 dollars for one hour,” she said. “I really feel ashamed, but I do not know what agency should I contact to ask for help.”

“It would be better if Vietnam sets up a hotline at all big hotels, so that foreigners can make complaints and ask for help,” she suggested.


Vendors also overcharge foreigners

In some areas in Hanoi, which are called the “foreigners’ streets”, such as the west Lake, Hoan Kiem lake or ancient streets, a lot of “moving shops” have been mushrooming which target foreign travelers.

Saeed, a traveler from India, said that last week, he and a Vietnamese friend had to pay 230,000 dong for the taxi service when going from the Literature Temple to the Hoan Kiem Lake. After that, they went to a restaurant on Lo Su Street, where they ate four small crabs and drank two Heineken beer bottles. On leaving, they had to pay one million dong for the meals.

The Indian traveler said that it was so lucky that the Japanese girl agreed to pay 50 percent of the bill, and that he could not imagine what he would do in this case, if the girl had not paid the money.

Not only foreigners, but Vietnamese people also “draw lessons” when they traveling Hanoi. Tranvancuong1974, a reader of VietNamNet, wrote that he and his family, for the first time, went to Hanoi and the Ha Long Bay last Tet holiday. The things he witnessed in the capital city have made him sure that he would never return to Hanoi.

“In Hanoi, the woman seller heaped insults on me when I haggled over a souvenir in the area near the Mausoleum,” he wrote.

“We had to pay 50,000 dong for a bowl of pho, while the Hanoian, who sat next to me, only had to pay 30,000 dong. We had to pay 600,000 dong per kilo for a fish. Though I knew that the fish was just five kilos, the seller still said it weighted 9.8 kilos and we had to pay 5.8 million dong. When we had the cook on the cruise help process the fish, we had to pay 580,000 dong, or 10 percent of the fish’s value. It was terrible,” he wrote.

Solution for scams in Vung Tau?

After an article on daylight robbers preying on tourists in Vung Tau, many readers have sent us comments showing their resentment for the ubiquitous scams occurring in the tourist city.

Besides showing sympathy or sharing their experiences of being overcharged, some have given tips and suggestions so that visitors to Vung Tau can prevent themselves from falling victim to greedy sellers’ traps.

“I have four tips to avoid getting ripped-off in Vung Tau.

1. Do not go to restaurants where brokers take you.
2. Avoid places advertised as ‘cheap’ on flyers distributed in the street.
3. Do not eat at places near the beach.
4. Go to restaurants in the city, where there are a lot of customers,” suggested Thanh Son.

To prevent tourists from being lured by brokers and illegal businesses, Phuoc Hai proposes that the city introduce an operator system which gives directions to visitors on where to eat or stay:

“Tourism sectors should announce an operator system where tourists can call a number and retrieve addresses of reliable restaurants and hotels in both Vietnamese and English. This is a win-win situation as tourists can feel safe while picking a place to go while reliable businesses can also advertise themselves.”

Besides tips enabling tourists to avoid scams, the majority of feedback questioned the role of administrators in eliminating untrustworthy businesses in the city.

“After reading the story, I feel sad and ashamed in front of my foreign friends who are working and living in Vietnam. We planned to make a road trip through Vietnam and may stop in Vung Tau. However, my friends have scrapped the plan after reading the article. I wonder why the authorities, i.e the department of market control, department of industry and trade, department of culture, sports and tourism do not get involved in terminating the problem,” shared Truong Van Cuong.

It is crucial that the government and local authorities implement new policies and employ heavier penalties to violators so that the ‘daylight robbers’ will not be tempted to swindle tourists a second time. Reader Duong Van Ngoc analyzes the current situation and suggests a tougher punishment for restaurants:

“This situation has persisted for a long time. Restaurants are willing to pay the fine of a few million dong. If their operation license is taken away, they will use someone else’s name to open a new one. We need to be more determined to resolve the issue. Each restaurant needs to have a certified price range for food and drinks approved by local authorities. When a dispute over price arises, it will be used as proof to judge if that restaurant violates the law. We need heavier penalties on such restaurants and need to close down businesses that have been penalized twice.”

Another Vung Tau reader thinks that penalties should not only applied to dishonest businesses but also governmental officers who do not fulfill their duties.

“I feel ashamed every time I read about rip-offs in Vung Tau. Actually, the problem is the poor management by the authorities of Vung Tau city and Ba Ria-Vung Tau province. Higher levels of the governmental system should take action to improve the situation. For example, discipline a head at a ward’s people committee if the scams persist in his ward. Sack the city’s People Committee head if the problem continues to persist,” he wrote.

Locals have raised their voice and given suggestions for the situation in Vung Tau.. What measures will the authorities take to eliminate the daylight robbery of customers by eateries in Vung Tau and bring tourists back to the beach city? We are looking forward to actions, not just promises.

I attend an evening English class at the Ho Chi Minh City’s University of Technology. The parking lot is always packed with bikes around 6pm.


Bikers have to take their place in a long line and move along inch by inch. When someone jumps the line, you fall back behind and have to wait longer to get into the parking lot.

Strangely enough, both the wrong-doers and the victims, most of whom are students and young white-collar workers, say nothing about what just happened. The guy who just dropped a brick of social faux pas on your toes offers no apology or explanation, and you, his immediate victim, and all the others offer no reaction or protestation. While some people are annoyed, they only pull a wry face or grumble in low voice.

One time, I raised my voice to protest a student who tried to get into the line in front of me but she pretended not to hear anything. Probably she was in a hurry and could not help but cut the line. But she could have at least turned around and apologized to me. But she chose to keep silent.

However, after I had made my voice heard, people stopped jostling and got into the line from behind. This proved that they know their behavior is wrong and are embarrassed to have their incivility exposed in public.

If no one cuts the line, others may feel reluctant to do so. But once some people set a bad example, several will follow.

What lesson have we learned from this experience? It seems to me that young people these days are reluctant to speak up. They do not raise their voice when seeing uncivil acts being committed and instead choose to remain silent. They then go home and complain to their family and friends about the bad public behaviors they see every day.

Do you speak up when seeing someone littering the street? Or do you just throw an irritated stare at them?

In several ways, we are trying to promote a modern and civilized lifestyle. But one simple thing everyone can start doing is to speak up when they witness bad behaviors in public. If one person speaks up, two will speak up and then everyone will speak up.

One day, we can expect that line-cutting and similar bad behaviors in public will become a thing of the past.

Ripping off tourists: Where are the business ethics?

Ripping off tourists in restaurants in Vung Tau or Ha Long is not only an act that damages the image potential tourist destinations, but also raises a question: Have business ethics been degraded?

The fact that tourists are getting scammed during their trips is no longer something new. Hawkers asking tourists with insistence, forcing them to buy goods at high prices and even mugging them can be spotted every day in many different places. In an era where money talks, are business ethics losing their value?

Talking to vendors at tourist destinations, I found their way of thinking very shallow. They perceive tourists as rich people who visit these places once for a while and it is okay to overcharge them “a little”. This is probably also the perception of some owners at restaurants recently featured by local newspapers.

Obviously, they only see the instant gain rather than potential benefits in long term. Many travelers have raised their voices, complained on websites about being ripped off and vowed that they would never come back or that they would be more careful purchasing anything there.

In the age of the internet, these boycott messages are spread quickly. Restaurants will lose customers and more seriously, the country may become less attractive in the eyes of foreign tourists.

The Vietnamese style of doing business has placed an importance on ethics for a long time. Business people use their words and credit to make customers feel secure in choosing products or services. The real revenue is the increasing number of customers, rather than the illegal gain from ripping off a few who will never return.

I hope those who are robbing customers rather than doing real business will think twice. Don’t just concentrate on gaining instant money at the cost of losing the long term benefits and affecting the country’s friendly image for foreign travelers.

TUOITRENEWS: After an opinion article on the Vietnamese bad habit of coming late by Max Murta, several local readers have responded with their own stories and experiences of this issue.

“It’s embarrassing to come early”
I am a member of a sports club. One time, we were sent an invitation to a birthday party starting at 5pm.

When I arrived at 4.45pm at the rendezvous from which we would depart together, I was surprised to find half of the members still playing sports. They didn’t seem to be in a hurry, although the party would be starting soon.

When I asked why they were still playing, I heard this reply: “The invitation says 5pm but the party actually starts at 6pm”. Someone started to go home to take a shower and asked us to wait for them to come back. In spite of this, some members and I decided to go to the party immediately instead of waiting.

What I found surprising is some people were ready for the party and had to wait for the late ones. The excuse was that it is embarrassing to arrive early and it is better to go in a group.

I do not know why they feel the need to be embarrassed and how we can condone such a wrong perception. I hope we can find a way to eliminate this idea of “rubber time” from our culture.

Sometimes, my friends who came late joke, “Why do I need to come early and wait for others? They need to wait for me!” It has showed that unpunctuality originates from some people’s large egos and lack of consideration for others. . That is why event organizers have had to change their schedules as a way of adapting to the habits of those who do not respect time.

This small bad habit has become a negative trait of the Vietnamese in foreigners’ eyes. I think we need to change gradually, starting with event organizers. You can include a sentence like “Please do not come late” and carry out the program as scheduled. By doing that, those who do not arrive on time will feel left out of a community comprised of people with higher awareness.

I don’t know when “rubber time” became a part of Vietnamese culture.

Since childhood, I was taught to be on time and usually try to come 10-15 minutes early. Many times, I was the first one to show up. People have various reasons for coming late: taking their children to school, traffic jams. However, behind those excuses is the basic bad habit: a disrespect of time.

For example, one of my colleagues lives next door to me, so our company is just a few hundred meters away. However, he has hardly arrived at the office on time since when I leave for work, he is still watching TV! So whose fault is it?

At my office, those coming late to work will be made fun of, or even receive punishment for making the whole team wait. When we go on fieldtrips, especially, we always depart on time. Those who are not punctual will need to catch a taxi or go home. We do not wait if there is no sound reason or advance notification.

Thus, we need to teach ourselves the culture of punctuality, in order to be civilized and to build a modern country.

Caddies' hard work on golf course

Born in poor families, most young girls working as caddies on golf courses in Vietnam have experienced or witnessed verbal abuse and unfriendly attitudes from the successful and wealthy entrepreneurs playing there.

Receiving a well-behaved customer is lucky., If they don’t, the caddies have to hold back their tears to be able to continue their work and earn tips from customers, a necessary part of their income, as their salary for a 5-hour working day of 5-10km walking is no more than VND70,000 (US$3.3).

Obeying the slogan, ‘the customer is always right’, caddies have to bear unprovoked insults whenever a player misses his stroke, especially during a game of betting.

Two of Tuoi Tre’s female journalists have recorded their two months disguised as caddies – a time full of both fun and tears.

Recruitment

On a November morning last year, 20 young girls from Hanoi and neighboring provinces came to the HP golf course in the northern province of Hoa Binh for a recruitment contest.

One contestant told another standing close-by, “hey, you are tall and seem OK here, but why don’t you wear sexier clothes? The experienced have told me a contestant should have careful make up, wear high heels, and more exposing clothing to be recruited.”

Actually, many girls looked sufficiently exposed, with thin clothes in the cold morning of the wintery day.

After walking in front of the judges and introducing themselves, more than ten girls were eliminated, while those with lovely appearances and suitable heights were admitted for a training course lasting around a month and a half.

At the BS golf course in the southern province Binh Duong, recruitment was more difficult as contestants were required to possess English skills.

Not only pushing a stroller to carry the different golf clubs a player needs, a caddie must also learn the terrain of the course to inform players of the locations of hills, lakes and shrubs as well as distances between holes. In addition, a caddie must pay attention to wind direction and being able to predict the trajectory of the ball for the player.
Also, the caddie acts as a coach for beginners on the course.

Hard work

To host a player at the BS golf course, with each round of 18 holes, a caddie has to walk pushing the stroller for around ten kilometers in 4-5 hours.

On their first working days, a novice caddie serves managers of the golf course and is always given a warning when she is left far behind players.

“Hurry up! Quickly! Try to do more exercise. How can you assist a customer with your slow pace?” a manager urged a novice, who always wears a white shirt. Well-trained caddies wear course uniforms.

On training days, a novice is often not called by their name but referred to as ‘white shirt’. “Hey, white shirt, bring drinking water’, “white shirt, come here’, and ‘go quickly white shirt’ are commands from managers and other experienced caddies.

Most caddie novices run pushing their carts to catch up with players. Sweat pours from their heated-up bodies from hard labor on a cold morning.

A day of a novice begins as early as 5:00 in the morning when the darkness of the night has not yet withdrawn and the moon still hangs in the west.

On completing a round of 18 holes, players enter the restaurant while caddies push their carts to wait for when they can have the fast food and drink they bring from home.

If being rated ‘good’ after a month of working as a novice, a caddie will be given a uniform for an official start and salary is only counted from that date.

After two months of training and working as novice, the 40 new caddie recruits usually dwindles to 2-3 caddies who overcome the initial hardship of the job. Challenges await them ahead as they serve hot tempered customers.

The gap of caddie as ‘employee’ and player as ‘employer’ will clearly turn up soon.

On the first working day as an official caddy, a disguised journalist of Tuoi Tre was almost dismissed by her client, a Vietnamese player, after he missed his several of his strokes.

“He is angry, saying that your astrological sign is at odds with his and that’s why he couldn’t make any good shots today. I ask for his sympathy because you would be fired if rejected by a customer on your first day at work,” said the caddy working with me on the same shift.

Insults can pour down like rain

As they stand in line at the starting area, waiting to receive their clients, each caddy was filled with nevousness and anxiety. It is not uncommon for them to be assigned to serve clients, mostly Vietnamese men, who are hot-tempered or even rude, treating them like servants.

Some regular customers at the course have a reputation for changing caddies many times when he fails to make a good performance on the golf course. At such moments, they vent all their anger on the caddies, blaming them for everything. Some men even curse at their caddies, spit, or throw their clubs on the ground for the caddies to pick up.

The caddies’ nerves were strained to the breaking point when they had to serve such men.

Staying alert and paying close attention to the game is the secret to cope with these nerve-wracking situations, according to an experienced caddy. Pulling the stroller after the player, the caddy must always calculate the distance from the ball to the coming hole and be ready to give the player the information when he asks.

Keeping silent and taking all the blames poured on their heads, no matter how absurd or unreasonable they are, also helps to keep the lid of anger on and prevent an explosion.

In standing close to a player to quickly swap him a new club, some caddies also gets blamed by the player for a missed stroke, said a caddy.

Their anger, rudeness and insults become worse when Vietnamese golfers play for money. Some caddies try to psych themselves up before these betting games with the thought of a large tip from the winner and loser afterwards.

A caddy named Hong recalled, “Once, one of my clients is just 30 meters from the flag [that marks a hole], his stroke was too strong and the ball passed the hole, rolling down a hill.”

He got mad at the caddy and swore at her, “F***, why don’t you tell me about the hill beyond the flag?”

Some men even cheat by kicking the ball to another location when it lands between two tree trunks, making it impossible for them to hit it.

When a player starts accusing his rival of cheating, the caddy gets caught in the line of crossfire between them and finds it impossible to satisfy them both.

A caddy named Ha working on the HP golf course in the northern province of Hoa Binh was very bitter about this. “With money, some men want to see their attendants suffer to make it worth their expenses. Some treat the caddies on the golf course no less than they do their servants at home and show no respect for them.

“Working as a caddy, you have to accept it all,” Ha added.


Tears on golf course

Verbal abuse is not always the caddies’ biggest worry as some of them are exposed to accidents without getting any insurance coverage from the golf course owner.

A stray golf ball can give a caddy a broken nose, a black eye or any heavy bruises on other parts of the faces and bodies.

Golf course owners normally have no obligations towards the caddies working for them. They sign no contract with them and pay them no social insurance, except VND70,000 (US$3.3) a day plus tips from players.

Apart from the customers’ anger and insults and their occupational hazards on the golf course, a caddy also has to deal with possible punishment from managers if their clients report displeasure over their service.

Caddies will be fined if they they don’t pick up rubbish the customers throw on the field or if their customers lose some piece of gear. In some golf courses, caddies are fined if they don’t turn off the lights and fans after clients use them.

The worst punishment for caddies is to be taken off their caddy duties and assigned to removing weeds for a month on the golf course, depriving them of their major source of income -- the tips.

Love and money

Many nice-looking caddies have fallen into the money-for-love trap set by wealthy golf players and none of them end in marriage.

A caddy named H in the MP golf course has been known for her love affair with a South Korean man who is a regular golfer at the site.

On the golf course, the Korean man is seen pushing the stroller and walking by his side is H holding his purse.

The Korean man didn’t hide from H the fact that he was married. In return, he gave her generous gifts and money.

Another golf player from Japan spent billions dong to buy Tram, his caddy and girlfriend, a big house in Thu Dau Mot Town in the southern Binh Duong Province. Their relationship lasted for a year before the Japanese returned home, leaving no contact address behind.

Life outside golf course

The dormitory becomes a second home for caddies who come from far away. It is not very comfortable, but provides them shelter and saves money from their meager salary that they send back home to raise their children and help their families.

At the HP golf course in the northern province of Hoa Binh, the dormitory is located on the sixth floor of a building used by golfers as hotel and restaurant.

Stories in dorm

Disguised as young girls from the countryside seeking jobs as caddies at the HP golf course in Hoa Binh, Tuoi Tre journalists were allocated two beds in a room of four. On the first day there, an experienced caddy named Ha told us the house rules.

“You will be fined if you turn on fans and lights during the day time. Take care of your luggage by yourself,” Ha said.

The following day, a manager of the dorm informed them that local authorities would come to check residency registries. 20 new caddies were told, “You should go out tonight and not return. You should sleep in four friends’ houses.”

After moaning of having no acquaintances in the area, newcomers were placed in a room locked from the outside with an instruction from the manager, “When they come to check, you all keep silent. When they come, I will tell them this is my working room and skip to others.”

The caddies were only released at midnight when authorities were ensured not to come.

Life in the dorm is messy but caddies accept it to save costs, a caddy said. Some new clothes of the Tuoi Tre journalists were stolen when they were left out to dry in the sun.

The manager often complains that caddies obey no discipline in the dorm – throwing rubbish, stealing, and taking friends from outside into their dorm rooms.

Returning to the dorm after working, most caddies spend their time playing cards, some put on make up and go out with friends while others do the cooking. A caddie who has stayed in the dorm for two years said she always brings back dried vegetables after visiting her family and keeps it to eat day by day.

Despite of being banned from using electric cookers, each room has at least one to boil water and cook meals. Stories about the clients they serve are also a topic for discussion. A caddie boasted she had been given VND1.5 million (US$71) as tip from a Vietnamese customer.

Lights are turned off at 9:00pm and caddies go to bed.

A new caddie named Nga began sobbing. She has only been in the dorm for a couple of days, and has only just weaned her baby. She misses her child and her breasts are painfully full of milk.

Feeling touched for Nga, another caddy Linh said, “She will stop working here after she gets married.”

A new day starts at 5:00 in the morning when they all go downstairs to the dining room to have a free breakfast of only rice, sesame and salt, boiled egg and roasted peanuts.



Portraits of rich men in dorm

The Vietnamese clients playing golf are rich men or senior officials from state agencies. It is quite different from foreign customers who may be normal staff given tickets by their firms.

Vietnamese golfers come with their own cars or luxurious agency vehicles, often Lexus, Mercedes, BMW or Porsche.

Tran Ngoc Tu, a training manager at the HL golf course, said a golfer spends at least VND20-30 million ($950 – 1,400) a month excluding other costs for cars and food. Thinh, a real estate tycoon in Ho Chi Minh City, estimates that it costs him up to $1,900 a month to play golf.

The average a golfer spends equals ten months’ salary of a worker and double the salary of officers.

So, despite of the fears of abuse by Vietnamese guests, caddies are encouraged to work with them on the field for lofty tips. Meanwhile, foreign clients have regular standards in giving tips. The Japanese give tips from VND150,000 – 200,000 ($7-10), South Korean around VND200,000 while Vietnamese possibly up to millions.

In addition, a golf kit costs tens of thousands of US dollars -- which can help a normal person to buy a house and a plot of land to change their life.

That is why all golf tournaments offer big prizes that are many times higher than those of other sports to attract rich golfers. A reward for a hole-in-one is a Mercedes or a VND1.5 billion ($71,500) apartment.

Rip-off would be the main reason I leave Vietnam

As an expatriate who has been living in Vietnam (Hoi An) for over 3 years, I totally agree with your article and I support you entirely for raising awareness of this issue.

I used to have a restaurant in Hoi An, and tourists always had the same feedback. They loved Vietnam, but they constantly felt as they were getting ripped-off (Which they were). There has been an increase in chains opening in Hoi An such as A Mart, and they are heaving with tourists because they absolutely do not trust street vendors and so do I.

I can just state 2 examples of rip-off's that have happened to me in just a few days. (And it happens everyday I have just learned to avoid it).

1. Went for a coffee with a Vietnamese colleague in a local coffee shop, we ask for the bill and the price is double. The owner justifies the price because she made me a strong coffee. Did I ask for a strong coffee? NO.

2. Today, motorbike puncture (and this happens every time), the guy fixes my wheel and asks me for 100,000 vnd although its only 5,000 - 10,000 vnd for locals. I obviously just paid 10,000 vnd and left.

The point is I live in Hoi An, and every single time I want to do something local, or buy something in a local shop, I know I will be asked at least double if not triple what Vietnamese pay.

Luckily, I have my wife to help for market shopping, but it's very annoying to be "handicapped" in this way that I always have to ask either my wife or a Vietnamese friend to buy something for me.

In fact, many expats go all the way to Da Nang to Metro or Big C just to do food shopping just because they are too fed up of the Hoi An mentality.

I do love living in Vietnam, but if I was planning to leave this would be the main reason. I would love to get on with my life and go and buy something I need for my house without having to find loopholes so that I don't come back with overcharged goods.

Anyway, what I have mentioned above is especially true of Hoi An and all other touristic places.

Locals should know that we are not fooled, we know exactly that they are ripping us off and in the long term they will lose not only in number of tourists visiting but in clients, as most tourists will just be looking at big names they trust : Yaly, A Mart, Big C, Nino Max etc...

A shame really. Keep up the good work in raising awareness, these minority of people are giving a bad name to Vietnam it has to stop.

Stricter scrutiny of taxis at HCMC airport

Noted firm Mai Linh temporarily banned from Tan Son Nhat International Airport


Ho Chi Minh City authorities are taking drastic measures to curb the illegal actions of taxi companies at Tan Son Nhat International Airport, an official told the Tuoi Tre (Youth) newspaper on Thursday (February 9).

Dang Tuan Tu, director of the Tan Son Nhat Aviation Security Center (TASC), said the center was boosting patrols to detect and punish violating taxis and will propose the revocation of business licenses for taxi companies found repeating their violations.

In the long term, the center will draft a plan that would set more conditions for taxis to operate at the airport, he told Tuoi Tre.

Tu said the airport currently has around 10,000 taxis belonging to 11 companies. It is estimated that there are 15,000-16,000 trips made by taxis from and to the airport each day.

Early this year, the Southern Airports Corporation had issued new regulations on the operation of taxis at the airport, Tu said.

One of them said that a taxi company which has been fined 30 times for violations – no matter how small the violations are – within a month will be suspended. Severe violations include taxi drivers refusing to carry passengers for short distances, overcharging or causing disorder.

More than one month after the new regulations were issued, the Tan Son Nhat authorities banned Mai Linh Taxi, a popular and reputed company, from picking up passengers at the airport’s taxi terminal between February 5 and March 4.

The reason, the authorities said, is that there were 45 Mai Linh Taxi drivers who were fined in the first three weeks of January.

Last year, TASC detected more than 2,000 violations by taxi firms at the airport, with the most typical violations being overcharging (drivers not turning on the meter but asking for a lump sum), picking up passengers at wrong locations, refusing to carry passengers on short distances and resisting security officers on duty.


During an inspection last September, the Transport Ministry banned three taxi firms – Petrolimex, Festival and Happy – from Tan Son Nhat International Airport because of various violations.

The three firms were recently allowed to resume entering the airport to discharge passengers after the HCMC Transport Department confirmed they had not repeated their violations.

However, the three taxi firms are not allowed to pick up passengers from the airport.

TASC has also asked the HCMC People’s Committee, the municipal administration, to spare more space for taxi operations given the shortage of taxi parking lots at the airport.

Frauds perpetrated by HCMC taxis were highlighted last May after Rasnita Mohd Rasid, a journalist with the New Straits Times newspaper in Malaysia – went to the office of the Mai Linh Taxi Company to lodge a complaint because a taxi that had cheated her was labeled the “M.Taxi Group.”

Officials of the Mai Linh Taxi immediately recognized that the cab she took on May 10 was an illegal one that imitates the company’s brand.

On that day, Rasid was forced to pay VND4 million (US$194) for a seven-kilometer ride that should normally cost just $7.

Worse still, she and her friend were dropped far outside the airport in the rain, and made to walk after paying the colossal sum.

Why I will always return to Vietnam

As a contributor who touched off a bit of controversy myself in City Diary last year with “What’s Wrong with Tourism in Vietnam” , I shouldn’t be too hasty in joining others to throw rocks at the on-line Huffington Post’s travel writer Matt Kepnes for his recent piece entitled “Why I’ll never return to Vietnam” .


While I’ve certainly had some bad experiences in Vietnam over the years, including almost losing my Buddha and golden chain to a motorbike-riding thief in a non-touristy part of HCM last year, I am not about to say good-bye to a country and culture that’s been part of my entire adult life. No place is perfect. But few places in the world are as enticing and exciting as Vietnam. You’ve got to roll with the punches.

I have the impression that - for whatever reason - Mr Kepnes arrived in Vietnam with quite a “negative attitude” in the first place. He had one bad experience as everyone does, even the Vietnamese, and was cranky for the rest of his trip. The examples he cites are unbelievably trivial. (Just how “keo” or cheap is this guy to complain about chocolate lollies for change?) He clearly exaggerates and uses dripping sarcasm to deliberately provoke the outcry – and publicity – he has now received.

Frankly, I am surprised that a reputable publication like the Huff Post would even run such an unbalanced piece – and four years after his last visit. If he doesn’t want to return, that’s no loss to Vietnam, believe me.

Sadly, there’s always been a real arrogance among many foreigners who come to Vietnam. They don’t understand even the most basic aspects of the country’s long culture and history. (No, the entire country was not napalmed, Mr Kepnes.) They expect people to be humble and subservient. That’s the last thing you’ll get from the Vietnamese!

The best way to start interacting with Vietnamese is a simple nod and a smile, perhaps a short wave. They judge by your face. Your body-language. But if you walk up all demanding and angry, you’ve already lost them. Of course, they’ll rip you off.

I know the Vietnamese language has a reputation as hard to learn, especially with all those tones. But with a few well-practiced expressions, plus a knowledge of numbers, no one should get ripped off. If you are that worried about how much your “café da,” or iced coffee, or plastic bag of “soda chanh duong” or poor Mr Kepnes’ Mekong Delta speciality will cost, then ask when you order! And never think you are singled out for being a foreigner. Even Vietnamese have to bargain and they also get ripped off. It’s all part of the game.

Still, as I pointed out in last year’s piece, Vietnamese really do need to improve the quality and friendliness of service in the hospitality industry. Hotel staff can be downright arrogant to their customers, like we are doing them a favour even staying at their establishment.

And, let’s face it, some people can be terribly greedy and do rip people off. Often vendors behave like they’ll never see another tourist for the rest of their lives. So they might as well make the most of it! A better strategy for them would be a smile and a more reasonable price – and they’d sell twice as much.

Over the top whining by American blogger carries enough valid criticism for Vietnamese tourism authorities to act on

Experts have urged Vietnamese tourism authorities to improve services after an American blogger’s rant about problems he encountered during a 2007 visit attracted widespread attention this week.

An American blogger’s rant titled, “Why I’ll never return to Vietnam” has elicited calls for a serious look at problems plaguing the tourism industry, particularly locals’ attitude and behavior toward visitors.

However, many observers, especially foreigners, have also remarked that the rant does not reflect the entire picture, referring to their own positive experiences in the country.

Although the blog entry relates to a 2007 visit, “Criticism is necessary. We have to thank him because few people have said so. I think he was right in some points,” said Nguyen Van My, director of Lua Viet, a Ho Chi Minh City’s tour operator.

My said he was well aware of pick-pocketing, overcharging taxis and rip-off services at several tourism spots.

“I think he does think about us when criticizing because it helps us recognize the problems and find solutions,” he said. “We are unable to avoid every problem. The important thing is the attitude toward [solving] the issue.”

In the blog entry carried by Huffington Post on January 30, Matthew Kepnes said he had been “constantly hassled, overcharged, ripped off and mistreated” during the three weeks he spent in Vietnam in 2007.

The article attracted a large number of comments from readers, travel agencies and tourism officials after Vietnamese newspapers reported the issue recently.

While there were more comments in Vietnamese papers backing Kepnes’s criticism and urging Vietnamese tourism authorities to be more active in tackling the problems, there was considerable feedback against the article on Huffington Post.

Reader Linh Nguyen cited statistics from the Tripadvisor website to show a majority of visitors to Vietnam enjoy their trip.

“Now I understand that not everyone dislikes Vietnam like Matt does. I make this comment again: if you come to Vietnam to explore its landscape, its unique food and lifestyle, you will enjoy your trip,” she wrote. “But if you just come as a writer/blogger who wants to dig deeply into its black sites to find problems (it is easy to find problems indeed) you will find your trip unpleasant. If the latter is the case, you should never return to Vietnam.”

Reader Summer Nguyen said rip-offs affected both foreign tourists and locals.

“Maybe he did not encounter such problems in other countries and assumes that those places are good. I was ripped off by a taxi in Malaysia and forced to buy something that I did not like when traveling in Indonesia,” Nguyen said. “A tourist should be vigilant and learn about others’ experiences before traveling.”

Among his complaints, Kepnes said many street sellers constantly tried to overcharge him, including a bread lady who refused to give him back the proper change, a food seller who charged him triple even though he saw how much other customers paid and a cabbie who rigged his meter on the way to the bus station.

But David Elliott, an Australian who is seeking to invest in construction quality testing in Vietnam, seemed less upset with the scamming taxis despite being cheated by a cab driver last month in HCMC.

“I must admit taxi fares are probably too cheap and this probably results in a higher percentage of fleecing and poor practices.

“As tourists, we felt cheated for being so dumb. We were even told about this trick and just weren't on our guard,” Elliott said.

‘Quite an attitude’

In the article, Kepnes said one of the worst experiences came while he was catching a bus back to HCMC from the Mekong Delta.

He was buying lemonade from a vendor and the seller “turned to her friends, said something, laughed, then started laughing at me while clearly not putting in all the ingredients into this drink.”

He said a Vietnamese American on the bus told him that she was telling her friends that she was going to overcharge because he is a foreigner. Kepnes said it was not the money that he was upset about, but the disrespect and contempt the vendor showed.

“… what I don't like is being treated like I'm not a person. I don't like being disrespected or cheated. I don't want to look at everyone and wonder if they are trying to cheat me. Every interaction doesn't need to be a struggle,” he wrote.

Kepnes quoted an English teacher who had been in Vietnam for many years in Nha Trang, who told him that “the Vietnamese are taught that all their problems are caused by the West, especially the French and Americans, and that the West ‘owes’ Vietnam.

“They expect Westerners to spend money in Vietnam, so when they see Western backpackers trying to penny pitch, they get upset and treat them poorly,” he quoted the teacher as saying.

Peter Murray, a British expat who has been living in Vietnam for 18 years, said Kepnes carries “quite an attitude.”

“I am not denying some of these problems happen, but why, in 18 years, have I not been ripped off in any of the ways he highlights? I strongly believe it is down to attitude,” he told Vietweek.

“The guy talks about being ripped off in a bus station, says all bus stations sell lemon juice - well most Vietnamese I know would tell tourists not to go to bus stations,” Murray said.

“Most backpackers on a budget arrive in Vietnam with a fear of getting ripped off, and with a pre-conceived mistrust of the people they expect to meet,” he added.

Murray said the Vietnamese have their pride to uphold, and the tourist unfortunately often feels he is superior to the locals, an attitude which is probably most responsible for these cases of mistrust, he said.

He said inflation has prompted price increases and contributed to misunderstandings among tourists who thought they were being fleeced.

“I would be more inclined to be interested in the poor attitude of a lot of expats, who in fact seem to think they are 'above' the Vietnamese and have a colonial attitude,” Murray said.

Doan Thanh Tra of the HCMC-based travel operator Saigontourist said it has been five years since Kepnes traveled to Vietnam and there have been many changes.

“But it does not mean what he experienced is not happening in many places in Vietnam, including big cities,” she said.

She said Vietnam has natural beauty and a rich culture to attract tourists but local people should contribute to the country’s tourism with their friendliness and hospitability.

Vu The Binh, Chairman of the Vietnam Travel Association, said it is important to consider tourists’ comments, but added a country’s tourism has both good and bad sides.

“Any tourism spot attracts two-way appraisals. Vietnamese people rarely criticize because they prefer praise and we should get used to criticism to improve ourselves,” he told local news website VnExpress. “The [Kepnes’] story is an alarm bell for Vietnam tourism to take necessary amendments.”

But Murray, the British expat, said he would not be preoccupied with the rant.

“Overall, I would say that this is a lone backpacker, apparently with quite an aggressive attitude, and thus I would not be too worried about it.”

While it is still two months from this year’s international fireworks contest in the central city of Da Nang , many local hotels have raised room prices by 3-4 times the usual rates.

Long, an employee of the 62-room Bien Vang hotel on Pham Van Dong Street, said a double deluxe room for a 10-person group is now available for VND2.2 million (US$105) a night, while it usually only costs VND480,000.

“Prices of other hotels located far away from the fireworks display spot are already as high as VND1.8 million,” said Long.

Similarly, other hotels near the festival location, whose usual room prices hover around VND500,000, now charge tourists VND1.8 million, and VND2.2 million for standard and deluxe rooms.

“Such prices are particular for this occasion every year,” said Tien of Golden Sea hotel.

According to the price lists at the reception tables of these hotels, room prices during the festival are only 30 percent higher than usual rates, which is in accordance with the regulation stipulated by the municipal Department of Culture, Sports, and Tourism.

However, most of the receptionists said the lists are of no use.

When coming for booking, customers will make contact with the hotels’ sales executives for the exact prices, they said.

An official from the Department of Culture, Sports, and Tourism said it is stipulated that hotels not hike prices by more than 30 percent during the festival.

Huynh Nhon Minh, deputy head of the department, said those hotels that rip off tourists will receive strict sanctions, and even lose their licenses.

However, it is not easy to crackdown on the hotels, since they all have the prices listed as per law.

Customers should have proof of being overcharged in order for authorities to impose penalties, he said.

To date, 202 out of 279 hotels in the city have submitted their price lists and guaranteed not to rip off tourists during the firework festival. The municipal government also announced the hotline 0511.3812340 to receive reports on overcharging hotels.

Titled “Sac mau Da Nang” (The Color of Da Nang), the annual international firework display contest and festival this year will take place in two nights from April 29 at the Han River.

The event will see the participation of 5 teams including David Whysall International Fireworks from Canada, Dragon Dancing Fireworks from China, Jacques Couturier Organization from France, Parente Fireworks from Italy and the Da Nang Team from the host country, Vietnam.

I think that there are two reasons behind the overcharging – the lack of the awareness of people and the loosened management of the watchdog agencies.

Many Vietnamese people only try to sell high to obtain high immediate benefits and they forget that they need to be self-respecting. The thing usually happens in a society where the people’s awareness is still poor.

It is necessary to upgrade the capability of management agencies, or the overcharging evil would never be settled. It is also necessary to impose heavy fines if any overcharging activities are discovered.

However, people’s awareness will only be upgraded if the living standard improves. If people are still poor, they would have to overcharge to earn enough money.

Now I feel a big pessimism because I still cannot see any solutions to ease the overcharging. 12 years ago, the Prime Minister released a legal document on strengthening the security measures and environment protection at tourism sites. However, no considerable improvement has been made since.

In the immediate time, I think we can apply some measures as follows

1) Local authorities have to take responsibility for the evils in their localities. For example, when travelers were overcharged for the fish they bought at the Ha Long Bay, the bay management board must not stay as the outsider. The board of management has been assigned by the state to manage the bay and sell excursion tickets.

In the past, Nguyen Tri Dien, Chair of Da Lat City once intervened in a case where a hotel overcharged a traveler. Most recently, Secretary of the Communist Party Committee of Hoi An City also instructed to discipline a barber shop owner who overcharged foreigners.

2) Establishing tourism security companies

15 years ago, HCM City once proposed to set up a tourism police force. However, the proposal was not approved. The security officers of the Thanh Nien Xung Phong Company which provides services for public interests have been assigned the task instead. However, in fact, the force could not help prevent the overcharging, and in many cases, they are even intimidated by gangsters.

If the State does not agree to the model of tourism police, should we establish professional security companies which have the staff with good foreign language skills and martial arts, necessary tools to protect themselves and travelers.

3) Helping people increase income

The income of many domestic tour guides is not high enough for their lives. Once they live in poverty, they would not have enough enthusiasm to serve travelers.

I think that travel firms should apply the pay mechanism which is being applied in other countries. Besides the tour fees, travelers also give tips to the people who serve them directly. In other South East Asian countries, travelers have to spend 3 dollars a day to drivers and guides.

4) Travelers should be well informed

Tour operators, tour guides should provide sufficient information and concrete warnings to travelers, so that travelers can keep cautious during their trips.

First of all, thank you TuoiTreNews for stories exposing scams by local businesses at tourist destinations and naming potential helpers in different perspectives.

Every tourist visiting Vietnam is that country’s ambassador. The messages he or she takes home and shares with others through phone calls, emails to friends and contacts or posts on the internet for a few billion of the 7 billion people in the world, can make or break the Vietnamese tourism industry.

As one of the stories mentioned: “A survey in 2009 shows that 95 percent don't come back again and the main reason cited being the constant overcharging and scamming they encounter on their travels. If the situation is not resolved completely, what will happen to the fate of Vietnamese tourism in the next 10 years?”

I hope the responsible authorizes and the media will find solutions soon to educate people who are earning a living from tourism. Let them know the damage they are causing, not only related to money but also related to the image and reputation of the country.
Of course, we don’t expect all to turn honest and decent overnight. Vietnam’s department of tourism can certainly come up with some smart ideas to encourage people to do the right thing. For example, make a Vietnam Tourism Trusted List, like we have the Better Business Bureau (BBB) in Canada. When everyone knows that word of mouth and negative reviews online can kill a business, the situation will probably improve.

Vietnamese ripping off tourists can most certainly change when and if they know that their pockets will be hurt in the long run. The government or local authorities like the People’s Committees in wards, districts and cities can come up with enlightened program to educate them, through the Vietnamese media and some kind of control mechanism, like listing reputable businesses or setting up a system to handle public complaints with phones and addresses published.

This is also a very simple matter of demand and supply. Tourists need to know where they can go so that they will not be ripped off. The government or local authorities might suggest some registered business owners that abide by the rules and regulations of not cheating tourists. Of course not all things will be perfect, but you need a starting point to encourage vendors to get better and smarter, for that’s the only way not to “lose 95%” of the tourists that came to Vietnam in 2009.

He eventually settled for a 23-year-old Vietnamese woman and even brought her home with him.

However, he changed his mind after sleeping with her for a week, claiming that she wasn't good looking enough.

The clearest proof is the Old Testament emphasizes the most fearful sin – virgin’s sin. The later generation called it the “original sin” or “mistakenly eating forbidden fruit.”

It seems that the “war” over the thin boundary to differentiate girl and womanhood is still the war for ever?

Cell phone user cheated in bogus promotional program

A man in Nghe An Province was cheated out of VND25 million (US$1,200) by an unknown man who informed the victim that he had won a grand promotional prize worth $8,600 from a telecom firm.


Police in Nghe An Province are investigating a case in which a local man was cheated of VND25 million (US$1,200) by a swindler who falsely told the man that he had won a big promotional prize from a telecom firm.

Ha Phi Hoc, head of the Huoi Mong Village, Dong Van Commune, Que Phong District, reported to police that on February 15 he received a call from the number 01666934533, in which a strange man informed Hoc that he had won a grand prize in a sale promotional program from military-run telecom firm Viettel.

Under the program, the organizing board had identified the winners through a random selection based on a computerized program using subscribers’ phone numbers.

The unknown man said Hoc had won a SH scooter worth VND110 million ($5,230) plus VND70 million in cash.

The swindler then asked Hoc to pay a total VND25 million in expenses for taking the prize, by purchasing cell phone recharging cards worth the same and then using the cards to recharge the phone bearing the said number.

The expenses included VND2 million for the vehicle registration fee and transport cost, VND2 million for the Fund for the Poor, VND4 million for TV broadcasting fee, VND5 million for prize procedures, VND2 million for video shooting, VND3 million in travel fees for the organizing board’s staff, and VND5 million as gifts for the board, Hoc said.

“I borrowed money from my acquaintances and then made the payment as instructed by the unknown man. But I later found out that I had been cheated…” he told police.

A similar case occurred in the province late last month, when Lo Thi Huong, of Bac Son Commune, Quy Hop District, received a phone call from the number 01648044..., in which the caller informed her that she had won a iPhone prize worth VND18 million ($865) from a sale promotional program by Viettel, VnExpress newswire reported.

The caller asked Huong pay expenses for taking the prize by recharging the phone bearing the said number with a recharging card worth VND500,000. After Huong recharged the phone, she dialed the phone number many time but nobody answered.

Café bars’ music a permanent nuisance

Noise pollution on streets in major Vietnamese cities has worsened at an alarming rate. From café bars to commercial centers and supermarkets, many businesses turn their high-powered speakers to maximum volume.


Those street-front premises, especially café bars where teenagers flock to kill time, compete with one another to make their music the loudest, in hope of attracting customers. The speakers work all day long, often until midnight.

Local authorities issued pecuniary punishments but failed to stop the spread of this brand of pollution, despite having the power to close down the premises.

In Ho Chi Minh City, more and more café bars have opened on busy streets like Truong Sa, Vinh Vien, Su Van Hanh, Le Van Tho, Cay Tram and Nguyen Anh Thu. All of them are well equipped with high-capacity loudspeakers to play hard rock and dance music from morning till night.

The noise is not contained to within the premises, but spills out onto public places like the street, and is unavoidably heard by unhappy residents living in houses nearby.

This has occurred year after year. Once local residents lodged complaints, local authorities issued fines but failed to prevent the violations, as the businesses continued to be a nuisance to local residential areas.

The street-front café bars spring up side by side and compete with one another to ensure that others do not drown their ‘attractive music’ out.

Ms. Hoa, a resident of Truong Sa Street in Phu Nhuan District, said, “I have fallen ill because of the noise pollution from the bar DJ Hoang g next to my house.”

“My son had to move his wife and children out of my house to live in a rented house in another area to escape the noise,” she added, claiming that she has headaches and hearing loss due to the music.

Not only pointing speakers out onto the street, most café bars hire young girls as hostesses. They always wear short skirts and walk or stand in dancing positions to attract male youngsters.

Some bars open even till 3:00 in the morning.

Bar 008 on Su Van Hanh Street in District 10 ‘deploys’ eight high-powered BJL speakers to produce extremely loud music. Lights and decorations inside the bar make it look like a miniature discotheque.

A tall hostess approached Tuoi Tre reporter and lowered her mouth close to client’s ear and shouted, “May I have your drink order?”

“Soon, when more clients come, we will turn on louder music, it will be no different from a disco here.”

Many male teenagers took turns to rush out of the premises to answer their mobile phones while the music was roaring, overwhelming the bar.

And it is not only bars. Fashion shops and supermarkets Z3, Sao Thoa, X7, and AO on streets Truong Chinh, Hai Ba Trung, Le Van Sy and Nguyen Dinh Chieu turn on their music for the entire street to hear.

The excessive noise pollution has caused a variety of diseases in locals, due to both damaged physiological and psychological health as the displeasing noise disrupts the activities and balance of people’s daily life.

It is easy to understand that noise pollution can cause annoyance and aggression, hypertension, high stress levels, hearing loss, sleep disturbances, and other harmful effects; even forgetfulness and severe depression and at times of panic attacks.

As a rule, the normal range of hearing must be below 75 dB in the daytime and 70 dB at night till 22:00pm. Above that level it is hazardous and can result in permanent hearing damage. Auditory nerves can be permanently damaged from prolonged exposure at 90 dB. 120 dB can cause pain and ringing in the ear, and sharp pain and extensive destruction of the auditory nerves occurs at 140 dB. At 150 - 160 dB massive destruction of the auditory nerves and persistent ringing in the ears will occur immediately.

Authorities read law and say they ‘may close them down’

Surveys found that those café bars have created noise at levels from 80dB to 94 dB, which far exceeds the level ruled appropriately by law.

Dinh Hoang Linh, chief of the culture and information unit of District 10 said his agency has fined many bars for noise pollution.

He promised, “We will close them down should they be found in violation for a third time. He called on residents to report the nuisance to him so that he could eliminate it.”

Actually, residents and management boards of residential areas have brought their complaints to authorities for years, but the violating premises keep operating, leaving some residents little option but to move to other area.

This is just what I saw in the post office. In the city’s streets, it is not hard to spot people riding bikes shirtless in congested traffic, cursing, littering or spitting in public. Seeing these “ugly people”, I feel ashamed and upset. Indirectly, they have spoiled the image of the streets, especially when Ho Chi Minh City is striving to become a civilized and modern metropolis.

In 2005 the government published a decree governing the sanction of administrative violations related to social security, order and safety, which also includes penalties of uncivilized lifestyle. The authorities should implement the decree effectively to eliminate the ugly images caused by a number of people in public.

The people’s court of the central Binh Dinh Province today sentenced 24-year-old Van Tot to 25 years’ imprisonment for the rape and murder of a 62-year-old woman.

A store in Ho Chi Minh City draws the attention of passers-by with large speakers in front. Local residents have complained that noise from such places seriously disrupted their life and damaged their health.

Tom had never thought one day he would have to move out of his old apartment in Ho Chi Minh City where he had been living for two years and rent a hotel room.

But he had to do so on Sunday (February 12), though just for a couple of hours, to escape the cacophony caused by large loudspeakers in front of a building across the street for a promotion.

“It was terrible,” said the American photographer, who has been living in Vietnam for 15 years.

“I had all the doors closed. I had to cover my ears with earphones and double-close it with headphones plugged into my TV.”

Tom moved into the old apartment two years ago.

“I love this apartment, the view, and the neighbors. But we can’t stay and relax in our home anymore.”

The problem Tom faced is an all too common one in HCMC where shops, malls, and cafés use blaring loudspeakers to attract customers amid lax enforcement of relevant regulations.

While big stores hook up huge speakers and have singers and cheerleaders and organize games to promote some brands, many fashion shops, electronics stores, and cafés play loud music in front of their shops to draw the attention of passers-by.

Khai, a resident on District 5’s Tran Hung Dao Street, said his family’s life has been seriously disrupted since a mobile phone chain store opened near his house before Tet (January 23).

“We have to shout at each other when they play music to draw the attention of passers-by. We cannot hear other speaking normally.”

Many small cafés play dance music on giant loudspeakers placed both inside and in front. They are to be found everywhere on Vinh Vien and Su Van Hanh streets in District 10, Le Van Tho and Cay Tram streets in Go Vap, and Truong Sa Street in Phu Nhuan District.

The manager of a café on Truong Sa Street, who wished to remain unnamed, said it was their tactic to compete with other cafés.

“We often replace speakers with more powerful ones and play loudly.”

A resident on Vinh Vien Street said she has been suffering from the racket created by several cafés on the street for the past decade.

“They have become louder and louder over years. I’ll surely die soon.”

She was taken to hospital before Tet after many cafés played music from early morning until midnight.

She was diagnosed as having irregular heartbeat and migraine suspected to be caused by noise.

“The doctor advised me to stay in a quiet place. But I can’t do so when living on a street with thundering music from cafés.”

Psychologist Nguyen Thi Ngoc Giau said the cacophony caused by businesses promoting themselves “played an important role in damaging the mental health of city residents who already suffer from noise pollution caused by the traffic.”

There has been an increase in mental problems like depression, anxiety disorder, and schizophrenia, Giau said.

“When a person is suffering from stress, noise pollution could worsen it.”

Dr. Nguyen Thi Ngoc of the National Otorhinolaryngology Hospital said noise pollution could lead to hearing impairment and even deafness.

“Several studies have found that noise of above 50 decibels at night could cause strokes. Regular exposure to loud noise could lead to underweight and defects among newborn children.”

Vigilante justice the only option?

After a mobile phone shop opened before Tet on District 8’s Pham Hung Street and played excessively loud music, many furious locals carried stones to the shop and threatened to smash the speakers if they did not stop playing.

Hung, a worker at a timber store next door, said the shop still plays dance music on its large speakers in front of the shop, but has reduced the volume after that incident.

Nguyen Minh Thuan, a lawyer of the HCMC’s Saigon Vietnam law firm, said residents could complain to the local people’s committee, police, or environmental inspectors about such noise pollution.

“They can file a suit to demand compensation if there is damage caused by noise pollution,” he said, but pointed out that there must be evidence that the damage was caused by the noise.

A government decree issued in 2009 stipulates fines of VND2-100 million for causing excessive noise, he said. Depending on the time of day, only between 40dB to 70dB of noise is allowed at public places, he said.

Violators could have their business license revoked or suspended until they undertake to follow the regulations, he added.

Selina, an expat living in HCMC, said she was “physically ill” and “losing her mind” from loud noise at a promotional event near her house on Sunday.

“I could not hear my TV, talk on the phone, read a book, or concentrate on correcting my students' essays,” she said, adding that she could see now why some countries used “precisely this technique to torture suspected terrorists.”

Selina said she did not call the police because she was advised by some locals that it will be useless.

“I pay 20 percent of my income in tax to the Vietnamese government. For this I should at least be able to enjoy a day of peace in my own home.”

Singapore, for example, has joined the race to develop casinos in the region when licensing the amusement complex, including a big casino, recycling park and luxury hotel with the construction costs expected to reach 5.7 billion dollars.

The noteworthy thing is that Singaporean Prime Minister Lee Hsien Loong once refused casino projects, but he has changed his mind.

Though debate about casinos still continues, Thai parliament has advocated the legalization of casino business to help develop economy. Minh, a woman in Go Vap district in HCM City, unexpectedly received a message from an unfamiliar mobile phone subscriber, who asked Minh to buy a Viettel’s scratch card worth 100,000 dong for him. Minh sent a message to the subscriber, asking for her personal information. The subscriber then “kept quiet” and disappeared.

Minh Hoang in district 3 in HCM City related that he once received a message which asked Hoang to remit one million dong to an account, so that the account owner got money for disease treatment. Hoang thought that a friend of his asked for help and hurriedly tried to contact the message sender at the given phone number. However, the subscriber did not answer.

On January 29, 2012, Truong in Tan Phu district of HCM City, who was chatting with friends through Yahoo Messenger, received an invitation to share pictures with a familiar nick name. Truong then clicked the link given by the nick name after entering user name and password. As Truong could not see the images on the link, she signed out and continued chatting.

After that, the one, who chatted with Truong, invited Truong to buy mobile phone scratch cards, promising big prizes. As doubts were raised about the “friend”, Truong shifted to chat on Facebook and realized that the actual friend did not chat on Yahoo. And Truong realized that she was tricked.

Just three seconds later, Truong’s nick name was appropriated, which was later used to cheat two other people out of 2.1 million dong.

Users told to protect themselves

Experts say that currently, with sniffer technology (bugging phone calls) and key lock skill (a kind of computer virus), hackers can easily steal the accounts of people, which include user names and passwords, from Yahoo or Gmail email addresses. Once having passwords, hackers assume another person’s name to try to cheat people: they steal personal information, credit card codes…

As for Yahoo emails, once the accounts are stolen, the account owners should contact Yahoo Vietnam so as to be supported to regain the old accounts and change passwords. As for Gmail, if users do not have alternative email accounts, users should stop signing in old accounts for 24 hours. After 24 hours, users should access to the password support page, enter the user names and set passwords again by answering security questions.

According to Vo Do Thang, Director of Athena, a network security center, in order to prevent troubles, one should avoid entering user names and passwords on unfamiliar computers, because the computers might be installed with Key lock which allows to steal passwords. Users should also think of complicated passwords which contain at least 8 characters, and regular change passwords.

Based on several recent online articles, we could easily believe a visit to Vietnam is a trail of rip offs and scams. Of course such problems do exist, and at some point we will all cross paths with a shady operator. Any merchant or tour operator who exists solely to cheat tourists is inexcusable indeed, but visitors and residents alike have the ultimate choice when dealing with such businesses.

We have the power to vote with our feet and wallets. Most of these scams appear to originate at the lower end of the spectrum with offerings targeting backpackers and low budget travelers. One good litmus test in the West is the old adage “if it sounds too good to be true, than it probably is.”

Why not just use this common sense approach here? If that tour operator is offering a trip to the Mekong Delta at a price below others, then buyer beware and all bets are off what services will ultimately be delivered. Spending just a little bit more money could make the difference between a trip down misery lane or a lasting memory cherished a lifetime.

A few easy steps can help ensure a pleasant journey:

1. Spend some time away from the tourists. For example, wandering around the neighborhoods away from the usual tourist haunts can provide a few hours of relatively hassle free entertainment. The sidewalk vendors even charge the local prices for fruits and vegetables. After all, is this not the real Vietnam we seek? What a difference this is from the tourist domain down in District 1 and Ben Thanh Market, with the hustlers and uncomfortably aggressive touts. Soak in all the local neighborhoods offer for a one-of-a-kind experience.

2. A few minutes online can save hours of hassle later. Fellow travelers who have “been there and done that,” so to speak, are a wealth of information. Many people blog or post comments in forums, providing indispensable information, such as tour operators to avoid, or tips on how to travel from city to city. But do keep in mind everyone has an opinion so take some online information with a grain of salt.

3. Many sales people try to rush us or toy with our emotions to solicit a fast transaction before we change our minds. “No” is a very powerful word and these two simple letters can help avoid purchases or decisions that may later lead to regret. If in doubt just slow down, clear your mind and walk away if you have to. We owe a sales person nothing and are under no obligation to ever complete a transaction with which we are less than comfortable.

4. Finally, we must trust our intuition and gut instincts. Situations or people that do not seem right, most likely are not right.

Living or traveling in Vietnam is a unique experience duplicated nowhere else on earth. Armed with some common sense and a little bit of research, we are now ready to successfully navigate all the joys this colorful country has to offer.

More storms are likely to occur this year and earlier than they did last year, warned the Central Steering Committee for Flood and Storm Prevention and Control and the National Search and Rescue Committee in a meeting, on March 3.

Bui Minh Tang, Director of the National Hydro Meteorological Forecasting Centre stated that the low pressure in the South East Sea this year will turn into a tropical depression, causing rough seas off the Vietnam coastline and persistent rainfall in many southern parts of the country.

It is forecast that during the storm season this year, there will be at least seven or eight hurricanes that will hit Vietnam earlier than usual, the first time such a phenomenon will occur during the dry season in the past 20 years, reported the National Hydro Meteorological Forecasting Centre.

Storms with winds of level 6-7, blowing at 45-62 km per hour and some upto 75-87 km per hour, accompanied with gusts of upto 88-112 km per hour, along with heavy showers and thunderstorms, can be expected, reported the National Weather Bureau.

The Central Steering Committee for Storm and Flood Prevention and Control also warns that in addition, there will be draught and hot days in the Central Provinces.

In 2011, natural disasters claimed 295 lives, more than 270 were wounded and other losses and damage amounted to VND12.7 billion.

Storms in the East Sea will affect all regions between Thanh Hoa to Ca Mau Provinces.

The depression may also cause heavy rains and floods in many southern provinces and cities, including Bien Hoa, Da Lat, Phu Quoc, Can Tho, Hau Giang and Ho Chi Minh City, reported the weather bureau.

The depression is an uncommon weather phenomenon as it is the first that has appeared during the dry season in the past 20 years, said experts at the National Hydro Meteorological Forecasting Centre.

Yesterday the Central Steering Board for Flood and Storm Prevention and Control and the National Search and Rescue Committee instructed all their local units in the coastal regions from Mong Cai to Ca Mau to take all precautionary measures necessary to cope with the storm.

Vice PM Hoang Trung Hai , speaking at the conference held in the central coastal city of Nha Trang has instructed the coastal authorities to inform of the impending developments of the depression to all boats at sea, so they can avoid affected areas and seek shelter from the storm, well in time.

He also requested the ministries of Defence, Transport and Foreign Affairs to assign their staff to work round-the-clock to follow the developments of the depression and give support to local authorities whenever necessary. They must map out a plan to cope with global climate change and follow the results.

Furthermore, the local authorities should intensify the task of examining all dykes and carry out on spot repairs and fortification to ease losses and damages caused by natural calamities.

A twist in traditional food

Chef Duong Huy Khai uses traditional ingredients and gives a twist to original dishes, elevating them to a higher level as he introduces them to foreign diners.

Born in a big family of 12 siblings who are good at cooking, Khai did not discover his talent until after he had moved to the US at 14 years old. At first, he only ran around tables in his family’s restaurant and took care of his brothers and sisters’ children. A few years later, Khai realized that he could cut fruits and vegetables into beautiful shapes, decorating dishes with animals or flowers. His love for cuisine took off from there.

Leaving Vietnam as a teenager, Khai had little knowledge of his homeland’s food, thinking that it would not be so different from French cuisine. That is why he decided to go to France and learn basic cooking principles.

“When I learned a dish, I automatically created 5 others in my head. Thanks to the teacher, I felt like I had a key to the culinary world,” recalled Khai.

After finishing his course, Khai, like a fish that could not wait to get out of his little pond, continued to study cooking in New York whilst not forgeting his big dream: going back to open a restaurant in Vietnam.

He visited home two or three times a year to do research on Vietnamese cuisine, especially rural dishes.

“Finding a tasty dish is like winning the lottery. There are some local specialties which were banned for introduction to the public, meaning they could be lost in oblivion,” said Khai.

Khai finds that restaurants in Ho Chi Minh City have similar recipes, cooking and decorating styles. It is essential to research and recreate new dishes to make a difference to cuisine, stimulating diner’s appetite by both appearance and taste.

“If everyone does that, the culinary scene in Ho Chi Minh City will be varied and foreigners will be more fond of Vietnamese food,” he said.

In January this year, Khai finally opened his own restaurant, Bun K’, on Vo Van Tan street.

Martin Yan [a famous chef among Vietnamese audiences through his cooking shows] was invited to share his cooking skills at the restaurant.

Previously, when Khai was nominated to the Culinary Academy, it was Martin Yan who handed him a certificate.

“We have since been good friends and have done charity and career activities together. Yan has supported me a lot,” shared Khai.

Khai thinks that to promote Vietnamese dishes, which are already original and delicious, it is necessary to add some extra technique and effort to elevate the cuisine to a higher standard. He takes an example of Pho or noodle soup, which initially had no herbs or vegetables. However, when introduced to the south, sprouts, coriander, and basil were added, bringing color to a bowl of pho. It later became one of the world’s most famous dishes.

Giving a twist to Vietnamese cuisine also means using local ingredients to create new dishes. For example, a dish called “Water God’s Eyes” at Khai’s restaurant is sea tuna’s eyes stir-fried with Ipomoea aquatica salad and kumquat juice. These ingredients are bought in the local market and are revitalized with a western style of cooking. To make it more special, the restaurant only serves 50 portions a day and limits one to each diner.

Although there is much to learn in Vietnam, Khai has not given up his dream to promote his homeland’s cuisine.

“I want foreigners to see Vietnamese cuisine as high class and erase their concept of the country: that there is only war, flooding and poverty,” shared Khai.

A heavenly dish from Hue

Bizarrely named it may be, but hell rice is a splash of colors and a mix of some delicious flavors

The central town of Hue often provokes people into asking about its cuisine, which not only boasts many exotic delicacies ,but also some weird names.

And names do not come any weirder than cơm âm phủ (hell rice). The name causes curiosity, even a feeling of anxiety, among visitors who nevertheless always order for it when they see it on the menu.

It is actually a simple dish, made from ingredients like pork, shrimp, egg, and vegetables.

There are various stories about the origin of the name.

The most vivid is about the rice being served at “Hell Restaurant” in Hue more than 80 years ago. The eatery was situated in a large field and opened only at night. The simple place had just oil lamps to dispel the pitch dark, the wind blew from all sides, causing an eerie, somber atmosphere. Its clientele was mainly workers, prostitutes, and their clients.

In the past, hell rice was a simple but tasty dish combining hot rice and ingredients such as braised fish, pickled bean sprout, shrimp, and pork.

Am Phu (Hell) Restaurant is now located at 35 Nguyen Thai Hoc Street opposite the stadium in Hue, but is not the apocryphal place with bamboo tables and oil lamp. It is a restaurant with electrical bulbs and reasonable tables and chairs.

The dish has become more elaborate than in the past. It still has hot rice, but also contains many items that are cut into thin strips to give it an attractive look.

Cơm âm phủ requires delicious and fragrant rice made in a rice cooker. To make the rice soft and prevent it from becoming dry, it needs to be soaked in water for two hours before cooking.


Next, thin omelets are made from duck eggs without the addition of any condiments, and cut into strips.

Some prawns are peeled and pounded with a mortar and pestle after their heads are removed. A pan is heated, some oil added to it, and the prawn paste is put in. The paste is stirred over medium low heat until the shrimp turns color, indicating it is dried and done.

Green tea, one of the oldest beverages known to mankind, is a cooling drink for summer with various medical benefits and also a cure for many external ailments, say local herbalists.

Green tea has some surprising medical properties. Our ancients knew them, and modern science is gradually discovering them.

Dr Pho Thuan Huong, a herbalist, says green tea, one of the oldest beverages known to mankind, is a cooling drink for summer with various medical benefits.

In a story in monthly magazine Suc Khoe & Doi Song (Health and Life), Huong says green tea cools the body, strengthens blood vessels, discharges toxins, cures rheumatism and scurvy, heals injuries, and is a diuretic.

The doctor lists several remedies offered by green tea.

To improve bladder operation and regulate menstruation, boil green tea leaves with motherwort seeds for 20 minutes, and drink the water hot twice a day.

Appetite loss and indigestion can be cured with porridge made using green tea decoction. The remedy is popular in Japan.

For diarrhea, boil green tea leaves with lotus leaves and drink it hot.

In case of cough and fever, respiratory inflammation, people should drink water boiled with green tea and honeysuckle two to three times a day.

Liver and acute gall bladder inflammation, nosebleed, and blood in the urine and stools can be cured with tea and tulip water.

Green tea cooked with ripe mango prevents vomiting.

But green tea is to be avoided in case of stomach inflammation, sleep loss, constipation, and high fever. Pregnant women and young children too should not use it.

A research report published by the US-based Western University of Health last December listed various benefits of green tea, including reducing bad cholesterol.

The conclusion, drawn from tests of 1,415 people, said this was due to the catechin in the leaves.

The tea was not found to have any effect on good cholesterol.

Herbalist Vu Quoc Trung, a member of the Vietnam Association of Traditional Medicine, says green tea decoction is also a cure for many external ailments.

Firstly, it is a good skin cleanser.

It removes dead skin cells, producing soft and bright skin and preventing acne.

But since it makes the skin dry, it should only be used once or twice a week.

There are different ways in which it helps in case of skin damage.

For bee stings crush the leaves or soak them in boiling water and apply on the bitten area.

For skin inflammation due to too much contact with water, which often occurs to farmers and others in the countryside, boil some old green tea leaves with alum, wait until the water cools, and rub it on the affected areas.

Green tea decoction, once it cools, can also be used for slight burns to reduce pain, prevent swelling, and heal it faster.

Rashes and pimples can be cured by direct contact with crushed leaves or regular rinsing with tea water.

To treat cracked skin, chew or crush the leaves to put on the chaps, and bandage it with a piece of cloth at night.

For sunburns, rub the affected areas with tea water, dry them, and rub with vinegar.

Tea water also stimulates hair growth thanks to its antioxidant epigallocatechin gallate, according to a 2007 study conducted by the Seoul National University College of Medicine.

People can soak the comb in tea water, which is left through one night, and brush the hair.

A diet with less protein and salt keeps the kidneys healthy and functioning, a doctor says.

Dr. Ta Thi Tuyet Mai, head of the Nutrition Department at Gia Dinh People’s Hospital, a popular medical facility in Ho Chi Minh City, tells Saigon Tiep Thi newspaper that proper nutrition is enough to ensure strong kidneys.

More than 70 percent of kidney failure cases are due to high blood pressure and/or diabetes.

People should thus avoid habits that enable the conditions, like smoking, drinking, insufficient exercise, and diets over loaded with salt and fat.

The purpose is to reduce the work load on the kidneys, whose main tasks are to remove waste, especially urea, filter the blood, and regulate blood pressure.

Overworking the kidneys damages them.

“Normally, a diet without too much protein – around one gram per kilogram of body weight per day – and a moderate amount of salt – 3-5 grams a day – is good for your kidneys,” Mai says.

She suggests several kinds of foods with moderate protein content, including dishes made from cassava, like miến, a kind of vermicelli, tapioca and water chestnuts.

Consuming these foods three or four times a week “will help reduce 20-30 percent of the workload on your kidneys.”

For people who prefer having rice in their meals, the doctor recommends having rice cooked with miến in a proportion of 2:1.

“Each bowl of rice with miến has 1.8 grams of protein less than otherwise,” the doctor says.

People should never starve or eat too much, and those with diabetes or high blood pressure have to follow a strict diet recommended by doctors.

The diet becomes a tricky issue when someone already has already suffered kidney failure.

A damaged kidney causes loss of appetite and energy, forcing the body to use the energy from muscles, and that increases urea production, which means more work for the kidneys.

Kidney patients have to consume foods high in calories but less with protein by having more fried dishes instead of boiled or stewed ones.

They should also reduce sodium, potassium, and phosphorus from roots and vegetables by cutting them into smaller pieces, boiling them with a lot of water, or soaking them in water for a while before cooking.

People should consult their doctors about any medication they take for possible damage it can cause to their kidneys.

Otherwise, they will only notice the condition through symptoms like increased urination, anemia, high blood pressure, exhaustion, and appetite loss, but by then the kidneys will be functioning at less than 10 percent of their normal capacity.

The 120-minute film won the best cinematography and music prizes at the California Independent Film Festival last month.

All seven films have titles beginning with the letter “T” - Thuc (Awake), Thoi gian (Time), Tho (Poem), Thuc va mong (The Real and Dream), Thuyen (Boat), Trang huyet (Bloody moon), and Tang pham (Gift).

They were adapted from award-winning short stories by writer and stage director Nguyen Thi Minh Ngoc about the lives and love of the seven women who are of different ages and live in different circumstances.

Ngoc herself plays the protagonist in one of the films. The shorts also star famous actresses like Nhu Quynh, Hong Anh, Truong Ngoc Anh, and Ngo Thanh Van.

Cuong Ngo, who studied cinematography in Canada for five years and has been living there, said he was very lucky that these actresses agreed to act for free.

In 2009 Ngo shot to fame with another short film, “The Golden Pin,” about a swimmer who struggles between his true gender identity and his family’s expectations.

It won the Best Canadian Short prize at the Toronto Inside Out and Video Festival, and second prize in the 2009 National Film Board Best Canadian Short Award.

Ngo said “Oriental Pearls,” his “gift” to Vietnamese women, was born out of his appreciation for them.

“Vietnamese women can enchant any man with their inner beauty, which is too complicated and mysterious to be discovered” he said.

He made “Oriental Pearls” in 2010.

After being released in Vietnam, it will be entered in the Amerasia Film Festival in Montreal, Canada, in mid-March.

Believed its typo by the vb: "Ko du tu tin" = not enough self confidence
"tranh" is "to avoid, to dodge". But "tranh xa" cannot find in vdict, google translate: " away from"
" trong sang" is "pure". But dun know wat "tc" is. Maybe she meant wan to have a "pure" relationship with u.
"tinh sau" maybe is "love another"?
"cach giai quyet" is solution, Lovesprout decoded this b4. "vde" dun know wat the heck is this.

Intially, really wanted to start a relationship with her be her bf..find hse for her to stay in sin,give her allowance when she came sin. end up got 1 day, i saw her go hotel with customer. I call her,no answer!Then i sms her and she replied me she is sick, sleeping at home!!:mad: At that time, luckily..i only wasted $250 on her.

Overall, after that incident, i decided not to believe them so..much. can lam tinh just go..if no..then look for new vege.:D

Just be happy drinking!

A salute to female Vietnamese friends for Women’s Day

When I first came to Vietnam in 2006, almost accidently during a long journey though Southern Asia, I fell in love with the place in barely two weeks. I stood on a small bridge overlooking a quiet, winding river just before you get to Cua Dai Beach, Hoi An, and decided I wanted to live here.


Why? Why would I want to give up a comfortable life in Australia for a rougher existence? One part of it, I suspect, was the women. I do not mean lust or love. I simply mean their niceness and beauty. I haven’t been married for a long time, but I didn’t come here looking for a wife or a wild time, so the attractiveness of the Vietnamese woman slowly grew on me over time.

Who could not feel something when they see high school girls riding bikes in long, perfect, shining white Ao Dao, looking like a slow motion movie of sea gulls flying across the rice fields…?

As I toured the countryside, I noticed more and more that women were working everywhere and doing jobs I’ve never seen Australian women do. Building houses and factories, roaring down the highway with the chickens on an old Honda, walking miles with bamboo baskets balanced across their shoulders, and quietly following their kids, hand feeding them.

It’s not immediately obvious just how tough even the smallest young high school girl is. You only really see this when you live in a local street and the teenage girls are helping dad by shoveling sand and carting wheelbarrows around the house, and all the while flashing the whitest, widest grins at the bemused foreigner.

I’m constantly amazed at the small, tough older women standing in the hot, humid sunshine in rubber boots, Non La Hats and face masks on building sites. One time a small grandmother carting some fruits on a bamboo pole was stopped by a large European man in front of the restaurant where I was sitting. He wanted his wife to take a picture of him lifting the fruit pole across his shoulders…he could barely lift it. The wife laughed and laughed. The old grandmother just produced one of those broad grins and promptly picked up the load and totted down the road.

As I teach around Hoi An, particularly in the hotels and Old Town area, I constantly notice how many women are the managers, organizers, sellers, buyers, owners, negotiators and labourers. The women are everywhere doing something, not simply at home or in the office. It’s often one of the first things tourists and Expats notice here. The participation of women is utterly critical to Vietnamese development.

I remember being shocked when some of my students, all young adults, but looking much younger, showed me a photo of them at a military firing range learning how to use a machine gun! There were young girls in green with long, flowing thick black hair, posing like cute fashion models for the camera with machine gun parts on a table.

Somehow Vietnamese women can project an image of innocence and fragility that is mesmerising, yet doesn’t often show the true power and intelligence that is emerging in modern Vietnam. Women are staying in schools longer, studying longer and slowly moving into more commanding positions in Vietnamese society.

It’s sometimes said by Expats that while the men will make the money the women will change the culture though fashion, art, creativity and moulding the children of the next generations.

The other thing I notice here is the staggering variety of beauty in face, body and character from the north to the centre to the south. Add to this the Vietnamese love of a joke and a more tolerant attitude towards us strange foreigners, and it becomes a powerful mix of attractiveness and personality.

A women’s life can be hard here in a country where most people still live in the countryside and traditional values are clashing with modern desires, yet I’ve rarely heard a woman complain about her life, still cherishing love, marriage and babies even if that means less opportunities for herself.

So on Women Day’s, I will think of all the wonderful, funny, graceful, kind, gentle and clever women I have met here… salute them…and buy flowers for them!

Free hymen mending: humanity or deception?

VietNamNet Bridge – Doctor Kim Dung of the Hanoi-based Thai Ha Medical Centre’s announcement of providing free hymen mending service for sexually abused and misguided girls, as a gift for the International Women’s Day (March 8) has kindled a controversy.

Many people said that the hymen can be mended but it is not important to mend the “moral film.”

Many people praised the service as a humane act while others criticized doctors to lend a hand for deception. VietNamNet talked with some people about this issue.

Poet, Dr. of Aesthetic The Hung, lecturer of the Hanoi National University, said that he supported doctor Kim Dung. He said that this is a praiseworthy and honorable act.

“The society of Vietnam has developed and the thought is opener but Vietnamese men are very classical. They still seek perfection and attach much importance to women’s virginity. They always desire to have their own woman. Women’s virginity is extremely valuable,” Dr. Hung said.

He said that mending hymens is necessary if it makes women be more confident when they get married. This is also a good way to avoid men’s doubt and grumble, misfortune and broken marriage, especially for women who are sexually abused.

“Sexually abused girls are harmed spiritually and physically. They are seriously obsessed. Healing their body can help them cast of complex to live more peacefully,” Dr. Hung said.

Hoang Kim Thanh from the Centre for Research and Application of Sciences on Gender, Family, Women and Juvenile, who is also a lecturer of the Hanoi Culture University, said that mending hymen is only a temporary measure. Using this service is dodging the truth and this is somehow giving prominence to virginity.

“Vietnam see culture still dignifies virginity, but only virginity of women. A woman who loses her virginity is considered to lose her value or seen as a bad woman. But nobody cares virginity of men. Men even see having sex with their girlfriends as the way to manifest his male sex and mark their matureness. Virginity not only obsesses women and also men,” she said.

She said that the modern society has an open view, but men still have the right to assess women. Most men who detect that their wives have lost their virginity cannot accept it so they grumble to their wives.

“Both men and women value virginity. Men condemn women of no virginity while women who lose their virginity feel guilty with their husbands. We talk about gender equality but there is no equality in this issue,” Thanh added.

Thanh, who has researched and lectured about domestic violence for years, said that just because of that remembrance, many women suffered from misfortune. Some women had to accept their husbands having extramarital relations with other women just because they lost virginity. Some others were sexually abandoned by their husbands for tens of years as the penalty for their “mistake.”

Seeing hymen mending as deception, many readers fiercely protest that act.

Le Nhan, 35, Hanoi said: “I’m a man. Frankly, if I know that my wife lost her virginity for being raped, I can be sympathetic with her. But I cannot accept that she mends her hymen to cheat me. Giving free hymen mending service is the same way with inciting women to tell a lie.”

“Actually, mending hymen can only trick dull-witted guys. Telling the truth is the best. If men accept that fact, it is okay, otherwise they can say goodbye. Once they get married, if the husband detects that his wife tricked him, he will not forgive,” he added.

Deeply sympathizing with abused women, but many people said that mending hymen can only create “affected peace of mind”, which can disappear anytime. The most important is how they live to make their husbands love and trust them.

“If you mend your hymen and then your boyfriends know the truth, they will grumble to you. You will be hurt and feel more painful than the pain you got when you were abused,” Van Anh, 28, Hanoi said.

“Anybody has his/her past. Those who really love you will be sympathetic with you and share your pain. The most important thing for sexually abused women is psychological consultation, not helping them hide that accident,” she added.

Not only protesting hymen mending, many people suspected that the announcement of Thai Ha Medical Centre is a PR trick.

Wearers of imitation helmets to be fined

All importers, makers and traders of imitation crash helmets and motorcyclists wearing this kind of products will be penalized, according to a draft joint circular by four ministries concerned.

The ministries of Science and Technology, Transport, Industry and Trade, and Public and Security, is expected to jointly issue a circular to fight imitation crash helmets, most of which are unsafe fashionable helmets but widely available on the market at cheap prices, Tran Van Vinh, deputy head of the Directorate of Standards, Metrology and Quality told Tuoi Tre.

Under the circular, manufacturers or importers of helmets must register their business and product quality with competent authorities, obtain a Conformity with Regulation (CR) certification, and attach a CR stamp to their products before launching them on the market.

A CR stamp indicates that a home-made or an imported crash helmet has been certified as conformable with applicable regulations.

Traders of helmets must obtain a license for their business, sign contracts with the manufactures or importers to enable agencies concerned to track down the product origin.

Crash helmet of clear origin means a crash helmet bearing a label displaying the name and address of the manufacturer or the names and addresses of the importer and distributor; date of manufacture; and origin of product (for imported crash helmets).

Traders must also obtain from manufacturers or importers a copy of CR certificates, and ensure every helmet they offer for sale have a CR stamp.

If the markers and traders fail to comply with any or all of these regulations, concerned agencies have the right to impose penalties on them at once without having to examine the quality of their products, Vinh said.

Proposed penalties for importers, manufacturers and traders of imitation helmets will be announced by the circular drafting board in the near future.

As for helmets users, wearing an imitation helmet while riding motorbikes will be considered as not wearing a helmet and they will be fined at a proposed rate of VND100,000-200,000 (US$9.6).

One of the objectives of the circular is to help consumers to differentiate genuine and safe helmets from imitation ones, which fail to meet quality standards and safety regulations, Vinh said, adding that relevant agencies should call on consumers to boycott imitation helmets.

Once the circular is issued, all imitation helmets on the market will be handled by competent agencies, Vinh said.

The circular drafting board are collecting opinions from the public and relevant agencies about the circular's contents.

1k a month is alot of $$$...so you think your fren is better off the way he was or you are better off paying just tips for those sitting with you...:p

fyi...sgd 1k can do alot in hcm...many frens can go hcm twice 3d2n chionging trips with sgd 1k or even have a steady gf in hcm by just giving sgd 300 per month...:)
