The benefits brought by crisis

AppeRice, a rice burger chain, which started up its business five months ago, has had tens of shops on advantageous positions in HCM City. AppRice has invested one million dollars on the production line, which is a big sum of money for the investor who cannot get the finance support from banks.

However, the investor not only sees the financial difficulties, but great advantages as well.

It is now easier than ever to lease retail premises: the rents are low, while the supply is profuse, which allows AppeRice to easily access consumers, cut down expenses and become more competitive.

In the economic crisis, people tend to look for stable sources of income instead of big but risky ones. Since the required investment rate is small, just VND50-100 million for an AppeRice shop, which fits the pockets of many people, a lot of investors have been running AppeRice shops under franchising contracts.

Facing the high inflation, people have to fasten their belt, but they still need to spend money on basic needs such as meals and drinks. Therefore, AppeRice still can attract a lot of customers, especially with the competitive prices.

Niche markets can bring fat profits

The Nui Ba Cable Car Company in Tay Ninh province, carrying passengers and cargoes with cable car, has a modest chartered capital of VND31.97 billion. However, its profits have been always very big in the last many years, far higher than the chartered capital, despite the economic recession.

In 2008-2010, the company’s profit grew by 15-16 percent per annum. In 2011, the growth rate jumped to 50 percent with the profit reaching VND47.76 billion, or 50 percent higher than its chartered capital.

The company planned to obtain VND62.5 billion worth pretax profit in 2012. However, it had got VND68 billion just by the end of September. The encouraging business result has been explained by the fact that the company has been concentrating on the core business field by providing services in the Ba mountain area, while it did not borrow capital and throw money into many other business fields which were out of its control.

The company’s shares have been traded at VND76,000 per share, the highest level now seen in the market. The share price has increased by 86 percent just over the last year from the deepest low of VND3,000 per share.

Earning fat profit by providing safe food

The Vietnamese husbandry met a very tough year in 2012, but some enterprises in the field still could find the ways to develop.

Lam Thanh Duc, the owner of the Thanh Duc fowl farm in Dong Nai province, believed that developing animal husbandry and making food was the wisest investment for now, because food can be consumed everyday, no matter they have much or little money. That explains why the demand for meat, dairy products and eggs keeps increasing.

However, Duc understands that smart consumers nowadays only want clean and safe products. And the thought then gave him a good idea to earn money – providing clean and safe products.

In early 2012, Duc decided to spend VND8.5 billion dong to install two German production lines which allow to raise animals in an automatic and clean process. Though the husbandry scale has increased recently, Duc does not have to expand the farm area. Meanwhile, he can save the production costs and earn more money thanks to the higher productivity.

The problem of opening casinos in Vietnam

VietNamNet Bridge – The first lunar month is the month for leisure activities, bonus games, thus, have been mentioned recently.

The license for casinos was a controversial issue on the headlines in recent months. Especially when the Ministry of Finance has drafted a decree tightening casino business, which says that casinos are conditional business so the license of casinos would be tightened. At the same time, only foreigners and overseas Vietnamese are allowed to get into casinos in Vietnam.

The revenues from bonus games for foreigners and overseas Vietnamese in 2011 is estimated at about VND5 trillion ($250 million).

Worldwide, there have been 124 countries and territories that license casinos. Global revenue of bonus games in 2010 is estimated at $109 billion, of which the U.S. accounted for 51.8% with $56.5 billion, Asia $32.3 billion, accounting 29.6%, and the Europe, Middle East, and Africa reached $16.2 billion, accounting for 14.8%.

Vietnamese people are not allowed to enter local casinos so many people take their money to casinos across the border in Cambodia or pour money into casinos in Macao and Las Vegas ...

In contrast, may others said Vietnam should not open casinos for Vietnamese people because they are afraid of social evils.

What are the problems posed to the open of casinos in Vietnam? Should casinos are opened and opened for Vietnamese to become a profession that pay taxes to the state? Travelers complain services at airports too expensive

VietNamNet Bridge – At the Noi Bai airport, travelers have to pay VND25,000 for a bottle of water, which is six times higher than the price posted at supermarkets. Other products and services are also very expensive.

Nguyen Thanh Tung, a passenger, while waiting for his flight to South Korea, had to pay VND45,000 for a bowl of instant noodle, while a pack of noodle can be bought at just VND5,000 at supermarkets.

Nam, who arrived in the Noi Bai airport on February 24, complained that he had to pay VND200,000 for a bowl of pho and a bottle of mineral water, while both the things can be bought at VND30,000 at a traditional market.

The prices of food, drinks, fruit at the airports all have been found as much more expensive than that at the markets. A 350 ml water bottle, which is VND4,000 at supermarket, is sold at VND15,000-25,000 at the airport. A kilo of apple, which can be bought from a vendor at VND20,000. Meanwhile, a pack of 1.5 kilo is sold at VND85,000 at Noi Bai. Especially, a tiny pack of snacks, which has the sale price of VND5,000, is available at the airport at VND20,000.

In general, the prices posted at private owned kiosks here are 20-40 percent higher than the prices at state owned enterprises’ kiosks. The price gap could be up to VND45,000 for a glass of orange juice, VND10,000 for a glass of ice tea.

While the service fees are sky high, the service quality is not high at all. Joe, a Thai traveler, complained that only after he repeatedly asked to clean a table at an airport café, his demand was satisfied, but the waiter just did this perfunctorily with some tissues.

After having a bowl of instant noodle which cost him VND40,000, Joe noted that the services at Noi Bai is far worse than at the Bangkok airport.

“There are many shops and wide range of goods for choice. The prices, of course, are more expensive at the airport, but the quality is quite good,” he said.

Meanwhile, the service providers at the airport said that they have to charge high fees on food and services because the retail premises rents at the airport are as high as the A-class office rents.

Dang Xuan Cu, General Director of Nasco, said the company has to pay $40 per a month for every square meter of the premises at the airport. Meanwhile, the premises at more advantageous positions would be 20-30 percent more expensive.

Besides, like other companies which do business at the airport, Nasco has to pay one percent of total revenue every year to the airport authorities.

“As we have to bear a lot of kinds of fees, while we have to pay higher for workers, we have to raise the sale prices to cover expenses,” Cu explained.

Nguyen Thi Hien from Nasco said that she has to seek the permission every time when she plans to raise the sale prices of goods or services, because Nasco is the enterprise where the state holds 51 percent of stakes. Meanwhile, private run kiosks can set up prices themselves.

Meanwhile, a businessman noted that he feels as if he goes to a market when setting foot in Noi Bai, while Noi Bai should be the place for passengers to stay for relax while waiting for their flights. This could be a reason which explains why Vietnam finds it hard to attract foreign travelers to the country.

Forest rangers also smuggle wood

VietNamNet Bridge – Forest rangers, the ones assigned the duty of protecting the forests, have been found as lending a hand to illegal lumberjacks to smuggle wood.


Forest rangers sell sua tree at VND600 million

A sua tree at the Cuc Phuong National Park has been sold at VND600 million by the local forest rangers.

The sale of an old precious tree at the national park raised controversy. The Cuc Phuong commune people’s committee did not agree on the sale, requesting the local foreign ranger unit to stop the sale agreed before with the Vinh Phuong restaurant, the buyer.

However, Vinh Phuong won the case by force. Some 10 strong men were sent to the national park, who said they needed to bring the tree away as previously agreed. They threatened that they would chop down the tree, because the local forest ranger unit had received the deposit money of VND20 million.

The local forest ranger unit had to make a compromise, selling the sua tree at VND600 million. However, the tree has not been used by Vinh Phuong. It has changed many hands so far, while the price of the tree has been escalating.

Forest rangers smuggled wood, 10 people died

In December 2011, a truck carrying smuggled wood got an accident in Con Cuong district in Nghe An province, which then killed 10 people and injured another four. All the victims were the poor people in Quy Hop who worked as hired porters.

The noteworthy thing was that a lot of high ranking officials of the local forest ranger unit got involved in the case. These included Trinh Thanh Long, Deputy Director of the Pu Huong Sanctuary and Head of the local forest ranger unit. The others were all high ranking officials of the forest ranger units.

The investigation agency found out that Long bought 13 cubic meters of wood from some people in Xieng My commune and then carried the wood away for sale.

Nghe An has been well known as the “hot spot” in the country, where a lot of forest areas are devastated every year, and tens of wood smuggling cases are found, where the investigation agency discovered the “cooperation” of the state’s officials.

Forest rangers’ trucks carry smuggled wood

In late 2009, a truck of the Phong Nha National Park was caught red handed as carrying 0.4 cubic meter of ebony, the kind of precious wood listed in the group 1, i.e. the exploitation is prohibited.

The truck driver was Nguyen Anh Tuan, an officer of the Phong Nha forest ranger unit. Meanwhile, the truck once belonged to an international organization which later was handed over to the Phong Nha forest ranger unit.

In 2012, local newspapers reported that 11 people were found as chopping down three sua trees in the Phong Nha national park in Quang Binh province. At the time when the illegal lumberjacks “took actions,” seven forest rangers and one forest ranger unit’s head were not on the duty. The abnormal absence of the forest rangers then created favorable conditions for the lumberjacks to carry the precious wood out of the forest.

Most recently, Nguyen Huu Tri, Deputy Head of the Phong Nha – Ke Bang forest ranger unit, together with his younger brother Nguyen Thanh Tri, deputy head of the forest ranger unit No. 37 appropriated sua wood from illegal lumberjacks when they were inspecting the site.

Vietnamese citizen to have personal code

VietNamNet Bridge - The personal code, consisting of 12 digits, will be granted for each citizen since birth and it will not change, according to the Ministry of Justice.

The Ministry of Justice has just completed a draft plan on simplify administrative procedures, citizenship papers and national demographic database at the request of the National Assembly Standing Committee and the Government.

The plan aims to serve the construction of the Law on Civil Status, provide personal code for each citizen, improve the procedures for registration of birth, dead and marriage, and build the national database on civil status.

The plan makers say that to improve the legal basis, the first task that must be done is applying the personal code as the foundation for building personal papers for each citizen.

The personal code will be a 12 digit number, granted to each person since their birth and it will never change and will not be granted to another citizen. The codes will be included in the national demographic database.

The Ministry of Public Security will assist the Government to manage the personal code database.

The code will be given to every citizen when performing birth registration, since the effective date of the Law on Civil Status.

For those who registered birth before that date, the code will be granted when they get new I.D cards or change their permanent residence registration. The personal code will be noted on the ID cards.

The personal code is the original number for tracking about a Vietnamese citizen from the national demographic database to serve management.

The district and provincial-level police agencies are responsible to grant the personal code for citizens whose birth certificate was granted before the effective date of the Law on Civil Status, when they get new or change their I.D cards or permanent residence registration.

The commune-level police agencies are responsible to grant the personal code for new-born citizens when their births are registered since the effective date of the Law on Civil Status.

On average, Vietnamese people may need about 20 personal papers. There are about 70 administrative procedures related to these papers. With the population of 90 million people, the number of administrative transactions between people and the authorities is estimated at 600,000 a day. Most of these procedures are done manually and requires citizens to prove their identities through the presentation or submit a copy or certified copies of personal papers.

According to the Ministry of Justice, the use of the personal code and information technology on administrative procedures will help save a lot of time, which is equivalent to over VND461 billions ($23 million) per year; VND4.78 trillion ($230 million) of expenditure for copying and certifying documents; and VND2.2 trillion ($110 million) for handling administrative formalities at state bodies.

The granting of personal code will be implemented from June 2013 to May 2014, according to the plan.

The building of national demographic database is scheduled for implementation from June to December 2013.

Miracle drug made of a special lizard?

VietNamNet Bridge – Than lan trinh nu (Leiolepis ngovantri sp. nov. Grismer & Grismer), a newly discovered reptile species, is believed to be the material to make a miracle drug good to gentlemen.

According to the scientists of the Binh Chau – Phuoc Buu nature reserve in Xuyen Moc of Ba Ria – Vung Tau, the lizards were first discovered at the nature reserve. This is a discovery of Professor Ngo Van Tri, therefore, it has another name – than lan nu sinh Ngo Van Tri. The reptile individuals are smaller than many other species of the same family with the length of 1.5 cm only.

When asked why the newly discovered lizards are called “than lan trinh nu” (maiden lizards), Bui Dinh Son from the Binh Chau – Phuoc Buu sanctuary explained that there is no male individual, and there are only female individuals.

“Since only female individuals exist which still can reproduce, a kind of asexual reproduction, people have given them the name “than lan trinh nu”,” Son said.

The initial studies by the scientists at the sanctuary showed that than lan trinh nu likes living in dry forests, or cajuput forests like the one in the sanctuary and the coastal areas of Binh Thuan province. It is considered an endemic species of Vietnam which has high value. The initial scientific studies have also found out that the lizards have certain nutrition useful to human health.

Local people affirmed that they heard from the previous generations that the meat of lizards is very good to people’s health, which has been used as a miracle drug. For the last many generations, salamanders have been soaked in liquor to create a kind of liquid which is believed to be very good to gentlemen.

While than lan trinh nu is a new discovery to scientists, it has been familiar to local people for a long time, who think that it is just a kind of lizard. However, after scientists talked about the high value of the lizards, they have been rushing to hunt for the reptile individuals.

The meat of than lan trinh nu is described as sweet, delicious and tastes like chicken. Therefore, it has another name “ga dat” which means “the earth fowl” (the fowl that creeps on the face of the earth).

Than lan trinh nu has been attractive not only because they have high nutrition, but also because of their beautiful colors and the mystery about their reproduction.

Son from the sanctuary said that since the lizards do not eat insects, while their main food is tree and herbs, the medicinal properties of the herbs can be found in the lizards’ meat. Therefore, the meat could be seen as a kind of nutritious food which can help improve people’s health.

The information about the precious lizard has prompted people to hunt for them. People go to the forests, to the sanctuaries to look for lizards and sell to restaurants.. A lot of people believe that if the lizards can be soaked in liquor in a right way, this would create a liquid that helps strengthen the virility of men. The local people have also been trying to make different dishes from the lizard meat.

Son said that the lizards are very clean, because they only eat plants and dew. Therefore, people just need to clean lizards without eliminating viscera and then put into bottles with liquor.

Should “brutal rituals” be abandoned?

VietNamNet Bridge - Violent images in traditional festivals such as chopping pigs or killing buffalos to sacrifice to gods has created negative views on traditional festivals.


Cruel rituals

The “pig chopping” festival in Nem Thuong village, in Tien Du district, Bac Ninh province is held on the 6th day of the lunar year, with many scary rituals.

Pigs are stretched then chopped into two while blood is everywhere on the yard of the communal house. Thousands of exciting people shout and try their best to dip their banknotes into the pig blood in the belief that it would bring luck in the New Year. This ritual has been complained by many people, especially foreigners, to be so brutal.

There are other festivals in Vietnam that are also criticized for their “brutality,” for example the buffalo stabbing festival in the Central Highlands and the buffalo fighting festivals in Hai Phong and Vinh Phuc, which end up with the bloody death of one of the buffaloes.

These festivals are criticized for their violence and brutality, they are still held in the eagerness of local people, in the name of “traditional festivals.”

Prof. Ngo Duc Thinh, former head of the Institute of Vietnamese Culture Studies, says that these festivals originated from the demand of community. They sacrifice animal to god for fortune and prosperity. In general, the animals are slaughtered before they are offered to the god but in some areas, the animals are killed on the spot. He adds that his foreign friends and foreign visitors do not like these cruel rituals.

Dr. Trinh Hoa Binh, from the Institute of Social Studies, says that the rituals were initially to honor the wild beauty and the strength of human impact on the nature. However, these rituals can have negative influence on young people.

"It is not a coincidence that the measures to implement the death penalty are more civilized. Today, the death penalty is enacted by lethal injection, not a firing or a sword as in the past. Social development must go with violence reduction. The festivals with brutal rituals are not at variance with the rhythm of development," Dr. Binh says.

Binh adds that researchers and the authorities need to consider these brutal rituals carefully, though they are traditional, since they have bad effect on the society.

The rituals shouldn’t be removed?

Prof. Ngo Duc Thinh, former head of the Institute of Vietnamese Culture Studies, quotes the song that is sung in the buffalo slaughtering ritual to defend it.

“Buffalo! We don’t want to kill you.
Please don’t be mad at us.
Just because our village is lacking food.
We must win the god’s support,
So we have to kill you.”

According to Prof. Thinh, this song shows the human spirit before killing a buffalo. That act comes from the need of seeking the god’s support.

He says that the “outsiders” may see the ritual brutal and scary but local people don’t share the same view because they find it as spiritual act. Therefore, it is impossible to ban the ritual.

Meanwhile, many people suggest abandoning brutal rituals in festivals, such as the animal chopping and stabbing rites or at least use fake animals in these rites. Prof. Thinh believes that these suggestions are unfeasible because they will affect the sacredness of custom.

According to this expert, the problem is the view of the “outsiders.” If these rituals are maintained within the local community, they will harm nobody. He suggests turning the pig chopping ritual into an internal event of Nem Thuong village, which only has the attendance of the villagers, and only the adults.

At the fifth session of the 12th National Assembly in June 2009, Minister of Culture, Sports and Tourism Hoang Anh Tuan was questioned about the festivals that “encourage violence and cause fear”.

At the session, Deputy Dinh Xuan Thao recommended abandoning the buffalo stabbing festival in the Central Highland and the buffalo head chopping ritual at the buffalo fighting festival in Do Son, Hai Phong.

Minister Hoang Anh Tuan said that the pig slaughtering or buffalo head chopping rituals are no longer appropriate and these rituals should not be maintained. However, the minister was afraid that these violent rituals may be hard to be removed if only administrative measures are taken.

He believed that education and propaganda to change people’s perception so that they understand thoroughly and decide themselves to not perform these inappropriate rituals is the best solution.

Unbelievable robberies of iPad, iPhone

VietNamNet Bridge - In a short time, several bold robberies of iPad and iPhone happened in Hanoi and Ho Chi Minh City, making people worried. Some robbers equipped themselves with weapons and committed to kill victims.


Robbery at home

A bold robbery occurred at the home of Mr. Ngo Quang Tuan, 39, in Dinh Ho B, Thanh Luong Ward, Hai Ba Trung District, Hanoi on the evening of March 1.

At that moment, Tuan’s son - Ngo Quang Tuan Anh, 10 - was sitting in a chair in the first floor to play computer games on an iPad 2 when a strange young man suddenly opened the door and got into the house.

The man asked what was Tuan Anh playing. He did not wait for the answer and snatched the iPad from the boy’s hands and picked up an iPhone 5 on the table then ran out to a motorcycle waiting outside.

According to Tuan’s wife, before the robber broke into the house, they stood in front of the house for spying. They waited for the right opportunity when she and her husband went on the second floor to rob the iPad and iPhone.


Snatching the iPad 4 in a cafe

The case was filmed by a CCTV in a coffee shop in Ho Chi Minh City at 2 pm on February 26. It happened too fast and reckless that made the victim himself stuned.

The robber pretended as a customer who got into the café to buy water. While waiting, the robber nibbled near the victim. The young man who was sitting to surf net on the iPad reflexively sat up straight and brought his iPad nearer to himself but the robbers rushed to snatch the iPad.

The victim reacted quickly. He held the table to fling at the robber but he missed because the table is heavy.

The robber quickly ran up to a waiting motorcycle and fled.

Breaking into the store to rob iPhone 5 with a knife

The robbery occurred at a clothing shop on Tran Quoc Toan Street, Hoan Kiem District, Hanoi on the evening of January 28.

When Ms. Trang, 24, was alone in the shop, suddenly a young man broke into the store, with a knife in his right hand. He pointed the knife to her face and forced her to kneel.

Due to panic, Trang gave him her iPhone and said: "Keep it!.”

Taking advantage of the robber’s inattention, Trang ran up to the fourth floor and called the landlord for help.

About three minutes later, when people ran down, the robber run away, with Trang’s iPhone and a laptop.


Chopping hand to rob iPhone in Saigon

The victim is Mr. Bui Nhu Dao, 21, from Thanh Hoa province. At about 20h on December 14, 2012, after the dinner, Dao stood in front of the house at No. 813 Ta Quang Buu Street, Ward 5, District 8, Ho Chi Minh City to speak on the phone with his wife.

While talking on the phone, he saw two men walking near. Suddenly, one of the two men took out a scimitar of about 50cm long to slash on his left hand, making the cell phone fall to the ground.

Very quickly, the robber picked up the phone and ran into the street, jumped in a motorcycle and disappeared.

Dao was taken to the HCM City Orthopedic Trauma Hospital in the state of his left arm being chopped of for 60 percent.

After nearly one month of tracking, HCM City police arrested the two robbers: Tran Chinh Dai, 27, from District 10 and Nguyen Huu Long, 16, from Tan Binh District.

The robbers declared that while passing through the victim’s house, they saw Dai was talking on the phone in front of the house. They thought that the phone is a real iPhone so they returned to rob it. But it turned out that it is a fake iPhone, which is priced just tens of US dollars.

Police unveil conclusion on celebrity prostitution ring

According to the investigation conclusion, on June 2, 2012, at about 5pm and 5.30pm, HCM City police officers checked on two hotels in District 1, HCM City and detected four couples involved in prostitution activity. The four prostitutes were defined as models, actresses or the winners of beauty contests.

After that the HCM City police agency arrested and prosecuted against Quang Mai, My Xuan, Tuan Anh, Dat and Huy who were determined as panders. The police also prosecuted Thien Kim and banned the woman from leaving her residence.

The defendants confessed that on June 2, a man called Mai to “order” a hot, famous model on the Internet with a nickname J.P. The man also “ordered” another girl for his friend. The two sides fixed the price of $2,500 for J.P and VND5 million ($250) for the another girl…

Miss My Xuan also received a phone call from a client, asking for two beautiful models. Xuan charged $3,000 for two models and sent them to hotels to serve the clients.

The police also found out that this ring had mediated for some models and “beauty queens” to work as prostitutes. In 2010, Tran Quang Mai and some others sent a model to a hotel in District 1, HCM City, to serve a client at the price of $7,000. In this affair, Mai earn $1,800 as commission.

In June 2011, Mai asked Tuan Anh to introduce a singer to join a sex tour to Vung Tau, at the price of $2,500. In this business, Mai earned $1,300.

In March 2012, Mai acted as the middleman for model Thien Kim to serve a man at a hotel in District 1 at the cost of $2,500. Another time, Mai introduced a client to My Xuan at the price of $2,200.

From a prostitute to a pander

Most of the models and beauty queens were advertised from $2,500 to tens of thousands of dollars for each sex affair. However, they could receive up to half of that amount. The rest was shared to middlemen like Mai, Tuan Anh, Dat, Huy, etc. In this case, Vo Thi My Xuan and Tran Thi Hoa were identified as both prostitutes and panders.

She said her price increased from several hundreds of USD to several thousands of USD after she won the Miss Southern Mekong 2009 title.

From a prostitute, My Xuan got to know rich people and she gradually became a prostitution mediator. Through her relations in the showbiz, she introduced well-known models, actresses and beauty queens to rich clients.

The senior doctor also says that many of his patients are well-off people and the common diseases that they suffer from are high blood pressure, heart, liver and kidney diseases.

He adds that nowadays, many people eat without thinking about the connection between food and their health. The poor eat cheap and unsafe food while the rich eat super-nutritious food, with too much fat, meat and they can’t control their health.

“They have money but they don’t care how to eat hygienically and appropriately to the nutritional needs,” the doctor stresses.

In those two years, Duc was believed to be richer than Pham Nhat Vuong. However, since the Hoang Anh Gia Lai’s stakes saw the prices drop sharply in 2010, 2011 and 2012, Duc felt into the second position in the list of stock millionaires.

Therefore, though being the only person who expresses his aspiration for becoming a billionaire in the world, Duc has yet reached his goal.

Duc was still firm on the second position of the 2012 list of stock millionaires, but he was left far behind by Pham Nhat Vuong. By the end of 2012, Vuong held VND17 trillion worth of shares, while Duc, though seeing the asset value increasing considerably by 30 percent in 2012, had had VND5,600 billion worth of shares.

However, though the stock prices have fallen down sharply, Duc still has been highly appreciated in the business circle. Hoang Anh Gia Lai, which took loss with domestic real estate projects, has been earning money from other sources of income. The conglomerate has shifted its focus on rubber plantation, with the projects on growing 51,000 hectares of rubber in Laos, Vietnam and Cambodia.

Wife who killed cop husband gets death

The Ho Chi Minh City People’s Court has given a death sentence to 44-year-old Du Kim Lien, who killed her husband, a police colonel, with sleeping pills first and then pesticide through injection last year.

At the hearing on Friday, Lien, with a calm attitude, pleaded guilty of killing 50-year-old Colonel Tran Xuan Chuyen who had worked in the Phu Lam police office under HCMC Traffic Police Department.

Lien was arrested on March 14, 2012, one day after Chuyen died, and was later charged with murder. Before the trial was opened, the prosecutor's office proposed that the court sentence her to death.

The woman begged the court for a lighter sentence but the jury said she had intentionally poisoned Chuyen to death, so she deserved the capital punishment.

Lien told the court that she had suggested to Chuyen that they should sell their house to pay debts totaling VND1.3 billion ($62,400) that she had borrowed from many people, but Chuyen did not agree because he had previously paid some other debts for her.

Chuyen often beat her when he got home after drinking, especially after she asked him to agree to sell the house, Lien said.

Angry with Chuyen’s refusal to sell the house, Lien decided to kill him so that she would become the sole owner of the propertyand have a free hand to sell it at any time.

On March 11, 2012, Lien bought 10 sleeping pills, a pair of glove and a syrine in preparation for the crime. That evening, after Chuyen returned home and got drunk, she mixed the drug into a glass of milk and offered it to him.

Finding Chuyen not dead after hours of sleeping, Lien fed him with the sleeping pills again, but the man was still alive, so she decided to kill him with pesticide.

She then bought pesticide and injected it into her husband’s bottoms through a syringe and poured it into his mouth until he died on March 13.

After Chuyen’s death, she claimed he had suffered a hypertension that led to a stroke that killed him.

The investigation into the death was launched after Chuyen’s colleagues discovered abnormal signs in his death.

According to investigators, Chuyen was found dead with symptoms of being poisoned, and police collected from the scene some jars suspected to have contained pesticide.

Firms must help break ‘circle of corruption'

Vietnamese firms are contributing to the vicious circle of administrative corruption in the country, but they also have the capacity to break it, participants agreed at a roundtable conference in Ho Chi Minh City on March 29.

Tran Thi Lan Huong of the World Bank (WB) said that firms and citizens provided the incentive to keep the circle going by choosing the quickest way to solve difficulties created by officials – paying them.

In a survey commissioned by the Government Inspectorate and the Anti-Corruption Steering Committee, and carried out with assistance from the WB and other institutions, about 44 percent of respondent firms admitted to making unofficial payments.

About 59 percent said they sometimes reacted to difficulties by giving gifts or money. More than 75 percent admitted that they had paid up without being asked to do so.

"Corruption is becoming more complex. Fewer corruption cases being detected does not mean that there is less corruption but that corruption has become more sophisticated and harder to detect," Huong said.

Ngo Manh Hung, a Government Inspector, said many companies have not joined the fight against corruption because they are willing to pay up or wait for the Government to help.

Increasing transparency is crucial to effectively fighting corruption, said participants at the roundtable, co-organised by the Vietnam Chamber of Commerce and Industry (VCCI) and the World Bank
They also said companies and firms must become more active in fighting corruption by setting up a code of conduct for businesses, building campaigns to say no to corruption, organising events to improve knowledge of non-corrupt ways to resolve difficulties, reviewing and rotating positions that carry corruption risks, and participating in anti-corruption initiatives.

Another idea mooted at the meeting was for companies to cooperate and set up a system to fight corruption with the support of the Government.

This system has been successful in many countries including Malaysia , some participants noted.

Speaker at the roundtable stressed the importance of fighting corruption, which they said has negative impacts like making the country less competitive and less attractive to investors.
The survey was conducted over 18 months in 10 provinces across the country with the participation of more than 1,000 firms and companies and 2,600 citizens.

Tung said he hates his phone being controlled by his parents.

"I can't follow all the rules my father stuck on our wall. I think I will return the phone to my parents soon," Tung said, adding that he would use his own money to buy a cheap Nokia.

In contrast, Tung's friend Hoang Nguyen Thu Ngoc said she felt comfortable turning off the phone to spend time with her family or leaving it at home to go out.

"I hate seeing a family dinner where each family member pays attention to his or her phone. I'm certain that my parents do not like it either," Ngoc said.

And while many teenagers are constantly filming on their iPhones, she agreed with the American mother's rule not to use the phone to take too many photos or videos: "We should experience life by ourselves."

According to 18-year-old Nguyen Thi Thuy, the American mother's rules – if followed properly – would help teenagers live more fulfilling lives.

Street robbers use blood-stained needles as menace

Bus commuters in Ho Chi Minh City and surrounding localities have been threatened and robbed by gangs in recent months.

Their evil trick is simple: holding out a blood-stained syringe, hinting that the needle is HIV/AIDS-infected and threatening to attack victims with it in order to steal their money and assets.

This sometimes follows another common trick, in which thieves sell herbal medicine on buses at dirt-cheap prices and then attack those who take out big sums of money from their pockets for payment. The sale of the medicine is meant to choose whom to rob.

Some victims who refuse to give the thieves money are physically attacked by the gangsters in the absence of help from bus drivers and other passengers for fear of injury.

Keeping watch on the gangs

Tuoi Tre journalists followed members of the mugging gangs on buses in the city.

On March 20, three robbers were prowling the Phu Lam Roundabout in District 6, which is the center of many different bus routes in the city.

A guy called Vinh ‘den’ (black) got on a bus numbered 62L-3082 plying the Cho Lon – Long An route. He immediately took out a syringe with a blood-stained needle and pointed at a passenger, who was a student. He muffled his voice, “Hey, do you want a shot with this? Money.”

Local stores discriminates against Vietnamese customers

VietNamNet Bridge – The story about a woman who was differentiated by a fashion shop on Hanoi’s Hang Be Street has caused a stir in the online community.

According to this woman’s words shared on her Facebook, at around 6:30 pm on March 18, she caught a xe om (motorcycle taxi) from Trang Tien Street to Yen Phu Road to see her friend. On the way, she saw a pretty nice white shirt hanging in a fashion store on Hang Be Street. She asked the xe om driver to stop and entered the shop.

Barely nodding her head and smiling like a hello to the seller, who was enthusiastically introducing products to two foreign customers, she just touched the shirt for several seconds when she was “dismissed” from the shop.

She recounted that the salesman, around 40, said curtly: "We do not sell anything here. Please get out."

It is very strange that the salesman had just served the two foreign customers very thoughtful but within only a minute he completely changed his attitude to a Vietnamese customer.

When she asked: "Why don’t you sell?" The man continued with an imperious tone: "This shop does not sell goods. That’s the instruction of the shop owner. I do not know. Please go out immediately!"

The woman asked for a card of the shop owner, but was refused. When she took her phone out to take photo of the card, the salesman aggressively shouted: "What are you doing? I’ve told you that we do not sell goods here. You are not allowed to take photo the card…" He then spoke a lot of rude words.

This Facebook account owner said that day she dressed properly and it is clear that the salesman previously sold goods to two foreign customers. When she told her friends about the incident, it turned out that some of her friends were also treated similarly at that shop.

After the woman posted her story on Facebook, it immediately drew hundreds of comments and caused a stir in the online community. Many people criticized the stigma of that Vietnamese store.

Member Tuan Tuong commented below the article: "Three years ago I and a group of my friends were also treated badly at that store. We were cast out because that shop did not sell goods to Vietnamese customers."

Another member, with nickname Chi Mac, wrote: "Heh, is that the store facing the DTH kindergarten, at the Hang Be-Hang Bac intersection? That day I picked up a shirt to see. I loved the shirt that was hung in the shop and was also kicked out just like you one year ago. But it was at noon so I thought perhaps the store closed at noon."

Member with nickname Luong Thien commented: "It is true that we should not use the word uncultured but emotionless and extremely ignorant! Are they Vietnamese? I propose to make comments on it on the websites in English to inform foreign visitors about it."

Meanwhile, member with nickname Hana Hanhhan called to boycott that shop.

In early March, the Golden Sand Restaurant in Phan Thiet City, Binh Thuan Province was also criticized to refuse serving Vietnamese customers.

Mrs. Dinh Thi Thu Hau, from Binh Thanh District, HCM City said the Golden Sand Restaurant on 81 Nguyen Dinh Chieu Street in Phan Thiet Town did not serve her family who had gone there during their vacation to Phan Thiet on Lunar January 11 because they were Vietnamese.

After receiving this feedback, Ngo Minh Chinh, director of the Department of Culture, Sports and Tourism of Binh Thuan Province, along with staff and police approached the restaurant owner, Nghiem Phuc, for refusing to serve Vietnamese people for the last two years.

The Department of Culture, Sports and Tourism promised a harsh penalty on the restaurant, so as to prevent similar acts of discrimination from taking place.

Bachelors remain redundant, unskilled workers much in demand

VietNamNet Bridge – While universities and junior colleges report the high percentages of graduates who can find jobs, job centers and local labor departments have reported the increasingly high unemployment rate.



Unemployment rates high

The latest report of the Ministry of Education and Training (MOET) showed that 70 percent of the graduates from state owned schools can find jobs within one year after the graduation, while the percentage is lower for non-state owned schools.

Meanwhile, schools all report high percentages, above 90 percent, of the graduates who can find jobs. Especially, the Lac Hong University and Hai Phong Medical University have reported that 100 percent of their graduates have found jobs.

The state owned Diplomatic Academy has reported that 97-98 percent of its graduates can find jobs within one year. The percentages are 60-85 percent for the Hanoi National University and 75 percent for the Hanoi Economics University.

However, job centers have reported much lower figures about the employment rate. A research work by the HCM City Job Center conducted in August 2012 showed that only 50 percent of new graduates can find jobs within one year.

Also according to the center, 60 percent of employers want the candidates with at least one-year experiences, while 70 percent of candidates don’t have experiences.

The high percentages of employed graduates reported by schools have raised the doubt that schools deliberately “fabricate” the figures in order to attract more learners, when they are thirsty for learners.

Thanh Hoa leads the country in unemployment rate

A report by the Thanh Hoa provincial Education and Training Department showed that 24,965 graduates had not found jobs by February 20, 2013. These included 45 people with post-university education level, 5,674 university graduates and 6,845 junior college graduates.

Especially, the highest unemployment rate has been reported for the graduates of pedagogical schools (3.762). It’s quite a surprise that information technology majoring graduates (3,650) also cannot find jobs, though this has been considered as the key industry of Vietnam.

The high redundancy rates have also been reported for economics, business administration, agriculture - forestry – fisheries graduates.

The unemployed graduates have been found as mostly coming from the poor districts of Hoang Hoa, Quang Xuong, Trieu Son and Quan Son.

It is estimated that 20,000 students in Thanh Hoa province pass the entrance exams to universities, junior colleges and vocational schools every year. However, Thanh Hoa is leading the country in the unemployment rate.



Unskilled workers in high demand

According to Lao Dong newspaper, in Dong Nai province, enterprises have been thirsty for blue collar workers. Of the 1,124 job opportunities offered at the Dong Nai Job Center, 70 percent are reserved for unskilled workers, while only 8 percent of university graduates are needed.

In Dong Nai, where there are many industrial zones with production factories, the demand for workers with high technique skills is very high. Technique majoring engineers are welcomed there, who can enjoy the monthly salaries 2-3 times higher than normal workers’. However, the enterprises in industrial zones only accept the candidates with 2-3-year experience.

Especially, 50 percent of the candidates, applying for simple jobs which just need workers finishing high schools, have bachelor degrees.

The HCM City labor department has also reported that 57.7 percent of job opportunities have been reserved for unskilled workers, while enterprises only need 20 percent of the workers with university degrees.

Teachers still shy of sex education

VietNamNet Bridge – Many parents have left sex education to teachers despite education authorities struggling on how to discuss the topic.

Teacher reluctance

Nguyen Thi Binh, a biology teacher at a secondary school in HCM City said sex education is mainly provided by biology teachers. Many young and unmarried teachers opted to provide cursory teaching and forced students to study themselves as they were embarrassed to talk about sensitive body parts.

“Several teachers become shy when students smile during their sex education classes. Many teachers admitted that they’re not confident enough to discuss such issues with their students,” Binh commented.

Even though grade 5th students are provided with sex education, many of them are still confused about such issues due to poor teaching.

A lot of primary schoolgirls remained unaware of the changes their body was experiencing in early puberty. In several cases, rushed and cursory teaching methods have resulted in misunderstanding.

“I know a case where a grade 5th student asked her teacher how a sperm can meet an ovum. It would be a good idea if the teacher took this chance to give a clear explanation but she opted to avoid answering, instead telling the student to ask her mother,” a psychologist in HCM City said.



An effective teaching method needed

Nguyen Thi Hong Van, a student at Pham Van Sang High School in HCM City’s Hoc Mon District said that students now have to deal with rapid physical changes in their body, along with potential difficulties. Many students are still confused about gender issues due to cursory lectures.

“We often get information about sex education via leaflets, online sites and information sharing with friends. Sometimes, we really find it difficult to get good sources of information,” Nguyen Van Toan, a secondary student in HCM City’s District 8 admitted.

Doctor Dang Phi Yen from the municipal Population and Family Planning Office said that students often experienced early puberty. This means that some students at the ages of nine or ten even could be pregnant if they have sexual relations.

“It’s necessary to provide early sex education for students to help them protect themselves. In many developed countries, parents often prepare condoms for their adolescent children when they go to a picnic or go camping. However, several school leaders in Vietnam have turned down our proposal to introduce condom use to students. Abortion among schoolgirls in Vietnam is at an alarm rate,” Yen noted.

Nguyen Tran Diem Linh, principal at Le Ngoc Han Primary School in District 1 said it was important to pay attention to teaching methods and teachers’ attitude to gender education.

One expert from HCM City University of Medicine and Pharmacy said that Vietnamese people still found it difficult to talk about the issue and avoided the subject. Several teachers lacked knowledge about the issues while others are busy with their main responsibilities and don’t have time to care about their students’ concerns.

Several experts suggested providing sex education for students as soon as possible. They however warned that half-hearted education would result in unexpected consequences.

‘Culture of safety’ absent from Vietnam roads

Editor’s Note: Greig Craft is the American founder and chairman of Asia Injury Prevention Foundation, a nonprofit founded to combat the growing traffic crisis in Southeast Asia. Craft has lived in Vietnam for 25 years. Tuoitrenews recently talked to him about road accidents in Vietnam and the use of crash helmets on the road.

Vietnam has yet to develop a so-called “culture of safety” because many people still opt for substandard helmets, the man complained.

He suggested that those who use fake protective headgear, along with its producers and dealers, should be fined as they are committing “a crime against the nation,” whereas Vietnamese authorities have just overturned a law that punished passengers for wearing substandard helmets.

The country should teach children on road safety from a very early age and make it an inherent part of the school curriculum if road accidents are to be tackled.

Vietnam ranks 13th worldwide by population (with 87 million people). It is a country of young people with a third of its population aged ten to 24 (according to UNFPA in 2011). Thirty million people use motorcycles for daily transportation. How important are helmets to a young country like this?

Road casualties are preventable by the simple act of wearing a helmet. Certified helmets are proven to reduce the risk of death by 42 percent and severe injury by 69% in the event of a crash. From a human perspective, it is a great tragedy of personal loss and heartbreak when a loved one is lost in the blink of an eye because they did not wear a helmet. The economic cost is alarming, with Vietnam losing 2.9% of GDP every year due to road traffic crashes. This affects everything from poverty reduction to public health and to the overall well-being of the whole country. So protecting our citizens and family must be the highest priority.

Wearing a helmet is a good way to ensure safety; however, Vietnamese people still underestimate its role and tend to buy cheap headwear, which does not protect them well. What do you think about this?

As Vietnam has become increasingly modern and motorized, it has not developed a corresponding ‘culture of safety,’ knowledge and values which must be taught from the youngest ages. Not wearing helmets, driving aggressively, not paying respect to pedestrians, drinking and driving, and reckless driving are considered unacceptable in most nations. By incorporating road safety education into the school curriculum, beginning with the youngest students, we will see Vietnam adopt customs and habits that contribute to a ‘culture of safety.’

The average cost of a certified helmet in Vietnam is about VND150,000-300,000 (US$7-15). Do you think this price is suitable for the people here? What is the average price of helmets in other developed countries?

This price is very affordable and reasonable. Similar quality helmets in other countries can be two to three times more expensive. Considering that most people invest millions of dong in their motorcycle, a 200,000 dong helmet is a cheap “vaccine” to save your life.

The Vietnamese government suggested punishing those using fake helmets. This rule had triggered an outburst of anger before it was nullified. In your opinion, is this rule reasonable?

This rule is very reasonable and the public anger was misdirected. The government planned to launch a multi-faced approach to regulate helmet standards and to punish importers, dealers, and manufacturers of substandard helmets. It is reasonable to also punish those who do not follow the law. Wearing a fake helmet has the same dangerous implications as wearing no helmet. What if people knowingly buy fake medicine and give it to their children? What if their children die as a result? They, and the sellers, and manufacturers should be seriously punished. I see victims of road traffic crashes all the time in hospitals; I understand the consequences of not wearing helmets. It is especially heartbreaking to see the youngest among us suffering from this ultimately preventable ill. More people should visit a hospital emergency room for one hour and see the horror, the blood, and the wasted lives.

Vietnam’s traffic infrastructure has been deteriorated, with some seriously downgraded without any fixing. Moreover, highways in Vietnam have only two lanes (while in Western countries there are four lanes) which are too narrow for vehicles. Last but not least, ‘nail traps’ are the biggest fear for local people. Many have died because of the above reasons. Do you have any comment on this? How does your country manage this?

The issue of appropriate road infrastructure is a global problem, not only in Vietnam. With rapid modernization, and the resulting exploding motorization, it is imperative that proper roads be constructed, as well as existing ones to be carefully maintained. The use of fake and substandard materials must be stopped. This is a crime against the nation, and such companies must be severely punished. We must also accept the limitations of 2-lane roads, and authorities should take stronger action to keep sidewalks cleared, while better monitoring traffic flows on such streets. Progressive ideas such as making some roads ‘one way’ are often used, even in developed countries. These provide substantial improvements. Along with construction and maintenance, there must also be adequate funding allocated to road safety education in the school system, as well as professional Public Awareness Campaigns aired regularly in all forms of media.

The matter of scattering nails is a typical problem that shows the lack of a ‘safety culture’ in Vietnam. It is no more dangerous than running red lights, colliding into pedestrians, drinking and driving, speeding, and not wearing helmets it is symptomatic of a society that does not have good priorities. The answer in the West that has proven most successful? Strict enforcement of all rules and regulations, and severe penalties and fines. Scattering nails, for example, would be a criminal offence in any developed nation, and it should be the same here.

Some long-distance bus drivers in Vietnam prove to be drug addicts, their health and awareness of traffic safety are not inspected carefully. Does this happen in your country?

Inspections, licensing, frequent and random testing, and education and training could quickly help moderate this growing crisis. There is no other magic ‘cure’. Even in the West there are exceptions, where a driver is guilty of drug use or alcohol abuse, but it is rare. And the penalties are swift and severe for offenders, often involving long prison sentences. Along with a culture of safety, Vietnam must also enhance its regulatory system, especially licensing and special training for bus and truck drivers, as well as enhanced inspections of all vehicles. This can be accomplished in a relatively short period of time if proper resources can be allocated to the problem. To my knowledge, most of these regulations already exist in Vietnam, but the question that must be raised is how seriously are they regulated, implemented and enforced?

What is the responsibility of the government and the citizens themselves in using helmets? How did your country educate/encourage people to use helmets?

All societies, no matter how developed, have a basic obligation to ensure that people are well taken of. If the system fails, then all of society suffers the consequences. Protecting ourselves is a moral and ethical obligation each of us has. Why should only part of society obey laws and some not?

In countries where helmet compliance is high, success is always built on two essential initiatives: education and public awareness, teaching people why a law is necessary; and the enforcement of laws. Sadly, not everyone will comply except when they understand helmets’ importance, so it is necessary to punish those who do not obey the law.

VietNamNet Bridge – While a lot of Vietnamese students have to break their studies and return to Vietnam because of the financial problems, many others have been trying to go studying abroad just because they want to avoid the compulsory military service.

Nguyen Huong Giang, an officer of an overseas study consultancy firm, yesterday received a special client.

NMT, a housewife in Cau Giay district in Hanoi, asked Giang about the procedures to enroll in a foreign school.

The mother seemed to be not too demanding. She just wanted her son successfully enroll in a foreign university, any schools, to avoid the military service. She wishes to receive the acceptance from the foreign school soon, so that the boy can leave Vietnam in June, before he receives the call for military service.

“My son’s learning capability is not really good. Therefore, I don’t think he would pass the national university entrance to enroll in a domestic school,” NMT said when she was asked about the boy’s ability.

“I have heard that from now on, all will have to join the army, even if they pass the entrance exams to domestic schools,” NMT complained. “If he has to join the army and begin the university education after the two-year military service, it will be too late for him.”

In the eyes of the boy, serving in the army is a kind of “torture” which doesn’t bring any good thing. “A neighbor of mine has been redundant over the last few years since the day he finished the military service. And he has no girlfriend, because girls don’t like this type of people,” he said.

Finally, NMT and her son decided to enroll in a medium-class school in Australia which requires the tuition of tens of millions of dong a month.

NTH, a parent in Thai Nguyen City had not thought of sending her only son to foreign schools until the day she heard about the compulsory military service.

“I previously did not intend of sending him abroad, because our financial capability is limited. However, I’d rather send him abroad and spend big money for the tuitions than letting him joining the army,” the mother said to an officer at the overseas study consultancy firm on Thuy Khue street in Hanoi.

“I am afraid that he cannot bear the iron discipline in the army. Since he is the only son of ours, we should create most favorable conditions for him,” she added.

The new regulation by the Ministry of National Defense that all the young people aged 18 and higher will have to join the army when receiving the calls has made a lot of parents change their plans.

Ho Phuong Lan, an office worker, said she has decided to send her son abroad sooner than initially planned. At first, the boy intended to leave Vietnam to follow university education overseas. However, Lan has changed her mind, deciding that the boy should leave Vietnam when he enters the 10th grade.

“We will have to pay hundreds of millions of dong for his tuition. However, we can be sure that he would not have to serve in the army,” Lan said.

To Nguyet Phuong from an overseas consultancy firm has noted that the number of high school students who came to ask about overseas training courses has been increasing rapidly in recent days.

“Many of them frankly said that they wanted to go abroad just to avoid the military service,” Phuong said.

Only 10 percent of coffee products in VN made of real coffee?

VietNamNet Bridge – Coffee drinkers would be exceedingly astonished if they know that what they drink is not real coffee, but of the mixture of maize and other burnt grain powder.

Nguyen Thanh Tung, Deputy General Director of Vinacafe Bien Hoa, has surprised the public when stating on Tuoi tre that only 10 percent of the coffee products available on the market are made of real coffee.

Tung said in pre-1990s, coffee was a luxurious and expensive product in Vietnam, which then prompted coffee roaster to add some cheap materials to optimize profits.

Therefore, adding some other materials into coffee during the roasting process has been a growing tendency. Roasters have been satisfactory with the new “technique” of making coffee because the technique allows them to make bigger money, while they don’t think of making heavier investment in technologies.

Most of the manufacturers, according to Tung, state that their coffee products are 100 percent made of coffee, but in fact, these are not fine coffee.

“The same thing now can be seen in instant coffee products as well. The red alarm should be rung in Vietnam, since most of products are made of false coffee,” Tung has warned.

He went on to say that in recent years, roasters not only put additives, but also toxic chemicals into coffee. Local newspapers have reported that soya beans have been used together with unoriginal chemicals to make “original coffee.” Especially, the chemicals have been discovered as harming people’s health.

As a result, regular coffee drinkers have to keep drinking the low quality coffee, because they have no other choice. Meanwhile, others have to give up their habit of drinking coffee everyday.

More seriously, the ill fame about Vietnam’s coffee has badly affected Vietnam’s coffee industry, making Vietnam’s coffee less valuable in the world market.

However, Tung’s words have raised doubts among people. Though agreeing that the coffee quality is problematic, people don’t think that only 10 percent of coffee products are made of real coffee.

Especially, after Tung made such a statement, the report released by Nielsen, a market survey firm, on July 9, 2012, affirmed that the Vietnamese coffee market has been seeing positive growth. The report also said that Nestle was leading the instant coffee market. However, G7 of Trung Nguyen was accounting for 38 percent of the 3-in-1 market, followed by Vinacafe (31 percent) and Nescafe 27 percent.

Local people in Buon Me Thuot City -- the “metropolis” of Vietnam’s coffee growing areas, said they don’t believe ad pieces and that they choose coffee based on their taste.

Nguyen Manh Ly, the owner of a coffee garden in Dak Lak province said pure coffee powder is brown in color, not black burned like the one sold at cafes, which is just the mixture of powder and roasted maize.

Tung, the owner of a café on Le Duan Street of Buon Me Thuot City, said there are a lot of counterfeit coffee products which are priced at just ½ or 1/3 of the high quality products.

“Be careful about the coffee which has black color. This may contain industrial dying substance, very harmful to people’s health. The substance can help create a coffee-flavored water,” Tung said.

Tung declined to name the products, but he said that even big enterprises also add non-coffee materials into their products, while they don’t declare about the mixture in the packs of products.

Take-away coffee booming in Vietnam

VietNamNet Bridge – More and more take-away coffee brands, both domestic and foreign, have appeared on the market, creating a new tendency of enjoying coffee among the youth.


Huynh Thi Thanh Nga, the owner of a pavement coffee shop on Han Hai Nguyen Street in HCM City, noted that previously, connoisseur people liked the coffee with strong coffee flavor, while nowadays, the youth and office workers tend to drink coffee more regularly, considering this a kind of refresher.

Nga has noted that the western-styled coffee has low caffeine concentration, therefore, it can be drunk many times within a day. Especially, it has been favored by the youth because of the modern style.

In fact, Nga has been selling take-away coffee for a long time already to the customers who prefer enjoying coffee at their homes or offices. However, only when foreign coffee brands like Coffee Bean & Tea Leaf, Gloria Jean’s Coffees, Angel In Us, and Starbucks recently, turned up in Vietnam, did the concept “take away coffee” or “to go coffee” become popular.

Western style coffee’s customers are the young people who like discoveries and new tastes, who account for a half of the total population.

A report of the international coffee organization ICO showed that in 2008-2011, the volume of coffee consumed in Vietnam increased by 65 percent. Especially, the growth rate was very high at 31 percent in 2010. This showed the great potentials for coffee brands in Vietnam.

Since the day Passio opened its first café in Vietnam in December 2006, its chain has had 10 shops to date. Effoc, which turned up in Vietnam in August 2008, now has developed into a chain with 8 shops. A lot of other coffee brands have also joined the market, including Freddo Coffee, Urban Station Coffee, Cactus, Buzz.

Most recently, La Fontaine opened its first shop on Hai Ba Trung Street in district 1 in HCM City in January 2013, and the second shop in district 5 just three weeks later. It plans to develop a chain with 10 shops in 2013 with more shops to be set up in the districts of HCM City, before it develops all over the country.

Tran Thi Phuong Dung, Director of La Fontaine chain, revealed that she plans to make investment in a massive scale to cement the position in the domestic market.

Dung said foreign brands are not a threat to her, because they are not the direct rivals of La Fontaine, while the market is still very large with enough room for all.

“Foreign brands target high income earners, while we target medium class customers, while the market segment is large enough,” Dung said.

Analysts have noted that it’s now the time for take-away coffee to boom. Cafés have been mushrooming partially because of the low investment rates required.

While the other investors need large retail premises with gardens and good view which require big investment capital, the owners of take-away café just need to spend VND200 million for a café with some 10 seats and VND100 million for a café with no seat. That explains why take-away café is the favorite choice of the Vietnamese young or start-up businessmen.

While foreign brand coffee has been selling at VND60,000-100,000 per cup, Vietnamese brands target students and office workers, offering the prices lower by 30-50 percent.

Effoc, for example, sells coffee at VND20,000 per cup, Buzz VND18,000-20,000, Cactus VND12,000—30,000, La Fontaine VND30,000, Urban Station VND16,000-27,000.

Annie Peysson, a French resident at 14 RUE DE L'EGALITE 69330 PUSIGNAN said he was profoundly shocked to witness the Vietnamese eating dog. He did not understand why the Vietnamese people raise dogs in their houses but they can still eat dog meat in a tasty way.

"We do not understand why Vietnam has opened its doors to other countries in the world, but it continues to horribly massacre dogs, cats – smart, sensitive and useful domesticated animals to our humanity," Peysson said.

Like many other travelers, Peysson knows Vietnam a beautiful and hospitable country. But when he came and witnessed the slaughter of animals, he lost sympathy. He was chilling to participating in a wicked festival, in which people killed pigs. These innocent animals howled in pain while people cheered delightedly.

"These facts do not represent the intelligence of a true civilization. But it is an act of expression for the retarded and shameful cruelty which would destroy the cultural values and our spirit. For this reason, we will not travel to Vietnam again if you continue to eat dog meat, with no respect for law on the protection of pets and other animals," said Peysson.

Food is scary?

As a photographer, Nathan Wynn traveled to Vietnam hoping to admire the beautiful image of a tropical country. But after the trip, the image that was so bold in his mind is not the landscapes, but the horrible cries of animals.

"That's the worst thing that I saw in Vietnam. The dogs were on their way to the market, to be eaten. They are not treated humanely. I cannot forget the image that people arrested dogs to lock them in cages. Horrible sounds!" Wynn said.

Johann, an Italian tourist said he went to Vietnam at the invitation of a friend. His friend is a foodie so he led him to enjoy many delicious dishes in Hanoi. He loved pho and bun cha here. But some Vietnamese dishes made him get "goose bumps."

"When I was invited, I was excited because my friend said to take me to eat the biggest specialties of the Vietnamese. But when I saw it, I was dazed because the dish that they call “tiet canh” turning out to be fresh blood," Johann said.

He was also scared when his friend led him to savor "seven dishes from dog meat." In his country, cats and dogs live with human as friends. They will be buried careful by their owners when they die and they are never slaughtered.

Allowing foreigners buying houses in VN to rescue property market?

VietNamNet Bridge – Vietnam will not be able to rescue the real estate market if it only relies on the domestic resources. The government has been urged to allow foreigners to buy houses in Vietnam to increase the demand.


Foreign sources would help warm up real estate market

In 2008, the National Assembly released a resolution on allowing foreign individuals to buy houses in Vietnam in a 5-year trial period.

However, to date, only 500 foreigners have bought houses in Vietnam so far. Most of them are original Vietnamese with foreign nationalities. This has been attributed to too many restrictions set up by the current policies.

The subjects allowed to buy houses in Vietnam are limited. Meanwhile, they have to follow very complicated procedures to register the ownership of their houses. Especially, they can only buy houses for accommodations, not for the financial investment or other purposes.

Experts have pointed out that by setting such limitations, Vietnam has put big difficulties for itself, and that Vietnam has missed a big resource for the development of the real estate market.

Dr. Tran Minh Hoang, President of the Vietnam Real Estate JSC, said real estate is a kind of valuable asset, therefore, people’s ownership and their asset determination right should be protected by the laws. This would be an important factor people would consider when making investment decisions.

Satmad Zok, a foreign businessman who has been living and working in Vietnam for 8 years, said he is still reluctant to buy a house in Vietnam.

“If referring to the current laws, I have the conditions to possess an apartment. However, I know it’s very complicated to buy and register the ownership of properties. Vietnamese also find it difficult to buy houses, let alone foreigners,” he said.

Deputy Minister of Construction Nguyen Tran Nam has also admitted that the policy on allowing foreigners buying houses in Vietnam has not been “brought into life” because of the limitations.

“In the world of integration, while Vietnamese people can buy houses in foreign countries, foreigners cannot buy houses in Vietnam,” Nam said.

What will happen next?

The Resolution No. 19 with the 5-year prescription on allowing foreigners buying houses in Vietnam in the trial period would end in 2013. What will come after 2013, then?

Sources have said that the government has instructed the Ministry of Construction to review the implementation of the pilot policy, while planning to submit to the National Assembly a new policy, under which Vietnam would widen the subjects to be eligible for buying houses in Vietnam.

The Ministry of Construction’s principle is that Vietnam should allow not only the foreigners who work and do business in Vietnam, but also the foreigners who have demand for houses, to buy real estate products in Vietnam. Especially, the foreigners would be driven to the high end housing projects.

The ministry’s standpoint has been advocated by economists. Dr. Vo Dai Luoc, who was the Head of the economics and politics institute, said opening the real estate market to foreign buyers would be a good solution that can help rescue the real estate market.

Bui Kien Thanh, a well-known economist, also said that Vietnam should not worry about the problems to be arisen when allowing foreigners buying houses in Vietnam.

“We will have the legal regulations and required procedures to control the real estate market,” Thanh said.

Foreigners willing to spend millions of dollars to buy houses in Vietnam

VietNamNet Bridge – A lot of expats in Vietnam have affirmed they will spend millions of dollars to buy houses here, denying the opinion that even if the government opens the real estate market to foreigners as proposed, this would not attract foreigners, who believe that the real estate price in Vietnam is overly high.

Owning houses better than renting

Analysts have noted that the foreigners’ demand for possessing houses in Vietnam has been increasing rapidly.

Philip, a Canadian citizen, who now works as an English teacher for a foreign language center in Hanoi, said he has been living in Vietnam for three years, but he still has not been allowed to buy a house in Vietnam.

Philip now still lives in a 100 square meter apartment in the West Lake area which he leases from a Vietnamese landlord. The rent alone costs him $2,000 a month, or VND40 million.

“The real estate price in Vietnam has become very reasonable. A high end apartment is priced at US$100,000-200,000, or VND2-4 billion,” he said.

“It would be better for me to buy an apartment in Vietnam than living in a rent one,” he added.

Alexander, an US expat in Vietnam, said a lot of his friends complained that they cannot find stable accommodations, though they have been here in Vietnam for 5-6 years. Most of them are the engineers working for the projects which require senior experts.

Alexander himself finds it uncomfortable to live in rent houses in Vietnam. The rents are very high, about VND50-60 million a month for high end apartments, and VND20 million for lower quality ones. The Vietnamese landlords can regularly raise the rents or ask the tenants to leave as soon as they find better clients.

The man said his friends are quite willing to spend millions of dollars to buy apartments in Vietnam, but they still cannot.

Foreign money on the doorstep to the real estate market

A report by the Ministry of Natural Resources and the Environment showed that 427 foreigners had bought houses in Vietnam under the pilot program on allowing foreigners to possess houses by February 1, 2013, including 342 cases in HCM City. The figure proves to be too small if noting that there are 80,000 expats in Vietnam.

Lawyer Bui Quang Hung from the Bui Quang Hung & Associates Law Office, has confirmed that a lot of foreign subjects wants to buy houses in Vietnam. They include the expats who plan to work for long term in Vietnam under the contracts with domestic companies and international groups.

He also said that foreigners want to buy houses not only for their accommodations but for leasing for money as well.

Nguyen Van Minh, Director of the Phat Dat Real Estate Trading Floor, said some his foreign clients are seeking to buy high end apartments, priced at VND8-10 billion.

“They said they would pay in cash as soon as they receive the apartments. However, I told them I could not help, because they were not the ones allowed to possess houses in Vietnam,” Minh said.

The Ministry of Construction, lawyers and real estate firms have been of the same mind about the necessity of setting up a new policy on allowing foreigners to buy houses. Lawyer Hung said that the “open policy” would help attract a strong foreign cash flow to the real estate market, which would serve as a big capital source for Vietnam.

VietNamNet Bridge – Bus tickets will rise by nearly 30 per cent during Reunification Day and International Labour Day (April 30-May 1) holidays, said the Ha Noi Bus Station Management Company.

Five passenger transport companies planned to raise their bus fares for routes from Ha Noi to Ninh Binh, Nam Dinh and northerneast provinces, said director of the company Nguyen Hoang Trung.

They include Hung Thanh Co, Ninh Binh Transport Joint Stock Company and Bao Yen Company, he said.

Under the plan, passengers will have to pay VND220,000 (US$10.50) instead of VND180,000 ($8.50) for trips between Ha Noi-Son La and Ha Noi-Ha Giang.

It will cost VND320,000 ($16) instead of VND300,000 ($15) to travel from Ha Noi to Lai Chau.

Trung said some 400 buses would be added to serve the increased demand.

Deputy director of HCM City-based East--bound Bus Station Thuong Thanh Hai said the number of passengers traveling would double on the holidays.

It was estimated they would serve nearly 35,000-44,000 passengers on April 26-28, he said.

The bus ticket prices would be 40 per cent higher than a normal day, for routes such as Binh Thuan- Quang Ngai, Binh Phuoc, Dong Nai, Lam Dong and south-west provinces on April 26-29, he said.

Around 30 buses would be added to serve passengers on April 26-29, he said.

Meanwhile, the HCM City-based West-bound Bus Station forecast about 49,000-51,000 passengers on April 27 and 28.

The station's director Kieu Nam Thanh said an additional 50 buses would operate.

According to Thanh, passenger transport companies had to submit to authorised agencies if they wanted to raise their bus fares and inform the station before April 20.

Deputy Chairman of the National Committee for Traffic Safety Nguyen Hoang Hiep told Nong thon ngay nay (Countryside Today) newspaper that passengers could contact hotlines 069 42608, 069 42407 and 0984 249 999 if they were overcharged or crammed into overcrowded buses.

The Ministry of Public Security ordered police departments in provinces and cities to conduct more inspections to check the quality of all modes of transport during the holidays to ensure traffic safety.

Government workers will have five days off, from April 27 to May 1.

According to the complaint of the victim's family, Ms. Tran Thi T, 20, in Thach Ha district, Ha Tinh province, in September 2012, the family was informed by a woman named Dao Le Xuan, 42, in Ha Tinh City, that Mr. Son and his wife Nguyen Thi Xuyen in Ky Anh district was finding a girl to work for a Vietnamese restaurant in Angola, with monthly salary $1,000. Being a 2nd year student of a vocational school in Ha Tinh, but due to financial difficulty, T. asked her parents’ permission to work in Angola.

On August 3, 2012, T flew to Angola. They arrived at Luanda the next day. T. was taken to a small restaurant, which had only one guard cum chef, one waitress and the Vietnamese owner, a woman named Huong.

That night, Huong announced that T’s job is working as a prostitute. The woman threatened that if T and other girls did not obey, they would be sold to another prostitution house.

T. found ways to inform her parents in Vietnam. At that time, T’s mother was in Hanoi with Xuyen. The mother asked Xuyen to call the woman in Angola. T’s family also asked for help from their acquaintances in Angola to rescue their daughter.

At noon on March 12, T escaped from the restaurant, with the assistance of a Vietnamese man in Angola. This man helped her return to Vietnam on March 19.

The family denounced the case to the local authorities, saying that the ones who took T to Angola are in a ring that illegally takes Vietnamese laborers to Angola.

The fines for people engaging in extramarital relationships may be increased to VND5 million (US$240) and the ban on same-sex marriage may be removed.

The latest draft decree including these issues was reported by the Ministry of Justice’s Inspectorate to Minister Ha Hung Cuong at a meeting yesterday.

Accordingly, married people must pay a fine from $96 to $240, instead of just VND100,000-500,000 ($$4.8-24) as present, if they are found marrying or living with another individuals like husband and wife.

At the same time, single people who get married to or cohabit with those who they know are married are subject to the same fines.

In the previous draft decree, the drafting committee proposed that the fines be increased to only VND200,000-1 million, but after receiving feedback from the public and mass media, the drafters finally proposed higher fines, Nguyen Thang Loi, deputy chief inspector of the ministry, said.

They have also removed the ban on same-sex marriage in their latest proposal.

In respect to this issue, Deputy Justice Minister Phan Quy Ty, head of the drafting committee, said, “The drafters have removed the ban only because such a ban is not appropriate with current social conditions. The proposed removal of the ban should not be interpreted as an acceptance of same-sex marriage in Vietnam.”

Ty emphasized that “whether same-sex marriage is accepted or not should be based on more studies and more public opinions.”

Well, both of you are right. She did gave me her bra and panties at "Half Song" (obviously not the real name, but can guess real name from here) pub at JC last night. She's just staying at 140 JC, so shouldn't be far to walk home. Thing is she usually work at U Pub and Saigon after JC, so I don't know if she did go last night or not. VietNamNet Bridge - Abortion, the end of the development process of a being-formed human body should have been one of the safest medical procedures, but there are still “manual” abortion procedures in the modern time today.

“Manual” abortion not only removes the unwanted pregnancy, but also claims the lives of the mothers. That's a hefty price to pay for ignorance.

The tragic death

In September 2011, the police of Mai Chau district, Hoa Binh province said that Ms. Kha Thi B, 18 years old, a resident in Nghe village, Van Mai commune died of an abortion.

Forensic autopsy results showed that the victim had uterine perforation at the waist, punctured vagina, hematoma at the waist muscle near the spine, mesenteric tear, vaginal bleeding and bleeding in abdomen, and she died of acute blood loss.


On July 29, 2007 Ms. Vi Thi X from Tien Phong commune, Que Phong district, Nghe An province, was hospitalized in a coma, fluid under the skin. The patient died during the first aid, also because of manual abortion.

It was identified that the woman came to see a local herbalist for an abortion. A few days after that, she had severe abdominal pain. She was brought to hospital but doctors could not save her.

One day later, also in Nghe An, Ms. Lo Thi Them, 44, a resident of Don Phat village, Cam Muon commune also died from manual abortion at the home of a herbalist in Chau Thon commune, Nghe An.

Ms. Nguyen Thi D, from Thai Binh province, died of manual abortion in Hoa Binh province. Forensic examination revealed that from her vagina to the uterus, fallopian tubes, and ovaries, all were decayed and black as mud. There were signs of severe sepsis in all organs.

Another maternal complication case due to manual abortion in Hoa Binh is Thanh, 42, from Com village, Lien Vu commune, Lac Son district, Hoa Binh province. She went to a local herbalist, 80, to break the 4-month-old pregnancy. As a result, Ms. H. admitted to hospital in a state of hemorrhaging, infection, and was transfused with 600ml of blood.

Abortion with holy water

All these tragic cases are derived from a single cause: abortion with unsafe methods, using sticks, inhalant and herbal medicine.

Looking back at the history of mankind, when medicine was undeveloped, the world used various ways of abortion. The most common of which was the use of plants such as: erigeron, pungent mint and others. The use of plants to abort caused serious side effects.

In Egypt, Greece, ancient people also used mercury as a magic pill. In Southeast Asia, abortion was made by creating forces in the stomach. A bas-relief at Angkor Wat, Cambodia, in 1150, shows a demon causing miscarriage by using a pestle to strike the stomach of a pregnant woman. In addition, they also used sharp objects such as needles and hangers to insert into the uterus to destroy the fetus.

But it is very odd that in this 21st century, people voluntarily let quacks perform unsafe abortion measures.

The most important reason is that the victims in these cases all lack of knowledge about sex resulting in unwanted pregnancy. They were ashamed and they went to quacks to abandon the unwanted babies, where abortion is not recognized by law in order to avoid the public but could not avoid death.

In Yen Phu commune, Lac Son district, Hoa Binh province, we were truly creepy horror in the way of abortion applied by Mrs. Bui Thi E, 80, who caused abortion complications for Thanh, 42.

In a tumbledown thatched hut that had nothing worthwhile except for a red painted altar and an old wooden bed, E performed abortion procedures for a lot of people with “holy water” and “mulberry sticks.”

According to a victim, first, E prayed in front of the altar and took a bottle of water from the altar to give it to the patient. She said: "It is holy water, remember to drink it three times a day." Actually, the "holy water" is ... ginger juice.

The next step, she used a knife to cut a dried mulberry branch of around 7cm long, one end sharpened, the other end was tied with catgut. It is most frightening when she told the patient to take off her pants and lie on the bed to poke the sticks into the vagina until it reach the fetus. She left the stick inside the vagina, only leaving the rope out and told: "When the stick falls out, you do not have to drink the holy water."

Later that day, the patient had stomachache. Five days later, the fetus fell out but at the same time she also had her uterus cut because of severe infection.

That “measure” was also applied by a herbalist in Cham Mat, Hoa Binh city and Mr. Bui Van Lon, 60, in Thu Phong commune, Cao Phong district, Hoa Binh. In 2004, he was sentenced because of doing abortions with sticks. However, he still practiced abortion illegally.

Mrs. Vi Thi Quyet in Nghe An, who was hailed as "being very ingenious in abortion," performed hundreds of abortions and also caused the death for Vi Thi X (Tien Phong commune, Que Phong, Nghe An).

This woman often used a small piece of rod like a medicated motorcycle spoke of about 10cm long, to insert into the cervix to make abortion.

A village nurse named Quang Ba Tong in Quanh village, Chau Thon commune, Que Phong district, Nghe An had a more special way: tying two condoms together to the tip of a plastic tube and inserting into the uterus to pump inhalant for Mrs. Lo Thi Them.

Also, in Ung Hoa District, Hanoi, a quack used the torch body as a speculum and bending bicycle spokes to pull fetus out. Yet he could still practice this trick for years.

There are also cases of abortion by herbs, which are not proved by sciences for abortion use. Today, not only the young people in the remote areas, but even women in the capital still use herbs for abortion.

What is the cause?

According to doctor Hoang Thi Tam, from Lac Son district hospital, Hoa Binh province, most of the women who saw quacks for abortions are underage or single so they were afraid to go to clinics. Besides, a part of them lacked knowledge or they were too poor to go to hospital.

According to statistics, Vietnam is one of the three countries with the highest abortion rates in the world, with 20 cases of abortion a day on average, of which 20 - 30% in the adolescent group.

Based on that we need to promote the education of minors, enhance the dissemination and communication on reproductive health, safe sex, contraceptive methods and family planning in the remote areas. Especially we have to strengthen the management of illegal abortion services.

Da Nang: A girl burned in front of a cafe

VietNamNet Bridge – Being in a coffee shop with her friends, Yen, 24, was called out to talk by a young guy, who then suddenly poured gasoline on her body and set on fire. The girl’s body was burned 95 percent.

At 20h on April 20, Ms. Phan Thi Hai Yen, 24 years old, from Thanh Khe District, Da Nang city was being on a cafe on Le Dinh Duong road, Hai Chau district when she got a phone call from a man. Yen walked out of the coffee shop to see the man, who suddenly threw gasoline on her body and lit her on fire.

"The fire covered the girl. Many people used water and wet blankets to stamp the fire but her entire body was burned. The culprit jumped on a friend's motorcycle to escape," a witness said.

The victim was taken to the Da Nang General Hospital for emergency aid. However, she died in the evening of April 21.

At the scene, two motorcycles were burnt because of the gasoline and the fire from Yen. Next to them was an old paint barrel that was used to contain petrol. The fire also destroyed a sign plate in front of the coffee shop. Dozens of police officers appeared to examine and investigate the incident.

According to Mr. Phan Hai Son, Yen’s father, the victim was working as a graphic designer at the Hoa Khanh Industrial Zone. Recently, a young man usually flirted with her on the phone but she refused because she was engaged and planned to hold her wedding next month.

"The friends who were in the café with daughter confirmed that the young man who flirted my daughter caused the incident. We provided the phone number of this man to the police," Son said.

The local police have defined the culprit. That is a man named Nguyen Phuoc Thanh, 33, an automobile painter from Hai Duong city. Thanh has fled to Nghe An Province. The police are hunting the culprit.

250 kg of suspicious sex boosters seized

Following a tip-off from the public, a joint inspection team in Ho Chi Minh City seized about 250 kg of sex boosters including Viagra without documents inside a house.

The team, including officers from Ho Chi Minh City Market Management Sub-department, the Economic Investigation Police and the Immigration Department, raided the house at 205A/19 Au Co Street in District 11 yesterday.

Inspectors found thousands of cartons and bags containing Viagra pills, which improve men’s sexual life, and other medicines of the same function, including Thinese-whip, Lasting 120 minutes and Super Power Pills.

Ms. Zheng Jin Hong, a Chinese national, who managed the medicine at the house, failed to show inspectors any documents related to the drugs.

Inspectors seized 3,730 packs of Viagra (four 100 mg tablets per pack), 2,400 packs of Cialis, 210 cartons of Super power pills and hundreds of packs of other medicine.

Total weight of the seized medicine is about 250 kg. Inspectors also seized 50 kg of medicine stamps and labels.

Hong told inspectors that she delivers these kinds of medicines to pharmacies across the city.

Concerned agencies will test all the suspicious medicine to determine their origin and whether they are fake, the team said.

The team continues investigating.

My Tam wins Singer of the Year award

VietNamNet Bridge – Pop star My Tam was named Singer of the Year in the Cong Hien (Devotion) Music Awards, which took place in HCM City's Hoa Binh Theatre last night.

Tam, a judge on Viet Nam Idol 2012, was the first and only Vietnamese performer to receive the Best Asian Artist title at the South Korea's Mnet Asian Music Awards last year.

Her song Chuyen Nhu Chua Bat Dau (A Story That Has Not Begun), composed by Hoang Nha, became a runaway hit with over eight million views on YouTube.

Veteran composer Quoc Trung, currently a judge on TV singing contest The Voice of Viet Nam, won the Musician of the Year award.

Trung judged Viet Nam Idol in 2011 and 2012. Last year, he launched the "Listen with Copyright Awareness" programme, which aims to protect music copyrights in Viet Nam.

Album of the Year was granted to young soprano Pham Thu Ha's Classic Meets Chillout album, which combines classical and chill-out music, as its title would indicate.

Produced by musician Vo Thien Thanh and Dream Studio, the album includes nine classic masterpieces like Serenade, Habanera and Ave Maria, mostly translated into Vietnamese by Thanh.

In The Spotlight, a series of live music performances organised by the My Thanh entertainment and advertising company, won Show of the Year.

The programme, launched in 2012, focuses on the musical career of popular singers Tuan Ngoc, My Linh and Hong Nhung and musicians Tran Tien, Trinh Cong Son and Thanh Tung.

Best New Artist and Song of the Year were given for the first time this year. These titles went to 17-year-old Huong Tram - the Nghe An-based winner of the first season of The Voice of Viet Nam – and Doan Nho, composer of Chiec Khan Pieu (The Pieu Scarf).

Chiec Khan Pieu, which describes the beauty of the traditional scarf of Thai ethnic people, was performed by Tung Duong. Last year, the composition won Song of the Year on Viet Nam Television's Favourite Song show.

Since 2004, the Devotion Music Awards has honoured popular performers and musicians like Hong Nhung, Ho Ngoc Ha, Tung Duong, Thanh Lam and My Linh. The awards are organised by Vietnam News Agency's publication The Thao & Van Hoa (Sports and Culture). This year, 101 journalists from Ha Noi and HCM City were invited to vote for their favourite shows and performers in six categories. Truong Le Kim Hoa, editor in chief of The Thao & Van Hoa, said the awards aimed to promote Vietnamese music and honour artists who made significant contributions to the industry.

Tien Giang: A penis-biting bet brought to court

VietNamNet Bridge - The shocking thing happened in My Thanh Bac commune, Cai Lay District, Tien Giang Province in the afternoon of March 12. The man whose penis was bitten to bleeding is TTH, 64 years old. The one who bit TTH is Mrs. NTL, 38 years old.

According to the commune police, at about 4pm on March 12, a party was held at the home of Mr. Nguyen Van Chang, with the participation of seven men and two women - NTN, 58 and NTL, 38.

The odd thing happened when people began getting drunk.

According to police records, while drinking, Mr. TTH and Mrs. NTN recalled their love affair many years ago. Mrs. NTN was more daring to say that Mr.TTH’s penis had a scar. Mr. TTH did not hesitate to take off his trousers three times for other people to “check,” despite their dissuasion.

Before the party, Mr. TTH and Mrs. NTL, 38, had argument, so after a short squabbling, Mr. TTH challenged Mrs. NTL to bite his penis then undressed and laid down on the floor. Mrs NTL bit NTL’s penis as his challenge.

On March 23, Mrs. NTL told a correspondent that she bit Mr. TTH’s penis because the man challenged her and intended to humiliate her in front of people.

Being bitten for the VND100 million bet?

After the incident, Mrs. NTL denounced to the police that Mr. TTH had challenging and humiliating act against her. The police summoned Mr. TTH, Mrs. NTL and witnesses to take their testimony.

According to Mrs. NTL, when being bitten painfully, Mrs. TTH took a chair to beat Mrs. NTL and was dissuaded by others. The man also threatened to hire gangsters to beat her and to "flatten" her home.

At the mediation meeting on April 1, a witness, Mrs. NTN confirmed that Mrs. TTH challenged: "If Ms. Ut (Mrs. NTL) bites my penis, I will give her VND100 million ($5,000)." This coincides with the testimony of other witnesses at the party.

However, in the statement and the testimony of Mr. TTH with the police, he denied his challenge and his VND100 million bet.

The local authorities tried to mediate the case. The commune representative concluded that the cause of the incident is that the two sides were drunk so they could not control themselves. The incident affected social security in their hamlet.

However, the mediation board agreed to not impose administrative fines on Mr. TTH and Mrs. NTL and required both parties to stop the case.

However, Mr. TTH and Mrs NTL did not agree and asked the local authorities to transfer the case to the police of Cai Lay district.

Lieutenant Colonel Nguyen Van Tao, Cai Lay district police chief, said after studying the records, the police defined that the disability of Mr. TTH is inconsiderable so they could not handle the incident as a criminal case.

It is the jurisdiction of the court to handle both Mrs. TTH and Mrs. NTL’s claim for honor compensation and Mrs. TTH’s VND100 million bet, Tao said. Therefore, the district police guided the commune policy to transfer this case to the Cai Lay District Court.

Talking to reporters on April 23, Mr. Phan Van Tien, Party Secretary of My Thanh Bac commune, said the incident made the local authorities get a "headache."

The commune Party Committee has directed the local veterans’ association to dismiss Mr. TTH from the post of the chief of the veterans’ society of village 3.

Men struggle with societal pressures too

VietNamNet Bridge – Some Vietnamese men say they are "jealous" that Vietnamese women have two days to be honoured, Mar 8 and October 20, while there are no holidays devoted to men.

This is just said in fun, but in fact, many men do feel pressure to be strong and successful.

Nguyen Van Thai, a businessman in Cau Giay District, says he had always struggled to measure up to what people said a man should be.

Growing up, his parents taught him that a man must be strong, independent and successful so he could act as a "pillar" to support his parents, wife and children.

"A man must not cry or be weak. If he does so, he's considered helpless, incompetent and useless. Everybody says so. If I didn't obey these rules, I would be a bad child, a useless husband and a terrible father," he says.

On the surface, the businessman fulfills the "strong and successful" masculine ideal. He owns a private trading company and has a lot of money.

But underneath, he wonders what he will get out of maintaining this facade.

When he married a young woman who was intelligent and independent, they had many conflicts. Her assertiveness and independence made Thai feel like he was "not manly enough".

His parents were also displeased, as they thought his wife did not behave as a wife should.
After those conflicts, the couple separated.

He quickly married a new woman who was gentler and more naive. But his new wife's knowledge is so limited that the couple do not have much in common.

"All my life, I have tried to be a man," Thai says. "I have to constantly prove that I am successful, strong and tough. I can't ever be weak or tired. The result is that I have a wife so naive she does not know how to talk with me. She can hardly understand when I talk about social matters. She absolutely relies on me. I feel lonely in my own family."

Most people who took part in a recent survey said the ideal man had qualities such as assertiveness, independence, generousity and ability to help others, says Vu Pham Nguyen Thanh, a researcher at Canada Path.

One participant said that "a successful career makes a man different from other people."

According to psychologist Trinh Trung Hoa, while women have made many achievements in recent years with regards to career advancement, men have a heavier burden.

"During wartime, women viewed soldiers as ideal men. Seeing a man in uniform, a woman would become instantly convinced of his worth," Hoa says.

"During the State-subsidised economy, the ideal man finished eight 'golden hours' in his office and then came home to do work around the house like raising pigs and repairing bicycles for extra incomes. But today, a man must be far more than a bread winner. Wives often wish their husband not only to share in their family worries, but also to be sociable, successful, make good money and understand their thoughts and feelings."

Many new standards

Many men feel trapped by societal pressures - which are often contradictory.

A man who cares for his wife and children, does housework, goes shopping or cooks for the family is often dismissed for "clinging to his wife's skirts".

But a man who does not share household chores is called "selfish and lazy".

Many wives compare their husbands to other successful men who earn more money.

But at the same time, a man who spends the whole day working to develop his career is often said to be "irresponsible to the family". And if he does not spend enough time at home, his wife may suspect him of being unfaithful or being involved in social vices such as gambling, even if he is just talking with friends.

These expectations can pressure men into feeling depressed and useless. Those who fail to achieve what their families expect of them sometimes succumb to alcoholism, or try to find other women who give them the respect they believe they deserve. But this can result in a family crisis - or even breakdown.

VietNamNet Bridge – Since state owned schools provide different education quality, parents have to spend big money in “under-the-table fees” to obtain the seats at prestigious schools for their children. Those, who cannot afford the fees, will have to go to less prestigious schools. As such, there exist the schools for the rich and the schools for the poor.

Thy, an office worker, lives in Go Vap district, which means that in principle, her daughter has to go to the Chi Lang Primary School in the district. However, Thy wants to bring the daughter to the Dinh Tien Hoang in district 1.

She said her office is located in district 1, so it would be better for her to meet and see off the daughter at a school in the same district. However, more importantly, Dinh Tien Hoang is a “star” school where all the parents wish to send their children to.

Thy said she has met someone who committed to help her obtain a seat at Dinh Tien Hoang School for her daughter, if she accepts to “pay underground money.” In fact, the money is not a problem for Thy, a banking officer. However, Thy fears that even if she accepts to pay, her daughter still may not be enrolled in the school.

Thousands of parents in big cities, including Hanoi and HCM City, have been running a race to enroll their children in the “star” schools, though the new academic year would only begin in 5 months.

In HCM City, the targeted schools are Nguyen Binh Khiem, Le Ngoc Han, Dinh Tien Hoang in district 1, Hoang Dieu, Luong The Vinh in Thu Duc district, Chinh Nghia and Bau Sen in district 1.

Dr. Le Ngoc Diep, Head of the Primary Education Division of the HCM City Education and Training Department, said the parents in big cities, many of whom are the high income earners, tend to send their children to the best schools. They want their children to study with the best teachers, learn in the best pedagogical environments and enjoy the best material facilities.

The HCM City People’s Committee has been trying to stop the race for “star” schools by prohibiting the schools to receive students from other districts. However, in fact, students from other districts still can enter the schools through different ways.

In principle, parents have to show to the schools’ management boards the family residential books to show that they enroll to the right schools. However, it seems that the regulation does not help much.

Vo Ngoc Thu, Head of the Education Sub-department in district 5, said that sometimes the sub-department discovered the abnormally high number of the students in the same districts.

The problem was that the parents “played tricks” to register the residences’ addresses in the districts, where there are located the schools they target.

Meanwhile, a teacher of a primary school said that the school cannot refuse the proposal of some parents, who are the big donors of the school, to reserve some seats for their children.

The teacher has noted that the “star” schools, therefore, in many cases, also mean the “schools for the rich,” since the parents are willing to pay big money to enroll their children into the schools.

Meanwhile, the less prestigious schools would be “poor” for every, because the rich parents do not think to give financial support to them.

Studying overseas to “renew” themselves

Thai Ha, 19, a Hanoi student, felt bored when she finished the first-year study at a university in the city. Ha decided to look for a full scholarship for a music course in South Korea. Though she is not sure she would be a musician or take the music-related jobs, she still decided to say goodbye to the school in Hanoi and leave for South Korea.

“My life has become dynamic since the day I set foot in South Korea, which makes me feel excited. I love music, and I would return to come back to my school in Hanoi to follow the marketing major,” she wrote in an email to a high school classmate.

Ha believes that Vietnamese youth should study overseas not only to get knowledge from the developed educations, but also have interesting experiences which would be useful for their future lives and jobs.

Going abroad to escape from the current boring studies

This seems to be a popular reason cited by the youth when asked why they insist on going abroad. The students still have not programmed for their future. They still do not know what they want to be and how they will live. They also don’t feel the eagerness for learning. And they decided to leave Vietnam.

Bao Nhat, 23, in Da Nang City, said he got so tired of the numerals when he was a third year banking student. Therefore, Nhat decided to leave Vietnam for the UK to study fashion stylist. The young man said he feels happy with his current life and study, though he admits that he is not sure if he can use the knowledge he receives now from the British school later when he returns to Vietnam.

Vu Trang, a student in Australia, asked her parents to fund her overseas study course when she was a high school student. The girl told her parents that going abroad was the only choice for her, who absolutely did not feel the eagerness for learning.

The current life is really good for Trang in Australia, where she takes a part time job to earn money to satisfy her like of traveling.

Preparing to become the bosses

Duy Phuong in Hanoi graduated a university two years ago and he had worked for several companies until one day he felt that he needs to prepare well for his own business by going to study abroad.

“Studying in a country with the advanced education and obtaining good foreign language skills are the things I need to have to prepare for my future,” Phuong said.

Phuong now nearly completes his study plan at a school in Singapore, while planning to return to Vietnam in some days to turn his dream of setting up a business of his own into reality.

Studying abroad to follow the friends’ move

Though having weak foreign language skills and bad learning capability, Ngoc Anh in district 3 in HCM City still insisted on a study course overseas, simply because 2 her friends in the group of 5 have gone abroad.

Anh said she does not want to lag behind the friends by studying at a domestic school. For the students like Anh, it’s a shame to study domestically, because only poor families cannot afford their children’s overseas study.

"Finally, I have bought an Audi.” This is the status on Facebook page of young actress Diem My, attached with a photo featuring the girl sitting in her brand new, milky white car, with a satisfactory and proud smile.

If this young actress can afford to buy a new Audi A4 worth hundreds of thousands of US dollars, many big celebrities in the local showbiz may be jealous because Diem My is only 22, recently graduated from the University of Foreign Trade. She was first known as a “hotgirl” and was recently “upgraded” into an actress after playing supporting roles in several TV series and some movies for the lunar New Year 2013.

In the last couple of years, a new trend appears in the showbiz: celebrities showing off their wealth. Sometimes, this show-off also brings about sudden reputation for them.

For example, last year, Vy Oanh was still unknown when she was a MC in local TV station. Suddenly, she showed off her 7 billion VND new S500 Blue Efficiency car on newspaper.

Foreign tourists giving Ho Chi Minh City a miss

Ho Chi Minh City is losing its status as a tourism hub in the country, with many foreign visitors choosing to bypass it and fly directly to more attractive, safer spots.

Figures from the city tourism department show that there were 3.8 million foreign arrivals last year 2012, or just 56 percent of all visitors to Vietnam, down from more than 60 percent in the past.

Many hotels have been reporting poor business since last year, saying one reason for this is that visitors to other destinations in Vietnam, who earlier used to stay in the city at least on their first and last days in the country, no longer do so.

Travel industry insiders admit that visitors have probably realized that the city is not an attractive enough destination to offset its poor infrastructure and lack of security.

Robert Tan, a Singaporean working in the Vietnamese tourism industry, said Ho Chi Minh City is losing its position as the country’s tourism hub when it was the arrival and departure point for almost all international flights.

Foreign tourists then used to fly into the city before traveling to other places, he said.

But Vietnam’s poor traffic infrastructure plus the economic situation has made such multi-day tours unpopular and people have started to choose particular destinations, he said.

That new option has been made even more convenient with other hotspots developing their own airports, he said.

Hanoi has always been a major international destination.

There are now regular flights to Da Nang from Korea, Hong Kong, Singapore, Kuala Lumpur, and Shanghai, and charter flights from Beijing, Taipei, Tokyo and Novosibirsk, Russia’s third largest city in population.

There are also international flights to Cam Ranh near Nha Trang.

Tan said foreign tourists who want a place to relax and sightsee do not consider Ho Chi Minh City an ideal place, yet the city has failed to make itself competitive in other kinds of tourism.

It could follow other major cities in the region like Hong Kong, Bangkok, Singapore, and Kuala Lumpur, which have developed artificial tourism products like cheap shopping, sporting events, food-related products, and amusement centers, besides traditional cultural products, he said.

He described Ben Thanh’s night market, once a magnet for foreign tourists, as a gathering of low-quality eateries and shops selling fakes or copycats, all reaching out to tourists with scary insistence.

The city has some shops selling handicrafts, but they are too small for several buses to stop at one time, while tax-free shops do not cater to a diversity of shopping interests and there is almost no entertainment at night, he said.

Phan Dinh Hue, director of the city-based Vong Tron Viet (Viet Circle) tourism company, said the city is losing out not only to other destinations in the country, but also to Laos and Cambodia.

It does have a “big advantage” as a transit point for tourists going to Cambodia, who can travel from the city by air, river, or road.

“But all are poor, especially roads. Moc Bai border gate (in neighboring Tay Ninh Province) is underdeveloped and the staff are slow with immigration and customs procedures.”

La Quoc Khanh, deputy director of the city tourism department, lamented, “Tourists are abandoning [the city].”

The city should make itself indispensable at least as a shopping hotspot, making use of its resources as the country’s commercial capital, he said.

“Tourists coming to Vietnam must think about going to Ho Chi Minh City for shopping.”

But Tan said before the city tries to improve its services, it needs to improve safety since mugging has become a major deterrent for foreign visitors.

Smoking kills 100 people in Vietnam every day

Smoking-related diseases kill over 40,000 people in Vietnam each year and if no measure is taken, nearly 10 percent of the Vietnamese population will have died from smoking-related diseases by 2030, the Ho Chi Minh City Health Education and Communication Center warned.

The warning, based on the estimates of the World Health Organization (WHO), was released by the Ho Chi Minh City Health Education and Communication Center to mark the date the Law on Prevention and Control of Tobacco Harms took effect - May 1.

Smoking is one the leading causes of death in Vietnam, with more than 100 people dead from tobacco-related diseases per day, four times higher than the death toll of road traffic accidents.

Vietnam is among the countries having the highest rates of male tobacco smokers in the world, and is also one of the countries where smoking in public places are popular, affecting the health of non-smokers who are exposed to second-hand smokes, according to WHO.

According to the 2010 global adult tobacco survey, out of two Vietnamese people over 15 years old, one is addicted to tobacco.

Smoking-related fatal diseases like stroke, coronary artery, lung cancer are the leading causes of death for both men and women in Vietnam.

Vietnam, with a population of nearly 89 million now, is one of the 15 countries having the highest rates of tobacco users in the world, particularly men, said Deputy Minister of Health Nguyen Thi Xuyen at a conference on April 23.

About 11 percent of male deaths have been caused by smoking, according to a survey by the Health Strategy and Policy Institute.

WHO warns that the number of deaths would rise to 70,000 cases in 2030 if there are no effective measures in response to smoking in Vietnam.

47 million second-hand smokers at home in Vietnam

In Vietnam, according to the above-mentioned global adult tobacco survey, about 8 million workers suffer from passive smoking at working places, and as many as 47 million people are regularly exposed to smoking at home.

Tobacco kills nearly six million people in the world each year, of whom more than 5 million are users and ex users and more than 600,000 are nonsmokers exposed to second-hand smoke, according to WHO.

Unless urgent action is taken, the annual death toll could rise to more than ten million by 2030, and 70 percent of which will be in developing countries, WHO said.

In adults, second-hand smoke causes serious cardiovascular and respiratory diseases, including coronary heart disease and lung cancer. In infants, it causes sudden death. In pregnant women, it causes low birth weight.

A cigarette shortens life span by 5.5 minutes

Meanwhile, scientists warn that smoking a cigarette causes a loss of 5.5 minutes of life expectancy. The average life span of smokers is 5-8 years shorter than non-smokers.

In women, smoking may cause infertility, premature menopause, ectopic pregnancy, pre-birth fetal death, miscarriage, and cervix cancer. Smoking when in pregnancy may lead to underweight of newborns, premature birth, and after-birth hemorrhage.

In men, smoking may increase their risk of impotence by twice, reduce the ability to produce sperms, cause deformity of sperms, and decrease the ability of sperm movement.

Taxi driver fined VND20 million for overcharging foreign tourists

VietNamNet Bridge – A representative of the Hanoi-based Trung Viet Taxi firm has apologized to and returned the money to an Australian couple who had to pay nearly VND1 million ($47) for a 7km journey in Hanoi.

In the afternoon of April 30, the police of Cau Giay District, Hanoi, summoned a taxi driver named Cuong of Trung Viet Taxi for investigation of an act of overcharging. At the police station, the driver accepted that he claimed more fares than regulations and promised a refund.

According to Mr. Do Dung Thu, an inspector of Trung Viet Taxi, the company apologized to the Australian couple, David Patrick and his wife Brandi Dawn Burmey, and terminated the contract with the driver. The company also imposed a fine of VND20 million ($1,000) on the driver. This is the highest fine for a taxi driver for the act of overcharging.

Back from the Ha Long Bay and getting the refund, the Australian young couple was glad and thanked Vietnamese friends, especially the receptionist of the Vietnam Ethnology Museum who shared the story to the media and the Hanoi authorities who had quick response.

In the afternoon of April 28, they had to pay VND980,000 ($47) to driver Cuong of the Trung Viet Taxi for a 7km distance from the Military History Museum to the Vietnam Museum of Ethnology, though the meter showed the fare of VND98,000 ($4.5). The couple took photo of the driver and his car and showed the pictures to a receptionist at the Vietnam Museum of Ethnology, asking for her help.

In one week, two overcharging cases against foreign tourists were investigated in Hanoi.

At noon on April 23, Ilona Schultz and her two children paid a visit to the Ho Chi Minh Mausoleum. At around 11 am, she made a deal with a cyclo driver for the trip from the Ho Chi Minh Mausoleum to the Thang Long Water Puppetry Theatre on Dinh Tien Hoang Road, at the price of VND70,000 ($3.5). However, driver Pham Van Chieu dropped them on Hang Trong Street and asked her to pay up to VND1.3 million. The driver was fined and had to give a refund to the passenger.

Two days later, three French tourists who had just arrived at the Noi Bai Airport were overcharged and threatened by a taxi driver and an employee of a hotel in the Hanoi’s old quarter. When the police investigated, the receptionist had to apologize to the visitors and compensated them VND10 million ($300).

"If this company serious violates regulations on passenger transportation, it must be closed," said Deputy Director Nguyen Hoang Linh of the Hanoi Department of Transportation.

On his part, Director of Trung Viet Taxi, Mr. Doan Viet Ha, admitted that the company's recent leadership change has affected the management of drivers. But Ha said this is just "one rotten apple that spoils the barrel." The company set up a disciplinary council, fired the driver and imposed VND 20 million ($1,000) of fine on him.

To prevent such incidents, the company has tightened its discipline and will raise the fine on the act of overcharging from VND20 million to VND50 million.

On April 28, during their honeymoon in Vietnam, David Patrick and his wife were forced to pay VND980,000 ($7) for nearly 7 km distance from the Military History Museum to the Vietnam Museum of Ethnology. They took pictures of the taxi and the taxi driver to report to the authorities.

It is incorrect to say that the tourism sector is not determined to deal with the overcharging phenomenon because the tourism sector only has the function of making proposal, not solving that problem. For example, maintaining security is the task of the police and transportation is under the management of the local governments.

The Steering Committee on Tourism has placed orders on security requirements, safety, hygiene, and had projects on anti-robbery at tourist sites and projects to combat overcharge in big cities.

However, these actions and measures have not been implemented synchronously and thoroughly so negative incidents keep taking place. There are many reasons such as the people’s poor awareness.

We need to improve the legal framework. Currently, the permanent tourism management agency is unclear and it is not the VNAT. We need to have some hot lines for tourists.

Some tourism businesses said that they had repeatedly reported of the acts of cheating of taxi drivers at the airports but this situation has not been resolved?

When tourism businesses reported incidents, we were based on their reports to ask the authorities to handle. In fact, in many cases they only mentioned the phenomena not showing evidence so it was very difficult to handle. If passengers keep the evidence such as invoices or bills, we will take measures. If passengers accept being cheated and ignore it, then we cannot handle.

In Hoi An and Da Nang, which are a small towns, where the local people have been earned their income from tourism stably for a very long time, cheating and overcharging tourists is uncommon. These are good examples. A large number of people in Hanoi and HCM City come from other provinces so it is unfair to make comparison between Hoi An-Da Nang with Hanoi and HCM City.

Have you been cheated while traveling?

This is not uncommon. I myself have witnessed many times as well and was cheated by taxi drivers. I was charged three times higher than normal fares but I had to pay. We must gradually narrow the gap so the majority of people are not be fooled.

However, in each location, at each traveling time the prices are different. The price is high at the time of over demand. Tourists should choose the right time for traveling.

State agencies have had plans to prevent the acts of overcharging at tourist site. These plans can only reduce not solve the situation thoroughly. Under the law of supply and demand, many people willing to pay a high price, which is perfectly reasonable in the business. But there are also places where tourist service providers overcharge tourists at the peak time.

Many foreign tourists are reluctant to come to Vietnam for overcharging and cheating acts, so what is your advice?

Cheating is available in any country. I’ve just been to Italy, a developed country, but there are still robbery and scams and I was advised to be careful. They are different from Vietnam that they make public that problem and give warnings to tourists for their proactive preparation. The government is also in the process. We must also give instruction to visitors. I do not warn visitors about scams, but I advise them to get information on schedules, services, time to go.

The visitors who organize the tours themselves often make extensively studies and prepared thoroughly so I believe that we do not have to be worry for them. However, the tourism industry will also promote information about Vietnam and provide information and warnings to tourists for their decision making.

Mr. Vu The Binh, deputy chairman of the Vietnam Travel Association, said the association has repeatedly recommended the establishment of tourist police and the recommendation is warmly supported. Tourists are not assured with the protection of the current police forces. There are a lot of police forces but they do not protect tourists.

Most Vietnamese people weren’t too enthusiastic when they heard the news that a smoking ban was on its way and you probably would not have noticed but it did actually take effect on May 1.

You may not also know that there is a long-time law against kids smoking aged under 18 and that cigarette advertisements are banned; laws that are rarely enforced and one of the reasons why many skeptics sniffed at the government’s plan to try and clean up the nation’s health and public areas once and for all.

You can’t blame this indifference to what seems like an applaudable effort to cut down the number of smokers in this cigarette-obsessed nation. They have heard it all before many times.

Most recently, a 2009 government decree banning smoking in public places was ignored with smoking in public still widespread and teenagers able to buy cigarettes at every shop nationwide. Enforcement was also weak with only 10 people fined for smoking in non-smoking areas in the province of Lao Cai, for example, since that ban was enforced.

Being a non-smoker myself I have some comforting news for cancer-stick addicts in that they need not be alarmed even if they feel they are being ushered out a side door for a quick smoke from their workplace or public building.

Smoking bans worldwide have occurred with little fuss despite the widespread hysteria in the build-up, and smokers’ fears of being ostracized from society and being made to feel second-class citizens were unfounded.

My own home city of Glasgow, Scotland was in a state of panic with many pubs and restaurants fearing they would have to close if they forced their regulars to head outside for a quick fag. However, they need not have got themselves into a pickle as creative landlords abided by the stringent regulations by extending their premises to include a small shelter for smokers to congregate outside, which protects them from the constant rain in Scotland but not the bitter cold that cannot be helped. Smokers tried to concentrate on the positives with some even saying that they met more interesting people standing in the smoking areas than they did inside the bars.

San Francisco, New York, London and even Glasgow adapted and there is no reason why Ho Chi Minh City and the rest of Vietnam can’t follow suit.

However, law enforcement agencies are still waiting for government guidance on how to implement the law, which was also a problem in the past.

The new regulation states that every cigarette packet has to have a warning image which is 50 per cent of the surface area and each firm has 6-10 months to comply and produce new packs with the warnings.

Smoking is totally banned in health and education units (schools and hospitals) and other public locations while air terminals and bus stations must reserve specific spaces for smokers. Regulating cigarette advertisements, promotion and funding will be another focus of the new law.

But cigarette vendors are just getting on with their job like before and claim they have not been informed about any changes in the smoking law.

It is about time something was done in Vietnam as the nation has 15 million smokers, which is 16.6 per cent of citizens and the 15th highest ranking worldwide. A recent survey showed that 70 per cent of women and half of all kids nationwide are exposed to cigarette smoke at home.

According to a recent Vietnamese health ministry report, smokers account for 48 per cent of male adults, down from 57 per cent earlier, while a mere 1.4 per cent of women now smoke compared to the previous 1.8 per cent.

However, there are still 40,000 casualties annually from cigarette-related diseases, a figure which is predicted to rise to 70,000 by 2030.

It is of course smokers’ own choice to fill their lungs with substances such as toxic chemicals, but now the days when they pass on their second-hand smoke to others without a choice hopefully are numbered.

The war to make all citizens wear motorcycle helmets was won and helped a reluctant nation save lives and the smoking ban will also eventually be won despite the macho cigarette reputation of Vietnam.

It does seem a positive move by the government but half-hearted attempts will not suffice this time. They have to go all the way and do not let the powerful tobacco companies put pressure on them to make concessions.

The nation’s health depends upon it.

New smoking law defined
===============================================

VietNamNet Bridge - A new law on tobacco harm-reduction that bans smoking in public places such as schools, hospitals and workplaces took effect on May 1. But it immediately has been violated publicly.


According to our observation, tobacco is available at all groceries in Hanoi. It is also eye-catchingly displayed on glass boxes of tobacco sellers along the roads.

At a big grocery on La Thanh Road, Hanoi, which has long been a familiar shop of smokers, we saw different brands of cigarette, including imported ones. Cigarette packages and cartons were displayed on a big glass chest facing the road to easily catch the eye of drivers.

At many other groceries and pavement tobacco selling points, cigarette packages and cartons were displayed the same way even though under the new law, retailers are allowed to display only one package, one carton or one box of cigarettes.

These shops also sell cigarettes to any buyer, regardless of their age.

VietNamNet talked with some cigarette sellers. They said they read newspapers and knew about the Law on tobacco prevention. However, they did not concern about the law and said that no one told them that they must be licensed to sell tobacco.

Regarding the sale of tobacco to persons under 18 years old, some tobacco retailers said that if they do not sell cigarettes to young people, others will. Moreover, they cannot determine the age of the sellers. They said the best way is to educate young people under 18 to not smoke right at their families because many fathers send their kids to buy cigarettes.

On the sidelines of a recent conference on the implementation of the Law on Tobacco Prevention, Mr. Nguyen Huy Quang, Head of the Legal Department of the Health Ministry admitted that the regulations are very clear but the implementation is still so hard.

Quang said the penalty provisions are primarily to uphold the deterrence and education. The implementation of this law depends largely on self-consciousness and awareness of the people about the harmful effects of tobacco on health and community.

The survey of 1,500 points of sale of cigarettes in 10 provinces from 2009-2011 by the University of Public Health showed that about 95 percent of the sale points violated regulations on advertising and promotion of tobacco.

The results of the monitoring of the Public Health University in December 2012 and January 2013 at the sale points of tobacco in Hai Phong, Khanh Hoa and Ho Chi Minh City showed that 100 percent of the points broke the rule on displaying only one cigarette package, carton or box.

Currently, a lot of the shop owners and tobacco agents do not know about the Law on tobacco prevention and regulations on the prohibition of advertising, promotions and sponsorship of cigarette.

VietNamNet Bridge – The number of 3G subscribers and the average used traffic per subscribers have increased rapidly, which has made the initially designed 3G service packages become unreasonable.


The demand on the rise

A report of MobiFone, one of the 3 biggest mobile network operators, showed that the number of 3G service users still has been increasing rapidly despite the economic difficulties.

“3G service would see a boom in 2013 after it developed more slowly than predicted in the previous years,” a senior executive of MobiFone has predicted.

The rapid increase in the number of 3G subscribers has made the 3G service fee decrease sharply. The senior executive said the 3G service fee in Vietnam is cheaper by 40 times than in Europe and 10 times than in China.

Nguyen Viet Dung, Deputy Director of Viettel Telecom, has also confirmed that Viettel’s 3G users have been increasing more rapidly than ever. He said that Vietnamese have got used to the service over the last 3 years, since the day mobile network operators launched the service.

The sharp increase in the number of smart phone users has also led to the increase of 3G users.

Nguyen Son Hai from VinaPhone has agreed, saying that the 3G used capacity of VinaPhone’s subscribers has increased by 3 folds in comparison with the same period of the last year.

It’s time to design new 3G packages

Mobile network operators have all agreed that the initially service packages have become “out of date” in the new circumstances.

According to Nguyen Son Hai from VinaPhone, MAX package allowed customers to use up to 500MB of capacity at the fee of VND40,000 a month. The service package was designed when VinaPhone began providing 3G service and targeted the users who could control their expenses.

However, VinaPhone have found out that 70 percent of customers using the package have used more than the free capacity allocated to them. If they want to continue using the service, they have to register to use higher capacity at higher costs. Therefore, VinaPhone has decided to adjust the package to better satisfy the customers’ demand.

MobiFone has also said that it has launched new service packages more suitable to the customers’ taste.

Dinh Viet Hung from MobiFone said a survey has found out that 80 percent of the MIU package customers have used the capacity exceeding the traffic allocated to them. Therefore, MobiFone has increased the capacity of MIU package by 100MB.

Hung said that with the new package, in order to use the traffic equivalent to 600MB at high speed, customers would have to pay VND10,000 more. Meanwhile, with the previous MIU package, they would have to pay VND20,000-25,000 more to extend the service.

Hung said that the market has shown positive reactions to the new packages. It is estimated that MobiFone has 15,000 new 3G subscribers every day over the last month, since the day the new packages were marketed. The figure was 12,000 prior to the day of the service fee adjustment.

MAX and MIU, the basic packages of MobiFone and VinaPhone, now have the service fees equal to the MIMAX package of Viettel.

These are the three main rivals in the 3G service market now. MobiFone and VinaPhone, which both belong to the Vietnam Post and Telecommunication, have stated that they would pursue a policy of providing services at reasonable fees to compete with the military telco Viettel.

Be careful with tricks of Hanoi’s taxi drivers!

VietNamNet Bridge – In the last two weeks, in Hanoi, several cheating and overcharging incidents occurred against foreign visitors or people from other places to Hanoi. This situation has made many visitors worry.


In early April, a taxi driver of Trung Viet Taxi was detected to install an additional chip to control the taxi meter. With this chip, if the car runs at the speed of 20 km an hour, the charge will be VND400,000 ($20) for 1km of road.


All sorts of tricks

Specifically, on April 28 and May 10, two drivers of Trung Viet and Thanh Nga taxi firms were accused of overcharging foreign tourists.

Shortly thereafter, the authorities offered apology to the victims and asked the taxi firms to punish and to tighten control over their taxi drivers to improve the quality of taxi services in Hanoi.

The concern is although the relevant agencies have strengthened inspection and punishment over taxi service-related violations but the taxi operation in Hanoi has not been improved.

According to the Hanoi Department of Transportation, there are over 117 taxi firms in the city, with a total of 17,000 vehicles and 2,000 drivers.

However, through the regular inspection, the Hanoi Transport Department found out that there are a few firms operating seriously and focusing on building their brands and improving their services.

Mr. Hoang Van Manh, deputy chief inspector of the Hanoi Department of Transportation said that only through a preliminary inspection of taxi services, inspectors discovered a series of "tricks" to adjust the meters to "pickpocket" passengers.

According to many, in the inspection on May 8, transportation inspectors detected at least five cases of fare cheating of the drivers of Ngoc Linh, Huong Lam, Song Hong and Trung Viet taxi firms. Some drivers used cell phones to control the meters or opened the meters to adjust the chip in order to increase fares.

Dodge the law to overcharge passengers

According to Manh, taxi firms in Hanoi develop in very small scales. HCM City has only 31 taxi firms with 15,000 vehicles while Hanoi has up to 117 taxi firms with only 17,000 cars.

On average, each taxi firm in HCM City has at least a few hundreds of cars while with just 5-10 cars, a taxi firm can be established in Hanoi.

In this situation, Manh said that Hanoi should slash the number of tax firms to 50-60 to facilitate management because at present, many taxi firms do not operation but sell their shares or hire their brands to other firms.

"This situation not only causes difficulties for management but also create conditions for tax evasion because the Enterprise Law, the government and the Ministry of Transportation’s rules do not prohibit this," Sang emphasized.

Mr. Thach Nhu Sy, Deputy Chief Inspector of the Ministry of Transportation, said that after inspections, a lot of violations of taxi firms were discovered but the state agencies could not put taxi firms in orders because they have many "tricks" to dodge the law.

According to Sy, when asking for business registration, taxi firms must register the number of cars. Some firms are licensed though they have several cars of their own and the remaining are leased cars. The loose control of vehicles of taxi firms facilitates taxi firms to dodge tax.

On May 13, Minister of Culture, Sports and Tourism Hoang Tuan Anh asked all provinces and cities to set up a hotline to receive tourists’ information on cheating, overcharging, etc.

Vietnam has about 1.6 million homosexuals, bisexuals and sex-change people who are facing difficulties in identification, cohabitation, birth-giving and adoption, an institute said.

The information was released by the Institute for Social, Economic and Environment at a seminar on homosexual issues jointly held by the agency and the Institute for Legislation Research, under the National Assembly Standing Committee, in Hanoi on Friday.

Dr Nguyen Thu Nam, a researcher at the Health Strategy and Policy Institute, said that the number of same-sex marriages in European countries accounts for 2-3 percent of the total marriage cases.

This rate has been maintained during the past 10 years, Nam said.

In countries where same sex marriage is allowed by law, the proportion of people with sexually transmitted diseases is low, the expert said.

As previously reported, among its opinions on the amendments to the Law on Marriage and Family, the Health Ministry has said same-sex marriage should be allowed, since it is a human right.

The ministry maintains that homosexuals, like everyone else, have the right to live, to get married, to go to school, to love and to be loved, to pursue happiness, and other rights, as well as obligations, to the State and society.

Similarly, the Youth Study Institute said that same-sex marriage should be allowed and that it should be included in the amendments to the Law on Marriage and Family.

The Institute for Prosecution Sciences under the Supreme People's Procuracy also proposed that the law should not interfere with the cohabitation of same-sex people

The big heat

A couple of years ago, the school nurse showed me a number on a digital thermometer. My daughter was running a fever of 39.6 – but since we use Farenheit back home, I was more concerned by the nurse’s worried expression. It turned out to be a symptom of a bacterial infection, and our girl was back to normal in a few days.

Now I’m thinking about a different fever – the Spring fever that hit Hanoi with 40 degrees Celsius last week, or 104 Farenheit, the effects of which sent many children and elderly to the hospital. Time was that heat waves would simply come and go, part of the normal routine. But these days it’s harder not to think of extreme weather as a symptom of a long-term, self-inflicted ailment – climate change and global warming. An ill child can bounce back to health. But Earth’s condition is progressive, and accelerating toward a new normal – or, rather, a permanent abnormal.

Most readers here, I assume, are not the kind of willful know-nothings who think of climate science as some vast left-wing conspiracy – a viewpoint promoted by the oil and gas industry. Both the scientific consensus and common sense hold that that emissions from millions of smokestacks and tailpipes operating in the service of 7 billion Earthlings has indeed been altering the fundamental chemistry of our planet, and the impacts are accelerating. Levels of carbon dioxide, the leading greenhouse gas, just hit the milestone of 400 parts per million threshold – and it is sure to keep climbing up, up, up, as are the temperatures.

Back home in the US – the world’s leading per capita producer of greenhouse gases, and second to China in total volume – there is still a great deal of denial and anger regarding climate science. Denial and anger happen to be the classic first two emotional stages of grief, followed by bargaining, depression and acceptance.

Today’s temperature is anecdotal, and so is regional data. Another anecdote would be Australia’s blistering heat wave in January, which showed an average high of 36.92 degrees Celsius – 2.28 degrees above the long-term norm and 0.11 degrees above the previous record. Put all the data over time and place into a mosaic and the trend is clear. Records compiled by the U.S. agencies NASA and the National Oceanic and Atmospheric Administration show that global surface temps in 2012 rose 1.03F, rank it as either the 9th or 10 hottest year since recordkeeping began in 1880. But a single year, like a single day, doesn’t show the trend: Each year of the 21st century has ranked among the 14 hottest years on record. And is any reputable scientist out there predicting a reversal? A return to the climate we used to know?

"One more year of numbers isn't in itself significant. What matters is this decade is warmer than the last decade, and that decade was warmer than the decade before,” a NASA climate scientist explained. “The planet is warming. The reason it's warming is because we are pumping increasing amounts of carbon dioxide into the atmosphere."

An onset of global cooling would be welcome and make thousands of scientists eat crow. The odds of that happening, however, seem as likely as those of a meteor smacking into Earth and bringing on nuclear winter. So what’s to be done? Most experts say that, even with the broad introduction of clean technologies and education efforts, the best practical hope is for a slowing of trend, not a reversal, not with China firing up another coal-fired electricity plant every couple of weeks. Just about everybody wants the goodies of modern life, including cars and air conditioning. And I don’t blame them: As I write these words, I have the air-conditioner on, a perk of my privileged expat lifestyle. I could ride a bicycle more but prefer the motorbike – especially when it’s so damn hot.

Millions of Vietnamese, and billions of people worldwide, have little option but to keep to the shade, or turn on the fan at best, or find a lake or river to cool off. In Hanoi, street life was visibly more sedate during the worst of the heat. But there were still the women shouldering their ganhs – yoke-like sticks – and others working over the hot charcoal-fed grills for bun cha. The trash collectors were still pushing their carts and construction workers trundling loads of bricks and sand.

Vietnam ranks among the nations most vulnerable to climate change, and some of the effects are already affecting agriculture in the Mekong Delta. This, however, won’t prompt Vietnam to adopt radical energy-saving policies, not when the nation aims to become an industrialized nation by 2020. International action is needed but, sadly, a pipe dream. The technological prowess exists to mitigate the problem and help manage it. But the political will is lacking.

A celebrated Silicon Valley technologist – Jim Clark, the subject of Michael Lewis’s “The New New Thing” – now spends much of his energy as an environmentalist focusing on the degradation of the ocean. He once told me how climate change will devastate agriculture and fisheries, triggering famine and warfare and, ultimately, “a population collapse.”

Could it really be that grim? Perhaps he was going through the “depression” stage. Or maybe I’m in denial

Bro! "Khong co chi" mean you re welcome, it just uses when someone says thanks to u. Tieng Viet is different with English, can not use it in case as welcome someone to ur house or ur place.....in my opinion!!!;)
