Vietnam nears bottom of IT index: survey

Vietnam was ranked 61st out 66 in the world and 16th out of 17 in Asia in a competitiveness index on the information technology (IT) sector in 2008, according to a survey compiled by Economist Intelligence Unit (EIU).

The survey, released Tuesday, showed that IT training in Vietnam remains rather backward and still has many limitations, said Jeffrey Hardee, vice chairman and Asia-Pacific director of Business Software Alliance. It found only 10 percent of graduate students could meet IT firms’ recruitment demands.

The ranking of 66 countries and territories was based on the research and development environment, IT infrastructure, human resources, support for IT development, legal environment, and business environment in each country.

The survey was conducted by EIU, a section of The Economist Group, with sponsorship from the Business Software Alliance.

Teens spend like there’s no tomorrow: survey

Some 25 percent of elite Ho Chi Minh City students spend around VND500,000 (US$28.59) a day, or VND15 million ($857.88) per month, while the country’s average annual income was just VND17 million ($972.26) last year, according to a Tuoi Tre survey.

Over half of the 100 respondents said spending VND1 million ($57.19) in a single outing was “normal.”

Those same teens said such purchases “required no consideration.”

Hanh, one of the 13-18 year-old students surveyed at elite HCMC schools, says she doesn’t hesitate to spend big on her favorite products.

Holding a tube of Givenchy lipstick at District 5’s Parkson Hung Vuong Plaza, one of HCMC’s premier department stores, the eleventh-grade student from Asian High School says she buys the make-up whenever a new style arrives.

She sometimes borrows money from her friends to buy the newest lipstick when she doesn’t have enough because she feels “uncomfortable without it.”

Only 10 percent of the students interviewed had part time jobs, while the rest were given money from their parents.

Forty-four percent of the students spent all of their allowances shopping, while 35 percent used some for food or entertainment. Only 21 percent used the money for school-related activities or materials.

A ninth-grade student from Asian High School said her friends only buy brand names and never wear the same piece of clothing twice.

“I spend over VND400,000 ($22.88) everyday on average,” she said.

“We never wear clothes a second time... It’s really embarrassing if you’re seen wearing an outfit twice!”

Other than clothes, jewelry, perfume, make-up, and cosmetics, mobile phones also topped the list of most-bought products by the teens surveyed.

The biggest spenders interviewed said they were in the habit of spending over VND10 million ($571.92) on a single shopping trip.

Every weekend, and increasingly on weekdays after school, droves of teenagers crowd the Diamond Plaza, NowZone, and Parkson shopping centers, flashing all their new purchases. Nguyen Trai and Nguyen Dinh Chieu streets are also popular shopping spots for teens.

Hong Anh, an assistant at a Converse shop at Diamond Plaza says: “Most of our customers are teenagers... some buy several pairs of shoes each time they visit.”

More than 40 percent of the surveyed students said they sometimes have to borrow money from friends after running out of money given to them by their parents.

“They buy brand name goods as status symbols,” says an eleventh-grade student at Le Quy Don High School, adding that at least eight of the 30 pupils in her class spend money “liberally.”

Some 74 percent of the teenagers surveyed said their parents had never complained about their spending.

Concerns over talented students staying overseas

The numbers of Vietnamese students receiving visas to study overseas has continued to increase over the years. Yet, 70 percent do not return after graduation.

A deputy head of a high school for gifted pupils in Ho Chi Minh City, Nguyen Thanh Hung, recalled one of his former students who had won a golden medal at an international competition for computers and went on to be a research student in US.

The gifted student promised to return to Vietnam after graduation yet married abroad and cannot keep his promise to his old teacher. His 10 classmates are also studying and living in US.

A former student of Le Hong Phong High School for gifted pupils, who was offered a scholarship to pursue a Masters in wireless technology in US, is determined to stay abroad, even though his family is in Vietnam, as his chosen field has not yet developed in Vietnam.

Talented students have decided to stay in many foreign countries, such as US, Canada or Australia.

Some 150 students of Le Hong Phong High School, 100 from Tran Dai Nghia High School and 40 from Ho Chi Minh High School for gifted pupils are annually provided visas to foreign countries. Likewise are Nguyen Thuong Hien and Nguyen Thi Minh Khai high schools.

Studying in Singapore is placed in the top destination of places for quality training, affordable tuition fees and living costs. The Singaporean government also provides a loan to students to pay 80 percent of tuition fees and the university will offer support of 20 percent loans with low interest.

Maximum length of the loan is 20 years. Students receiving these loans must pledge to work for three years in Singapore.

There have been several enrolments over recent years, with scholarships for students from ninth grade to university level. Vietnamese educators are worried that with such special treatment Singapore will attract and keep all the excellent Vietnamese students.

It is not only Singapore but Canada and Australia which also have open policies to overseas students.

Tran Van Quang, director of Canadian Education Center in Vietnam, said that overseas students can apply for settlement in the country after three years after living there.

Educators have different reactions to the ‘flowing of good students to foreign countries.’

Nguyen Bac Dung, headmaster at Tran Dai Nghia High School for gifted pupils, is happy when his students have a chance to seek education in a foreign country while his cousin, Vo Anh Dung – headmaster at Le Hong Phong High School said that he is sad because Vietnam and his school spends much time and energy training a good student and then they work for another country.

Dung added that it is a waste of money to pay $20,000 a pupil in foreign countries while Vietnam needs a lot of currency and personnel for development.

The problem is that there are little appropriate jobs for those who return to Vietnam.

A spokesperson from Da Nang’s Department of Education and Training complained at meeting last year that there are not enough adequate jobs for those returning.

The question concerns the problem of 6,000 students who return and how the government can create reasonable jobs.

The government needs to develop a strategy to better use talented persons.

One way, according to an educator Vo Anh Dung, is to improve training quality and reduce dollars flowing into other countries. Relevant authorities should have information, such as their majors, which schools and in which countries, about Vietnamese students studying overseas. When Vietnam sets up a project and needs a counselor, authorities can send invitations to the right person.

Reviewing developed countries like Canada, Germany and Singapore, they have lost excellent students but they offer special treatment to returnees. Vietnam should implement strategies to attract the talented to work for the country.

Schools fret as best teachers migrate to private schools

Principals of public schools are worried at a steady exodus of their best teachers to private and international schools which is worsening a teacher shortage in Ho Chi Minh City.

“We knew when we agreed to teachers’ requests for further training that we may face a brain drain, but we have to help them improve their professional knowledge,” said Nguyen Bac Dung, principal of Tran Dai Nghia High school.

The school recently lost 10 teachers, most of them highly qualified.

“I spoke to most of those who wanted to leave about the pros and cons of their decision. But if we are unable to persuade them, we have to let them go,” Mr. Dung said.

The High School for Gifted Students fears it will soon lose six teachers who got masters’ degrees and another who is now in the US for doctoral studies.

During the last school year the city saw 1,286 teachers resigning, mostly from primary schools. Tan Binh District was the biggest loser.

In the last few years many private and international schools have come up and lured away a large number of English teachers from State-run schools.

At the start of this school year last August Trung Vuong High School had vainly asked the city Department of Education and Training for three teachers. Meanwhile, two teachers quit the school and left for private schools. To cope with this, the school has had to recruit four teachers.

P., a teacher who resigned from a well-established high school after getting a master’s degree from the UK, said: “I turned to a new environment to test and develop my ability. Another reason is that the income at the new school is 10 times higher than my previous one.”

Dinh Thien Ly High School, a private school in District 7, offers teachers an average salary of US$500 per month.

Public schools cannot attract good teachers because of the low salaries, said Associate Professor Dr. Vo Thi Bach Mai, principal of the High School for Gifted Students.

Since its establishment 10 years ago, this school offered free education and stipends to talented students. But after last year’s soaring inflation, it began to demand a monthly tuition of VND45,000. However, this is just enough to pay teachers an extra VND2,000 for an hour.

Another concern is that not many high school students choose to enter teachers’ training schools now, threatening to worsen the teacher shortage.

The city only gets 1,000 new teachers every year, or just a fourth of its requirement.

The price of a bouquets sell, on average, for between VND30,000 – 50,000.

Supermarkets, fashion boutiques, jewelry stores and bakeries are also getting in on the act.

According to a spokesperson for Big C supermarkets, Big C has been carrying out a special promotion, ‘Beauty Fair,’ from February 19 to March 8. More than 50 famous cosmetics brands are on offer.

Customers will receive free gifts and 10 to 50 percent discounts on cosmetic products.

After 10 days of the promotion, Big C has attracted 30 percent more customers.

Saigon Co.op Mart supermarkets will give 280 pendants, made from 18 carat gold, to winners of a draw on March 8. They will also receive a lucky gold bell lucky and cookery gifts from Ajinomoto Co.

HCMC garment firms cannot find workers from hordes of unemployed

The current worker shortage is not unusual for the Ho Chi Minh City garment industry but the timing is – it comes this time in the midst of rising unemployment caused by the global economic meltdown.

City statistics show 21,000 workers unemployed as of February but clothing makers cannot find enough personnel to fill vacancies.

The HCMC Export Processing and Industrial Zones Authority (HEPZA) said its 17 member enterprises are in urgent need of 11,000 workers, 8,000 of at apparel firms.

Huu Nghi Garment Company has spent VND30 million on advertisements this year for hiring 500 workers at an average salary of VND2.4 million a month, but has managed to recruit only a small number.

Nguyen Thi Phuong Quang, managing director of Long An Garment and Textile Company, said her company advertised hundreds of vacancies, but has employed only 10 workers.

Most applicants are unskilled and inexperienced while companies are looking for skilled workers because they do not want to waste time training them in this difficult period, Ms. Quang said.

Foreign-owned companies have plenty of orders but not enough workers to execute them and have to employ other companies for the purpose.

Some companies, however, have no orders but have to pay their workers about 30 percent of their monthly salaries just to keep them.

Workers, to avoid being jobless, prefer to accept the low salary and wait for orders rather than look for another job.

Many of the companies that face a worker shortage laid off people before Tet when they did not get any orders due to the global recession. Now, when orders are flowing in again, they cannot find workers.

Many workers did not return to the city after visiting their hometown during Tet, with some saying prices are too high in the city and many others preferring to work at industrial parks in their own neighborhood to stay close to their family.

But it is bizarre that many unemployed workers are unable to find jobs while at the same time many factories cannot find workers.

One reason could be that while many employment agencies post “workers wanted” ads online, many workers are unable to access the Internet or do not know how.

VietNamNet Bridge – Rushing to make up courses, paying debts and preparing for jobs in the future are the things last-year students in HCM City are doing.

The thing that worries last year students most is repeating a course. As the second semester has begun, a lot of students are worried about the subjects that they must repeat as they did not pass the exams the first time. If they cannot pass the exams prior to the end of the academic year, they will not be able to graduate when the year finishes.

Vu Van Phuc, a student of the HCM City University of Technology, related that he still ‘owes’ a lot of credits. Phuc said that he has moved heaven and earth these days to register for re-training and make-up exams. He regrets that he did not spend more time learning, and now has to ‘race against time’ to be able graduate from university in June. Meanwhile, he does not want to stay at the university one more year as it would cost his parents more money.

English seems to be the toughest subject for students. A quick survey showed that nearly 40% of last-year students at the HCM City University of Social Sciences and Humanities must still pass the English exam.

Students not only ‘owe’ subjects, but also money. Truong Manh Hung, a student at the HCM City University of Natural Sciences, said that he squandered his money on gambling the past few years. He had to borrow money from friends to live and keep studying, and now he has to save every VND to pay debts.

Other students also feel anxious about their studies. “I hope I don’t have to retake any subjects the last year. If I have to stay at university for one more year, my parents will have to pay a lot of money. It would have been better to spend time learning,” said Nguyen Tien Trung, a student at the University for Social Sciences and Humanities.

The pressure of living independently and seeking stable jobs after graduation also worries students. Meanwhile, many think that the knowledge they get from universities is not good enough to support them in their works.


When asked where she will work after graduation, Thu Trang, a student of the Library-Information Faculty under the HCM City University of Social Sciences and Humanities, said: “I still don’t know where I will practice, let alone find a job. I’m not sure if I can find a job.”

Most students about to graduate are not sure if they can find jobs after they graduate. Meanwhile, they do not get any support from universities in seeking jobs.

Most students about to graduate think of temporary jobs after graduation. “I think I may not be able to find a job for one or two years after I graduate,” said Minh Hai, a Hong Bang University student.

A rescue plan for exporters


BUSINESS is booming for at least one Vietnamese entrepreneur: an old lady in a traditional conical hat whose tiny roadside stall faces the infant Ho Chi Minh Stock Exchange. To make her wares she decapitates small green snakes with a pair of scissors and drains the blood into a plastic bottle. Many Vietnamese men believe that drinking snake-blood enhances both good fortune and sexual prowess. The vendor, who also peddles pet turtles, says she is selling more of the stuff these days. “People are so worried about the future.”

The global slowdown is casting a lengthening shadow over Vietnam’s once-booming export-driven economy. Sales of more conventional consumer goods have slumped as the fast-growing middle class has stopped spending. Electronics shops say that Tet new-year holiday sales were down by as much as 50% compared with last year. The carmakers’ trade association reports that sales tumbled by 68% year-on-year in January.

Like China, Vietnam has used manufacturing for export to transform a stale, closed economy. Last year it overheated. The government earned some plaudits for calming rampant inflation, which reached a year-on-year peak of 28% in August. But Vietnam is badly exposed to the sharp drop in demand in the West. Exports fell by 5.1% year-on-year in the first two months of 2009, with electronic goods down by 13.7% and shoes by 7.3%.

That is why government is now trying to relight the fire it had previously doused. It plans to boost spending this year by 23% (almost 100 trillion dong, or $6 billion, about 6% of GDP). Of this about $1 billion will subsidise loans to cash-strapped exporters. In the scheme’s first month, commercial banks lent some 93 trillion dong, says the central bank.

An estimated 500,000 workers lost their jobs last year, and the government reckons a further 400,000 may be laid off in 2009. These are daunting numbers in a young country that needs 1m new jobs every year to absorb its growing workforce, now around 45m people. Like China, Vietnam does not have much of a state social-safety net. Laid-off factory workers tend to return to the countryside and rely on their extended families. But farmers will find it harder to cope without the money factory workers have been sending home. The prices of their produce, such as rice and coffee, have been falling.

Many economists believe that what Vietnam, like China, needs are not measures to sustain supply but incentives to increase domestic demand: investment in infrastructure, but also in health care and education, saving for which suppresses consumer spending. Vietnam’s GDP expanded by 6.2% in 2008, the slowest rate for nine years. Most observers, including the IMF, think it will be lucky to reach 5% this year. Yet the government’s target is still 6.5% and Nguyen Tan Dung, the prime minister, has predicted that the economy will start to pick up as early as May. As weeks go by, that makes him sound more like a seller of snake-oil than of snake-blood.

Coconut land

Ben Tre Province at the mouth of the Mekong Delta is an amazing patchwork of criss-crossing rivers, canals and channels that create a thousand islands covered in coconut trees.


With 40,000 hectares of coconuts, Ben Tre is easily Vietnam’s biggest producer of the fruit, which is shipped around the country and abroad in huge quantities, fashioned into handicrafts, and turned into confectionery.

A visit to a candy factory should be on every itinerary.

Of the untold number of gardens and orchards hidden under the green canopy of Coconut Land, as Ben Tre is known, are nearly 30 that have been turned into tourist destinations with the best-known being An Khanh, Tan Thach, Cho Lach, Cai Mon and Phung Island.

Before Rach Mieu Bridge opened in January, getting to Ben Tre required a long ferry trip across the Tien River. More than halfway across, the ferry went close to Phung Island, where the tourist park has been quite popular among day-trippers and overnighters for some time.

The island, which is about 80 kilometers from Ho Chi Minh City, can be reached by boat from the Ben Tre side of the river, in Chau Thanh District.

On Phung, visitors can cool down in the breeze off the water, sip a long drink, go for a swim, learn about the Dao Dua religion founded by local architect Nguyen Thanh Nam, and see how coconut candy is made in the little workshop.

The entire process of making coconut candy can be viewed up close, from mixing and stirring the ingredients through the setting and cutting stages to wrapping and packing. The workers will even let the visitor get involved, and there are plenty of samples to scoff down.

Just outside the tourist park are souvenir, craft and food shops stocking the province’s many specialties.

Driving to Ben Tre only takes two hours from Ho Chi Minh City, and less if the trip is made at night.

With its interwoven waterways and green gardens in abundance, Coconut Land makes for an ideal getaway when the weather is sultry and the city too stifling.

Drug addiction and HIV/AIDS rates fall

The number of people contracting HIV and AIDS in 2008 fell by 26.6 percent and 14.35 percent, respectively, compared with 2007. The number of people dying from AIDS fell by 18.75 percent.

These figures were presented at a conference on HIV/AIDS and drug and prostitution prevention March 4 -5 in Hanoi.

Deputy Prime Minister Truong Vinh Trong presided over the conference.

In 2008, authorities conducted investigations into 13,371 cases of dealing and carrying narcotics, involving 20,718 people.

The country helped 45,261 people receive treatment for drug addiction last year.

Programs educating people about HIV/AIDS were carried out and contributed in reducing the number of people catching and dying from HIV/AIDS.

By the end of 2008, Vietnam had 173,603 drug addicts, 4,702 less than 2007.

The number of people with HIV and AIDS in 2008 was 138,191 and 29,575, respectively. A total of 41,544 people died from AIDS related illnesses.

Duty-free to stop for those entering Vietnam

From July 1, 2009, those who enters Vietnam will not be allowed to buy duty-free goods, according to a decision recently issued by the Prime Minister.

According to the new regulations, those who are entitled to duty-free goods are people who leave the country, passengers in transit and passengers on international flights of Vietnamese carriers and joint ventures.

Those allowed to also buy duty-free goods are agencies, organizations and individuals that enjoy diplomatic privileges and immunities, and crews working for international oceangoing vessels, including Vietnamese and foreign nationals.

VietNamNet Bridge - It’s twilight, the end of the work day for migrant shoe seller Vu Thi Soi, although she is not happy with the outcome.

"I only sold a couple of pairs today, less than other days. In any case, it’s time to go home now," Soi says, clutching her shoe push-cart as she heads to her rented home in Dinh Cong Ward, Ha Noi.

Hailing from northern Nam Dinh Province, the 29-year-old woman has been in the capital for three years to earn a living.

It’s common these days to encounter rural women like Soi making their way around big cities, either as street vendors, domestic cleaners or waitresses.

Living in a country greatly influenced by Confucianism, Vietnamese women often occupy a position lower than men at every level. Typical women were known only as mothers and mothers-in-law within their family while men were responsible for making the money to feed the family.

The gender role, however, is changing, with more and more women becoming family breadwinners.

"My husband stays at home for his job as a river fisherman. He also takes care of our three-year-old daughter," Soi says.

"What he earns is meagre, but enough for our daily needs.

"My work is very hard, but I have to earn more money to save up for a new home."

Soi estimates it will take her at least 10 years to save VND100 million (US$5,700), enough to buy a house of "common quality" at her current monthly earning level of VND1 million ($57).

Equal role

The country’s economic growth in recent years has provided both men and women with economic opportunities, one of the key factors to reduce gender disparities.

Figures provided by the Viet Nam Development Report 2004 show that labour force participation rates for women in Viet Nam are among the highest in the world, at 83 per cent for the 15 to 60 age group. The rate among men is 85 per cent.

"Taking into account those rates, the women’s role in the country’s economy is high," says United Nations Population Fund (UNFPA) Viet Nam Representative Bruce Campbell.

Campbell also praises Viet Nam for having "a strong record on the promotion of gender equality and women’s empowerment."

He says the record is manifested in the constitution and legal frameworks, particularly two recent laws, the 2006 Law on Gender Equality and the 2007 Law on Preventing and Combating Domestic Violence.

Implementing equal roles in labour and employment for women is the first out of five targets Viet Nam has striven for in the national action plan for the advancement of women between 2006-10.

"The number of women participating in the labour force is on the rise year after year," says Pham Nguyen Cuong, vice director of the Ministry of Labour, Invalids and Social Affairs (MoLISA) Department of Gender Equality.

She attributes the increase to encouragement from legal decisions and the implementation of socio-economic development policies.

Cuong says that women’s participation in the labour market is significant given that it creates chances for them to escape poverty and improve their access to better education and information.

"It will ultimately benefit their children and society as a whole."

Campbell says that although income earned by women accounts for only 71 per cent of men’s, "Viet Nam is far better than countries such as Malaysia (36 per cent) and even Japan (44 per cent), according to United Nations Development Programme’s Development Report 2006."

"It’s a very good indicator," he says.

Besides taking an active socio-economic role, Vietnamese women are also hailed for their political activities.

"Viet Nam has the highest proportion of women in Parliament in East Asia and the Pacific. Worldwide, Viet Nam also performs well, with the 18th highest proportion of women parliamentarians," Campbell says.

He is also optimistic about the progress Viet Nam has made in attaining the Millennium Development Goal 3, which aims to promote gender equality and empower women by 2015.

"Viet Nam is well on its way to achieving its goal of eliminating gender gaps in primary and secondary education, and has already achieved a gender-balanced youth literacy rate."

The country’s statistics show that 91 per cent of girls and 92 per cent of boys attended primary and secondary schools in 2006.

In tertiary education, women now outnumber men, according to UNFPA Viet Nam.

Unequal playing field

The Vietnamese Government, the UN and non-government organisations in Viet Nam recognise a number of challenges the country faces to ensure sustainable gender equality.

Legislation is existing, but "implementation of laws in provinces, districts, communes and at the household level is much more important," says Campbell.

"Additional support is required to raise awareness and capacity of local authorities and law enforcement officers.

"We had already had requests for that support," he says.

Research carried out by ActionAid Viet Nam (AAV) last December found that there is a low rate of women participating in leadership and management roles at the commune level.

One of the reasons for that, according to AAV’s Women’s Rights Co-ordinator Ha Thi Quynh Anh, is the lack of due attention from local authorities, which in turn is largely influenced by the traditional stereotype that women should stay at home.

Cuong from MoLISA says the stereotype is the biggest challenge that Vietnamese women face.

"The question should be how to invest in changing society’s perception of women’s roles," she says.

Campbell is more concerned with the unequal results the economic growth has brought about for women as compared to men.

"The playing field is not level, and women are not yet able to compete on equal terms with men.

"Men benefit more from jobs with decision-making power and status. Issues such as relatively lower wages and higher wage gaps in the private sector will impact more and more women in the future."

Vietnamese women are also among the most vulnerable to the ongoing global economic downturn, according to Campbell.

"They are some of the first to be unemployed, some of the first to be forced to migrate from one sector to another, or from urban back to rural," he says.

The Vietnamese Government and the UN have developed an ambitious $4.5 million joint programme on gender equality.

The programme brings together 12 UN agencies in Viet Nam to provide technical assistance to the Government to better implement Gender Equality and Domestic Violence laws.

To Soi and many other domestic migrant women, challenges are always imminent.

"Living far from home, we are rather disadvantaged. We live and eat every day in very temporary conditions. We lack family connection," she says.

She does not mention, but many studies have discovered that urban life can pose many threats to them, including diseases and abuse.

"Unlike you, we never celebrate International Women’s Day," Soi says.

Chrorumchec – a festival worshipping the sea in Soc Trang

VietNamNet Bridge – Khmer people in the Mekong Delta have many year-round festivals, most of them featuring ethnic religion and culture, namely Chol Chnam Thmay, Dolta and Ok Om Bok. In Soc Trang Province’s Vinh Chau District, Chrorumchec, the festival to worship the sea, is held on the 14th and 15th days of the second lunar month (March 10-11) and is aggressively promoted to attract millions of visitors.


Local children perform pentatonic instruments in the Chrorumchec festival in Soc Trang.

The festival worshipping Vinh Chau Sea has existed for hundreds of years and the meaning of the festival is to pray for peace for the country, safety for the people, good weather and a great harvest. Moreover, the festival commemorates forefathers who were devoted to the country, the god who blessed them with a good life and the sea that provided them a bounty of food.

For these reasons, the festival has become a tradition not for only Khmer people but also for Chinese and Vietnamese in Soc Trang.

The festival opens with a requiem at an ancient tower built by a local man, Ta Hu. The requiem aims at honoring the contributions of forefathers and praying for good luck for villagers. After that, people make a procession from Cang Sa Pagoda to a Buddhist pavilion to celebrate a solemn religious ceremony to pray for peace for the country.

After the ceremony it is time for recreation activities and animated programs which feature traditional cultures and reflect the daily life of the Khmer people. At the festival, visitors will have a chance to see hundreds of country girls with barrels on their shoulders while they still talk and smile together. The activity illustrates the hard life of the locals but proves they still try to reduce worries and overcome fatigue in their hopes for a better life.

The most animated activity may be the wagon race which features dozens of wagons full of shrieking, laughing participants. The race is to commemorate the past, when Vinh Chau had no machines or tractors and used oxen to plow the fields.

The most exciting part of the festival is a boat race not on water but on dry land. The race represents the hope for rain in times of drought. Racers make boats from banana trees.

The festival also features parallel sentences and traditional songs whose lyrics are prayers for rain and a good harvest.

Visitors to the festival will have a chance to enjoy the sweet voices of Khmer girls singing traditional songs and talented dancers moving with the rhythms of Khmer drums. The two-day event also features traditional folk games that represent the hopes and beliefs of the Khmer people.

Foreign workers flowing into HCM City
=========================================

VietNamNet Bridge – More than 10,000 foreign workers in HCM City are skilled labourers who can’t be replaced by local workers.

According to the HCM City Department of Labour, War Invalids and Social Affairs, more than 10,000 foreign labourers are working in the city. There are around 2,000 in industrial and export processing zones, including 505 Chinese, 317 Taiwanese and 300 Japanese.

Mainly experts and skilled workers

Though the number of foreign labourers is rapidly increasing, the HCM City Department of Labour, War Invalids and Social Affairs’ Director Le Thanh Tam said most foreign laborers are highly-skilled ones who can’t be replaced by local labourers. The flow of foreign workers, therefore, isn’t affecting local labour.

The Chief of Ajinomoto Vietnam’s Human Resources Department, Nguyen An Chung, said the company has 15 foreign employees among its 1,800 workers. They hold key positions in the firm, such as general director, vice general director. Vietnamese are appointed to medium-level management positions.

“Vietnamese staff can learn new things and professional working styles from their foreign colleagues. Foreign employees often assume jobs related to policy making, while Vietnamese are involved in business. At banks, the use of foreign employees doesn’t affect Vietnamese,” said Ho Ngoc Anh from the Technological and Commercial JS Bank (Techcombank).

The Chairman of the Management Board of the Vietnam Industrial and Commercial Bank (Vietinbank), Pham Huy Hung, said the bank plans to recruit laid-off labourers from America and Europe. Hung said Vietinbank is willing to pay tens of thousands of USD for excellent foreign financial experts who have lost their jobs.


The Vice Chairwoman of the National Assembly Committee for Culture – Education – Youth – Children, Ngo Thi Minh, said: “Through surveys in many localities, I see that Vietnamese labourers’ skills are limited. Foreign companies bring modern machinery and technologies to Vietnam. They want to use local workers but Vietnamese workers don’t meet their requirements. Foreign investors have to take a lot of time to retrain Vietnamese workers. Some foreign firms that are not as financially well-off will choose the solution of hiring foreign employees.

Illegal foreign workers

Tam said foreign workers need work permits to work in Vietnam. To get a permit, they must meet the following conditions: hold at least a bachelor’s degree and have at least five years of work experience.

However, many foreign workers in HCM City don’t have work permits because they don’t satisfy the criteria for work experience. Some work at two firms at once. Tam said the department is seeking solutions for these problems.

Many workers from Africa and the Middle East are working illegally in the districts of Go Vap, Binh Tan, Binh Chanh and Tan Phu. They do different jobs, such as selling garments, working as porters, builders, etc.

A company in Go Vap district employs around 100 Chinese workers who don’t have work permits. One firm uses over 900 foreign workers but declares only 300.

The vice head of the Southern Immigration Department, Phan Quoc Thai, said the number of labourers from Africa and the Middle East coming to HCM City increases year by year. The number rose from 2,893 in 2005 to 4,080 in 2007 and 1,765 in the first half of 2008.

Thai said it is very easy for foreign workers to enter Vietnam. They declare that they are entering Vietnam for travel or business purposes to get tourist visas but actually, they intend to work illegally.

City to turn off lights for environment

Illegal wild meat mostly served decayed: experts

The hundreds of restaurants in Ho Chi Minh City that illegally serve wild animal dishes frequently use decomposed meat that is extremely hazardous, experts warn.


“Restaurants in the city do not always have [illegal] fresh wild meat,” said Nguyen Dinh Cuong, head of HCMC park rangers.

“They either sell decomposed meat or that which has been preserved in poisonous chemicals,” he added.

He said raids on many restaurants in HCMC have found that most of the wild meat being illegally sold was decomposed.

“In some cases, the park rangers had to buy hormones to preserve the meat as it started to smell right after it was seized.”

Cuong said they had recently arrested a man carrying six frozen bear paws in Tan Binh District and they stank badly as soon as the ice thawed.

In another case, the park rangers sought permission to destroy more than 100 kilograms of wild boar and mouse-deer meat instead of keeping it as evidence because of the rotten odor.

“Those who eat the dishes wouldn’t know [it was decayed meat] because they treat the meat with a number of chemicals before cooking,” he added.

An illegal wild meat trader, Nhan, told Thanh Nien Wednesday that dead wildlife were often kept in the forest for days by hunters before being carried to HCMC.

He estimated restaurants in the southern metro could buy several tons of such wild meat, mainly poached from the Nam Cat Tien Forest, which covers parts of Dong Nai, Lam Dong and Binh Phuoc provinces.

“A hunt sometimes last for days and hunters cannot carry big animals they’ve shot down,” he said. “They often wrap the animals and bury them somewhere to store and take them later on return trips.”

Carcasses are often stored for between one or two days before being sold to illegal traders at the jungle’s edge.

“The meat is then frozen and carried to restaurants in HCMC,” Nhan said.

He also said hunters and traders did not use chemicals to store the meat, but restaurants could be using them to treat the decomposed meat.

He admitted too that wild meat was very dangerous for digestion.

“It’s not the chemicals but possible strange viruses or bacteria that matter,” he said. “Because the meat is illegal, it is smuggled and totally out of range of supervision by food safety and hygiene authorities.”

More bad news

Huynh Le Thai Hoa, head of the HCMC Health Department’s food hygiene and safety division, said bacterial infection is likely to occur very soon after the animal is slaughtered.

Former deputy head of HCMC Institute of Hygiene and Public Health, Nguyen Xuan Mai, said: “The meat will show signs of decomposition four hours after the animal dies, start smelling between 12 and 24 hours later and get really rotten within 24 hours.”

“The bacteria on the animal skin could attack the meat and human digestion of such meat could cause poisoning, diarrhea or gradual concentration of toxic substances in the body,” she said.

Huynh Huu Tho of the HCMC Animal Health Division also said bacteria including salmonella and E.coli would infect the meat within a day after the animal was slaughtered or killed.

He also warned many restaurants were using chemicals poisonous to humans to preserve or treat the decomposed meat.

“Hormones that are used to preserve meat can cause stomach aches, nausea, vomiting, diarrhea, cardiac collapse and even death,” he said.

Tho also said experiments on mice have found some hormones could cause cancer.

Wild beef

HCMC park rangers said they also found many restaurants deceiving guests, selling beef as wild meat.

Several inspections of a notorious wild meat market on Pham Viet Chanh Street in District 1 also found a few stalls selling wild meat, with the rest actually selling beef touted as wild meat.

At a recent market inspection led by Le Thanh Liem, director of HCMC Department of Agriculture and Rural Development, many traders were found presenting beef as wild meat.

Airport taxis must carry certificates

VietNamNet Bridge – In a move to improve the chaotic taxi situation at Tan Son Nhat International Airport, drivers will have to carry a certificate proving they meet operation requirements.

The regulation, to come into force next month, followed continued taxi violations at the airport, said Terminal Utilisation Company director Phan Le Hoan.

A certificate would be granted to qualified taxi drivers by the municipal transport department and the airport terminal company.

"The certificate will be based on several criteria," Hoan said, "including that drivers prove they have passed a driving training course."

Any taxi driver who sat the course would know how to treat passengers in the correct manner and how to help passengers, he said.

"The regulation also helps us define the exact number of taxis operating at the airport for better management. At present we only know the number of taxi firms allowed to operate at the airport."

Any driver who violated regulations twice would be forbidden from operating at the airport.

Any taxi firm with more than five driver violations in a month would be banned from operating at the airport for a month.

In late February, transport inspectors picked up about 170 taxis violations at the airport, yet the situation remained chaotic even after the inspections were carried out.

Most common violations were failure to park at regulated places and not turning on the taxi meter.

Son Phi Ho, head of the security guard group of the airport’s domestic terminal, said it was difficult to encourage taxis to pick up passengers at regulated places when customers persisted in waiting at unregulated places.

Airport security office head Nguyen Minh Tuan agreed. Raising public awareness and educating taxi drivers were equally important, he said.

"Also, taxi firm owners need to create a habit for their drivers to start the meter when their passengers get in."

Vietnam gets earthquake warning

Vietnam could fall victim to 9.0 magnitude earthquakes, scientists have warned.


“In terms of earthquakes, Vietnam is a high-risk country,” said Nguyen Hong Phuong, deputy director of the National Institute of Global Physics. “There have been earthquakes of magnitude 6.8 in the northwest.”

He issued the warning Thursday during a seminar on earthquakes in Vietnam held by the Vietnam Union of Science and Technology Associations in Hanoi.

Local scientists and experts from China, Japan and the US participated in the event.

“Some major urban areas in Vietnam would be very sensitive to tectonic shifts and tremors,” he said, adding that Hanoi could possibly see a quake of 8.0 on the Richter scale.

He said that though the possibility of a major earthquake in Ho Chi Minh City was far lower than in the capital, the southern hub would be more vulnerable to smaller tremors as its built on weaker land.

Old apartment’s problem

According to research by the National Institute of Global Physics, many apartments, hospitals and schools built on weak foundations in the 1960s and 1970s would be particularly vulnerable to earthquakes.

The research was conducted in HCMC’s districts 1 and 3 and in Hanoi’s Ba Dinh, Hoan Kiem and Hai Ba Trung districts.

Nguyen Trung Hoa, head of the Construction Ministry’s Science, Technology and Environment Department, also told Thanh Nien Thursday he was worried about earthquakes.

“Many buildings are badly deteriorating and apartment residents have modified building structures on their own,” he said.

However, he said modern buildings were much safer.

“New high-rises have been designed with the highest levels of seismic-resistance.”

The Construction Ministry issued seismic-resistance criteria for buildings of nine stories and above in 2006.

Hoa said buildings in HCMC were not required by the ministry to follow the criteria because the area was not as vulnerable to major quakes.

However, he said all new buildings in Hanoi had followed the criteria since 2006.

Past earthquakes

Vietnam suffered two major earthquakes in the 20th Century, both in what is now Dien Bien Province.

The first earthquake was in 1935 with magnitude 6.8 and the second in 1983 with magnitude 6.7. The two quakes caused cracks in the walls of houses in Hanoi, some 470 kilometers away.

In May 2008, Hanoi suffered tremors from an earthquake of 6.1 magnitude in northern Laos. Although no casualties were recorded, the quake terrified residents and employees working in high-rise buildings.

In 2005, light tremors scared many in HCMC. Authorities said they were caused by a minor earthquake in the sea off Ba Ria-Vung Tau Province, with a magnitude of between three and four.

Earlier in 2001, an earthquake damaged thousands of houses in Dien Bien Province.

From Cau Da Port, a smaller boat can be taken out to the 28- meter long, 7.4-meter wide, and five-meter high King Yacht, which was built at Nha Trang University’s Institute for Shipbuilding and licensed by the Vietnam Register. The vessel offers luxury cruising complete with a dining room and bar that can also serve as a conference area for business functions.

The ambitious entrepreneur says he had always dreamt of one day having a made-in-Vietnam yacht to serve visitors in Nha Trang, allowing them to explore the country’s coastal regions in comfort.

Soaking himself in mineral water, Mark, an American visitor at Nha Trang Town’s Thap Ba hot spring with his girlfriend, said: “We first came here two days ago. We really like the mud bath and massage so we’ve come one more time before leaving.”

"We were advised to first soak in hot mineral water for 45 minutes," said Mark. “To get the full effect of the treatment, we should take a break every five minutes and rest on the side of the pool. The mineral water is kept at 38-41oC.”

After the mineral water, visitors can soak in an outdoor mud bath. There are two options – private or communal mud bathing. A private bath can fit two people and has a bamboo screen for privacy. Up to eight people can splash about in the communal mud bath, which is less expensive.

The mud, which comes from a natural source 60km away, is heated. Towels and even bathing costumes are supplied.

“After soaking in the mud for 15-20 minutes, we dry off in the sun or get a relaxing massage,” said Nguyen, who comes from Ho Chi Minh City.

Besides mud bathing, visitors can bathe under artificial mineral water falls where the temperature is around 40 degrees Celsius.

According to scientific studies, hot spa water, hot mud and fresh forest and sea air are the best elements for body-resistance and health recuperation. In addition to relaxing and stimulating the nervous system, the hot spring water and mineral mud can cure skin diseases and make the skin white and smooth.

"After ten consecutive days enjoying the mud bath, hot spring and massages, my wife is getting much healthier, but more importantly, she has completely recovered from her skin ailment," said 55-year-old Minh Nguyen, whose wife had suffered skin damage from using cosmetics incorrectly.

Despite natural medicinal tourism being new to the country, Thap Ba received some 400,000 visitors last year, about 5 percent more than in 2007.

To reach Thap Ba Hot Spring Center, which is just four kilometers from the center of Nha Trang, drive down the road that passes the Ponagar Towers. The hot spring is perched on a hillside, overlooking the river.

Up north, a 30km drive from the main town in Hoa Binh Province takes visitors to Kim Boi hot spring. Scientific tests have shown that the mineral water at Kim Boi, which is a constant 36 degrees Celsius, is suitable for drinking, bathing and for the treatment of rheumatism, intestinal diseases, stomach aches and high blood pressure.

Dinh Thi Phien, director of the Hoa Binh Traditional Herbal Company, says her company has added to the Kim Boi site by opening a center for relaxation in Phong Thu Commune, Cao Phong District.

"We are preserving more than 200 rare traditional herbs from ethnic groups, a valuable herbal treatment resource," says Phien, adding that for travelers who are interested, the center offers acupuncture, pressure point massage and herbal baths with the price ranging from ND200,000-300,000 ($11.42-17.14) a day per person.

Naturopathy tourism earned Asian countries, including India, Thailand and Singapore, $1.6 billion last year, but it is still a new industry in Vietnam. The country’s health facilities and services are as not as modern as other countries, according to the Vietnam National Administration of Tourism (VNAT).

“However, Vietnam is known worldwide for its traditional herbal medicine, which is a potential source for us to tap and develop health tourism," a VNAT official said.

The National Institute of Acupuncture (NIA) in Hanoi is internationally recognized and more affordable than similar institutions in countries like Thailand and Singapore.

Traditional acupuncture therapy Nguyen Quoc Khoa, NIA’s deputy head, said, “The combination of tourism and traditional acupuncture therapy and treatment is brand new in Vietnam. Like other Eastern countries, traditional medicine has been around in Vietnam for a long time, especially acupuncture therapy and treatment. Therefore, a lot of foreigners want to come to Vietnam for these kinds of healthcare services.”

Travel companies, who always want to attract more tourists, proposed this form of tourism to the NIA.

The institute's leaders, aiming to give the public the finest healthcare services, agreed with the proposal and worked with travel companies to open the health tours.

“Through tourism, we hope foreign tourists will understand more about Vietnam's traditional medicine, including acupuncture therapy and treatment,” said Khoa.

“Since the launching of this specific tourism option recently, we have received a lot of foreigners wanting treatment through acupuncture therapy.

“If foreigners come to Vietnam purely for the purpose of health care, it requires complicated procedures including letters of introduction from hospitals in their countries. If they visit Vietnam as normal tourists, it is certainly much easier.

“To meet the demand of tourists, the institute has sent doctors and nurses to accompany a great number of tour parties to ensure proper healthcare conditions. Acupuncture therapy is an effective method of healthcare and treatment due to the ease of mobility and scant requirements. Therefore, I think that health tourism will develop and prosper in the near future,” said Khoa.

The crocs of Cat Tien

Some of the world's most endangered species live in the tropical forests of Cat Tien, the southland’s largest National Park.


Just two and a half hours from Ho Chi Minh City, Crocodile Lake lies nestled in the jungles of Cat Tien National Park, a treasure trove of biodiversity. In the middle of the thick Dong Nai Province forest, the oasis comes up rather unexpectedly. The crocs are abundant at the lake, but not easy to spot as they shy away from humans.

White-necked cranes, pheasants, and Indian storks also make their homes around the lake.

Other than a few tourists that come for jeep rides, hiking or “night safaris,” the only visitors here are conservationists, scientists, researchers and bird watchers who observe some of the park’s rarer species of flora and fauna.

The lake, known as Bau Sau in Vietnamese, has been designated by government authorities as a sanctuary for endangered freshwater Siamese crocodiles.

It is home to more than 60 crocodiles now.

Photographers love the spot for both the animals and the surrounding greenery.

Night hikes around the lake are particularly exciting.

The rare Gaur, a large herd animal, can often be seen here at night. Guars are relatively easy to see in Cat Tien compared to other areas. Herds of 15 or more are a fairly common sight at Bau Sau as the animals come to the lakeside to graze.

The largely nocturnal and endangered Sambar deer can also be seen drinking from the lake at dusk.

Bau Sau is one of the more than 1,800 sites in the Ramson List of Wetlands of International Importance due to its spectacular geology and biodiversity.

Health center can’t handle food poisoning, bad water

Ho Chi Minh City residents are increasingly at risk of food poisoning while agencies have demonstrated a deficiency in problem solving skills, officials said at a meeting Thursday.


Representatives from the municipal Preventive Health Center told members of the city’s People’s Council, which acts as the local legislature, that more than 1,600 people had suffered from severe food poisoning in mass cases last year.

Fourteen were killed by poisonous wine, according to the center.

Mass food poisonings at schools last year surged to seven cases from two in 2007.

The center, which is in charge of ensuring food safety and hygiene in the city, reported that health officials had not discovered the cause of more than half of the 42 major food poisoning cases over the past two years.

Cai Phuc Thang from the Department of Propaganda and Training at the city’s Communist Party Unit said he was angry at the reports and questioned the competency of the staff and equipment at the center.

Nguyen Sy Hao, deputy head of the center’s Food Hygiene and Safety Department, said in some cases, samples of the poisoned food or drink had not been collected while several cases had so many possible causes that officials couldn’t pinpoint the main factor.

Hao admitted there were times the center couldn’t figure out the problem even after examining the food that caused the poisoning.

Thang suggested the center needed to take control of food hygiene and safety initiatives even at the ward and commune levels.

“Ward and commune officials aren’t qualified to do that,” he said.

Deputy Nguyen Dang Nghia of the council said the preventive health center “shouldn’t let the residents live with unhygienic and unsafe food any longer.”

The center should have a review to identify difficulties so the city administration could help come up with solutions, Nghia said.

Drinking water not drinkable

As 67 percent of the city’s bottled water plants and 61 percent of ice-making plants failed hygiene inspections by the health center last year, councilor Nguyen Van Minh said the center should tighten its control over the ice making and water bottling process.

Also, 12 percent of the underground water used by city locals last year didn’t meet safety standards. The figure was higher than that in 2007.

“Residents cannot feel safe about the quality of water these days,” said council member Nguyen Thi Ngoc Hanh.

Pham Van Hai, vice chairman of the city’s Fatherland Front Committee, questioned the capacity of the preventive heath center, saying it might not be able to check the quality of all water supplies used by locals, including tap water and well water.

Hai asked whether the center had tested the water in Binh Hung Hoa A Ward of Tan Phu District, where many locals had complained of illness, and even death, due to bad water. Some residents said the water was even causing cancer.

But Hoang Thi Ngoc Ngan from the center said the agency had tested the water and found no poisonous metals or toxic chemicals.

Howard & Sons Pyrotechnics from Australia will stage what it claims will be the world’s most memorable display.

The 87-year-old fireworks manufacturing giant with an impressive resume of 40 international performances and prizes to its credit will put on a 21-minute show.

Its “Southern Star” extravaganza will treat the audience to a colorful mixture of fireworks and symphonic, rock and Australian tribal music.

Also competing will be Spain’s Pirotecnia Zamorano Caballer, which presented fireworks at the coronation of Britain’s Elizabeth II decades ago.

With more than 20 top prizes from international fireworks competitions under its belt, the Spanish company is confident of wowing the crowd with its “Melody of Happiness” display.

Da Nang, on the central coast, will also be fielding a team, albeit one inexperienced in theatrical pyrotechnics.

“We’re competing mainly to learn from the others,” said a spokesman for the local team. “But rest assured we will give it our best shot.”

Helmets unsafe as makers cut costs: experts

Ho Chi Minh City Thursday announced that 11 out of the 12 helmet samples it tested recently failed to meet safety standards.


Brand samples that failed the tests included Song Hung producer’s Napoli brand, Kinota brand of Kim Ngoc Tai Company, Kano of Phu Gia Khang Company, Sava, Amotor and Nipa of Nghia Phat Company and a brand from Nguyen Bao Tin Company.

In the tests, the only helmet type that met safety standards was produced by Nghia Phat Company for an order from local Hong Bang University.

Before the tests, HCMC’s Market Management had fined Da Ly Company in District 6 on February 23 for making unsafe helmets.

HCMC Market Management’s Ly Ngoc Thang said a business can only start producing helmets for sale after its sample passes a safety test.

All 11 unsafe brands, however, were certified to carry CR stamps, issued for crash helmets that meet a set of safety standards, including size, weight, strength and visability.

According to the city’s Market Management, crash helmet producers have been engaged in unhealthy competition to minimize prices to VND35,000-40,000 (US$2-2.30) apiece, causing a drop in quality.

The Ministry of Science and Technology from November last year banned all helmets that didn’t qualify for CR stamps.

A test by the Vietnam Standard and Consumer Association (Vinastas) in April last year, four months after motorists were ordered to wear crash helmets, showed that more than 70 percent of the helmets on the city market did not meet safety standards.

Vinastas said 80 percent of helmets with quality control stickers were also unsafe.

Smart spam outwits mobile network providers

Vietnam’s mobile phone users are being tormented by a new wave of spam while major service providers are at a loss as to what to do about it.


Victims said the irritating messages have become more cunning and enticing in their content.

VinaPhone network user Tran Van Quang often receives messages asking him to see a collection of “beauties in bikinis.”

The message sender also asks him to text number 8741 to order the collection.

If replying to these messages, users could possibly be charged VND15,000 (US$0.86).

Phong Thuy Communications Joint Stock Company, which uses the 8741 number, denies sending such messages and made no further comment.

A deputy director of an advertising service provider, who wished to remain unnamed, said several other advertisers made text messages look like promotions from network providers to fool people.

The ads often gave the false impression that they were making free offers.

A senior official of Viettel Telecom, which provides the Viettel network service, said he was also spammed several times a day.

The messages, which come from normal mobile numbers, were phrased to sound familiar like a friend who is recommending a service.

Viettel Telecom and Vietnam Posts and Telecommunication Group (VNPT), which provides both MobiFone and VinaPhone network services, both said their call centers received thousands of complaints every day about the spam messages.

Ho Cong Viet, head of the VinaPhone sales department, said it’s hard to find the people to blame, because most spam comes from cell phone numbers of prepaid subscribers, who don’t need to provide their identity when registering.

“There’s not yet any ruling about message sending between individuals,” Viet added.

MobiFone subscriber, Nguyen Quang Tien, said he stops every time his cell phone gets a message because it could be important.

“But most of the messages are from numbers I don’t know, asking me to order collections of the hottest girls or most recent tones, to view lottery ticket results or to consult a fortune-teller,” Tien said.

He said the senders never answered when he called back.

Some spammers get around network providers by using prepaid SIM cards of one network to send to users of another network.

The receivers can only complain to their network provider, who cannot terminate the sender’s service.

By the time the two providers work it out, the spammer has used all the credit on the SIM card and has started using another.

Viet admitted that poor cooperation slowed the process.

Recently, Viettel issued a notice saying it planned to end contracts with advertising service providers if Viettel received 100 spam complaints about the provider’s number, such as 8741 of Phong Thuy Company.

After Viettel gave the recent notice, user complaints about spam dropped from 5,000 to 1,200 a day.

More bottled drinking water found with bacteria

Three more samples of bottled drinking water have failed health tests, the Ho Chi Minh City Health Department’s inspection bureau said Monday.


Aquaphar five-liter bottles produced on January 3, 2009 by Tam Dang Pharmaceutical and Trading Company were found containing pseudomonas aeruginosa, a bacterium that can cause respiratory and blood diseases.

Bottles of Golf brand water produced by Tan Tan Duc Manufacture and Trading Co. were also discovered with the same bacteria. The company had twice ignored instructions to cease production on February 17 and March 2.

Dowaco bottled drinking water made by Dong Xuan Manufacture and Trading Co. in District 12 was found contaminated with Coliform bacteria.

Despite long-time concerns about sex domain names and their pornographic content, the Vietnam Internet Network Information Center has still approved and provided domain names to individuals and companies.

While searching ‘sex’ on the internet, limiting the search within Vietnamese websites, users can find a long list of results. Most of the listed domains were provided by the Center.

The domain lauxanh.com.vn (‘brothel’) belongs to Zhuo Huang from US based Hi-Tek Inc while its sister lauxanh.vn was offered to Viet Nguyen.

Hi-Tek Inc also owns various domain names with sexual content, such as sexshops.vn, sexshops.com.vn, sex games.com.vn, sexy.com.vn, and sexy.vn, all distributed by the Center.

Domains, for example ‘sexy,’ can even be found in unrelated addresses, such as .edu – for educational use. The domain sexy.edu.vn belongs to Ngo Quang Hoa.

This is not the first time that the Center has released such controversial domains.

The first case became public when hinhsex.com.vn, registered in 2006, was a hub of pornographic material. This website was banned in 2008 after articles appeared in the media.

Releasing sex domain names

When asked about the issue, the Center said that they would still offer these kinds of domain names to the public if there is a demand and will keep control of the content. However, it is seemingly a big mission and not easy.

The case of hinhsex.com.vn is a clear example. After being registered, the website was not banned for two years and not because of the Center.

Various other searches like danvip, okie, and daythi, based around young teenage girls, with pornographic material were discovered by Lao Dong in 2008.

It took a long time for relevant departments to act. The Ministry of Information and Communications and the Centre took some time to consider the cases and finish completing administrative formalities before deciding appropriate punishment.

Websites with sexual content continue unmolested even when touched upon by the media.

After connecting to the Internet via GPRS and entering a chat room, I was so confused to see a “forest” of hot and sexy nicknames, such as girlsex100, callgirl, tinhmotdem (one-night love), traitanphucvuquyba (virgin man serves ladies), timgirlchatsex (seeking a girl for sex chat), emmunlamtinh (I want to make love). Many nicknames are too obscene to mention.

This chat room contains many sub-rooms with very “attractive” names: “pink night”, “sexuality”, “room without sex”, and so on. According to a boy who is a long-time member of this chat-room, many chatters are teenagers and call girls, who enter this room to seek “clients”.

I curiously joined a room and chatted with “girl sex” nickname. After exchanging greetings, “girl sex” immediately asked whether I wanted to see her and sent me a nude photo to my cell phone. I logged off the room after receiving an obscene curse. Suddenly, a male nickname came in to flirt with me.

Chatting on cell phones is very easy and convenient so students can both chat and “study” in class. If they are bored with chatting on the phone, they can go to Internet cafes where there are large-screen computers and webcams or go home. Many parents install the Internet to serve their children’s studies but they don’t know that their kids are using the computers for sex chats.


Where are the authorities?


Since super-cheap chat software for mobile phones like Ola and Vitalk has appeared, the number of mobile-phone chatters has rocketed. With these two software items, mobile-phone users can be online everywhere there is a GPRS or Wifi connection.

These software products enable users to chat, send SMS, make phone calls, look up dictionary, take photos, send images, etc. Compared to text message service, it is very cheap to chat, using these software products. In just six months, Vitalk had more than 260,000 members. On average, around 140,000 users join Vitalk a day.

Vitalk has brought about an opportunity for low-income earners to exchange information from cell phones to cell phones and computers globally. However, its chat rooms are abused for sex chats.

At the end of 2008, Vietnam's workforce stood at 45 million, with roughly half employed in agriculture, forestry and fishery. Unemployment was 4.65 percent, the ministry said, implying just over 2 million people were without a job.

Vietnam's parliament officially forecasts economic growth this year of 6.5 percent, but economists widely view that number as unattainable, given falling exports, remittances and foreign direct investment.

Many, including the International Monetary Fund and the World Bank, expect growth to be between 4.5 percent and 5.5 percent.

Ngan said about 6,000 Vietnamese Vietnamese working abroad had been sent home after being laid off by foreign employers.

The government was still aiming to send some 90,000 workers overseas this year, up from 85,000 last year.

Vietnam sent nearly 18,000 workers abroad in the first two months of 2009, mainly to South Korea, Taiwan, the United Arab Emirates, Bahrain and Japan.

Vietnam estimates March inflation at 11.25 pct


Vietnam's consumer prices in March rose an estimated 11.25 percent from a year ago, the lowest annual rise since November 2007, the government said on Tuesday.

March prices eased 0.17 percent from February after a rise of 1.2 percent last month from January, the General Statistics Office's monthly report showed.

Food prices jumped nearly 24 percent this month from a year ago, it said.

November 2007 was when Vietnam started recording double-digit inflation in its annual data, with prices jumping 10.01 percent from November 2006.

The report said average consumer prices in the first three months were estimated to be 14.47 percent up from the same period last year, lower than the average annual rise of 16.13 percent in the first two months.

The Vietnamese government has targetted inflation this year at 15 percent after 22.9 percent last year and is looking for the economy to grow 6.5 percent.

The International Monetary Fund, in a report this month about Vietnam, forecast average inflation would be 8 percent, higher than a World Bank forecast of 7 percent.

Fireworks city sets up hotlines for tourists

Dang Nam
Danang City, the host of this week’s international fireworks competition, has set up three hotlines for tourists to report cases of overcharging.

Until March 28, tourists will be able to report overcharging by local businesses by calling (0511) 389-6138, 0903-504-155 or 0905-023-244.

The head of the tourism office of the city’s Department of Culture, Sports and Tourism, Duong Thi Tho, said local hotels and tourist services had been ordered not to raise prices during the Danang International Fireworks Competition.

Local businesses who were caught overcharging tourists will have their licenses withdrawn or cancelled, Tho added.

Meanwhile, flights into Danang from Hanoi and Ho Chi Minh City from March 26 to 28 are fully booked, including 10 extra flights to the central city scheduled by Vietnam Airlines.

Fireworks displays by teams from Australia, Spain, China, the Philippines and Vietnam will light up the skies of Danang on March 27 and 28.

The 5,042-meter-long cable car at Ba Na Mountain has been recognized as the world’s longest single-cable cable car by the Guinness World Records, the Ba Na Cable Car Joint Stock Company said at a Monday press briefing.

The cable car system links the foot of Ba Na Mountain with the peak of neighboring Vong Nguyet Mountain in the Ba Na-Suoi Mo Tourism Area, some 40 kilometers west of Danang City.

The VND300 billion (US$17.2 million) cable car system is able to transport 1,500 passengers an hour.

It is estimated to take 15 minutes to travel the 5,042-meter cable car ride.

At the final station of the cable car, tourists will be able to see a 27-meter-high Buddha statue, believed to be the largest of its kind in Southeast Asia.

The rate of cell phones usage in Ho Chi Minh and Hanoi has eclipsed the rapidly developing Chinese and Indian domestic markets, according to a survey by global information and media company Nielsen.

The survey, released on March 20, found 74 percent of people in Ho Chi Minh and Hanoi own a mobile phone. In comparison, 30 percent of India’s population and 46 percent of China’s population owns a mobile phone.

Most Vietnamese people use their mobiles for work purposes, with each person spending an average of VND200,000 (US$11.40) or less per month on prepaid cards, the survey found.

The company conducted the survey on 5,000 people aged 15 to 54 years old in towns and cities in Vietnam in November last year.

“Mobile phone usage in Vietnam is big and getting bigger,” the company said in a statement. “From pre-teens to over-60s, it seems everyone in Vietnam has a mobile phone, or even two.”

Nielsen Vietnam General Director Aaron Cross said it was no surprise that high-tech products were popular in Vietnam, given 54 percent of Vietnamese population was aged under 25.

Personal and household incomes in Vietnam had increased significantly in recent years, leading to much higher consumption of products and services, including mobile phones, according to Nielsen.

A separate Nielsen report, “Boom or Doom in Vietnam in 2009”, found consumers expected to decrease their spending on phone bills, general utilities, electricity and fuel over the next six months.

Why deny pure Vietnamese beauty?

One of the biggest differences about Vietnam I've noticed and puzzled over is that some Vietnamese youth deny their pure Vietnamese beauty!
I came to Vietnam for two months to conduct research into oriental youth culture. Before Vietnam, I was in Thailand, Japan, Korea, Cambodia and other countries so I partially understand some of the differences and similarities of Asian countries.

In Japan and Cambodia when someone is praised for their beauty, the admirer says something like: "he/she is so beautiful" or "that child is wonderful." But in Vietnam, I usually hear: "she's as beautiful as a Korean movie star," "that boy looks exactly like a Westerner" or "this beauty queen is as beautiful as a French person."

Perhaps, to many young Vietnamese, this way of praising others is normal and they probably feel extremely happy about these flattering words. But for me, I find myself choked when thinking about Vietnam with its wonderful landscapes and friendly people - who are physically as beautiful as anyone in the world - and wonder why some of its citizens do not realize and appreciate this.

Walking along the streets in the center of Ho Chi Minh City, I saw groups of teenagers with straightened hair wearing short skirts, ties and multicolored glasses.

I asked my translator about the teens. He said they were dressed in "popular Korean and Japanese trends" that people who craved attention wore. He also emphasized proudly that young people in Vietnam kept themselves abreast of foreign fashion trends, often adopting them right behind the country of origin.

As I was watching teen TV channels, I was assaulted with a barrage of Korean teen colors. The only thing that's left is that the language in use is Vietnamese.

Much to my regret, the ao dai (Vietnamese traditional long shirt) and natural hair styles are rare in Ho Chi Minh City now. Perhaps, those are the most beautiful pictures from your country.

I still remember a joke from a Cambodian little girl that I met: "we have a unique dark and ugly skin." These words made a listener like me both amused and happy. Because at the very least I know that a Cambodian girl is proud of what she has and does not yearn for things that will never belong to her.

Local software beats Bitdefender AV in virus killing test

Vietnamese antivirus software has come second in the country’s first test of commonly used threat detectors and exterminators, the Vietnam Information Security Laboratory (VISL) said early this week.


CMC Internet Security is able to identify and destroy 97.86 percent of 60,548 verified viruses and vandals, while better known programs like Bitdefender AV and AVG can only kill 80 to 93 percent of them, said VISL’s Nguyen Khac Viet.

G-Data AV tops the winners list with an ability to identify and remove 98.52 percent of threats. Another foreign program, Avira AV, is third with a rate of 96.48 percent.

The five programs were set up in identical testing environments, meaning they were run on computers with the same configuration and tested with the same viruses and malicious codes.

In preparation, VISL’s software engineers identified and detected more than 60,000 viruses and vandals, Viet said.

It was Vietnam’s first independent assessment of commonly used antivirus software. Further tests will take place in June, September and December.

The test results will motivate antivirus software producers to improve their products’ quality and effectiveness, Viet said.

Some 60 million computers in Vietnam were infected in one way or another last year, at an estimated cost of US$ 1.7 billion, the General Department of Technology under the Ministry of Public Security reported on Tuesday.

It is estimated that 1,000 websites in Vietnam had security holes and 461 websites were known to have been hacked.

Around 33,000 new viruses were detected in Vietnam, including 36 home-grown, last year.

VISL is a newly established government agency for testing and assessing the quality of information technology and security products.

Actually this gal is good and treat me well. She never bothers me about money or other things. Once awhile we will sms and meet up for dinner and hanky panky. Whenever I need to release, she is always available for me. She never send me so many sms before...

Vietnam to climb out of recession soon

Based on the country’s economic performance in the first quarter, the General Statistics Office of Vietnam (GSO) on March 27 released its economic forecast for 2009.

Vietnam’s GDP may grow by 4.8-5.6 percent, with industrial output to expand 4.6-6.1 percent; agricultural production to rise 2.5-4.5 percent, and retail sales and service revenue to surge 15-18 percent.

The country’s export turnover this year may reach $56-58 billion while imports are likely to be much higher, at $63-65 billion.

Unemployment, and under-employment, will be around 7.7 percent and the rate of poor households will be 12.2-12.4 percent.

If all the forecasts come true, Vietnam will become one of the first economies to climb out of the global economic recession, the GSO said.

Domestic tour discounts draw more tourists

A group of 20 travel companies who joined forces to offer discount package tours say the promotion has tripled customer numbers.

The travel companies, who are participating in the government’s “Impressive Vietnam” tourism stimulus campaign, have offered discounts of up to 40 percent on package tours since February 20, Young Generation Travel Company Deputy Director Tran The Dung said on Sunday.

The travel companies involved in the campaign include Young Generation, the Saigontourist Travel Service Company, Tan Dinh Trade and Travel Service Company and the Saigon Petroleum Service Corporation.

The companies were able to offer the discount tour packages after flag carrier Vietnam Airlines offered certain travel agencies discounts on airfares of up to 60 percent.

Budget airline Jetstar Pacific has also released 50,000 cheap tickets while Indochina Airlines has offered discounts of up to 40 percent to tour operators.

But the number of domestic tourist traveling by road and rail has hardly changed since the Impressive Vietnam campaign was launched, with road and rail tours only discounted by 10 to 15 percent.

Dung said the 20 companies in the campaign were negotiating with 200 hotels, resorts, food and transport service providers for discounts of 20 to 30 percent for the remainder of this year.

The discount package tours are available until May 31, except for the long weekend that includes the April 30 and May 1 public holidays.

Anniversary of Son My massacre honored

Hundreds of locals and international visitors on Monday honored the Son My villagers brutally murdered 41 years ago by U.S. forces during the Vietnam War

On March 16, 1968, U.S. soldiers killed 504 unarmed Vietnamese civilians in Son My Village’s My Lai and My Khe hamlets after being ordered to search for and destroy communist fighters in the village.

The victims included women, children and old people. Many were beaten, tortured, maimed and sexually abused before being killed. Some of the villagers’ bodies were found mutilated after the massacre.

To mark the anniversary, tourists from the United States, England and Japan and local people laid flowers and wreaths and burnt incense at the foot of the monument in the Son My Remnant Area in central Quang Ngai Province.

U.S. war veteran Mike Boehm, who featured in the 1998 documentary “The Sound of the Violin in My Lai,” played the violin in memory of the victims. Over the past 10 years he has attended many anniversary ceremonies at the village.

As he has done for the past 12 years, U.S. war veteran Bill Kelly sent a postcard and 504 roses to be placed at the foot of the Son My monument in memory of the victims.

After the ceremony, a bell tower worth VND100 million (US$5,714) was dedicated. It will be rung 504 times at 6 a.m. every day for the souls of the 504 Vietnamese victims of the mass murder.

Boehm also announced a VND1.3 billion ($74,560) upgrade of the Son My primary school, financed by money raised by U.S. veterans through Madison Quakers Inc.

Chinese contractors have won many key construction projects in Vietnam and are undermining the local economy by using Chinese workers, products and equipment, a seminar in Hanoi heard last Friday.


Many of the products and equipment are available in Vietnam, local constructors said.

The seminar was held to discus the government’s stimulus program for the building sector.

As the country faces its lowest pace of expansion in a decade, the government is planning to boost spending on infrastructure and industrial projects to try to boost industrial growth.

However, Tran Ngoc Hung, chairman of the Vietnam Federation of Civil Engineering Associations, said foreign contractors, mostly Chinese companies, have won numerous key projects in the electricity, cement, building and chemical sectors in Vietnam.

“It’s of great concern that Chinese contractors usually bring thousands of workers and equipment [to Vietnam], while Vietnam is totally capable of providing for such needs,” Hung said.

Nguyen Cong Luc, a senior official at the Government Office, said he knew one construction project in northeastern Quang Ninh Province employed more than 2,000 Chinese workers.

Many Chinese workers in Vietnam hold only tourist visas, not working visas, said Tran Van Huynh, chairman of the Vietnam Construction Material Association.

Huynh said he once visited a cement plant built by Chinese contractors in Vietnam and found “even a simple toilet was imported from China, not made in Vietnam.”

Tran Hong Mai of the Ministry of Construction said Chinese contractors often won contracts because they may have received “several forms of support from their country, including fiscal benefits, to lower the price of the tender.”

According to the Law on Procurement, Vietnamese bidders must be prioritized, Mai said, adding many investors may have forgotten the regulation.

According to the Ministry of Industry and Trade (MoIT), the country will invest nearly US$110 billion in developing the power, construction materials and chemical industries between 2000 and 2015.

The online VietnamNet newswire earlier this month said the Vietnam Association of Mechanical Industry has also called for the government to give preference to local businesses in selecting general contractors for major industrial projects.

No local contractors could beat their Chinese rivals in terms of bidding prices, the association claimed.

Of 11 coal-fired power plants and 18 cement plants under construction nationwide, Vietnamese companies could win only one contract in each category, it said.

However, at a recent meeting at the MoIT, Deputy Minister Bui Xuan Khu stressed the importance of transparent procurement $$$$$$$$.

The government could not limit the number of foreign bidders in the $$$$$$$$, he said.

HCMC to release roadwork map

Ho Chi Minh City Transport Department next month will release an online map of roadwork to help residents avoid traffic jam hotspots.

With 12 infrastructure projects underway, the city has 221 street barriers in 76 streets. With most street barriers in the middle of the road, traffic jams are a daily headache for commuters in the city of 6 million people.

The HCMC environmental hygiene project along the Nhieu Loc and Thi Nghe canals has the most barriers of any of the projects, with 124 barricades in 27 streets.

The department said it will regularly update the map on the city’s official website to show the location of new street barriers.

This year, the city plans to dig up 75.4 kilometers of road in 104 streets for infrastructure projects, including three drainage projects in main streets such as Hai Ba Trung, Tran Quang Khai, Le Van Sy, Cach Mang Thang Tam and Dien Bien Phu.

In 2008, construction firms completed 49.6 kilometers of road works, about 43 percent of projects underway in the city.

The HCMC Traffic Safety Committee said the city had experienced 13 traffic jams in the first two months of this year. Last year, there were 48 traffic jams, according to the committee.

The committee defines a traffic jam as a blockage that lasts more than 30 minutes.

VietNamNet Bridge - The HCM city’s Health Department is short of personnel and capital to adequately inspect facilities for food safety and hygiene, according to health officials attending a conference held on Thursday in HCM City.


While the number of unlicensed markets is on the rise in HCM City, teams of market inspectors still lack staff and adequate funding to carry out enough food safety and hygiene checks across the city.


Le Truong Giang, deputy head of the Health Department, said most inspectors were newly hired and lacked specialised knowledge and experience.

Few food analysis and testing laboratories exist in the city, and testing and identifying the cause of food poisoning cases is carried out slowly, especially in the city’s districts.

Inadequate city regulations on food safety and hygiene and compensation policies for victims of food poisoning and other consequences of unhygienic spots were impeding progress, according to Giang.

Management oversight of wine manufacturing and trading units was also difficult because more and more companies were setting up shop, he added.

There had been an increase in the number of slaughtering facilities as well, an official of the Health Department’s inspectorate said.

The city’s management of street vendors was also weak, he added.

In addition, according to the Department of Agriculture and Rural Development, farmers’ use of so many kinds of pesticides and other chemicals have made it difficult to test their produce for safety.

Squatters increase

An official of the Department of Industry and Trade said the number of squatter markets was increasing and that the management of food products in the markets was becoming too demanding for city inspection staff.

The Health Department has asked that district People’s Committees strictly regulate markets so that similar food products, such as seafood, are sold in separate areas.

The department has also asked the city government to create specific policies on safety violations and compensation rates for victims of food poisoning.

The Food Safety and Hygiene Management Office of the Health Department has been asked to continue with public education campaigns on food safety and hygiene.

Huynh Le Thai Hoa, head of the office, said that despite a variety of safety education campaigns, many people, including migrant workers and the poor, were eating at unhygienic places.

Safety awareness, including wearing protective clothing at work and medical check-ups, is low among the general population.

In the near future, the Health Department will work with other agencies to organise a conference on the management of street vendors, officials said.

Tertiary students shun foreign languages

English is considered the global language but that doesn’t guarantee its continued existence as a university major in Ho Chi Minh City.


With fewer and fewer students opting to major in a foreign language, Ho Chi Minh City’s universities have been pruning their language courses and in some cases eradicating them altogether.

Public institutions like the University of Humanities and Social Sciences have responded to the subdued interest by lowering their English entry requirements, while some private universities have cut the number of classes or stopped their English courses entirely.

Van Hien University, for instance, opened four English classes for 135 students in 2000, but two years later it was down to one new class with 41 students.

There were no English classes whatsoever in 2005 and 2006 as very few students applied.

For the following year, Van Hien changed the name of the course to English for Business and Trade and enrolled 26 students.

At Hong Bang University, so few applicants passed the English entrance exam that they were transferred to other majors like tourism administration and accountancy.

Nguyen Thi Mai Binh of Hung Vuong University says her school is also having trouble attracting students interested in English or any other foreign language on offer.

Hung Vuong’s answer was to lower the entrance examination’s pass mark to the minimum regulated by the Ministry of Education and Training.

The same situation bedevils the HCMC University of Foreign Language and Information Technology.

“We are very nervous and worried that there won’t be anyone to enroll in our foreign language courses within a few years,” says Bui Khanh The, the university’s deputy head.

He attributes the situation to the dictates of the marketplace.

When they recruit university graduates nowadays, most companies are looking for people with more than just foreign language proficiency; they want job applicants with certain professional expertise, so having English skills is not the deciding factor in landing a job but merely an advantage, The explains.

Tran Chut, deputy head of Van Hien University, views foreign language qualification much the same way, and believes it is no basis for a career.

He points out that there is no need to do an intensive four-year course in English when language skills can be honed by completing a short course at a language school.

Moreover, most universities now simply aim for their English students to score 350 to 450 in the Test of English International Communication (TOEIC) exam – a global standard for measuring English language skills for business.

This means that fresh graduates can have internationally accepted English skills without majoring in the language.

Other languages too

It’s even worse where French and Chinese are concerned.

At Nong Lam University, so few students have enrolled in French since the course started that it has finally been dropped, according to deputy head Huynh Thanh Hung.

It’s the same at the University of Humanities and Social Sciences, where the number of students majoring in French has plummeted, says deputy head Le Huu Phuoc.

To keep the French course going, the university has started taking students who failed at other schools or other courses.

Ta Quang Lam of the HCMC University of Education says that last year his school was allowed to enroll up to 80 students in its French education and French language courses but only got 30, so the two courses were merged into one.

Some private universities have stopped all foreign language courses.

“We abandoned French five or six years ago,” says Binh of Hung Vuong University.

Likewise, Chut of Van Hien University says his school gave up on French years ago, but only after making every effort to keep the course going.

For Bui Khanh The of the HCMC University of Foreign Language and Information Technology, the courses at risk, besides English, are Chinese studies and Chinese language.

Last year, there were only nine applicants for Chinese, so those who passed the entrance test were transferred to other courses, says The.

At Van Hien University, would-be Chinese majors starting first year in 2007 and 2008 were transferred to English for Business and Trade.

Ton Duc Thang University only enrolled 20 students in its Chinese course this time around, or half the quota, says the university’s Nguyen Tuong Duy.

One reason why Chinese is shunned is the belief that it’s harder to learn than English.

That could well be true. Some students at the HCMC University of Education say their Chinese is still poor even after studying it since they were children and continuing at university.

Phuoc agrees, “They sure can’t speak Chinese fluently, even the students that complete fourth year.”

University graduates prefer studying further to joining workforce

Students afraid of… everything

During five years of studying at university, Dung, a former student of the Hanoi Civil Engineering University, lived on the money provided by his parents. Dung never before had to do any work to earn his living.

Therefore, he did not know what to do with the university degree he got last year. Finally, Dung decided to follow a 4-year training course in information technology at Aptech centre.

As such, while Dung’s friends have been moving heaven and earth to look for jobs, Dung still goes to university every day, and continues living on his parents’ money. “I don’t feel self-confident enough to start an independent life. I think I will only be able to become independent in two more years,” Dung said.

Blogs and forums these days are full of entries of students complaining about difficulties finding jobs. Many students write that they feel tense as they have to look for jobs in coming months when they have university degrees. Some students write that they are afraid of becoming adults.

A 4th year student related that he and some other students in the same class felt inferior to others and did not have good communications skills; therefore, they are afraid of becoming independent.

Meanwhile, a lot of students decide to continue studying after finishing university because they chose the wrong study branches.

Mai Anh, a student of the Hanoi Academy of Theatre and Cinema, said that she decided to study at the academy because she liked watching films when she was a child. However, after some years of studying there, she has realised that it would be hard to find a job as a film producer.

“I wonder if I can get a job to earn my living,” Anh said, adding that she has decided to follow another training course so that she can get money from her parents.

Learning foreign languages in park?

VietNamNet Bridge – Youth in HCM City now whisper in each others’ ears that there is a place in the city where they can learn foreign languages and don’t have to pay a single dong: September 23 Park, called westerners’ park.


September 23 Park is located next to Ben Thanh Market in the centre of HCM City, opposite the New World Hotel. Young people just have to go to the park, take a seat and wait 10 minutes. They meet all sorts of foreigners of different nationalities. The young people can talk to the foreigners, enjoy the conversation and practice foreign languages.

As such, September 23 Park has become a sort of foreign language centre.

The people who go there regularly are students of universities and junior colleges. After four pm everyday, students walk in the park, sit on park benches, or do physical exercises with foreigners to make new foreign friends.

Thanh Truong, a student of the HCM City Economics University, said: “I feel my English is still very poor, though I am finishing university this year. I have to go to the park to learn English more intensively. Here, in the park, I can practice English because I have the chance to talk to foreigners and I don’t have to pay.”

Phuong Thao, a student of Nguyen Tat Thanh Junior College, related that she was very shy when she first came to the park and talked to a foreigner. Thao later met some people who also came to the park for the same purpose, and they have been close friends since.

“We have come here every day for one week, and I have become more confident. Foreigners prove to be very friendly. They know that our English is poor so they always try to speak slowly and repeat words, so that we can understand everything. And they always say ‘very good’ to encourage us,” Thao said.

Sonny Smith, US, 35, said that he has been very impressed by the dynamism of Vietnamese youth. Vietnamese students prove to be very eager for knowledge, while their knowledge is very good. He admitted that he sometimes does not know things Vietnamese students ask about the US.

Besides English, HCM City’s youth also talk in French, Chinese and Korean languages. Students talk about themselves, their studies and jobs, and are ambassadors for Vietnam, “a very beautiful country in the world”.

Yahoo! Vietnam Director Vu Minh Tri announced the survey results.

VietNamNet Bridge – According to a survey released by Yahoo! Vietnam and TNS on April 2, Vietnamese people spend 43 minutes per day and VND174,000 ($10) per month on the Internet. Some 89% use the Internet service for reading news.

According to the survey, 42% of the population in big cities of Vietnam, namely Hanoi, HCM City, Da Nang and Can Tho, had access to the Internet last week, for 43 minutes on average. The time for watching TV has fallen to 233 minutes per day (21% down). The average spending on Internet service is VND174,000 ($10) per month.

Surfing the Internet at home has become a popular trend, with 66% of people interviewed in the last three months saying they surfed the Internet at home. The number of Internet users at café and wifi spots accounted for 53%, mainly teenagers and low-income people.

Up to 90% of surveyed people said they used search engines and read news on the Internet while 73% used chat software and 58% used emails.

Notably, 89% of users read news while 82% used search engines and 67% used entertaining services like music listening, music download and only 4% used banking and shopping services.

This survey was carried out by Yahoo Vietnam and TNS, named Net Index, using direct interviews and questionnaires, with 1,200 people from the age of 15 up in Hanoi, HCM City, Da Nang, and Can Tho in three months, from December 2008 to February 2008.

Yahoo Vietnam’s Director Vu Minh Tri said Vietnam is witnessing the strong development of digital means of media, with 21 million users. This is a big opportunity for Yahoo to develop online advertising.

Yahoo Vietnam predicted that the online advertising market in Vietnam will reach approximately $8 million by 2010, out of the total revenue of nearly $500 million of the Vietnamese advertising market.

Model of my phone is Nokia 6110 navigator. There is only english~chinese dictionary inside. Did try to download from nokia website, unfortunately it doesn't work for my phone.
Heard from friends that in HCMC, they do provide such service, as in help u to download english~viet dictionary to your mobile at a price of about S$30~$40.
Does anyone know is there such service shop in spore ?

Hawker ban on 15 HCMC streets to take effect in June


Ho Chi Minh City authorities will ban peddlers on 15 major streets from June as part of efforts to usher in a “civilized” lifestyle in the city.


A directive released by the People’s Committee late last month listed the streets as Le Duan, Dong Khoi, Le Loi, Nguyen Hue, Ham Nghi, Ton Duc Thang, Pasteur, Nam Ky Khoi Nghia, Le Thanh Ton, Ly Tu Trong, Tran Hung Dao, Cach Mang Thang Tam, Nguyen Thi Minh Khai, Dien Bien Phu and Nguyen Van Cu. They are mostly in Districts 1 and 3.

This month the Department of Natural Resources and Environment will finalize the program for this and provide guidance to district authorities to implement it. The Department of Culture, Sports and Tourism will make public announcements about the ban.

The People’s Committee has also asked families living on those streets to keep sidewalks and driveways in front of their houses clean and pay to get their garbage collected.

68 city officials penalized for third child

More than half of the 130 Ho Chi Minh City officials who had a third child last year have been penalized, the municipal Department of Population and Family Planning said Tuesday.


Reporting to a working group from the National Assembly’s Social Issues Committee, the municipal department said the penalties included salary decreases, stripping officials of their positions, warnings and losing bonuses.

Last year, a total of 3,149 third children were born accounting for 4.25 percent of all babies, an increase of 0.06 percent from 2007.

Figures show that 74,091 babies were born in the city last year, with a boy to girl ratio of 110:100.

Minimum wage to rise in May

The Government has increased the minimum wage for employees of state agencies, armed forces, domestic companies, and all agencies from VND540,000 to VND650,000 with effect from May.


Workers' minimum pay will increase in May
It has issued Decree No. 33, dated April 6, for the purpose.

On the same day it issued another decree increasing retirement pensions, social insurance settlements, and monthly allowances for retired commune officials by 5 percent.

Allocate funds for the adjustment of pensions, social insurance allowances for retirement workers, government, commune, ward officials, and the adjustment of monthly allowances for all staff commune, ward and township officials who are enjoying monthly allowances.

But Pham Minh Huan, director of the Ministry of Labor, Invalids and Social Affairs’ wage department, said increasing the minimum wage does not mean workers’ salaries would rise in general; it only means employers cannot pay less than this amount.

The gap has always been wide, but now the rich Vietnamese are really starting to SHOW their money. Drug addicts started breaking into my house around the same time my neighbours bought Lamborghinis and Bentleys, 2-3 years ago.

Another cruel fact - if the income (or purchasing power) of everyone, both rich and poor, is increasing by 10% a year, the gap is widening...faster and faster.

So, only one thing can be done. Moderation. Don't show off your 5 girlfriends all at the same time. Keep them in different cities. Keep a low profile :)

Raise in wages a timely move: experts

A customer at the Nguyen Trai Hospital in Ho Chi Minh City. The hospital director is less than happy about the new salaries ordered by the government because the hospital will have to raise some fees and cut expenses.
The government on Monday said the basic salary would increase by more than 20 percent starting next month, but opinion is divided on the timing of this move.


The salary increase from VND540,000 (US$30.38) to VND650,000 ($36.57) a month will take effect at all government agencies, state-owned companies, as well as agencies and companies formed and operating under Vietnam’s laws.

The government also said it is prepared to stop any unreasonable increase in prices of essential goods and services following the increase in minimum wages.

Pension and other support for retirees will be raised by 5 percent.

Funds for the salary increase at administrative offices will come from 10 percent of their regular expenses.

Profit making enterprises will use at least 40 percent of their net income to pay for the increased wages, while health agencies will use 35 percent of their profits for the purpose.

Pham Minh Huan, head of the wages department under the Ministry of Labor, Invalids and Social Affairs, said the salary increase can be considered an effort to stimulate consumption.

The 20 percent increase is suitable considering the current inflation rate of 11.3 percent, Huan said.

He said concerned agencies will quickly issue instructions for implementing the salary increase.

“I think the government has made all necessary preparations before announcing the increase, so I’m sure that laborers will enjoy new salaries next month.”

Tran Hoang Ngan, vice principal of the Ho Chi Minh City Economics University, said salaries should have been increased from January to stimulate consumption and prevent recession.

Around two million people get their salaries from the state budget in Vietnam.

“The salary increase directly impacts a small number of people but it will have a domino effect,” Ngan said.

Financial expert Dinh The Hien also agreed that the salary increase is good for consumption, which is still low.

Hien said the employers deserve higher wages.

However, those who have to pay more to their employees think that this is not the right time for an increase in wages.

Hoang Ve Dung, general director of the Duc Giang Garment Company in Hanoi, said “the salary increase will raise the running costs for businesses.

“I think the government should delay the salary increase to sometime later when the economy really recovers and companies have more money to pay more.”

Dung said businesses are now facing a hard time selling their goods and services. Those that have more staff will face more difficulties.

Director Ly Le Thanh of Nguyen Trai Hospital in HCMC said every time the government orders higher wages, the hospital has to cut bonuses and other similar expenditures while raising its service fees.

Some fees have long been fixed by the government, like the check-up fee of VND3,000 ($0.17), Thanh said.

The hospital employs 800 doctors, nurses and other officials, so the total salary increase would be a lot, she said.

Do Hoang Gia, director of the Gia Dinh People Hospital in HCMC, said the hospital had to cut its expenditures by at least 10 percent every time it’s asked to raise the salary.

The last salary increase amounted to VND90,000 ($5.06) per person and the hospital had to spend a further several billion dong a year on paying its 1,400 doctors and officials, Gia said.

Be amazed in Dai Nam Park

Bao Thap Tower rises up from the side of Bao Son, the tallest man-made mountain range in Vietnam
A private amusement park graces Vietnamese culture and history with its man-made marvels.


Situated in Thu Dau Mot District in the southern province of Binh Duong, Dai Nam Park is 45 kilometers from downtown Ho Chi Minh City.

Launched in 1999, the first phase of the US$171 million project has been completed to create a vast temple with adjacent hotel, an open zoo, an amusement park, a water park with machine-made waves, and an imposing set of mountain peaks.

Dai Nam opened to the public on September 1 1 last year.

When stage two is completed in 2010, Dai Nam will be the biggest theme park in Vietnam, many times the size of its nearest rival, the 55- hectare Suoi Tien Park in HCMC.

The 450-hectare amusement park is still under construction. Excavators and bulldozers are still digging and flattening the ground in places but nearly all the roads are finished and the free trams are carrying visitors around the park.

It doesn’t yet boast shady trees in abundance but it will when the staked saplings grow taller. In the meantime, don’t forget to pack a parasol and plenty of water!

The 5,000-square-meter temple isn’t an exact copy of the main temple in Hue but it’s still impressive with its lotus-shaped flag tower and 13.5- kilometer wall that also encloses a 5,000-room hotel.

Kim Dien Temple could even be mistaken for an emperor’s palace with its long red carpet leading to the entrance.

The carvings on the temple walls feature the four sacred animals in Vietnamese culture (dragon, kylin, turtle and phoenix) and the four symbolic flora of the four seasons (apricot, orchid, daisy and bamboo). The artwork and the doors are gilded with pure gold.

Inside the temple is a central chamber with gilded statues of the Buddha, the Hung kings, and the Emperor Tran Nhan Tong, who founded the Truc Lam School of Zen.

Its two wings house altars for President Ho Chi Minh, the Emperor Tran Hung Dao of the Tran Dynasty, and Au Co, the legendary mother of the Vietnamese people.

Also inside are two giant candles named “The Everlasting Candles” and a red board engraved with 2,000 common Vietnamese family names.

Outside is Bao Son which, at 63 meters tall and 250 meters in length, is the biggest man-made mountain in Vietnam. The five peaks and the Bao Thap Tower are a scaled-down version of Ngu Hanh Son Mountain in Da Nang on the central coast.

Inside Bao Thap Tower are nine theme-based altars, one on each level, to venerate the country’s founders and later heroes and heroines like Ho Chi Minh, Tran Hung Dao and the warrior sisters Hai Ba Trung, who lived from 12-43 AD.

Fun and games

Built as a spiritual tourism spot that preserves the traditional culture and history of Vietnam, Dai Nam is also well worth a visit by fun-seekers.

An assortment of thrilling rides such as the roller coaster on square rails, electric car racing, water plume ride and the swing across the waterfall are similar to the offerings at Dam Sen, Suoi Tien or Nha Trang’s Vinpearland except that they are larger in scale to challenge action enthusiasts.

Believe it or not, visitors can even experience life after death in the Ky Lan Cung (Kylin house) where there are a dozen levels of Hell.

A state-of-the-art 4D cinema may be a good alternative if you don’t mind the sudden drop in temperature to minus 12 degrees Celsius inside Snow World, which is just around the corner.

The 22-hectare water park with wave pool is a must on a scorching day. The admission price of VND60,000 (kids under 140 centimeters get in free) includes free floats, chairs and shower.

Dai Nam also houses Vietnam’s first zoo where visitors can get a close-up view of formerly wild animals.

The 12.5-hectare zoo has 76 species of birds, reptiles and mammals, including many rare animals such as white peacocks, white tigers and white hippos.

These animals have given Dai Nam another national record, this one for having the most “white animals” in Vietnam.

GETTING THERE:

From Xo Viet Nghe Tinh Street in Binh Thanh District, cross Binh Trieu Bridge to National Highway No. 13 and head straight to the six-lane Dai Lo Binh Duong Highway. Follow this to Dai Nam Park. It can be busy, so a motorcycle will get you there and back quicker. Bus 616 from Ben Thanh Market is another way to make the 90-minute journey to Dai Nam and costs just VND 15,000.

Mui Ne tourism sidesteps slowdown

The resort town of Mui Ne in the central coastal province of Binh Thuan is flourishing in the middle of a general economic slump.
Local statistics show increasing numbers of tourists and new projects.

According to the Binh Thuan Department of Tourism, until March 31, the province welcomed 528,000 arrivals.

Tourism has contributed over VND400 billion (US$22.54 million) to the state budget during the first quarter of 2009.

The number of tourists arriving in Mui Ne in March increased 50 percent over the same period last year.

Managing director of the four-star Seahorse Resort and Spa, Tran Viet Ha, said many domestic customers have chosen Mui Ne over foreign destinations to cut costs.

“They usually stay from five days to a week and spend a lot. We have to grasp this opportunity,” he said.

A host of resorts including Seahorse, Hoang Ngoc and Saigon-Mui Ne have slashed their prices to attract more customers.

An official from the provincial Department of Planning and Investment said the beach town now has over 136 projects with over 70 active two-to-four-star resorts.

Investors are speeding up implementation of another 18 projects, he said.

The official also said Mui Ne had few pending projects unlike other tourist spots in the province like Bac Binh, La Gi and Ham Thuan Nam.

A representative of the Sea Links Golf and Country Club said it is completing a five-star hotel with 300 rooms, adding to its 18-hole golf course and 300 up-market bungalows.

Other projects by investors from South Korea, France and the US are also underway, tourist officials said.

Vice Chairman of Binh Thuan People’s Committee Nguyen Van Thu said the province will give priority to big and environment-friendly projects, adding that investors must abide by the authority’s urban plans.

“We will revoke the license of any investor who delays their projects on unreasonable grounds,” Thu said.

People crunch

Nguyen Van Khoa, head of the Binh Thuan Tourism Association, said one of the biggest challenges facing the province’s tourism sector is the lack of human resources.

The number of staff at local venues was very small and couldn’t meet the standard of a national-level tourist hub like Mui Ne, he said.

Khoa said few employees in the town could speak Russian, German, Japanese and Korean.

Other experts said the infrastructure in Mui Ne also needed to be upgraded.

A Guinness-worthy gondola

The world-record setting Ba Na cable system outside of central Da Nang City
Vietnam has set two new Guinness World Records for a recently launched cable car system outside of central Da Nang City.


The Ba Na-Suoi Mo gondola has been officially recognized as the world’s longest single-wire cable car system (spanning nearly 5,043 meters) to operate with just two terminals.

In addition, the system has the greatest height difference between the two terminals (nearly 1,300 meters).

Managed by the Ba Na Cable Car Service Joint Stock Company, the gondola took more than a year to complete and was inaugurated on March 25.

In addition to its impressive length, the Ba Na-Suoi Mo cable car system boasts 94 cabins with the capacity to transport 1,500 passengers per hour. A total of 22 pillars support the cable network.

It is among the most modern and most expensive cable car systems in Vietnam and was built to meet European standards. The total investment for the project was approximately VND300 billion (US$17.2 million).

A gondola trip from Suoi Mo to the peak of Ba Na Mountain costs VND80,000-100,000 ($4.60-5.70) per person and takes 15 minutes. During the journey, tourists are treated to spectacular panoramic views of vast greenery and misty, rolling mountains.

At this time of the year, Ba Na Mountain is carpeted in a dazzling array of wild flowers. Once on the mountain peak, visitors can immerse themselves in the lush natural setting or visit the Linh Ung Pagoda with a 27-meter-high Buddha statue.

Here, the four seasons can be experienced all in one day: spring in the morning, summer in the afternoon, autumn in the evening and winter at night. HCMC at a loss for answer to unemployment

Laborers look for work at a job center in Ho Chi Minh City. In the last 6 months, over 25,000 workers had lost their jobs in the city.

The Ho Chi Minh City government has reacted too slowly and with only vague solutions to combat the thousands of job losses and layoffs plaguing the city, said officials on a TV show Sunday.


On “Talk and Act,” a television show that brings government officials and members of the public together for discussions on stage and via video conferencing, participants were generally displeased with the city’s efforts to combat unemployment.

Diep Thanh Kiet, deputy chairman of the HCMC Association of Garments, Textiles, Embroidery and Knitting, participated in the show as a local resident, not as an official.

He said although the government had drawn up assistance plans for unemployed and laid-off workers as well as for struggling businesses, government official Nguyen Van Xe, who was also on the show, had told the media earlier this month that the plans were still waiting for approval from the municipal People’s Committee.

“So, when will laborers and companies receive support from the city’s government?” Kiet asked.

Xe, deputy head of the municipal Department of Labors, Invalids and Social Affairs, replied by admitting to the delay and said that concerned agencies had to cooperate to build a specific project for submission to the committee before the plans could be implemented.

His response was met with dissatisfaction by the other speakers on the show.

Nguyen Van Minh from the HCMC People’s Council asked representatives from the Ministry of Labors, Invalids and Social Affairs whether there were any causes for the city’s joblessness other than the global economic slowdown.

Minh got no answer from the ministry.

Other speakers said accommodation for laborers was also a pressing issue.

Nguyen Dang Hien, general director of Tan Quang Minh Company, said the city government had failed to fulfill its commitment to provide affordable housing for workers.

Xe told the conference the city had planned to create jobs for 270,000 laborers in 2009 and that 70,000 unemployed workers were hired in the first quarter of this year.

“There are 533 companies looking for 61,000 workers,” Xe said.

He urged workers to respond to job advertisements and to contact potential employers directly. He said would-be applicants could also contact local job centers for assistance.

He added that the children of jobless workers would receive financial support for their schooling, but he didn’t specify what they needed to do to obtain the assistance.

Nguyen Thanh Tung from the HCMC Export Processing and Industrial Zones Authority (HEPZA) said many companies that had dismissed large numbers of workers now needed them back to fulfill new orders.

Tung, however, didn’t say who those companies were or how many employees they needed.

Head of the city’s Employment Services Center Trinh Thi Quynh Chi said the center would build an employment exchange center where at least 30 companies and three banks would recruit workers.

Unreliable figures

Initial statistics from local agencies show that from the last quarter of 2008 to March 31 this year, over 25,000 workers had lost their jobs in the city, adding to the over 16,000 already unemployed at the beginning of the period, said Xe.

“This number is not high compared to the 400,000 jobless laborers across the country,” he said.

But Kiet from the garment association said the statistics were unreliable because many workers left the city after losing their jobs without reporting the loss of work.

“Many companies also don’t report their unemployment statistics,” he said.

Nguyen Dai Dong from the labor ministry said of 45 million laborers in Vietnam, nine million were working for businesses while the rest were freelancers or working in trade villages.

“The unemployed are mostly from big companies and this number is around 300,000 to 400,000.”

Kiet didn’t agree with the answer, saying the statistics were too optimistic.

He cited media reports that said five million trade village workers had lost their jobs this year.

Dong said that number was also unreliable and exaggerated.

Chairwoman of the People’s Council, Pham Phuong Thao, directed agencies to work together to ascertain the city’s actual unemployment figures.

Paradox

While laborers are struggling to find or keep their jobs, many companies are in dire need for more workers. Despite good salary offers, there are not many takers.

Tran Anh Tuan, deputy director of HCMC Center for Employment Services, said only 15,285 workers had applied for the 20,882 jobs offered in the city over the year’s first quarter.

The demand has exceeded supply in most sectors, with the largest gaps present in marketing, legal procedure services, finance, education, architecture, design, printing, tailoring, crafts and security.

“Production in the country is recovering [from the global economic crisis],” he said.

“The demand for recruitment is expected to increase in the second quarter, mainly in tailoring, crafts, security and jobs that require basic skills.”

No companies in Binh Thanh District have laid off workers this year, while more than 500 positions are available at three large local enterprises, a district representative told the labor department in a meeting last month.

Reports from 10 districts showed that 97 companies outside export processing and industrial zones were looking for some 7,819 workers.

Doan Thi Thu Ha from HEPZA said last month that many companies inside the zones were also having difficulty filling more than 12,000 labor vacancies.

Some enterprises at the Linh Trung EPZ were encouraging their workers to recommend new applicants with rewards of up to half a month’s salary, she said.

Int’l visitors tour An Giang

VietNamNet Bridge - The southern province of An Giang officially launched the first “Agricultural Tourism” tour for 30 international visitors on April 12.

The travellers departed from Long Xuyen city to watch a boat race in Chau Doc town and enjoy the Khmer people’s Chol Chnam Thmay traditional festival in Tri Ton district.

They also visited the Cam mountain in Tinh Bien district.

The tour is part of an “Agricultural Tourism” project sponsored by Agriterra, a development arm of five farmers’ unions in the Netherlands, which has been launched from 2007 to 2009 at a total expense of EUR300,000.

The project’s main activity is arranging 72-hour tours for international guests to stay at local people’s houses and visit local sites including My Hoa Hung landscape in Long Xuyen city, Cham brocade craft village, Ba Chua Xu Nui Sam temple, Tinh Bien international border-gate market, Van Giao brocade craft village, Cam mountain and Pol Pot relic site.

It is a good opportunity for local Vietnamese and Khmer people to develop community-based tourism to increase their incomes. It also helps to promote the local economy.

Yes all of us have to work very hard and practise on the language... sometimes even have to change multiple classrooms (from bar to coffeeshop to beach and finally take exam in the hotel), also have to change multiple teachers as well... phew, really hard work.. :D

A US$5 billion casino and resort will be built on Phu Quoc Island, a tropical island paradise in Vietnam’s south.

Kien Giang Province People’s Committee chairman Bui Ngoc Suong announced Tuesday the Vietnamese government had given the green light for the island’s first casino, which will be part of a 100-hectare resort complex.

Provincial authorities plan to call for bids for the design and construction of the casino complex next year.

Under Vietnamese law, only foreign passport holders are allowed to enter casinos.

The pristine white beaches and sparkling blue waters of Phu Quoc Island attract more than just tourists. International and domestic investors are flocking to the island, with plans to develop hundreds of hotels, resorts and entertainment projects.

Last year, the U.S.-based Limited Investment Zones applied for a license to develop a $4.5 billion casino and resort complex on Phu Quoc, Saigon Times reported.

The $9 billion Pearl of Asia complex is also being built on the island by the Swiss Trustee Suisse Group's Pearl of Asia Development Corp.

With a coastline of some 150 kilometers and rugged inland jungle, Phu Quoc was famous for its fish sauce until about a decade ago when the first tourist resort opened on the island.

It takes about an hour to fly to the 561-square-kilometer island from Ho Chi Minh City, Singapore and some cities in Thailand.

Local authorities plan to develop the island in order to attract two to three million visitors a year by 2020.

Phan Thiet hotel named Vietnam's finest

VietnamTravel.org, a travel guide, announced that Cham Villas in the southeastern costal city of Phan Thiet tops its list of "Vietnam's Finest Hotels" for 2009.

The list was drawn up after an extensive survey of 16,000 hotel reviews.

It was followed by Hanoi Elegance Boutique Hotel, Novotel Nha Trang, and Park Hyatt Saigon.

For the ranking, VietnamTravel.org collected hotel reviews from major websites like Yahoo Travel, Tripadvisor, Booking.com, and Agoda.com.

Hotels with more than 10 reviews were then ranked on their overall score, as were six major tourist destinations that have consistently received great customer feedback.

In addition to the Top 30 listings, the Vietnam Travel website now provides a clear breakdown of how each of the 347 hotels listed on the website has scored, allowing travelers to the country to quickly and easily compare hotels and make a decision on where to stay.

Phu Quoc, the prime attraction during long holiday weekend

With Phu Quoc all the rage among tourists during the April 30-May 1 holidays for Liberation Day and Labor Day, hotels and service providers on the island are set to make a killing.

While tours to places like Da Nang, Nha Trang, Phan Thiet ,and Vung Tau are being offered at discounts of 15 to 30 percent, tours to Phu Quoc have become 15 to 20 percent costlier.

Phu Quoc hotels are demanding a deposit of 30 to 50 percent for rooms.

Hydrofoils from the mainland to the island were full up two months ago.

Ha Trong Diep, director of Can Tho – Vinashin Passenger Boat and Travel Company, said tour operators recently asked for hundreds of tickets but his company was unable to meet the demand.

Located in the Gulf of Thailand, the 567-square-kilometr island is 62 nautical miles (115 km) from Rach Gia and only 8.1 nautical miles (15 km) from Kampot Province of Cambodia.

It boasts breathtaking landscapes including beautiful white sandy beaches, imposing mountains and pristine forests.

An Thoi, an archipelago known for magnificent islands like Hon Dua, Hon Roi, and Hon Rom has several kilometers of coral reefs where tourists can enjoy going fishing and diving.

A three -hour motorboat trip around the archipelago plus a meal and a drink costs VND100,000 to 150,000.

Men should hold onto dongs, due to recent slashes

Doctors are reporting an increase in the number of men being rushed to hospital after their sexual organs have been cut off by jealous wives or girlfriends.


The good news for the castrated men is that the amputated organ can be successfully reattached if it is preserved properly.

Cho Ray and Binh Dan hospitals in Ho Chi Minh City have admitted several such cases lately.

Cho Ray recently admitted a forty-year-old man from Tay Ninh Province whose jealous wife had done the dirty deed.

It was the girlfriend who took him to the hospital along with his severed member in a plastic bag inside an icebox, while the shaken and contrite wife went straight to the police.

TO PRESERVE A SEVERED BODY PART:

Put it in a clean plastic bag

Add 0.9 percent salt water (standard saline solution)

Place the bag in an icebox and take it to the hospital

Do not let the severed body part come into direct contact with the ice

The doctors who reattached his penis say it was only successful because the girlfriend had preserved it properly for the 12 hours it took to get the man to hospital.

In another case, a fifty-year-old man in HCMC was admitted to Binh Dan Hospital for the same reason.

This time the culprit was the girlfriend while the penis preserver and the one who took him to hospital was the wife.

Dr. Nguyen Thanh Nhu of Binh Dan Hospital says the surgery was successful as the man had reached hospital around one hour after the incident.

Other cases turn out poorly for the man as the wife continues to vent her anger by throwing out the severed member for some dog to eat, or putting it in boiling water to cook for a while.

Dr. Duong Quang Vu of Cho Ray Hospital, who has become a specialist in reconnecting severed penises, says jealousy is usually the motive, but not always.

On Wednesday, Dr. Vu reattached the penis of a mentally ill man from Dong Nai Province who had cut it off in a fit of derangement. The man’s father had preserved the organ properly and taken it and his son to hospital.

The operation to reattach a severed penis is complicated, says Dr. Vu, because the doctors must reconnect arteries, veins, nerves and other tiny parts.

“Now that we’re experienced, the operation takes about two and a half hours. It used to take up to four hours.”

His colleague Dr. Tran Ngoc Sinh says 80 to 90 percent of penile function is restored if the operation goes well.

Erections return about a month after surgery but ejaculation may be delayed and the penis could be a little smaller than before.

Four out of five operations are successful, according to Dr. Sinh.

The failures mostly result from improper storage of the severed penis.

Dr. Sinh also mentions that it’s impossible to make the organ longer during the operation.
