Yes it is true. There is an Chinese OKT in Penang that has Russians and European girls for 200RM.
The quality is not that good. I did get a descent looking half Russian/ half Korean girl who was about an 8. She was very friendly. She even asked me to be her bf. Great bbbj with no quiting. The place is in a residential condo. Only bad thing is that the bathroom is small and can not shower together and the towels are not clean.
