I think you will find that the AV only bust places that they are 200% sure got specials. Also, if you read the news reports, most of the raids are based on MP not fulfilling the requirements and permit issues etc, so that the raid is justified

The latest raids are on Public Entertainment Outlets, ie KTV, bars, pubs, etc and not MPs. They appear to be are targetting mainly at those hostesses without work permits; most likely those on social visit pass.
