Ho Chi Minh City seeks new solutions to congestion at major airport

Proposals include the construction and expansion of roads, the establishment of a monorail or cable car system

Ho Chi Minh City authorities are mulling over several new proposals to combat traffic congestion near the city’s major airport, including opening a second street.

As previous efforts have proved ineffective, new solutions have been suggested to alleviate congestion at the entrance of Tan Son Nhat International Airport.

Ideas include the construction and expansion of roads, a new overpass, a monorail, and cable car routes.

In July, two flyovers were opened to traffic on Truong Son Street and at the Nguyen Kiem- Nguyen Thai Son Roundabout, which have failed to eliminate regular bottlenecks on Truong Son Street.

In late September, the Urban Traffic Management Zone No.1 under the municipal Department of Transport began the expansion of Hoang Minh Giam Street in the hope of improving the situation.

According to local experts, Tan Son Nhat Airport can only be accessed via Truong Son Street.

This means the road must handle about 30 million passengers a year along with a large number of local commuters, making congestion inevitable.

Two projects have been recommended to deal with this specific issue, including the upgrade and expansion of Hoang Hoa Tham Street, as well as the connection of Tran Quoc Hoan with Truong Chinh Street.

According to the Urban Traffic Management Zone No.1, works on Hoang Hoa Tham Street are expected to begin in November.

The road will be 22 meters wide, with four lanes, requiring a total capital investment of VND254 billion (US$11.1 million).

The Ho Chi Minh City administration has agreed to fund the plan to connect Tran Quoc Hoan and Truong Chinh Streets.

However, the project can only be implemented once the Ministry of National Defense consents to hand over a parcel of military land.

Major General Nguyen Huu Chi, deputy commander of the Vietnam People’s Air Force, told Tuoi Tre (Youth) newspaper that the defense ministry would consider handing over military land to assist economic development and reduce congestion.

In a bid to resolve the problem, Bilco JSC suggested the construction of two cable car routes, connecting the airport with Hoang Van Thu and Gia Dinh Parks, requiring expenditure of about VND500 billion ($22 million).

The Institute of Transport Science and Technology has proposed the construction of two monorail routes rather than a cable car, which will cost between $35 million and $50 million per kilometer.

According to Dinh Viet Thang, head of the Civil Aviation Authority of Vietnam (CAAV), the agency has been in contact with 11 consulting firms from the United Kingdom, United States, France, Japan, and the Netherlands since June.

The CAAV is expected to sign a contract with one of the firms in late October before adjusting the overall plan of Tan Son Nhat Airport, Thang said.

Vietnam to scrap death penalty for 5 felonies under amended Penal Code

Robbery and trading of fake medicine are among the felonies to be exempt from capital punishment

The amended 2015 Penal Code of Vietnam, which will take effect at the start of 2018, will no longer impose the death penalty on those found guilty of five felonies.

The code is an amened version of the country’s 2015 Penal Code that has been in place since July 2016.

According to the amended code, five felonies including robbery, manufacturing and trading of fake food and medicine, destroying facilities crucial to national security, surrendering to the enemy, and disobeying orders of commanding officers will no longer be subject to the death penalty.

The last two felonies are applicable to military personnel only.

The highest punishment for these crimes will be reduced to life sentence.

The amended Penal Code will also treat the felony of stockpiling, transporting, trading or appropriating narcotics under different articles.

Currently, those guilty of the crime faces capital punishment as the higest sentence.

Under the amended code, only the crimes of transporting and trading of narcotics are eigible for the death penalty, while those who stockpile or appropriate the illegal drugs will only face life imprisonment at most.

Additionally, criminals older than 75 years of age or those charged with corruption but had voluntarily submitted 75 percent of their embezzled property will be exempt from capital punishment.

Saigon airport employee caught stealing $1,400 from Japanese passenger

The thief was captured on camera as he was swiping the money from a baggage cart.

An employee at Tan Son Nhat International Airport has returned $1,400 he pinched from a Japanese passenger's bag following a swift investigation by the airport's security unit.

The security center at the airport said on Thursday that the theft had been handled.

The center received a complaint after midnight last Sunday from the Japanese passenger who said some money had gone missing from his bag after he left it on a baggage cart, Tuoi Tre newpaper reported.

Camera footage captured an airport driver, only identified as N.V.H., stealing the money.

The culprit said he had taken nearly $1,400 worth of dollar and yen notes from the bag before putting it back on the cart.

The money was returned to Matsumoto Masaya on Monday night.

Vietnamese airports have become notorious for baggage thefts and extortion complaints in recent years, especially at the country’s biggest airports, Noi Bai and Tan Son Nhat.

Aviation authorities have pledged to fix the problem by installing more cameras and enhancing security checks.

There has also been uplifting news.

In August, security officers at Tan Son Nhat returned a bag containing two smartphones and more than $17,000 to an American man who left it on the baggage carousel.

In March, workers at international airports in Da Nang and Hanoi also returned more than $25,500 to forgetful passengers.

Private Vietnamese university to accept tuition in Bitcoin

The payment option will first apply to foreign students

An enterprise-run university has plans to become the first university in Vietnam to accept tuition in Bitcoin amidst debate in the Southeast Asian country over legal revisions that would allow the government to better manage the cryptocurrency.

Le Truong Tung, president of FPT University, announced through his personal Facebook page on Thursday that the institution “accepts tuition payment in Bitcoin,” though he added that the payment option is currently only available to foreign students.

Tung later confirmed to Tuoi Tre (Youth) newspaper that the status is “official information” regarding the new FPT University policy, explaining that Bitcoin payments are a “feasible solution” for many international students at FPT University.

“African students, especially those from Nigeria, face difficulties in transferring money overseas to pay for [our] tuition,” he elaborated

The Facebook post attracted mixed responses, with many hailing the tech-focused university for its pioneering move, and others expressing their concerns that cryptocurrencies are still an unrecognized as legal currency in Vietnam.

Some critics also worry that the policy will drive students towards the ‘high-risk investment’ of ‘mining’ Bitcoin.

According to Tung, the University considers accepting the cryptocurrency as a “transaction of the Fourth Industrial Revolution.”

“As a university that provides technology training, we consider it a must to study and research new technological advances and find ways to apply them in real life,” he said.

“These things are totally possible during this Industrial Revolution 4.0.”

Founded in 2006, FPT University, run by FPT Group, is the first university in Vietnam to have been established by an enterprise.

A cryptocurrency is a digital or virtual currency that uses cryptography for security.

As of Friday morning, Bitcoin was selling at US$5,946, or VND135.14 million, per coin. The cryptocurrency can be traded in amounts as small as one hundred millionth of a coin.

While Vietnam originally made Bitcoin transactions illegal, the government later approved a plan to complete the legal framework to manage the cryptocurrency in August.

According to the directive, relevant agencies are tasked with identifying the appropriate regulatory measures to oversee Bitcoin and other ‘virtual assets,’ by August 2018 and complete the legal framework to enact those measures by June 2019.

Bad weather- big storm hit this weekend...


Tropical depression forecast to drench southern Vietnam this weekend

The depression could intensify to a storm and hit the whole of southern Vietnam, including Saigon.

A low pressure zone in Vietnam’s East Sea, internationally known as the South China Sea, is likely to strengthen into a tropical depression by Saturday and could intensify to a storm.

The National Hydro-Meteorological Forecasting Center said on Friday that the depression will trigger heavy downpours in southern provinces over the weekend, with wind speeds projected to peak at 60 kilometers (37 miles) per hour.

A meteorologist who wished to remain anonymous told VnExpress it is possible that the depression will escalate to a storm and hit the entire south of Vietnam, including Saigon.

“HCMC and the south will be drenched in the final days of October and first days of November," he said, recalling the tragedy when Storm Linda hit the south 20 years ago. "At this moment, even when a storm is formed and still weak, we cannot afford to ignore it."

In 1997, Linda was first forecast to be a weak storm, but in just 36 hours, it grew bigger with wind speeds rising from around 50kph to over 100kph, killing 778 people and leaving more than 2,000 missing. It remains the biggest storm to hit the south in the past 100 years.

Vietnam has been suffering from destructive stormy weather once again this year. Floods in northern Vietnam killed at least 26 people and washed away hundreds of homes in August before Typhoon Doksuri, the strongest to hit the country in years, killed at least eight people in the central region last month.

Last year, tropical storms and flooding killed 264 people in Vietnam and caused damage worth VND40 trillion ($1.75 billion), nearly five times more than in 2015.

Saigon police bust downtown bars in midnight raids, send drug users fleeing

The bars were fined for harboring drug use, late opening and fire safety violation.

Many drug users were arrested as the police swooped on three downtown bars in Saigon in the early hours of Saturday morning.

Hundreds of officers, bringing along drug-sniffing dogs, busted the Las Vegas beer club on Nguyen Trai Street, S5 Club on Ly Tu Trong and Barocco Club on Nam Ky Khoi Nghia.

Many people were seen fleeing but tens of suspected drug users were taken away for tests.

The bars were fined for harboring drug use, late opening and fire safety violation. Vietnam is considering lifting its night curfew to 2 a.m., but most bars and nightclubs in Saigon, the country’s largest city, are now only allowed to serve until midnight.

Figures from Vietnam’s social affairs ministry show that Saigon has nearly 22,000 registered addicts, the highest number in the country and nearly 10 percent of the country’s total.

Drug use is banned in Vietnam, where producing and trading drugs are also outlawed.

Vietnam developed its approach to drug addiction based on the presumption that it represents a “social evil” that can be cured with abstinence and re-education.

Following international criticism, the government established a timeframe in 2013 to gradually replace compulsory detention centers with community-based, voluntary treatment regimens.

The transition, however, has proven tricky given inconsistencies in the legal system, the widely-held belief that drug addiction stems from moral failure and the lack of competent doctors, therapists and equipment.

What makes urban life so stressful in Vietnam and elsewhere?

Both Hanoi and Saigon fare badly in many factors, especially in public transport, traffic, air pollution and debt per income.

Hanoi and Saigon, Vietnam’s largest cities, have been ranked 94 and 106 respectively out of 150 cities in a new study which looks into many economic, infrastructure and health factors to determine the well-being or urban communities around the world.

The ranking by Zipjet, a London-based online laundry service, seeks to provide insight on how the most stressful cities around the world can benefit from the example of those less affected by stress.

“Mental health problems are on the rise worldwide, with stress being a trigger and contributing factor towards this increase," Florian Färber, Zipjet's managing director, said in an online statement. "We hope that by pinpointing how the least stressful cities are managing this issue, those cities struggling with a stressed out population can overcome it.”

Factors measured include unemployment, debt per capita, traffic, public transport, security, pollution, physical and mental health, social security, as well as gender and race equality. The study also measures sunshine hours, fewer of which have been associated to higher risk of mental health.

Public transport are poorly developed in both cities, which have seen a rapid rise in individual vehicles only at the expense of traffic safety and air quality. Many recent studies have shown pollution level in Hanoi and Saigon as beyond the World Health Organization standards most of the time.

Other cities in Southeast Asia are not doing well either.

Hanoi is actually the best performer in the region after Singapore (42). Phnom Penh ranks 96, Bangkok 104, Kuala Lumpur 110, Jakarta 132 and Manila 141.

The least stressful cities in Asia, according to the ranking, are Abu Dhabi (19), Kuwait (23) and Dubai (32).

The ranking shows a stark division between first and third world centers.

Although many large cities such as New York (84), Barcelona (85) and Seoul (129) fall into the second half of the list, the ranking shows that there is much less stress in developed cities and more in those cursed with daily hunger and violence.

European cities dominate the list, with Sydney the only outsider breaking into the top 10. Seattle (12) is the only American city in top 20.

The ranking’s bottom three are the conflicts-torn Lagos, Kabul and Baghdad, where people struggle with regular attacks and race conflicts.
