It may look coincidental but watch out.
-Everiwhere u go u see policemen passingby or drive pass u most likely being watched.
-contruction to 'improve' the area. Example, dark pathway but suddenly after police checks lamps are erected.

Cctv camera at entrances, cctv camera in toilets like the mall near payalebar.
You taking pics of females while police cctv watching u!

If u know they investigating u then is nt an investigation.

Defence lawyer Cory Wong argued that his client did not know SI Tan was a policeman when he attacked him, because the officer was dressed in plain clothes, “did not produce his ID timeously, and was acting in a (suspicious) way”.

He was diagnosed in February this year with delusional disorder of a persecutory type, the court heard. Yan harbours “irrational beliefs he’s being persecuted by law enforcement officers and the judiciary”, DPP Singh said.
Yan has “poor insight” into his condition and has refused treatment, he added, calling for Yan to be remanded at IMH again, for a more “thorough and comprehensive” psychiatric report to be prepared.

Head of MHA should reflect on himself before lamenting on his officers being abused

I refer to your article: Public’s response to intended legal framework to protect police officers, “Respect needs to be earned, not asked or bought” regarding the needless need for Ministry of Home Affairs (MHA) to further enhance legislation to an already lopsided and overprotective criminal procedural code in Singapore, one where even judicial officers are unable to supervise proceedings!
I felt the need to touch on this after hearing from friends on how police can simply confiscate one's electronic devices using force without full justification, interrogate suspects and demand they undergo "lie detector test" without informing them of their legal rights and insufficient safeguards on how privacy is not infringed after the authorities return impounded items. All these protocols are opaque especially in the case of Teo Soh Lung and Roy Ngerng. We do not know what or how much personal info is being extracted and to where these information are heading to.
In the unfortunate ongoing case of the death of a youngster and of another whose mother filed complaints of abuse of power, police internal affairs has not provided explanations beyond a reasonable doubt except to repeat templates of no wrongdoing on the officer's part. Responses such as these do not assure the public of impartiality and will only serve to further erode painstaking trust in the civil service built over the LKY years. The 38 Oxley saga and continued silence of the Lee Shengwu case are fine examples.
It is also noteworthy as to why citizens are increasingly "taking matters into their own hands" in the words of actor Tay Ping Hui: "When d people take justice into their own hands, it's because they have given up on d authorities to act on their behalf. So who's to blame?"
Sorry to have to say this but before K. Shanmugam laments on his officers being abused, he should instead as head of MHA, check on his own temperament towards members who file questions on his ministry's actions. As the saying goes. monkey see, monkey do!

Singapore Police Force seeks gizmo-packed patrol car

The Singapore Police Force wants to develop a high-tech, fast- response patrol car equipped to help officers spot wanted vehicles and even track down a motorist who speeds away.

According to tender documents, the car to be used over the next decade should project "an advanced, futuristic and formidable police force".

Based on requirements listed, future patrol cars could boast an array of new technology.

Each car is likely to have GPS navigation and an in-vehicle video system that allows recording in four directions.

Among the more unusual features the police are keen to add is an automated number plate recognition system.

This will allow officers on patrol to screen the licence plates of moving or stationary vehicles to identify any that may have been stolen or are being driven by criminals.

Such systems are already in use in California and Texas in the United States.

Another new feature may be a locator tracker that will enable officers to track a wanted vehicle, even if the driver speeds off.

The requirements also include shatter-resistant windscreens that can withstand repeated, forceful impact from blunt objects and exterior mounted lights for operations in dimly lit areas.

Other requirements requested by police include a night vision thermal imager and a mobile infrared transmitter to control traffic lights.

Police displayed a prototype of a next-generation fast response car last year at its workplan seminar. It featured rear seats made out of plastic similar to those found in MRT trains to prevent suspects from concealing weapons or discarding evidence in the upholstery.

The future patrol car should be a vehicle with an engine capacity of two to three litres, according to documents.

The request for information exercise closes on Oct 4.

On improving surveillance, one example would be to develop analytics for CCTV cameras to locate an abandoned bag, based on details such as its colour or logo. The technology could even trace the owner of the bag and the time it was abandoned.

Special cameras in town centres and walkways
The cameras, to be installed from the second half of the year, will come with pan-tilt-zoom functions and 360-degree fields of view. They will also be able to automatically analyse closed-circuit television footage to detect unusual activities.

Jurong Gateway, Bedok Town Centre and Ang Mo Kio Town Centre are the first three locations to get the new cameras, under an initiative called Polcam 2.0.

By December 2020, the cameras will be installed in all key public areas, such as town centres and pedestrian walkways.

The in-vehicle systems will eventually enable live-streaming from incident locations to the operations room and command post, the Police said.

Cameras will first be installed at the front and rear of the cars, but the Police are aiming for 360-degree coverage when the in-vehicle systems are fully deployed, said Assistant Superintendent Jude Sherman D’Cruz of the SPF’s Operations Department.

Also from June, frontline officers at one Neighbourhood Police Centre will start wearing body-worn cameras weighing 79 grams. The plan was announced during the Committee of Supply debates on the Home Affairs ministry’s budget for this year.

Interactions with members of the public when they are attending to incidents will be recorded — after informing the individuals — so as to capture crime-scene investigations, as well as for cross-checking allegations made by members of the public.

The Police said processes are in place to ensure recordings of both body-worn cameras and in-vehicle systems are not tampered with.

On whether members of the public can opt not to be filmed, the Police said the recordings can provide valuable leads and are useful in the fight against crime. “Hence, while attending to an incident, the Police officer will do the needful to capture what he needs for investigation and operational purposes. Police is aware of the need to protect the privacy of victims and complainants in some cases and will exercise discretion and consider such requests appropriately,” a spokesperson said.

Deputy Police Commissioner T Raja Kumar said in a dialogue with 200 students yesterday that the community welcomes the installation of police cameras at HDB blocks — all 10,000 will be covered by 2016 — and this is a sign of trust in the Police.





To add more transparency to the investigation process, the Ministry of Home Affairs is also piloting a system in which questioning sessions are recorded. Mr Wong said: "We believe this is a step in the right direction."

Singapore Police investigate video allegation of abuse during interrogation

On 7 February 2013, Singaporean filmmaker Lynn Lee was investigated and had equipment confiscated for a video produced on alleged police brutality.

This morning I woke up to find out that police had attempted to seize Lynn’s phone, laptop and iMac.

They were unable to properly justify why that would be relevant to their investigation into ex-SMRT bus driver’s allegations that they had been beaten during interrogation. After Lynn called a lawyer it was settled that she would take her property down to the police headquarters in the afternoon and let them examine the things in her presence.

As I write this, she has been in police headquarters for about four hours. They have opened her laptop and taken her hard drive, and now taken her phone. Below is my Storify of events as they unfurl.

The boy was locked up under police custody and was hurled vulgarities by investigation officers during the interview and was threatened to be sent to Boy’s Home if he did not admit to the offence, as reported by the child to his mother.

The boy also said that one of the officers pushed him to the wall and poked him in the chest during the interrogation. He broke down upon telling his mother after he was bailed out later that morning.

This shows that the boy was under a tremendous trauma.

Jail, caning for carpool driver who molested passenger

He was a driver on carpooling app SwiftBack when a 21-year-old woman engaged his services to take her home. But when they reached her neighbourhood at around 5.40am on April 2 last year, Goh Wei Rong, now 24, molested her .

District Judge Shaiffudin Saruwan found him guilty of the offence on Oct 16 following a three-day trial.

Goh also pleaded guilty to three traffic offences and one count each of theft and housebreaking. Four other charges for similar offences were taken into consideration during sentencing.

SINGAPORE - A deputy superintendent in the Singapore Prisons was today fined S$10,000 for negligence which resulted in the death of an inmate.

Lim Kwo Yin was also today charged and pleaded guilty to committing a negligent act not amounting to culpable homicide that caused the death of Dinesh Raman.

The 36-year-old who was the officer in charge of Cluster A4 Housing Unit 2 and the Senior Prison Officer supervising the operation to restrain Dinesh, had failed to exercise adequate supervision, which led to him dying of "positional asphyxia".
