Is because 2nd hand smoke, all the endorphin like chemicals are lost (either absorbed by the smoker or degrades itself quickly if not directly inhaled) and only the remaining toxins are inhaled by the innocent bystanders.

These relaxation chemicals inside tobacco are probably what gives the smoker instantaneous stress relief and thus reduces his cancer etc risk as compared to innocent bystanders who inhale...
