They are legal in many countries outside of Singapore. The effects are a massive rush of blood caused by muscle relaxant - your views open up quickly causing a quick rush of blood.

The effects last for minutes at a time and are short lived.

The results are twofold:
- relaxation of your anus (go figure how that might work in a given situation)

The effects of poppers is to decrease the blood pressure which in turns relaxes certain parts of the body such as the anus. When it comes to blood pressure, I wouldn't mess with that.
